WASHINGTON (AFP) - US President Barack Obama yes- terday rejected the proposed Keystone XL pipeline from Canada, saying he could not vouch for its safety by a dead- line despite intense election- year pressure. The rival Republican Party had forced Obama to make a decision on whether to ap- prove the 1,700-mile (2,700- kilometer) route through the Great Plains to Texas, forcing him to choose between envi- ronmentalists and industry. The Obama administration said that company Trans- Canada could resubmit the Keystone XL project but that officials were not able to as- sess its plan by a February 21 deadline put into law by Re- publicans in Congress. ELMAR N.V. has chosenthe existing parking area of theAruba Airport Authority as thefirst solar park to be con-structed by ELMAR N.V. Ourelectric distribution companyintends to generate a maxi-mum of 4 mega watts of powerto supply her 12kv network. Inthis fashion ELMAR wants tosupply a growing demand withthe generation of clean energyconnecting one or more solarpanels to her network.

the University of Bonn, Ger-many and a Post GraduateDiploma in Public Administra-tion from the University ofSpeyer, Germany. He servedfor three years in the Germanjustice system, working in alaw firm, Magistrate’s Court,Court of Appeal and PublicProsecutor’s Office, beforequalifying to become a judge.

He joined the ILO in 1995and worked with the Manage-ment (DGA/DEV) and theTechnical Cooperation(PROPARTEC) Departmentsin ILO, Geneva, before mo -ving to the ILO Regional Of-fice for Europe and CentralAsia. From 2001 onwards, heworked on social dialogue andlabor administration issues,initially in Geneva. From 2005to 2008 he served as the SeniorSpecialist for Social Dialogueand Labor Administration atthe ILO Sub-regional Office inAddis Ababa (Ethiopia), cov-ering 14 countries in East

SYDNEY (AFP) - Three anti-whaling demonstrators havebeen injured after Japanesecrew members used grapplinghooks and bamboo polesagainst them in a high seasclash, activist group Sea Shep-herd said Wednesday.

The Sea Shepherd Conser-vation Society, which annuallyshadows and harasses theJapanese whaling fleet,claimed two activists werestruck in the shoulder withiron hooks and one was hittwice in the face with a longbamboo pole.

The Yushin Maru No. 2(YS2) is tailing the SteveIrwin anti-whaling ship in theSouthern Ocean and the inci-dent happened about 300 nau-tical miles north of MawsonPeninsula in Antarctica, ac-cording to Sea Shepherd.

"Our small boats were at-tempting to slow down theJapanese harpoon vesselYushin Maru No. 2, which isaggressively tailing the SteveIrwin," Captain Paul Watsonsaid on the Sea Shepherd web-site.
