Registration open through January 6 for Phase I-II workshops■ Advance registration remains open for the Phase I Workshop (for newly elected or appointed board members) scheduled for Tuesday, January 13, at the Hyatt Regency Minneapolis (during Leadership Conference week). “Bargaining Basics”■ Summary: This is essential training for new nego-tiators and a great refresher for veteran negotiators. Negotiating employee Master Agreements is among the board’s most complex, technical and stressful du-ties. This session is designed to introduce new board members or board members new to the negotiating team to the negotiations process. Presenters will discuss the Public Employees Labor Relations Act (PELRA) and other laws that may impact negotiations.

“Superintendent Evaluation”■ Summary: Evaluating the superintendent’s perfor-mance is one of the school board’s most important du-ties. MSBA and the Minnesota Association of School Administrators (MASA) believe that having a positive

working relationship between a school board and its superintendent is critical to accomplish-ing a school district’s mission and priorities. Workshop participants will learn how MSBA and MASA approach superintendent evalu-ation, become familiar with the new “Super-intendent Evaluation” resource, and walk

through the evaluation process from start to finish.

are focused on board officers’ responsibilities and basics/fundamentals of laws affecting school boards. Elected board officers, superintendents and staff that support the board are encouraged to attend.

MSBA Delegate Assembly members pass funding, tech resolutionsMore than 100 school board members from across the state

attended the annual MSBA Delegate Assembly Saturday, December 6, in St. Louis Park to help develop policies for the 2015 legislative session. Resolutions are submitted by school board members in early fall and then debated and voted on during the assembly. Resolutions that receive a majority vote help define the legislative policies for Minnesota School Boards Association.

Delegates approved many funding and technology resolutions. A resolution urging the Minnesota Legislature to increase the general education funding formula by a minimum of $300 per pupil unit for the 2015-2016 biennium passed by a decisive 98-4 margin.

Other funding-related resolutions that passed included calling for a minimum per student compensatory aid, increasing equalization for school districts receiving less than the state average, and full funding for the concurrent enrollment funding formula.

On the technology side, Delegates backed resolutions that would support border-to-border high-speed Internet access for all Minnesotans and establish funding for Internet connectivity and technology equipment.
