ITEMS FOR DISCUSSIONS

ITEM No.1: CONFIRMATION OF THE MINUTES OF THE 8th MEETING OF WRP

COMMITTEE Minutes of 8th meeting of WRP Committee held on 12th September 2008 at Jabalpur

were sent to the Members vide letter No. A.S./Min./WRPC/2008-9638 dated 26th

September 2008.

Comments have been received from GM, WRLDC on Item No. 14.6 “Long Term

Service Agreement for ULDC Project”. WRLDC have requested to add the following

paragraph before the last para of Item No.14.6

“ The Committee also suggested that WRLDC in consultation with

ULDC/SCADA Committee may explore alternative options with other

venders in place of LTSA arrangements with M/s GE. General Manager,

WRLDC stated that since the software supplied by M/s GE is proprietary in

nature besides the fact that involving third party vendors may lead to legal

complications, it would also involve risks as third party vendors may not able

to effectively maintain the system supplied by M/s GE. In view of the above,

he suggested that maintenance arrangements with M/s GE who is the OEM

would be prudent and ULDC/SCADA O&M Committee may negotiate the

cost with M/s GE and alternative options with third vendors may not be

practicable and need not be pursued.”

The Committee may like to discuss and confirm the minutes of the meeting.

ITEM NO. 2: LTSA ARRANGEMENT FOR SCADA/EMS UNDER WR ULDC SCHEME

2.1 In the 8th meeting of WRPC held on 12th September 2008, WRLDC had

intimated that ULDC project was under extended AMC period upto 31.05.2009 and

stressed the need for going in for a comprehensive Long term Service agreement

(LTSA). In this connection, it was informed to the Committee that M/s GE had

submitted their offer to take up AMC which broadly covered the scope of

SCADA/EMS/DTS software as well as hardware at ten control centers

commissioned under the ULDC project. The WRP Committee discussed the matter

and opined that ULDC/SCADA O&M committee may discuss and negotiate the cost

with M/s GE and also examine the alternative options and the outcome of the above

meeting should be placed before WRP Committee for consideration and approval.

2.2 In this context, WRLDC have intimated that a meeting of the Negotiation

Committee comprising nominated members from the constituents was held on 16th &

17th October 2008 at WRLDC, Mumbai to negotiate the price with M/s GE and to

explore alternative arrangement. Copy of WRLDC letter No. WRLDC/SS/

LTSA/2008 dated 4.11.2008 is enclosed at Annexure- 2.1. The details furnished by

WRLDC are given below:

(a) Negotiations with M/s GE, USA:

The negotiations with M/s GE resulted in a revised offer at a cost of Rs. 42.12

Crores for 5 years subject to foreign exchange variation (current rate considered at

US $ 1 = Rs. 49) thereby offering price reduction of Rs. 3.58 Crs. The offer of M/s

GE has a flexibility to commence LTSA arrangement at the same cost w.e.f

1st Jan. 09 upto 31st May 2014 or from 1st June 2009 to 31st May 2014. The offer is

valid till 20th December 2008.

(b) Alternative arrangement – Presentation made by M/s OSI, USA :

A presentation of M/s OSI, USA was arranged in the meeting held on 16th and 17th

Oct. 08 and they offered to maintain the existing hardware and software supplied by

M/s GE for a period of 5 years and progressively replacing the hardware and

software with their own during these 5 years. The initial offer of Rs. 38 Crores made

by M/s OSI, USA was negotiated by the Negotiation Committee and the same was

revised to Rs. 34.20 Crores without foreign exchange component. M/s OSI also

made their system demo on 14th & 15th Nov. 2008.

(c) Distribution of Cost of LTSA among the constituents

The distribution of cost of LTSA among the constituents was quoted by GE on the

efforts and resources basis and MPPTCL representative during meeting of

Negotiation Committee held on 16th and 17th Oct. 08 had raised an objection to this

distribution of cost and suggested that the cost of LTSA be redistributed as per the

cost of equipment (hardware & software) under LTSA constituent wise. The % of

cost sharing by the constituents of WR as per the cost break-up of LTSA given by

M/s GE and that based on cost of hardware and software i.e. project cost available

at respective locations furnished by WRLDC vide letter dated 21.11.08 is enclosed at

Annexure-2.2.

2.3 The matter was discussed in detail in the 51st Commercial Committee meeting

held on 15th Dec. 2008 and the Commercial Committee recommended the following:

(i) The Committee opined that there may be legal and contractual issues in

considering any 3rd party alternative like M/s OSI and proceeding further

on single quotation basis might not be appropriate.

(ii) Commercial Committee accordingly advised WRLDC to take up with M/s

GE for arriving at a reasonable LTSA cost based on above logic. The price

for support, however need to be renegotiated to come down to reasonable

levels.

(iii) In regard to distribution of cost of LTSA among the constituents, the

Committee recommended that the cost of LTSA be distributed based on

cost of equipment (hardware & software) constituent wise.

WRP Committee may like to discuss and decide in the matter.

ITEM NO. 3: ALLOTMENT OF TRANSMISSION CAPACITY TO IPPs AGAINST THEIR APPLICATION FOR AVAILING LTOA

The 10th meeting of WR constituents for Long Term Open Access (LTOA)

applications was held at Aurangabad on 6th December 2008. In this connection,

CSEB vide letter No.CSEB/MIC/WRPC/3254 dated 16th Dec. 2008, have raised

following issues:

i) There seems to be no set criteria and qualification for selection of IPPs from

the lot for granting LTOA from the margin available with existing transmission

capacity of the transmission network in service.

ii) Existing margin in the transmission capacity is to accommodate the increased

power flow of the existing beneficiaries and is utilized by them for meeting the

seasonal peak demands.

iii) The IPPs who are allotted LTOA in the existing transmission capacity would

have to pay much less than IPPs who would avail LTOA in new transmission

system.

CSEB have therefore desired that the issue needs to be deliberated by WRPC. A

Copy of above referred letter is enclosed at Annexure-3.

WRP Committee may like to discuss. ITEM No.4: ISSUES RELATED TO STANDING COMMITTEE ON POWER

SYSTEM PLANNING IN WR The 28th meeting of the standing committee on Power System Planning in WR was

held at Aurangabad on 6th December 2008. Based on the deliberations held in this

meeting, CEA have proposed the following items for discussion in WRPC meeting:

4.1 TRANSMISSION SYSTEM ASSOCIATED WITH THE TILAIYA ULTRA MEGA

POWER PROJECT (4000 MW), IN JHARKHAND, NABINAGAR (1000MW) OF RAILWAYS AND NTPC, BARH-II (1320 MW), RIHAND-III (1000MW), VINDHYACHAL-IV(1000MW) AND MAUDA (1000MW) OF NTPC, AND IPPS IN JHARKHAND, ORISSA, MP, CHATTISGARH, AND MAHARASHTRA

4.1.1 A large number of generation projects as indicated below are proposed to

come during the time frame 2011-14, beneficiaries of which would be constituents of

WR and NR.

The Ultra Mega Power Project (UMPP) of around 4000 MW capacity at Tilaiya in

Jharkhand is expected to materialize by 2014-15. As per the allocations finalized by

Ministry of Power for Tilaiya UMPP, Eastern Region would get 1500 MW, Northern

Region 1700 MW, and Western Region 800 MW.

Nabinagar (1000MW) a JV of Railways and NTPC, proposed to come up in 2011-12,

has allocation to Railways and out of the power for Railways, 410 MW is for supply

to their loads in WR and 60 MW for supply to their load in NR.

Barh-II of NTPC is also proposed to come during 2011-12. MoP is yet to finalize

allocation for this project. However, as per information furnished by NTPC tentative

allocation of 367 MW to WR from Barh-II had been indicated.

4.1.2 Vindhyachal-IV (1000 MW) and Mauda (1000 MW) of NTPC also proposed to

materialize during 2011-12 would be for the benefit of WR where as Rihand-III (1000

MW) was for the benefit of NR.

4.1.3 Besides the above generating projects a number of other IPP projects were

also coming up in Jharkhand, Orissa, West Bengal, MP, Maharashtra and

Chhattisgarh which had applied for Long Term Open Access to the CTU seeking to

supply to target beneficiaries in the NR and WR, A comprehensive transmission

system had been evolved for all these generation projects. From the List of IPPs

projects who had sought open access, a sub-set had been worked out for meeting

power evacuation needs considering only those IPPs which had shown progress

indicating some possibility of their materializing with in the 11th Plan/ early 12th Plan.

The detail of such generation projects and quantum of their sought open access for

NR and WR is given in the detailed Agenda Note received from CEA (Copy enclosed

at Annexure-4).

4.1.4 The transmission system requirements were identified based on studies

carried out by CEA and PGCIL. The evolved transmission was deliberated during the

28th meeting of Standing Committee on Power System Planning in WR held on 6th

Dec. 2008 at Aurangabad. The transmission system proposed and agreed during the

meeting is in four parts, viz

(i) Generation specific transmission system,

(ii) System Strengthening common for WR and NR and

(iii) System Strengthening for WR and

(iv) Pooling Stations for IPPs in Orrissa

4.1.4.1 Generation Specific Transmission System The details of generation specific transmission scheme identified are given in Item

No. 1 of Annexure-4. So far as sharing of transmission charges for Generation

Specific transmission System is concerned, it was proposed that the transmission

charges for the generations’ specific inter-connecting lines be shared by generators

or beneficiaries of the specific generation project.

It was agreed during the 28th meeting of Standing Committee on Power System

Planning in WR that the dedicated transmission lines from the generating stations

would be constructed by the generators at their own cost and investment recovered

by them through their generation tariff and when a group of generators would have

common dedicated lines, they would share the cost between themselves and

recover their respective investment through their respective generation tariff.

4.1.4.2 System strengthening common for WR and NR: The following system strengthening common for WR and NR has been identified:

(i) Creation of 765kV Switching station at Daramjaygarh by LILO of Ranchi-Sipat 765kV S/C line

(ii) Ranchi-Daramjaygarh 765kV S/C line (iii) Jarsuguda-Daramjaygarh 2xD/C 765kV lines (iv) Dhramjaygarh-Jabalpur 765kV 2xD/C 765kV lines (v) Pooling station at Jabalpur with 2x1500MVA 765/400kV (vi) Jabalpur-Bina 765kV lines – one D/C line and one S/C line providing 3

nos. of 765kV circuits. (vii) Bina-Gwalior S/C 765kV line (3rd ckt) (viii) Gwalior-Jaipur 2XS/C 765kV lines

(ix) Vindhyacal pooling station with 2x1500MVA 765/400kV (x) Vindhyachal pooling-Satna 2XS/C 765kV lines (xi) Satna-Gwalior 765kV S/C

So far as sharing of transmission charges for System Strengthening common for WR

and NR, the following was proposed and decided in SCM:

(a) The transmission charges for System Strengthening common for WR and

NR are proposed to be divided in two parts in ratio of allocation to NR and

WR from Rihand-III (NR: 1000 MW) and Vindhyachal-IV (WR: 1000 MW)

plus open access sought to NR and WR, from IPPs in Jharkhand, Orrissa

and MP connecting through dedicated or common system to Ranchi,

Dharamjaygarh, Jharsaguda, Jabalpur pooling, Vindhyachal pooling or

Satna. . From the current list, it would include Essar, Electrosteel and

Corporate in Jharkhand, all IPPs of Orrissa, and Jaiprakash, Shadol-RIL

and Today Home in MP which in total have sought open acess of 5631

MW for NR and 5872 MW for WR. That is the transmission charges

divided in the ratio of 6631 for NR and 6872 for WR and pooled in to the

respective regional charges. Assuming estimated cost of Rs 9000 crores

for this system the WR pooled charges would be

6872/(6872+6631)*9000= Rs 4600 crores approx)] The additional MW

would go in denominator of respective regions.

(b) The generators interconnecting to System Strengthening common for WR

and NR would be required to give a commitment to bear transmission

charges till the time the beneficiaries are firmed up and PPAs are signed

with them. The phased program of implementation of transmission system

would be worked out depending upon the progress of various generating

units and IPPs.

(c) It was also decided that PGCIL should take-up the issue of proposed

sharing of transmission charges for this system with CERC and seek

directions.

4.1.4.3 System strengthening for WR:

The following system strengthening has been identified:

(i) Dharamjaigarh-Sipat pooling 765kV S/C line (ii) Jabalpur-Bhopal 765kV S/C line (iii) Bhopal-Indore 765kV S/C line (iv) Indore – Vadodara 765kV S/C line (v) 765/400kV substation at Vadodara, Bhopal, Dhule, Padghe, Aurangabad,

Raigarh, Champa, and Raipur each with 2x1500MVA 765/400kV and interconnecting 400kV lines/LILO

(vi) Raigarh-Raipur 765kV S/C (vii) Raigarh-Champa 765kV S/C (viii) Champa-Sipat pooling 765kV S/C (ix) Champa-Raipur 765kV S/C (x) Sipat pooling-Raipur 765kV S/C (xi) Raipur-Wardha 2XD/C 400kV lines upgradable to 2XS/C 1200kV lines (xii) Wardha-Aurangabad D/C 400kV line (2nd line) upgrdabale to 1200kV S/C

line(2nd line) (xiii) Pune-Padghe 765kV S/C line (xiv) Aurangabad-Padghe 765kV S/C line (xv) Aurangabad-Dhule 765kV S/C line (xvi) Dhule-Vadodara 765kV S/C line (xvii) Wardha-Nagpur South 400kV quad D/C with new 2x500MVA 400/220kV

s/s at Nagpur South (Butibori) together with 220kV interconnectivity

So far as sharing of transmission charges for System Strengthening common for WR

and NR, the following was proposed and decided in SCM:

(a) The transmission charges for System Strengthening for WR are proposed to

be pooled in to the WR system. Assuming approximately estimated cost of the

system is Rs 10000 crores. Additional 6872/(6631+6872) of Rs 9000 crores

would add Rs 4600 Crores (approx), that is total addition of transmission

system approximately estimated at Rs 14600 Crores. With this additional

system 15051 MW (6872 MW + 8179 MW on account of Tillaiya, Nabinagar,

Barh-II, Mauda, IPPs in West Bengal, Chattisgarh and Maharastra and IPPs

in Jharkhand other than those connected to Ranchi,) would get added to

denominator of WR

(b) It was agreed that the transmission charges for this system would be pooled

with the regional system of WR system and recovered as pooled WR charges.

The following additional MW would also get added in working out sharing of

WR regional pooled charges:

• Allocation or PPA or open access for WR beneficiaries from generations outside WR. This would include allocations and PPAs to WR beneficiaries from Tillaiya UMPP, Nabinagar, Barh-II, IPPs in Jharkhand, West Bengal, Orissa and Sikkim and also PPAs from IPPs in SR as well as allocations from NER projects.

• Allocation or PPA or open access for WR beneficiaries from generation

projects in WR connecting to common system for WR and NR. (viz. WR allocations form Sasan, Vindhyachal-IV, Rihand-IV, IPPs connecting to Vindhyachal pooling, Jabalpur pooling, etc. Note that allocations from such generation projects to beneficiaries in NR would not share WR charges as the power would get delivered to NR directly through the common system of WR and NR and would not be utilizing the WR pooled system).

• Total capacity of generation projects in WR connecting only to CTU’s

network of WR and thereby evacuating their full capacity through WR regional system.

• Open access MW through WR system sought by generation projects in

WR connecting to STU as well as CTU system or connecting only through STU system or connecting to CTU system and also having connection to their dedicated load.

• Open access MW across WR using WR system (viz. open access from

SR to NR via SR-WR inter-regional transmission capacity).

4.1.4.4 Pooling Stations for IPPs in Orissa Details of pooling stations etc. identified are given Annexure-4. So far as sharing of transmission charges for Pooling Stations for IPPs in Orrissa the

following was proposed and decided in SCM:

(a) Regarding Pooling Stations for IPPs in Orissa and the 765 kV transmission

lines interconnecting them, in the SCM of WR all the members from state

utilities of WR were of the view that this system should be treated as common

system for the IPPs in Orissa and should not be pooled with ER regional

system and accordingly, beneficiaries of IPPs in Orissa should share only

these charges and not to share ER regional charges.

(b) WRPC may deliberate and concur to the above. It may be noted that the

above proposal is yet to be deliberated in SCM of NR and ER and there may

be some modifications depending upon the response in these regions.

WRPC Committee may like to discuss. 4.2 PROVISION OF SECOND 400 KV FEED TO UNION TERRITORY OF DADRA

AND NAGAR HAVELI (DNH)

The present peak demand of DNH is of the order of 400 MW and being met from

drawal through GETCO network and 220 kV Vapi-Kharapada line. The 220 kV kV

Vapi-Khadoli is under implementation by PGCIL. Considering the future projected

load demand another 400 kV feed along with associated transmission line to UT of

DNH under regional strengthening scheme was discussed during 28th meeting of

Standing Committee on Power System Planning in WR held on 6th Dec. 2008 at

Aurangabad.and the following proposal was agreed:

• 400/220 kV 2x315 MVA substation at a suitable location in DNH by LILO

of Navsari-Mumbai New Location 400 kV D/C line along with underlying network.

WRP Committee may concur to the above proposal. 4.3 ADDRESSING HIGH SHORT CIRCUIT LEVEL AT RAIPUR 400 kV

SUBSTATION OF PGCIL

PGCIL had informed that with growing number of interconnections the short circuit

level at Raipur would exceed the permissible limit of 40 kA. Studies had been carried

out by PGCIL and based on studies PGCIL proposed the following:

(a) Split 400 kV Raipur bus into two (2) sections between line bays of

Chandrapur 1 & Chandrapur 2.

(b) By-pass 400 kV Korba/Bhatapara – Raipur – Bhilai at Raipur and

restore the line as 400 kV Korba/Bhatapa-Bhilai S/c

(c) Shifting of Chandrapur 2 and Chandrapur 3 line bays from section

Raipur-B to Raipur-A

The proposal of PGCIL was discussed during the 28th meeting of SCM on Power

System Planning in WR and agreed as a regional scheme. The total estimated cost

of the reconfiguration as intimated by PGCIL is of the order of Rs 5 to 10 crores.

WRP Committee may concur to the above. 4.4 TRANSMISSION SYSTEM FOR EXPORT OF POWER FROM DIFFERENT

GENERATION PROJECTS IN SIKKIM TO NR/WR A large number of generation project developers are setting up generation projects in

Sikkim. Based on the list of generation projects and its latest status, as informed by

different generation developers, comprehensive transmission system had been

evolved and phasing of transmission system matching with the generation schedule

has been finalized for :

(a) Transmission System for development of pooling stations in Sikkim and

transfer of power to a new pooling station on NER-NR/WR and

(b) Transmission System for development of pooling stations on NER-NR/WR

HVDC interconnecter.

The details are given in Item 4 of Annexure-4.

The above is for the information of WRP Committee.

4.5 TRANSMISSION SYSTEM FOR EVACUATION OF POWER FROM KRISHNAPATTNAM UMPP (4000 MW) AND REQUIREMENTS FOR ADDITIONAL TRANSMISSION CAPACITY BETWEEN SR-WR

During the 8th meeting of WRPC held on 12th Sept 2008 concurrence of WRPC was

accorded for the proposed as well as proposed sharing of transmission charges for

Scheme-B, Scheme-C and Scheme-D. Regarding Scheme-A consisting of

Narendra-Kolhapur 400 kV D/C line and 1000 MW HVDC back to back at Kolhapur

of which 500 MW was through shifting of equipment from Sasaram, WR constituents

agreed to share only 25% transmission charges and suggested that balance 25%

charges may be asked from NR constituents as NR would be importing power on

this link.

CEA intimated that this was taken up with NR constituents who have agreed to share

25% only for the purpose of facilitating initiation of the project and the matter is now

being taken up at the NRPC level. A large number of IPPs in SR are seeking open

access for inter-regional transfer of power to WR and NR. Once the charges are tied

up through these Southern Region IPPs, the NR constituents would be relieved of

this 25% charges.

The above is for the information of WRP Committee. ITEM No.5: PERFORMANCE OF WR GRID DURING SEP’08 TO NOV’08 5.1 System Performance During the period Sep’, 08 to Nov’ 08, the grid operated in the frequency range 49.0

Hz and 50.5 Hz for 91.48 % of time. The percentage time, when the frequency was

within this range varied between 84.65% to 98.81% during the period. Frequency

continued to be low during Sep’ 08 and first half of Oct' 08 after which it showed

improving trend. Percentage time when frequency was below 49.0 Hz was 15.35%,

8.94% and 1.15% during Sep’ 08, Oct’ 08 & Nov’ 08 respectively. During Nov' 08

frequency touched 48.8 Hz on only two occasions. During the period, the

unrestricted demand varied from 36018 MW in September to 38698 MW in Nov’ 08

and peak shortage varied between 19.20% and 20.33%. The month of Nov’ 08 was

comparatively better with frequency remaining within IEGC range for 98.81 % of time

and frequency touched 48.8 Hz only on 2 occasions in Nov’ 08. The comfortable

system performance during Nov’ 08 was due to delayed winter in NR and therefore,

WR could import from NR 307.37 MU against scheduled export of 42.15 MUs. Net

import of region being 464.71 MUs against schedule of 261.96 MUs.

The maximum demand met during Sep’ 08 to Nov’ 08 was 31061 MW which was

registered during Nov’08. Capacity shortage was in the range of 7300 to 7650 MW.

The details of frequency profile and registered demand / unrestricted demand,

energy availability & energy requirement during the above period are enclosed at

Annexure -5.1 (a) & 5.1(b) respectively.

CERC had issued directions vide order dated 16th Oct. 2008 for considering

imposition of penalty of Rs. One lakh for each block of over drawl when average

frequency is less than 49.0 Hz under section 29 of Electricity Act 2003. Further,

RLDCs have been directed to report the block-wise violation by each utilities at grid

frequency less than 49.0 Hz. Accordingly WRLDC started sending these details

based on the issue of UI accounts by WRPC on weekly basis.

In pursuance of decision taken in the last meeting, Chairman, WRPC has taken up

the matter with Secretary (Power), Government of India regarding making available

the information regarding under frequency load shedding and load regulatory actions

taken by the various RLDCs on their websites.

WRP Committee may like to note/discuss.

5.2 Voltage Profile

The month-wise detail of voltages at important 400 KV & 765 KV sub-stations during

the month of Sep’ 08 to Nov’ 08 is placed at Annexure -5.2. During the period low

voltages were observed at 400 KV Jetpur which varied from 366 to 377 KV, and at

Indore S/S which touched to 378 KV during Oct’ 08 and Nov’ 08.

High voltages were recorded at 400 KV Dhule throughout the period, High voltages

at Karad and Bina were in the order of 423 to 433 KV.

In order to control incidences of high voltages during low load periods, installation of

reactors at following locations has been planned by various utilities:-

requested to ensure timely commissioning of these reactors as this would help in

smoothening of high voltage profile in Western regional grid.

Members may kindly note / discuss.

5.3 Under Frequency Load Shedding Scheme

The Western Regional Power Committee, in its 8th meeting held at Jabalpur on 12th

September 2008, discussed the low frequency operation of the grid and performance

of UFLS scheme. It was observed that the UFR’s are not giving desired load relief

and the committee deliberated upon the actions to be taken to ensure satisfactory

operation of already implemented AUFLS scheme. During the discussions it was

observed that some of the constituents were observing grid discipline and

maintaining their drawals to the scheduled values by imposing additional load

shedding during under frequency grid operations and still they had to face additional

load shedding through operation of UFR’s.

It was suggested that it would be desirable to link the UFR load shedding with

over/under drawal by the concerned utility. In view of this it was felt that a technical

discussion was required on the methodology of implementation of such a scheme

and device equitable and logical linkages of such scheme with over/under drawal by

the concerned utility.

In pursuant of above, a meeting of group of engineers drawn from constituent’s

states to review Under Frequency Load Shedding (UFLS) Scheme was held on 10th

December 2008 at WRPC Mumbai.

The members of the committee after deliberations at length on the issue of linkage of

the load shedding with the over/under drawal against their schedules by the utilities,

felt that,

(i) The linkages of AUFLS scheme to the over/under drawal, would

require UFR’s having on line blocking facility through controllers of the

system operation, which would require high end tele-control technology

and also the existing relays may not have remote blocking/de-blocking

facility.

(ii) It is very difficult to anticipate in advance the over/under drawals by the

Utilities and decide upon the quantum of load shedding to be done by a

utility at any point of real time system operation. The over/under drawal

pattern keep on changing over the day and month and is very difficult

to predict it accurately.

(iii) By blocking the UFR’s, the quantum of load relief to be obtained would

get reduced during the eventuality of distressed operation of the

system, and thus reduction in the level of security of the system

operation. Members felt that system security cannot be compromised

with the linkages of over/under drawal with the load shedding, since

load shedding is a defense mechanism for the system from collapsing

in the event of major generation drop in the grid.

In view of the above the committee recommended that UFLS should not be linked

with drawal by the utilities.

WRP Committee may like to note. 5.4 df/dt UFLS scheme in WR

The Western Regional Power Committee, in its 7th meeting held on 3rd May 2008,

had approved the revised settings of df/dt load shedding relays. These settings have

been implemented by all the constituents of WR. However, some of the constituents

have intimated that the df/dt relays are operating frequently, leading to frequent

tripping of feeders. This issue was deliberated in the Meeting on review of Under

Frequency Load Shedding (UFLS) Scheme, which was held on 10th December 2008

at WRPC Mumbai and following observations were made:

(i) The frequency setting of the frequency trend (df/dt) relays of 49.9/0.1

Hz/(Hz/sec) is too sensitive and the condition of system frequency of

49.9Hz remains satisfied most of the time during normal course of the

grid operation.

(ii) The existing df/dt relays are having a sampling rate ranging from 3 to 6

cycles and different sampling methods viz. average of rate of change of

frequency during the sampling cycle and voting amongst the rate of

change of frequency in a cycle, of the sampling cycle, to decide upon the

actuation of the frequency trend relay. The relays having sampling rates

of 3 cycles are also in service in some areas. These sampling rates

being too sensitive, the relays are operating very often during a stable

operation of the system below 49.9Hz, thereby increasing the number of

interruptions on the feeders. A sampling rate of 5 to 6 cycles should be

adopted wherever possible, so that the operation of the relays would be

stable and reliable.

(iii) The operation of the df/dt relays are not reliable at the settings of 0.1

Hz/sec, hence the Stage-I settings of 49.9Hz/0.1 Hz/Sec, needs to be

reviewed. It is felt that 0.1Hz/sec may be raised to 0.2Hz/sec.

After deliberations, it was agreed that the constituents would analyze the mal

operations of df/dt relays in their systems and present the facts & figures to

WRPC/WRLDC. Further WRLDC were requested to review these operations and

relay settings in coordination with other RLDC’s.

WRP Committee may like to note. ITEM No.6: MEMBERSHIP OF WRPC 6.1 Government of India, Ministry of Power under the provision of Section 2,

Subsection 55 of the Electricity Act 2003 vide its resolution F.No.23/1/2004-R&R

dated 25.05.2005 and subsequent amendment dated 29.11.2005 published in the

Gazette of India established the Western Regional Power Committee in place of

erstwhile Western Regional Electricity Board.

6.2 Subsequently, para 3 of the Resolution dated 29th Nov. 2005 is replaced by

the following Para 3 vide Resolution F.No.23/1/2004-R&R dated 9th May 2008:-

TRANSMISSION LINES Hon’ble CERC, in their order dated 1st December 2008 on petition No. 76/2008 in the

matter of revival of dormant inter-regional link of 220 kV Ujjain-Kota and Ujjain-

Modak transmission system directed that synchronization of these lines be done with

immediate effect. They have also directed that Madhya Pradesh may settle its past

commercial disputes with Rajasthan separately, as these cannot be allowed to

prevent beneficial use of these transmission lines. The RLDCs are required to

ensure that while scheduling, agreement between concerned parties is duly taken

care of. Also, if Madhya Pradesh desires fresh system studies, WRLDC will assist

them in carrying out the same.

Pursuant to above, the matter was taken up by WRLDC with MPPTCL and also

discussed in the 394th OCC meeting of WRPC held on 10th December 2008.

MPPTCL, while conveying their concurrence to synchronise these lines, pointed out

that

(i) 220 kV Ujjain-Kota and Ujjain-Modak lines are being LILOed at their new

220 kV sub-station at Badod, which is likely to be completed in about a

months time.

(ii) 220 kV breaker at Modak (Rajasthan) end was under repair and may take

15-20 days time to repair.

(iii) The SEMs installed at 220 kV Ujjain S/s are required to be shifted to the

new 220 kV Badod S/s.

(iv) Considering the new Sub-station / transmission elements and latest

system parameter, fresh system studies are required to be carried out by

WRLDC.

In the OCC meeting held on 10th December 2008, WRLDC stated that the studies

are expected to be completed within a period of one week and requested that in the

event of any delay in commissioning of Badod S/s, these lines may be synchronized

as soon as study results are available and the breaker at Modak end is repaired.

MPPTCL and WRLDC may please intimate the status of synchronization of these lines. ITEM No.8: REQUIREMENT OF BUS REACTOR AT RAJGARH / NAGDA TO

CONTROL HIGH VOLTAGES IN DHULE AREA 8.1 In view of high voltages in Dhule area and frequent tripping of 400 kV SSP-

Dhule line on high voltage conditions, the TCC in its meeting held on 11th

September, 2008 suggested that shunt reactor (controllable / switchable) may be

installed in nearby areas. The CTU was accordingly requested to conduct studies for

installation of reactors at Nagda or Rajgarh. This study should take in to account the

reactors, which are already under implementation. It was also suggested that the

funding of the above-proposed reactor could be met from the surplus fund available

in reactive pool account under system improvement. As per the intimation furnished

by WRLDC an amount of about Rs 2 crores was available in the regional reactive

pool account. The matter was discussed and the WRP Committee accorded their

approval for the above proposal.

8.2 In this context it is intimated that studies have been carried out by PGCIL to

examine the requirement of bus reactor at 400 kV Nagda / Rajgarh substation in off-

peak condition with low generation at Sardar Sarovar and taking into account rectors

already under implementation are in place. A brief report on the studies, as

circulated in the 28th Standing Committee Meeting is at Annexure-8. The results are

as under:

This issue was discussed during the 28th meeting of SCM on Power System

Planning in WR held on 6th December 2008 and it was suggested that to contain

high voltage phenomena in WR grid, efforts may be made by the respective utilities

to install the bus reactors already planned at various 400 kV substations

expeditiously. In addition, other means of voltage control like switching-off shunt

capacitors during lean hours; settings of transformer taps etc. may also be explored.

ITEMS FOR INFORMATION

ITEM NO. 9: SCHEDULING OF UNREQUISITIONED SURPLUS POWER OF

NTPC GAS STATIONS

9.1 The matter concerning utilization of un-requisitioned power from NTPC gas

stations in WR was raised by NTPC in the TCC meeting held on 11th September

2008. The TCC suggested that this matter should be put as a specific agenda item

by NTPC in the Commercial Committee of WRPC for deliberation and thereafter it

may be put up to TCC/WRP Committee. The WRP Committee in its 8th meeting held

on 12th September 2008 agreed to the views of TCC and advised NTPC to come out

with the complete proposal.

9.2 In this context NTPC raised that following points during the 51st Commercial

Committee meeting held on 15th Dec. 2008 for deliberations:

a) URS power is available on day ahead or same day basis and

beneficiaries of other regions are required to apply for STOA to utilize

this power. Moreover, once this power is scheduled to other regions, it

requires four days period for cancellation. This is main reason why URS

power is not getting utilized outside region.

b) NTPC proposed that URS Power from Kawas & Gandhar GPS could be

allowed to be scheduled by constituents of other Regions without

application of open access and at Energy Charges only. This would

enable Gas stations to run efficiently, without frequent start-stop and

meet the requirement of Power starved beneficiaries.

c) It would be appropriate to consider that the free flow of URS power as is

being done within Western Region be allowed for other region. This will

help in better utilization of URS Power in national perspective vis-a-vis

the fuel (RLNG / Naptha) tied up by the generator for the purpose.

9.3 The matter was discussed in detail by the Commercial Committee and the

beneficiary State/UTs unanimously opined that un-requisitioned power from NTPC

stations in WR could be allowed to be scheduled by the constituents of other region

in line with the decision taken in earlier WREB/WRPC meeting. Further, as decided

earlier energy charges for the energy scheduled and proportionate capacity charges

and entire tariff component etc. linked with capacity charges etc. will be payable by

the constituents of other region. Regarding applicability of open access on URS

power scheduled to other region it was agreed that this issue should be addressed

according to CERC regulation.

deficit is likely to be of the order of 8300-8450 MW, whereas energy deficit of the

order of 130-145 MUs per day. The anticipated regional peak demand is in the range

of 39000-40000 MW. The anticipated peak demand shortages for Gujarat,

Chhattisgarh, M.P., Maharashtra, Goa, DD and DNH would be in the range of 3400-

3650 MW, 10-200 MW, 1500-1800 MW, 4400-4550 MW, 130-150 MW, 75-90 MW

and 150-175 MW respectively during the above period.

In view of shortages in the region during coming month all the constituents are

requested to maximized generation and plan for adequate load shedding so that

overdrawals do not occur at frequency below 49.0 Hz. All generating utilities should

plan their outage programme in such a way so that maximum generation is available

to grid. Also no capacity should be left unrequisitioned from all ISGS stations. NTPC

should ensure availability of adequate quantity of Gas/LNG to enable full utilization of

their gas-based plants.

To meet any contingent conditions, it shall require to be ensured that the existing

UFR and df/dt relays under the AUFLS scheme are operative at the recommended

settings and the desired load relief is obtainable.
