1) Effective April 24th, 2019, Officer Raymond Mosley has been appointed to the Detective Division of the Jamestown Police Department. Det. Mosley has been with the Police Department since 10/16/14.

2) Effective July 1st, 2019, Ofc Jason Prochnow has been promoted to the position of Corporal of the

Jamestown Police Department. Cpl. Prochnow has been with the Police Department since 08/01/01.

3) Effective July 1st, 2019, Ofc Andrew Noreen has been promoted to the position of Corporal of the Jamestown Police Department. Cpl. Noreen has been with the Police Department since 06/16/10.

4) Effective July 1st, 2019, Ofc Andrew Staska has been promoted to the position of Corporal of the

Jamestown Police Department. Cpl. Staska has been with the Police Department since 10/01/13.

5) Effective July 1st, 2019, Ofc Brandon Dockter has been promoted to the position of Corporal of the Jamestown Police Department. Cpl. Dockter has been with the Police Department since 12/01/13.

6) On August 2nd, 2019, Ofc Raymond Mosley was assigned to the Drug Task Force. The effective date of

this position is yet to be determined.

PUBLIC RELATIONS: Identity theft and scam education continue to be very popular and requested classes are given by the Detective Division of the Jamestown Police Department. Other presentations were given to various groups covering traffic laws, domestic violence, duties of police officer, sexual assault or other police related topics as requested. At the Jamestown Police Department, we feel it is necessary to be involved with the community and interact with them and we will continue to do that. 2019 was a very year for the department Facebook page. Statistics show that our page reached 109,111 people in 2019, up from 43,315 in 2018. Page likes increased from 2343 in 2018 to 3103 in 2019. The number of individuals following our page this year increased to 3331, which was up from 2396 in 2018. The Facebook page is used to make public service announcements, offer crime prevention tips and to make people aware of the programs and activities that the Police Department and our officers are involved in. With the numbers steadily increasing, it has become obvious that the Facebook page has become a very good tool for interacting with the citizens of Jamestown. Police Department tours offer the opportunity to become informed on the operation of the Jamestown Police Department, Stutsman County Communications Center and the Stutsman County Correctional Center. GAMING ENFORCEMENT: The department’s gaming enforcement program works towards the goal of ensuring that those who conduct or play the games of chance in Jamestown are protected by the state gaming rules. To accomplish these goals, the Jamestown Police Department, working with the ND State Gaming Office, review complaints of gaming violations. BICYCLES: In 2019 there were a total of 11 bicycle licenses sold. There were 19 bikes reported stolen with a total of 34 abandoned or stolen bikes recovered in 2019. JAMESTOWN POLICE DEPARTMENT CITIZEN’S ACADEMY In 2019, the Jamestown Police Department was excited to instruct another citizen’s academy to help inform community members of what the job of a law enforcement officer entails. This academy is aimed at providing an overview of what our local officers experience in their jobs and to show the amount of training each officer must complete, to be successful. One of the main goals of this academy is to continue to build upon the strong relationships the Police Department has with the community members we serve and protect. The academy was held from March 7 through May 16, 2019. We requested instructors from other agencies to come in and help share their areas of expertise. Agencies represented in this academy included the Jamestown Police Department, Stutsman County Sheriff’s Office, Stutsman County Corrections, The North Dakota Highway Patrol and a District Court judge.

There were many different officers from the Jamestown Police Department who presented topics during the academy. This provided an opportunity for the community members in attendance to see several J.P.D. officers in a different setting, get to know the officers, and provided an opportunity to ask questions. The following topics were discussed/presented:

We allowed a higher number of applicants into the academy than the prior year, so there was a total of 21 community members who participated in the academy. At the end of the academy, a survey was passed out to help evaluate the class. The survey showed the citizen’s academy was an overwhelming success and had all positive feedback. The Jamestown Police Department will continue to sponsor programs like the citizen’s academy in the future, to help inform the public about issues and responsibilities Law Enforcement officers handle daily. Programs like the Citizen’s Academy also provide opportunity for community/citizen engagement with the Police Department.

2019 Canine Year End Report

The Jamestown Police Department K9 Team is comprised of myself and K9 Odin. The K9 team responded to 23 calls for service (CFS) this year assisting several agencies to include: Parole and Probation, North Dakota Highway Patrol, and the Task Force.

The K9 Team responds to assist in narcotics sniffs (on vehicles and residences) or in the patrol aspect (i.e. burglar alarms, to locate subject who are wanted).

The K9 Team had numerous callouts this past year. The K9 Team has played a big role with the Special Operations Team (SOT) where The K9 Team can be used as another tool to assist in locating subjects inside a residence. The K9 Team as also assisted other facilities such as the James River Correctional Center (JRCC), Stutsman County Correctional Center (SCCC), and the Jamestown Public Schools for narcotics sniffs inside the facilities.

Every year the K9 Team needs to be certified and is currently certified through the National Police Canine Association (NPCA). The K9 Team is certified in Narcotics Detection (Methamphetamine, Marijuana, Cocaine, and Heroin), and Patrol (Obedience, recalling, apprehension, and a verbal release after an apprehension).

The K9 Team is continually training to better serve.

2019 SCHOOL PROGRAMS: The School Resource Officer of the Jamestown Police Department gave 36 presentations to school age children in 2019. The following programs were included in those presentations. Meet a Police Officer: Students meet a Police Officer and learn about good citizenship, responsibility and the duties of Police Officers. Beware of Strangers: Instructions to students about safety with strangers. Topics include who a stranger is, rides from strangers and good and bad touches. Halloween Safety: Instructions on Halloween safety rules. Topics include traffic safety, costumes, treats, stranger safety and Halloween courtesy. Crime Prevention: Program designed to teach crime prevention, crime detection and crime reporting. Topics include the job of a Police Officer, how to detect, prevent and report crimes. Bike Safety: Program designed to teach safe bike riding. Topics include bike traffic safety rules, accident prevention, locking and licensing bikes. Home Alone Safety: Reviews the safety skills children need when they are home alone. Topics include crime prevention, first aid and the use of emergency phone number 911. Arson Awareness Program: An informative look at the dangers involved in the misuse of lighters and matches. Students are reminded that matches and lighters are dangerous tools and when they are misused, they can cause injury, death and the destruction of property. Students are advised to receive proper instruction on how to use matches and lighters from an adult. Examples of the misuse of fire are given along with safety information on how to prevent fires.

Officer Andrew Staska School Resource Officer Report

2019

In the spring of 2019, I completed my 4th year as the School Resource Officer for Jamestown Public schools. The school district still includes a High School, Career and Technology Center (CTC), a Middle School, 5 elementary schools and a transition house.

I continued teaching a variety of classes, mainly at the elementary schools. These classes included D.A.R.E., Seat Belt Safety, Arson Awareness, Bike Safety and Summer Safety, which were taught to students from Kindergarten to 5th Grade. D.A.R.E. is a 10 week program taught in each 5th grade class (7 classes) once a week and is the most time consuming and intense class I teach compared to the rest. In 2019, there were over 150 students that participated and graduated from the D.A.R.E. program. Each student receives a shirt and certificate at a graduation ceremony at their school in front of their peers.

Throughout the school year, I again participated in the Juvenile Drug Court program each Wednesday. This program is designed to assist and mentor teenage kids (mainly high school students from Stutsman and Barnes County) who often have a drug addiction. Others involved in Juvenile Drug Court are school officials, the human service center, an attorney representing the child, Juvenile Court officials and a District Judge.

I also participated in a Real World Camp, which taught students from Jamestown and surrounding communities about becoming an adult and finances. I assisted students from many of the same communities on job shadows and ride-a-longs. I participated in Marketplace for Kids, speaking to groups of students from around the state of North Dakota on the job of a Police Officer.

Just like previous years, I attended a majority of the home athletic events for Football, Volleyball, Basketball and Hockey. I believe attending these events is important, not because there’s a lot of crime being committed at these events, but it builds relationships between myself, the students, their parents, grandparents and school staff. These are opportunities for the adults to see my interaction and understand that my job and presence is not to cause fear and just arrest people, but to build relationships and deter bad behavior.

I assisted the Prom Committee and the High School with their annual Prom celebration. I administered breath tests to all the students participating as they came into the school. Again, this was not to set anyone up (they’re all aware of this happening), but to deter any negative behavior. My presence at Prom in the past, like this year, has been nothing but positive by allowing the students to see me in yet another aspect, as I typically dress in a suit and tie for the occasion. I also assisted the Prom Committee and TRAC by being present for the After Prom Party until all students arrived.

Shortly after Prom, the end of the school year approached, and graduation was upon the Civic Center. I was present for graduation and am happy to report that no issues arose.

Unfortunately, the Jamestown Police Department has experienced some staffing issues and after the summer was over, I was not able to return to the school in the Fall when classes started again. I still hold the title of School Resource Officer but have not been able to return to those full duties because of the Police Department and Community needs on Patrol.

The School Resource Officer position remains a highly important role for students, parents, teachers, staff, the Police Department and the community as a whole. I’ve had schools, students, parents, teachers, school staff and other Police Officer’s within my department calling, texting and emailing me with questions or concerns. It’s clear to me that a School Resource Officer is very much important and needed.

I have continued offering some classes and assisting in different events which last one day or class period. However, I was not able to commit to the D.A.R.E. program this year, as it’s every day for 10 weeks straight. This was very difficult for me to not do this year, but it just wasn’t feasible at this time.

Pending staffing levels at the Jamestown Police Department, I’m hopeful the School Resource Officer position will be back to full time in the Fall of 2020.

RECORDS SECTION: Reportable offenses (those that are reported to the FBI) were down in 2019. There were 1,048 reportable offenses in 2019, 1,313 offenses in 2018 and 1,423 in 2017. The following is a breakdown of the main group “A” offenses: Assaults: 2019: 168 2018: 183 2017: 230 Sex Offenses: 2019: 20 2018: 25 2017: 38 Thefts / Fraud: 2019: 412 2018: 494 2017: 556 Drug Offenses: 2019: 176 2018: 347 2017: 285 The most noted change was Possession of Drug Paraphernalia offenses were down in 2019 from 167 reportable offenses in 2018 to 84 in 2019. Also, down in 2019, the reportable offenses for Possession of Methamphetamine went from 54 in 2018 to 21. Theft from Motor Vehicle offenses have increased in 2019 from 32 in 2018 to 53 in 2019. The Jamestown Police Department had 71 reportable offenses categories in this section. Adult arrests have decreased in 2019 from 1,380 arrests in 2018 to 948 arrests in 2019. The following is a breakdown of the main group “A” offenses: Assaults: 2019: 80 2018: 118 2017: 135 Sex Offenses: 2019: 9 2018: 11 2017: 13 Thefts / Fraud: 2019: 107 2018: 182 2017: 208 Drug Offenses: 2019: 232 2018: 283 2017: 232 The most noted change was arrests for Possession of Drug Paraphernalia were down in 2019 at 107 arrests as compared to 202 arrests in 2018. Possession of Methamphetamine arrests were also down in 2019 from 68 arrests in 2018 to 26 arrests in 2019. A couple other categories that had a large decrease in arrests were Domestic Assaults had 75 arrests in 2018 as compared to 42 in 2019 and Consumption of Alcohol by Minor had 50 arrests in 2018 as compared to 17 in 2019. Other individual arrest categories were very comparable to the number received in 2018. Juvenile referrals have decreased in 2019 from 264 referrals in 2018 to 168 referrals in 2019. The following is a breakdown of the main group “A” offenses: Assaults: 2019: 24 2018: 10 2017: 14 Sex Offenses: 2019: 3 2018: 7 2017: 5 Thefts / Fraud: 2019: 24 2018: 36 2017: 28 Drug Offenses: 2019: 10 2018: 47 2017: 28 The most noted change was referrals for Ingesting a Controlled Substance have decreased from 14 referrals in 2018 to zero in 2019. Also, referrals for Unruly Juvenile have decreased in 2019 from 42 referrals in 2018 to 28 in 2019. Possession of Tobacco referrals decreased in 2019 with 16 referrals as compared to 29 in 2018. Other individual referral categories were comparable to the number received in 2018.

2019 Annual Report The Jamestown Special Operations Team (JSOT) is a combined agency Special Operations Team that has members from the Jamestown Police Department, Stutsman County Sheriff’s Office, Valley City Police Department, and Barnes County Sheriff’s Office, and Barnes County Ambulance Service. 2019 saw multiple personnel changes on the team. Officers Cuyler Johnson and Pat Nelson resigned from the Jamestown Police Department. Tyler Falk resigned from the team due to reassignment in his primary duties. This brought team membership to JPD with 7 officers, K9 Odin, and 1 administrative assistant, SCSO with 4 deputies, BCSO with 2 deputies, and VCPD with 1 officer. JSOT continues to utilize trained CNT negotiators from JRCC under the direction of Captain Brian Dreher. In June the team added 2 tactical medics to the team who both attended SWAT Basic and bring new capabilities to the team that we lacked before. In November of 2019 the team also recruited a local doctor who will attend the next SWAT Basic in 2020 and integrate into more team activities.

The team is currently comprised of 13 officers, K9 Odin, and 3 medical staff who are trained in special weapons and tactics to include: command and leadership, entry tactics, CQB, sniper, chemical munitions, impact munitions, breaching, armored vehicle operations, tactical medical, hostage rescue, K9 tracking and apprehension, and Tactical Combat Casualty Care.

Each year JSOT strives to provide quality training to its members. The team completed annual minimum training hours to remain a certified SWAT team set forth by the ND Special Operations Committee. New team members completed SWAT Basic Training and senior members attended 2 training conferences to enhance their skill set. The team again traveled to Helena, MT to attend a specialized SWAT conference where members were exposed to experienced instructors and learned new tactics from members of the FBI HRT. The Long Rifle Team added Dan White to their team who attended Sniper Basic in Wisconsin in May while the others attended an advanced sniper training in Helena. The team also had members attend NTOA SWAT Team Leader training and attended the ND SOC annual conference and received training debriefs on the Boston Marathon Bombing, Austin, TX serial bomber, and gang training from SWAT members from Bakersfield, CA.

As a certified NDSOC team we must meet certain qualifications which include 96 training hours, staffing levels, CNT, and certain equipment and capabilities. We train at areas in our response jurisdiction to prepare for any situations that we may be called to respond to. The team was able to obtain funding from the ND POST Board to host and receive training in low light tactics.

In 2019 we conducted a high risk search warrant in Jamestown in February. In April we responded to a reported hostage situation in Valley City. In October we provided a security detail for the Governor while in Jamestown. Also in October we resolved a criminal barricade incident in Jamestown. In November we also resolved a criminal barricade incident in Jamestown. The high risk warrant, hostage response, and the 2 criminal barricade resolutions all resulted in felony charges with no injuries to JSOT personnel.

The team continued to utilize patrol level response from operators which shows a lower level of response and more discreet presentation with highly trained members executing dangerous functions. In June Team Members conducted a K9 search and track for a wanted individual in the area of McElroy Park after the suspect fled from officers into the wooded area south of the river. He was located in a stolen vehicle and fled officers. He was pursued and taken into custody. Members assisted the US Marshall Fugitive Task Force with the apprehension of a wanted individual in Jamestown in November.

JSOT members continue to reinstruct important topics to the patrol level personnel to better prepare officers for the increased demand put on them as the first responders to dangerous situations. JSOT members instruct the following: firearms, less lethal impact munitions, tactical medical, breaching, CQB, and defensive tactics.

JSOT will continue to provide a well trained and dedicated group of officers to the region to respond to incidents that require specialized training and personnel.

STUTSMAN COUNTY NARCOTICS TASK FORCE YEAR END REPORT 2019

The Stutsman County Narcotics Task Force is a multi-jurisdictional and multi-agency Task Force covering the counties of Stutsman, Barnes, LaMoure, Eddy, and Foster. The Stutsman County Narcotics Task Force is dedicated to the identification, investigation, and prosecution of the individuals involved in the use, manufacturing, and distribution of controlled substances. The Stutsman County Narcotics Task Force is made up of three (3) sworn Law Enforcement Officers. Deputy John Hirchert, with the Stutsman County Sheriff’s Office, has been a member for four (4) years, Deputy Doug Muske, with the Stutsman County Sheriff’s Office, has been a member for twelve (12) years and is stationed in Barnes County. Special Agent Troy Kelly has been supervising the Task Force for seven (7) years. The officers are assigned to work certain areas, but the officers have been deputized in all five (5) of the counties that are part of the Task Force and must share the responsibility for all of the counties involved. The Task Force had a total of 57 cases in 2019, which is down from the previous year, but with being down a member of the task force and the size of cases including several that are being prosecuted federally, it is on pace with the year prior. The Task Force initiated 41 cases and assisted other agencies with 16 cases. Of the 41 initiated cases, the Task Force had 46 arrests, and many still pending, related to drug related offenses such as Possession of Controlled Substances, Possession of Drug Paraphernalia, Manufacture of a Controlled Substance, Delivery of a Controlled Substance, and Criminal Conspiracy to Deliver a Controlled Substance. In 2019, the Task Force seized/purchased approximately 41 ounces of marijuana with an approximate street value of $18,450. This number is down from last year but the Task Force also seized/purchased 165 vials of liquid THC with an approximate street value of $11,550. That number is nearly six times more than the previous year. The Task Force has also seen a tremendous increase for THC extractions and concentrated THC cases with 2 ½ ounces being seized. In addition, the Task Force processed two separate marijuana grow operations. In 2019, the Task Force seized/purchased approximately 16 ounces of methamphetamine with an approximate street value of $67,200. This number is down from last year. The Task Force worked diligently during the previous year and were able to eliminate many of the larger methamphetamine distributors in the area for the time being. In 2019, the Task Force seized/purchased approximately 143 dosage units of controlled prescription drugs, LSD, and MDMA, which is slightly lower than last year, but more than years prior. In 2019, the Task Force seized/purchased approximately 10 grams of Psilocybin mushrooms with an approximate street value of $80. Besides initiating/assisting on cases, Task Force continues to provide free teaching and training in the school systems, businesses, and special interest groups throughout the area covered by the Task Force. The Task Force also continues to maintain the prescription drug take back in the area. In summary, in 2019 the Stutsman County Narcotics Task Force initiated/assisted 57 cases involving the seizure/purchase of marijuana, methamphetamine, MDMA, psilocybin, and prescription controlled substances. The Task Force removed a substantial quantity of illegal narcotics, and distributors/manufacturers of those narcotics, from the streets and communities in Stutsman County, LaMoure County, Barnes County, Eddy County, and Foster County. *Note: Several cases are still at the State Lab of Toxicology being analyzed. 2019 ANIMAL CONTROL REPORT: In 2019, there were a total of 937 calls pertaining to animals. The majority of these calls were to complain about animals at large or being a nuisance. 29 of these calls were regarding people being bitten by animals. 21 calls were to investigate cruelty to animals. These calls for service, along with routine patrol, resulted in 164 animals being impounded. This includes testing cost for rabies evaluation. There has been an ongoing problem when it comes to rabies quarantine as the pound is not set up for long term care of animals. This year there was several incidents involving a vicious dog and there was no safe way to hold the dog securely at the pound. Also, with the shortage of police officers this year, the officers were not able to regularly assist in taking animal calls or picking up animals.

2019 Pork Open Golf Scramble

The 2019 Pork Open Golf Scramble was held at Hillcrest Golf Course on August 10th, 2019. We had 18 teams participating this year with four players per team, equaling out to a total of 72 golfers. Over the last few years, we’ve had around 16, 17 or 18 teams participating. Most of the rules, regulations and prizes were the same as years past. As tradition, we had Scratch and Handicap winners for both first and second place teams, getting their names engraved on plaques and winning windbreakers or sweatshirts donated by “Orr”iginals. In a previous year, I attempted to insert some fun games and challenges on many of the holes. Those games or challenges were accepted by many (mostly participates looking for a good time), but very much disliked by others (mostly participants looking to win and play competitively). So, I ran a straight forward scramble this year with more traditional challenges (Longest Drive, Closest to the Pin, Longest Putt, etc.) that are accepted by most participants. Whoever won those challenges, won a gift card which was donated by a local business. Something new this year was the implementation of T-Shirts instead of door prizes. Since taking over this event, it’s been an overwhelming task to obtain door prizes and seemed to be a huge stress factor for myself. After much thought and research, I decided to try something new (which would also, hopefully, generate more funds). Instead of door prizes, I decided to raise the price of the entry fee (from $40 to $50, still lower than most scrambles) and hand out Pork Open T-Shirts. My intention was to take the extra $10 from the entry fee to purchase the T-Shirts from “Orr”iginals. I would then visit with several (my goal was 10) businesses and ask them to be a sponsor. If they were willing to donate $100, their company logo would be printed on the back of the T-Shirt. Not only would the cost of the T-Shirt be covered by the entry fee, but I would gain revenue by adding sponsor donations. This turned out to be a big success on many levels. Companies love the mobile advertisement of their business on a T-Shirt, because people will wear it and ultimately people will see it, along with the Pork Open on the front. This also reduced the amount of time and energy I had to spend going to countless businesses and asking for donations. After doing this event for several years now, I’ve learned that there’s a ton of events in the Jamestown area and many of them are asking the same businesses for

donations. This becomes difficult for the businesses to donate, as they only have a certain amount of money (if any) budgeted for that.

In this scenario, I was able to help not only my cause but the businesses as well. In addition, the golfers loved the T-Shirt idea. I didn’t hear any complaints this year about their door prize being better or worse than someone else’s and they liked the idea of something they can use again and again.

Not only did I get my 10 sponsors though, but Valley Plains Equipment stepped up and decided to cover the entire cost of the T-Shirts! This was a huge surprise and I can’t thank them enough! This did however, afford me an extra $10 per golfer, as I raised the entry fee already. One item I’ve heard golfers talk or complain about in the past is how they have to pay for their own carts after paying the entry fee, as they don’t have to in other scrambles. So, in working with Hillcrest Golf Course, we were able to cover the cost of golf carts with the extra $10 per player, which resulted in a lot of happy golfers. The Tournament proceeds went directly to the Pork Open account, which will benefit the D.A.R.E. program (taught by myself) and other programs, such as the kid’s safety day and the FOP Cops and Kids program. This event is what keeps the D.A.R.E. program going each year, allowing us to purchase workbooks, pencils, shirts, certificates and prizes. In another opportunity to be efficient and successful, we took the leftover supplies and food from the National Night Out event (August 6th, 2019) and used it as a meal for the Pork Open. Just like 2018, we had burgers, chips, pop and water. Though it’s very simple, it’s very easy and efficient. As golfers are coming through the clubhouse, they can grab a bite to eat and continue with their game. It also uses resources from another event, lowering my expense and wastes no food or supply. Though this event is always a challenge, I’m still learning new things and new ways to make it better and more efficient each year. I can’t thank everyone enough for their generosity and participation, especially the community and businesses that make it possible.
