James Foote- James is an avid bicyclist who saw alerts sent out from the MPD regarding Charles Bailey. Photographs of Mr. Bailey were circulated after he stole a number of bicycles from an open garage in Lowry Hill East. A PC Pickup was put out for him and the public was asked to call with any knowledge of his whereabouts. James noticed Charles Bailey in the area of 22/Hennepin and verified his picture on his smart phone before calling 911. Mr. Bailey was suspected of multiple crimes in the area.
