The ‘Stick’

Supply> On-site parking provision dropped from 75% to 38% of staff attendance figures

during construction> Off-site “Park ‘n’ Ride” available approximately 3.5km from QEIIMC> Additional on-street, informal and ‘private’ parking

Price> Free parking shifted to daily rate> Daily parking fee still well below market rate ($4.80/day in 2014)> Evidenced by high demand for visitors parking @ $3/hr> Note that stated preference surveys showed:

– very little change in demand below $7.50/day– 14% reduction in demand at $12/day

> Ongoing political pressure

Parking Demand Management

The Priority System

Green Commuter Parking> Preferential parking> 200 permits issued in 2013> Limited impact on demand (due to part-time staff and off-site parking)

Official Car Pool> Guaranteed Parking (for groups of 2 or more employees)> Only 100 cars registered

Ride-Sharing> Car pool modes increased to 11% (approx. 700 employees)> Significant growth of 260% as a result of TDM measures and parking

pressures

Walking and Cycling• Despite affluence, local employees (within 5km) drive only 36% of trips• Walk/Cycle share for the closest 5 suburbs is approximately 22% compared to 14%

average (10% in 2009)• QEIIMC has supported these modes through improvements in EOT; currently

oversubscribed• Surrounding cycle network has not undergone any significant improvements• Preference survey results suggested that the existence, rather than quality of EOT is

important

QEIIMC is served only by public bus transport

Funding was provided by the QEIIMC Trust to improve service> Route 79 (Perth CBD – QEIIMC) and Route 97 (Subiaco – QEIIMC)> Capacity is shared by UWA but service was oversubscribed in peak, with

long queues despite high frequency> Increase of 400,000 PT trips per year (32% of all staff travel)> Ticket price subsidised by DoH and PTA (-45%)
