1. INTRODUCTION 1(A) RFP Scope and Purpose SMG (“Operator”), as operator of the Jackson Convention Complex (“JCC”) is seeking proposals from qualified and experienced firms (“Contractor”) with demonstrated expertise in WiFi technology interested in designing, installing, and implementing a new WiFi system for the facility.
The Operator expects each proposing Contractor to perform a required site-‐walk (contact via email for preferred dates/times) and independent survey, which will determine the overall design and bill of materials for their respective response.
It is important that Contractors responding to this RFP are mindful that portions of this RFP may not adequately address various fundamental technical or mechanical functionalities. Any omission in this area is unintentional and is not intended to suggest that those fundamental items are unimportant. To the contrary, Contractors responding to this RFP should make a point to illustrate and assure the Operator that all fundamental technical functionalities will be part of the Contractor’s implementation of the Wifi service and equipment.
In rating responses to this RFP, the Operator will consider how well each Contractor is able to take the contents of the RFP, ask relevant questions, extract critical information, address the various technical issues and clearly communicate its plan to install and implement a quality Wifi system that meets the Operator’s standards and expectations.

1(B) Background
Jackson Convention Complex: Opened in 2009, the Jackson Convention Complex (“JCC”) features 330,000 square feet of flexible exhibit, ballroom and meeting space and is located in the heart of downtown Jackson … Mississippi’s capital city and the heart of Southern hospitality. It hosts a wide range of events including conventions, trade shows, corporate meetings, banquets, weddings, receptions, concerts, sporting events, consumer shows, political events, community gatherings and religious services. Through its four years of operation (FY09 – FY12), the JCC has hosted 1,254 events days and over 550,000 guests, generating an estimated $100 Million in economic impact. In addition to offering first-‐rate amenities, state of the art technologies, resort quality service and in-‐house catering, the Complex is a LEED® Certified building as established by the U.S. Green Building Council (USGBC). Capital City Convention Center Commission:
The Capital City Convention Center Commission (“Commission”) was formed in 2005 to oversee all matters related to the construction and operation of the Jackson Convention Complex and is comprised of a nine member board of commissioners. The Commission contracts with SMG for the management of the JCC.
SMG: In 2008, the Commission contracted with SMG (“Operator”) to manage the Jackson Convention Complex, including the authority to negotiate and contract for goods and services necessary for the successful management and operation of the facility. This agreement was extended an additional three years in 2013.
Founded in 1977, SMG provides management services to more than 230 public assembly facilities including convention and exhibition centers, arenas, stadiums, theatres, performing arts centers, equestrian facilities, science centers and a variety of other venues. Specific days and times must be scheduled with the Sr. Operations Manager (Please note that dates are subject to modification; all potential respondents will be duly advised of such within an ample time period to adjust schedules if such should occur). The purpose of these visits will be to allow each Contractor opportunity to walk the building and perform individual site surveys, as needed. Each Contractor will be allowed a 2 hour formal walkthrough with facility personnel, and additional time as needed, and as the

event schedule warrants, to complete surveys. Please note, event schedule will dictate what areas are openly accessible by Contractors. 2(E) Questions and Amendments Questions regarding this RFP may be asked at any time prior to, but no later than, 4:00pm, Monday, October 28, 2013. All questions must be submitted in writing to the official contact person, with the exception of the opportunity for all potential Contractors to ask questions in-‐person during the pre-‐proposal meeting times. 8. The Operator reserves the right, at its sole discretion, to waive minor administrative irregularities contained in any proposal.
9. A single response to the RFP may be deemed a failure of completion, and in the best interest of the Operator, the RFP may be cancelled.
10. The Operator reserves the right to reject any or all proposals at any time without penalty. The Operator reserves the right to refrain from contracting with any Contractor. The release of this RFP does not compel the Operator to enter into a contract. The Operator may elect to proceed further with this project by interviewing other proposers, or proceeding with an award.
11. Contractors may withdraw a proposal that has been submitted at any time up to the proposal closing date and time. To accomplish this, a written request signed by an authorized representative of the Contractor must be submitted to the RFP Contact. The Contractor may submit another proposal at any time up to the proposal closing date and time.
12. As a result of the selection of a Contractor to supply products and/or services to the Operator, the Operator is neither endorsing nor suggesting that the Contractor's services are the best or only solution. The Contractor agrees to make no reference to the Operator in any literature, promotional material, brochures, sales presentation or the like without the express written consent of the Operator.
13. Any information contained in the proposal that is deemed proprietary must be clearly designated. Marking the entire proposal as proprietary will be neither accepted nor honored. If a request is made to view a Contractor’s proposal, the Operator will comply according to the Open Public Records Act. If any information is marked as proprietary in the proposal, such information will not be made available until the affected Contractor has been given a reasonable opportunity to seek a court injunction against the requested disclosure.
14. All materials submitted in response to this request become the property of the Operator. Selection or rejection of a response does not affect this right.
15. The Operator will not be liable for any errors in Contractor proposals. Contractors will not be allowed to alter proposal documents after the deadline for proposal submission. The Operator reserves the right to make corrections or amendments due to errors identified in proposals by the Operator or the respondent. This type of correction or amendment will only be allowed for such errors as typing, transposition or any other obvious error. Contractors are liable for all errors or omissions contained in their proposals.
16. A bid bond is not required. 17. A performance bond is not required.

18. All proposals and related materials shall become the property of the Operator upon delivery and shall be subject to public inspection at the conclusion of the selection process.
19. This RFP and the selected Contractor’s submittals, including all provisos, warranties, commitments, and representations set forth therein, will be binding upon the selected Contractor and, at the Operator’s option, may be incorporated into any Operator contract with the Contractor.
20. The Operator shall not be liable under any circumstances for any cost incurred by any Contractor in the preparation, revision, or presentation of any proposal in response to this RFP.
21. When evaluating a Contractor’s proposal, the following factors will be considered... a. The ability, capacity and skill of the Contractor to provide the installation and
implementation services required b. The character, integrity, reputation, judgment, experience and efficiency of
the Contractor c. The quality of performance of previous WiFi services, including, but not
limited to, the Contractor’s failure to perform satisfactorily d. Evidence of collusion with any other Contractor, in which case colluding
Contractors may be restricted from submitting further bids on the subject project or future tenders
e. There is uncompleted work with the Operator or others, or an outstanding dispute on a previous or current contract that might hinder, negatively affect or prevent proper execution of the contract with the Operator
f. The Contractor or a representative of the Contractor has been convicted of a crime arising from a previous public contract
g. The Contractor or a representative of the Contractor has been convicted of a crime of moral turpitude or any felony. Contractors shall affirmatively disclose to the Operator all such convictions, especially of management personnel or the Contractor as an entity, prior to notice of award or execution of a contract, whichever comes first. Such disclosure shall not automatically be grounds for termination for default subsequent to award or execution of the contract. However, failure to make such affirm disclosure shall be grounds, in the Operator’s sole option and discretion, for termination for default subsequent to award or execution of the contract
h. The Operator concludes that the Contractor will be unable, financially or otherwise, to perform the work
i. At the time of RFP opening, the Contractor is not authorized to do business in the state of Mississippi or otherwise lacks a necessary license, registration or permit

3. TECHNICAL REQUIREMENTS AND EXPECTATIONS The selected Contractor shall be prepared to perform its obligations in a prompt, diligent, and professional manner. Respondents should have at least five (5) years of demonstrated successful experience with integrated WiFi systems.
3(A) Site Surveys The JCC’s future success depends, in part, on providing stable and responsive technology options to its clients. To better manage the project and understand the coverage and density requirements set forth in the RFP, the Operator is requiring all respondents to complete a walkthrough and independent site survey of the facility. Site surveys may be scheduled in two (2) hour windows by emailing the Sr. Operations Manager (see section 2b “Primary Contact”) and proposing a specific date/time to complete this requirement. Appointments will not be confirmed until the Operator has received official Letter of Intent to bid from the Proposer.
3(B) Hardware Requirements All proposed solutions should meet as many of the following technical requirements as possible:
• System must support Adaptive Smart Antennas System with both vertical and horizontal polarizations for maximum performance.
• Must support Dual Polarization – Maximum Ratio Combining (DP-‐MRC) for smart devices.
• Capable of supporting minimum of 500 clients in a dual radio (no more than two) access point
• System must support as an option, Dynamic Pre-‐Shared Keys (DPSK) using direct AD authentication, on a per user and per device basis
• Access Points must provide for concurrent dual-‐band (5GHz/2.4GHz) support • Access Points must provide minimum of 300 Mbps of throughput per radio • Access Points must be capable of support for spectrum analyzer and analysis for
troubleshooting. • System must be capable of both transmit (Tx) beamforming and adaptive
antenna adjustments simultaneously • Antennas must have support both spatial streams and transmit beam
concurrently • System must be capable of providing realtime RF capacity awareness on all
available channels for both 2.4 and 5 Ghz bands • System must be capable of setting up segregated individual SSID/networks based
on geographic location of the event in the facility.
3(C) Installation Considerations
The following list represents pertinent installation information that should be considered by all respondents when drafting proposals:

• The Jackson Convention Complex currently maintains 40 wireless access points throughout the facility. We understand that number may change based on manufacturers represented during the proposal process and their specific hardware differences.
• Contractor will be responsible for all wiring and mounting costs incurred during the installation process. This includes, but is not limited to: cabling, hardware, brackets, termination equipment/supplies and injectors and other electronics.
• The JCC allows only CAT6 cabling throughout the Complex. If additional access points will be added, Contractor will be required to use CAT6 cabling and termination.
• Contractors should provide all equipment necessary including, but not limited to, any ladders, man lifts, tools, supplies, etc. to complete this project.
o Note: OSHA regulations require the use of proper PPE (Personal Protective Equipment) be utilized while on, or in the vicinity of, power trucks and lifts. Awarded contractor will be expected to adhere to all OSHA regulations throughout the entire installation project. Failure to follow all OSHA safety regulations can result in immediate dismissal from the JCC and loss of the RFP award.
3(D) Integration and Implementation
After installation, Contractor will be required to ensure all access points are functioning and operating at acceptable levels and capabilities. To ensure a solid implementation and management of the new system, Contractor will be asked to provide the following:
• The Jackson Convention Complex utilizes 12 Cisco switches (all PoE) to connect and power its wireless access points. As part of the implementation process, Operator will ask the awarded Contractor to ensure all access points are on the proper VLAN(s) and clean up old VLAN/routing architecture as deemed necessary.
• As part of the implementation of the system, Contractor should be available for ample training on the system and assist with initial setup of SSIDs and security. Details will be determined by the Operator at the time of setup and implementation of the system.
o The Operator will also need to be trained on how to add, delete, and localize/isolate SSIDs as needed by events for future deployments.
• Operator requests, if applicable and available for the proposed system, a current generation iPad to control, test, and troubleshoot the hardware and

configuration throughout the facility. Operator will be responsible for iPad case and any “app” purchases.
• Contractor should provide system support and any system adjustments as needed for no less than 120 days after completion of Wifi system implementation at no additional fee to the Operator.

4. SUBMITTAL REQUIREMENTS The proposer shall complete and submit one (1) original hard copy, three (3) additional hard copies, and one (1) electronic copy of its proposal. All original submissions shall be signed by the proposer. Unsigned submissions will be rejected. Submissions transmitted by fax will not be accepted or reviewed. A checklist to assist respondents has been provided in Section 6.

for providing the services as defined in the RFP and any addenda issued to this RFP.
§ A statement signed by a representative authorized to legally bind the respondent, which shall include an identification of the respondent as a corporation or other legal entity.
§ A fully executed non-‐collusion certification. See Section 2(H). 4(C) Respondent Information The proposal shall include the following information:
1. Organization: Data describing the proposing Contractor’s current organization, ownership, legal entity designation (corporation, LLC, etc…), address, number of years in business, size of business, and services offered.
2. Relevant Experience: Describe the Contractor’s overall qualifications to fulfill the requirements of this RFP, including experience in designing, installing, and servicing large commercial-‐grade WiFi deployments.

Identify all personnel who will work on this project and provide their qualifications and experience related to the RFP’s requested services. Provide a listing of comparable WiFi systems that the Contractor has designed and/or administered within the last five (5) years.
3. References: Include five (5) references that have contracted with the respondent for WiFi services. Provide the following for each reference: name, title, name of organization, address and telephone number, email address, website address, as well as a brief description of the services provided.
4(D) WiFi System Design and Installation Proposal The proposal shall include the following minimum information about the Contractor’s design installation and implementation process.
1. Site Survey Overview and Explanation:
Contractor will describe findings in the site survey and any potential items of interest that were found as a result of the site visit. Also, an explanation to how the proposed system will perform and overcome any found obstacles or challenges.
2. Contractor’s preferred Manufacturer:
Describe the Contractor’s chosen equipment manufacturer and a detailed explanation of the benefits of their equipment over their competitors.
3. Technical Submittal:
a. Hardware Specifications: Provide a complete listing of ALL equipment and supplies proposed to complete the project – include manufacturer/model information, quantities, and a description of the items. This section should adequately address how the hardware meets the requirements set forth in section 3(b).
b. Proposed Hardware Locations: Using the blank maps provided (Appendix B), each contractor will indicate locations of their proposed access points.
c. Configuration Information: Please provide a description how the proposed WiFi system operates. This section should address user interface, topography, programming and maintenance information, as well as configuration backup options. Screenshots are encouraged.
d. Timeline: Anticipated timeline of progression through the WiFi system installation, implementation, and training. If the proposed window of time allotted in section 2(a) is not adequate, this should be addressed here.
e. Operator Responsibilities – Contractor should include a comprehensive list of requests and/or requirements of the Operator to complete this project.

4. Pricing:
Contractors should present detailed and itemized pricing proposals that outline a general understanding of different elements involved in the pricing structure. This section should include details of anticipated parts, labor, and ancillary expenses the Contractor foresees incurring during the system installation and implementation process.
5. Sponsorship / Commercial Rights Marketing Opportunity:
The Jackson Convention Complex has a naming rights and advertising program in place to offset some of the costs associated with this project. Contractors are welcome to articulate any potential sponsorship and/or trade opportunities in lieu of cash for this service and should outline that interest in this area.
6. Other:
This section is open for Contractors to outline any pertinent information not already covered in the RFP. This section is NOT required.

5. SELECTION & NOTIFICATION
Proposals will be evaluated based primarily on the evaluation criteria described below. The approach and procedures are those, which are applicable to a competitive negotiated procurement, whereby proposals are first evaluated to determine which proposals are within a competitive range. The Operator reserves the right to reject any proposal from potential Contractors that are not fully qualified to perform the required services. Discussions and negotiations may then be carried out with potential Contractors within the competitive range, after which Best and Final Offers ("BAFO") may be requested.
Operator reserves the right to select a proposal for an award without any discussions or negotiations or a request for any BAFO. Subject to Operator's right to reject any or all proposals, the potential Contractor whose proposal is found to be most advantageous to the JCC will be selected.
5(A) RFP Evaluation Criteria
An evaluation team composed of the General Manager, the Sr. Operations Manager and/or other parties at the Operator’s discretion, will evaluate the RFP responses received from each Contractor. The Operator reserves the right to, but shall not be obligated to, require potential Contractors to participate in a presentation to the evaluation team of items contained in the RFP response and any other items deemed appropriate by the Operator.

5(B) Notification of Award The Operator intends to contact all Contractors at the conclusion of the RFP process to let each Contractor know the outcome of the bidding process. Notification will be sent via email to the individual(s) listed in the Contractor’s Letter of Intent

6. RFP RESPONSE SUBMITTAL CHECKLIST Each Contractor shall submit a response in the following format:
1. Each Contractor shall create one (1) original response (labeled “original”) with
original signature and three (3) identical copies (for a total of four (4) hard copy responses), and one (1) electronic copy.
2. The original and each of the three (3) identical copies shall be sent to the official contact person at the address shown in Section 2(B), on or before the due date shown in Section 1(C). The electronic copy should be emailed to the official contact person at the email address shown in Section 2(B).
3. The original and each of the three (3) copies shall be organized as described in Section 4:
