About The College

J.M. Patel College of Commerce, founded in the academic year 1988-89 by the

Sanskardham Kelavani Mandal (SKM), is permanently affiliated to the University of Mumbai.

Some salient features of the College are listed below :

?It is recognized under section 2(f) & 12 (B) of the UGC Act 1956.?It has been reaccredited with CGPA of 2.79 at Grade B by the National Assessment &

Accreditation Council (NAAC) in January 2011.

?The College offers three year integrated courses in B.Com, B.Sc. (I.T.) and B.M.S.?It has large well-ventilated classrooms providing conducive ambience for learning.?It has a highly configured IT laboratory.?ABOVE ALL, it has a qualified and competent faculty.

The SKM was instituted in the year 1959 by men of vision. Driven by the desire to effect

social transformation through education, these benevolent individuals with an acute sense of

social responsibility brought up the first centre of learning in the year 1962 on the huge 2.09 acre

campus. Today the campus boasts of 5 educational institutes which undertake the noble task of

imparting knowledge to about 4000 students. The J.M. Patel College of Commerce is one of these

educational institutes.

The College gives top priority to academic performance, as any centre of learning should.

In matters of discipline, attendance, etc. of students, it is guided by the statutes and ordinances of

the University of Mumbai from time to time. The College holds the view that no education is

complete until the students are imbibed with the spirit of social commitment. It therefore

encourages students to exercise their social conscience through various initiatives, including the

Extension Activities of the University. Students actively and voluntarily enrol themselves for

Extension work which is under the purview of Department of Lifelong Learning and Extension

(DLLE) of the University of Mumbai. There are two N.S.S. units and N.S.S. volunteers are highly

committed to various community development programmes. Students are encouraged to enrol

with nearby colleges having N.C.C. unit. Students are also advised to involve themselves with

various Associations of their choice and desire.

Rotaract Club of J.M. Patel College carries out various social awareness and community

welfare activities.

The College offers Earn and Learn Scheme for needy students. A qualified counsellor is in

charge of the Personal Counselling Centre. The Placement and Career Guidance Cell offers

career growth opportunities to students.

We live in a world where change is the only constant. Our College is alive to the challenge of

change & always strives to be a step ahed. We are forging ahead, not only academically, but also

in co-curricular, extra curricular & sports activities. While all these ensure personal growth &

fulfillment, we also believe strongly in a sense of social commitment. True, books are a student's

best friend & our College encourages students to imbibe the qualities of logical reasoning &

rationalism. But, while these are alluring attributes, unless they are tempered with humane

approach and empathy, they cease to be relevant. We therefore believe that the youth of today

should be proactive and contribute to the world they live in. They should be sensitive to their

environment, nature & society. They should shoulder responsibilities even while earning their

Non-Teaching Staff

COLLEGE DISCIPLINE1. The College attaches great importance to discipline and the same must be scrupulously

observed by all students. Failure to comply with any of the rules and regulations from time to time will lead to strict disciplinary action.

2. Students joining the College shall observe all the Rules and Regulations of the College laid down from time to time.

3. Students must always keep with them the Identity Card issued by the College with their recent photograph affixed, bearing the signature of the Principal and they must present it for inspection or verification whenever demanded by the College Authorities and / or by the Security Staff. No student shall be allowed to attend lectures, practicals etc. unless he/she wears Identity Card around the neck.

4. Students must not attend lectures other than their own without the special permission of the Principal.

5. Students should make use of the College library if they have a free lecture.

6. Students must be in their respective classrooms in time. Late comers may not be allowed to enter the classrooms.

7. Students must do nothing either inside or outside the College that will in anyway interfere with its orderly administration and discipline of the College. They should not communicate any information or write anything about the College to the press / post any information on the website / You Tube / Face Book etc. without the prior written permission of the Principal.

8. Students are liable to lose their terms for disobedience, misconduct, misbehavior or for any act of indiscipline (University Ordinance 125 B and 125 (E).

9. Students must take proper care of all the College properties. Any damage done to the property of the College by way of disfiguring walls, doors, windows and fittings or breaking furniture etc. will be treated as breach of discipline and the concerned student will be punished, fined and/or suspended. Smoking, Tobacco-Chewing, Consumption of Drugs etc. are strictly prohibited in the College premises.

10. Use of Mobile Phones, Walkman, etc. in the College building is strictly prohibited.

11. No get-together, excursion or tour shall be arranged without the prior written permission of the Principal. If students join an unofficial get together, excursion or tour, the College shall not be held responsible for anything that happens in the get-together, excursion or tour. College does not arrange any picnic.

12. No association or organisation shall be formed, no meeting shall be held and no person shall be invited to address the students in the College without the prior written permission of the Principal.

13. No student shall collect money as contribution to picnic, trip, educational visit, get-together, study notes, charity or for any other activity without prior sanction in writing of the Principal.

14. In competitions like debate, elocution and other meetings, chair must be taken by a responsible person approved by the Principal and the subject of debate or lecture must have the prior approval of the Principal.

15. All bonafide students are accountable to the Principal. Their behavior inside and outside


the College should not be detrimental to the image of the College and any individual or group of students should refrain from all such activities which may bring disrepute to the college and such student/s if found guilty may be expelled or suspended from the College.

16. Ragging is prohibited within or outside the College. If any complaint is received the person concerned will be prosecuted under Prohibition of Ragging Act, 1999.

17. Students should not wear cap in the classroom. No eatables are allowed in the class rooms & in the library.

18. Students, if they involve any outsider or any political party in regards to administrative matters of the College, such act will be treated as indiscipline and student/s concern will be punished in accordance with the University Ordinance 125C.

19. Videography of the campus and classrooms, laboratories, office, etc. is strictly prohibited.

20. Matters not covered by the existing rules will be at the discretion of the Principal.

COLLEGE REGULATIONSGeneral

1. All students are responsible to the Principal and members of the staff for their conduct in public.

2. Insubordination, abusive language, misbehavior and misconduct can lead to the dismissal of a student from the College.

3. Demonstration of any kind in the College is strictly prohibited.

4. In case of sickness, a leave application must be submitted to the College office along with a medical certificate stating the ailment in detail and a fitness certificate by a REGISTERED MEDICAL PRACTITIONER at the time of resuming the College are essential. In case certificate is not submitted in time to the College office, no leave of absence will be granted to a student.

5. All receipts on account of the fines collected from students for any reason whatsoever must be maintained by a student.

6. Students applying for bonafide certificate, testimonials or any certification by the Principal, should contact the College office.

7. Students are entitled to verify their answer books by applying for photocopy of answer book for the both the terms/semester as per the relevant rules of the University.

8. College displays monthly attendance of Students latest by 10th of every month. Students should ensure that they see the notice board as and when the defaulters lists are displayed. If a student has any grievance regarding attendance, he/she may approach the Students’ Grievance Redressal Cell.

9. Students of first year should keep sufficient photocopies of H.S.C. marksheet, since the original marksheet will be returned after one year.

10. Use of mobile phones in classrooms is strictly prohibited.

v Convicted students will be dismissed from the institution and such students shall not be

admitted in any other educational institution for a period of five years.

Punitive Measures

University Ordinance125 C

The Principal is vested with powers to punish student/s with any one or more of the following for any

act of indiscipline in the larger interest of the College.

1. Warnings.

2. Suspension from attending lectures and tutorials for a specified period.

3. Cancellation of admission.

4. Refusal to grant admission in the future.

5. Withholding or withdrawing the University Examination form.

6. Expulsion from the College for a specified period not exceeding five years.

7. Rustication.

8. Imposition of fine.

9. Non-refund of fees and deposits.

10. Denial of the use of library, gymkhana and other facilities in the College.

11. Withdrawal of freeship, scholarship and other concessions and other benefits.

(University Ordinance 125B and 125E)

0.125 B: (Read with sec. 95(8) of the M.U.Act. 1994) All powers relating to the disciplinary action

against the students in a College, not maintained by the University, shall vest in the Principal of the

College.

0.125E: All decisions taken by the Principal in relation to the acts of indiscipline committed by the

students shall be final and binding on students and no suit or other legal proceedings shall lie in any court

of law against such decision.

Admission Procedure

1. Admission to F.Y.B.Com., F.Y.B.Sc. IT and F.Y.B.M.S. classes are as per the

guidelines and schedule announced by the University of Mumbai. The

schedule of admission is displayed on the notice board as and when it is

received from the University.

2. All admissions are PROVISIONAL and subject to CONFIRMATION by the

University of Mumbai. Following are the mandatory requirements for

CONFIRMATION of admission for :

F.Y.B.Com., F.Y.B.Sc. I.T. and B.M.S. students.

Enrollment Form (MKCL Form) + Original H.S.C. Marksheet.

If students fail to comply with above stated requirements such student/s will not be allowed to

appear in the I Semester Examinations and name/s of such student/s will be cancelled from the

College record.

3. A student of this College who has qualified himself / herself for admission to a higher class will be

admitted to such class only if an application in the prescribed form duly completed is received

with the necessary fees on the dates, stipulated by the College at the time of results.

4. Students coming from other Colleges affiliated to the University of Mumbai and found eligible for

admission, must submit No Objection Certificate and PRN from his/her previous College at the

time of admission and subsequently apply for the Transfer Certificate in a prescribed form

available in the College office. However, it is the responsibility of the student to obtain the

Transfer Certificate from his/her previous College and submit it to the College office in time. If

Transfer Certificate is not submitted in time, student may not be allowed to appear in the I/II

Semester Examinations.

5. Applicants from other Universities/Board must apply for Provisional Eligibility Certificate by

paying requisite fee to any of the Colleges, under University of Mumbai. However admission will

be granted only after receiving the Provisional Eligibility Certificate from the University of

Mumbai at the time of admission. Students should submit the other necessary documents to the

College office within one week of the commencement of the term for confirmation of eligibility

certificate.

6. A student who intends to leave the College should inform in writing to the College before the

commencement of the new term semester.

7. Admission to the higher class is subject to the relevant examinations rules of the University of

Mumbai from time to time.

8. Students taking admission from other college in T.Y.B.Com / T.Y.BMS / T.Y.B.Sc.I.T. should

submit Permanent Registration Number (PRN) Without PRN Admission will not be granted.

For admission to F.Y.B.Com., F.Y.B.Sc.I.T., and F.Y.B.M.S. photocopies of Mark

sheet and School Leaving Certificate need to be attested, before submission along

with the originals.

Minimum Eligibility for B.Com / B.Sc. I.T. / B.M.S.


Students seeking admission in F.Y.B.Com class should note that admission to

S.Y.B.Com class is on the basis of merit. Students with higher percentage of marks

obtained in F.Y.B.Com class will be admited in the AIDED DIVISIONS. Students with

lower percentage of marks in F.Y.B.Com class will be admitted in UNAIDED DIVISION.

In case of loss of I-Card and Marksheet student has to lodge police complaint and

should submit a copy of the police complaint to the College office to apply for Duplicate

I-Card and Duplicate Marksheet.

GRANTING OF TERMS

1. Ordinance 0.125 : To keep a term at a College or recognized institution, an undergraduate

must complete to the satisfaction of the Principal or the Head of the institution, the course of

study at the College or institution prescribed for such terms for the class to which such

undergraduate student belongs.

2. Although illness or other serious circumstances may be considered valid for the absence

from lectures, tests, tutorials, the circumstances cannot condone a student for poor

performance or absence from Examinations. Accordingly, students with poor records of

academic performance will not be granted terms.

3. Students who have not been granted term will not be permitted to appear at the

Semester/Term Examinations conducted by the College or by the University as the case

may be.


Fees :

Full fees (open category students) must be paid along with the necessary deposits as

mentioned, at the time of admission to the College in the first term. Students who fail to pay their

fees by due date in the College Office his/her name will be cancelled as regular student. No

student will be permitted ordinarily, to apply for any of the University Examinations if he/she has

not paid the College fees for the year.

Refund of Fees

0.2859 : Refund of Tuition, Development and all other fees after cancellation of admission : (No. UG/412 OF

2007 DT: 11/9/08)

The candidates admitted may request for refund of fees after applying in writing for cancellation of

their admission to the course. The refund of fees as applicable shall be made on or before 30th day after the

date of cancellation and thereafter. A percentage of fee for the course shall be refunded to the candidate

after deducting charges as follows:

Fee deduction on cancellation of admission period and percentage of deduction charges.

Note : The total amount considered for the refund of fees from commencement of academic term of the

courses includes the following :

1) All the fee items chargable for one year as per relevant University circulars for different faculties

(excluding the courses for which the total amount is fixed by other competent authorities).

2) The Fee charged towards group insurance and all fee components to be paid as University share

(including Vice Chancellor Fund. University fee for sports and cultural activities, E-charge, Disaster

Management Fund, exam fee and enrollment fee) are non-refundable if payment is made by the

College prior to the date of cancellation.

3) Fee collected for Identity card and Library card, admission form and prospectus, enrollment and any

other course specific fee are not refundable after the commencement of the academic term.

4) All refundable deposits (Laboratory, Caution Money and Library etc.) shall be fully refunded at the

time of cancellation.

Admissions that are conducted through centralized admission process for professional and/or for

any other courses by other competent authorities, the Refund Rules are applicable if specified by such

authorities (as per the rules of relevant agencies) for the 1st year admission. In case of admission to

subsequent year of the course, 0.2859 is applicable for cancellation of admission.

Refund of Caution Money and Other Deposits

Students can claim their Caution Money and the other deposits, if any from the College office on 14th

& 15th of every month starting from August to November. (In case 14th / 15th day is Saturday / Sunday /

holiday, the next working day/s is to be considered) Caution money & deposit can be claimed only on

production of ORIGINAL FEE RECEIPT.

UNFAIRMEANS at the ExaminationsStudents should not resort to any unfair means during Examinations. You will be appreciated if you work hard and come out with flying colours. If you are caught with pre-written notes / pages from books etc. in the Examinations hall, you will be liable for punishment as per the Maharashtra Act, XXXI 1982 - an act to provide for preventing malpractices and the University of Mumbai Ordinance 5050.

The Library

The library has a good collection of books and periodicals. There are about 7900 books, 45 periodicals in the library. Beside these, there is a collection of CDs/DVDs, maps, etc. Books are lent to students for seven days. Students must produce the library cards issued to them to use the reading room or to borrow books from the library. The library card will remain with the library till books, periodicals or news papers are in use.

LIBRARY RULES FOR STUDENTS

The students are advised to observe the following rules of the library.

1. All bonafide students of the College are entitled to avail the library facility.

2. Library will remain open for students from 7.30 a.m. to 4.00 p.m. except Sundays & Public Holidays.

3. The students are entitled to borrow one book at a time for a period of one week. If the book is not in demand it may be renewed for one more week. Requests for renewal must be communicated on or before due date (During Examinations, circulation period of books will be decided by the librarian)

4. Student must return the book to the library promptly when due. Failure to do so will result in a fine of `.1/- per day from the due date. ̀ . 5/- per day will be charged 10 days prior to the commencement of

6. Students are advised in their own interest to inspect the books while getting them issued and bring to the notice of the library staff any damage therein. Students failing to do will be held responsible for any mutilation or damage of the books subsequently discovered.

2) The College will conduct internal and external examinations of Semester I to IV on behalf of the

University of Mumbai.

3) While the College will also conduct INTERNAL EXAMINATIONS (40 Marks) of Semester V and VI

This course was introduced by the University of Mumbai in the year 1999-2000 with an aim to create

middle cadre management personnel.

The B.Sc. I.T. programme of the University of Mumbai has been designed keeping in mind the

growing use of Computers and Information Technology in our day to day life. The course aims to provide

basic inputs for a broad understanding of Information Technology and its interfaces. The use of computers

and information technology is wide and practically in all fields; hence the demand for trained personnel in

the field of information technology is growing.

Modified ATKT rules for Science

ALLOWED TO KEEP TERMS (ATKT) :

i) A learner shall be allowed to keep term for Semester II irrespective of grades obtained in each

course of Semester I.

ii) A learner shall be allowed to keep term for Semester III if he/she passes (grade 'E' or above in each

course) each of Semester I and Semester II)

or

He/she fails in not more than three courses with not more than total 200 marks, in each of Semester I

& and Semester II.

iii) A learner shall be allowed to keep term for Semester IV irrespective of grades obtained in each course

of Semester III.

iv) A learner shall be allowed to keep term for Semester V if he / she passes Semester I, Semester II,

Semester III and Semester IV

or

He/she has passed Semester I and Semester II and fails in not more than three courses with not more

than total 200 marks, in each of Semester III and Semester IV.

v) A learner shall be allowed to keep terms for Semester VI irrespective of grades obtained in each

course of Semester V.

vi The result of Semester VI shall be kept in abeyance until the learner passes each of Semester I,

THE FOLLOWING ASSOCIATIONS ARE ACTIVE TO DEVELOP THE OVERALL

PERSONALITY OF STUDENTS.

1) ENGLISH LITERARY ASSOCIATION : To develop taste for language & literature is the aim of

English Literary Association. The Association conducts various literary activities such as debates,

elocution competitions, guests lectures and essay writing competitions. Students are advised to

become member of the association.

2) MARATHI VANGMAY MANDAL : This Association conducts activities such as guest lectures,

debates, essay writing, elocution, poetry recitation etc. The aim of this Association is to develop and

sustain the taste for Marathi language and literature and to assimilate non Marathi students in main

stream and develop the use of Marathi language in every aspect of life.

3) COMMERCE ASSOCIATION : To keep pace with the current happening and update the knowledge

of the students, the Commerce Association is active in conducting various co-curricular activities

such as industrial visits, quiz, debates, essay writing and guidance in project completion.

4) CULTURAL ASSOCIATION : Equal importance is given to cultural activities. Students are

encouraged to participate in various cultural activities both at the intercollegiate and at the College

levels. TALENT HUNT is organised in July to select students for various competitions.

5) MOVIE CLUB : Movie Club has started recently. College has planned to show classic feature films

and documentaries in English, foreign and regional languages. Students are advised to be members

of this club.

6) NATURE CLUB : The College organises various activities such as nature trails, trecking for

students etc. This Club will give exposure to students to know about surroundings and create

awareness about environment.

7) ALUMNI ASSOCIATION : (Ex-Students Association) Regular meetings of alumni association are

held with the ex-students of the College. The Ex-studetns can register themselves at the College

website at www.jmpc.org.

8) EXTENSION ACTIVITY : Students can enroll for Extension Activity with Dept. of Life Long Learning

and Extension, University of Mumbai through the College. On successful completion of extension

activity student will be elegible for 10 grace marks at the Annual/Semester End Examinations as the

case may be.

9) STUDENTS' COUNCIL : The Students' Council is formed as per the directives of University. The

Council consists of i) Principal - Chairmanii) One Lecturer nominated by the Principaliii) Teacher-In-Charge of National Cadet Corpsiv) National Service Scheme Programme Officerv) One student from each class, who has shown academic merit at the examination held in the

preceding year and who is engaged in full time studies in the College, nominated by the Principalvi) One student from each of the following activities, who has shown outstanding performance,

nominated by the Principal namely;

1) Sports, 2) National Service Scheme and Adult Education, 3) National Cadet Corps, 4) Cultural

Activities


vii)Two lady students nominated by the Principal provided that, two of the students from the

categories VI and VII shall be those belonging to the Scheduled caste or Scheduled Tribes or De-

notified Tribes(Vimukta Jatis) or Nomadic Tribes or other Backward Classes.

The Student Council members participate in various activities of the College.

10) Sports: Students are always encouraged to participate in sports. The College regularly takes part in

intercollegiate competitions. Our Students have won medals in Judo and Karate at the University

level. Beside this, the College campus has a volleyball court. The College also appoints coach to train

in volleyball, football and cricket. Students also should avail the Gymkhana facility for Indoor Sports.

11) Placement Cell And Career Guidance : The College has a Placement Cell under the able guidance

of a senior lecturer to provide job opportunities to students. The Cell also conducts lectures on career

guidance. The College website has been linked to India Career Portal for job opportunities.

12) Book Bank : The College has Book Bank facility for those students who are from economically poor

background. Such students are given a set of text books for the entire academic year against the

submission of proof of income of their parents. For details, students concerned should contact the

librarian of the College.

13) University Book Bank : University Book Bank facility for Socially Backward Students. College also

provides book bank facility to socially backward Students. Students should submit caste certificate

along with book bank application to avail this facility.

14) Earn & Learn Scheme: This is only for students who do not get financial help from Govt. or from

other organisations. Such students can render their services to the College as per their convenience

against which the College pays them suitably. For details meet Dr. (Mrs.) Vidya Hanchinal, the

College librarian.

15) Counselling Cell : Students who face problems such as academic stress, family conflicts,

personality related issues etc. are advised to seek the advice of Counsellor who visits once in week.

Personal counsellor is appointed to address various problems of students. No fee is charged for such

service. Students can take benefit of this facility on regular basis.

16) Women Development Cell (WDC) : The college Women Development cell is a specially constituted

body consisting of members from the teaching and non-teaching staff representatives of the students

as well as a member from SWADHAR, an NGO with experience in women's issues. It seeks to

promote gender justice. The objectives of the Cell are a) to promote women's empowerment. b)

prevent and address sexual harassment in college.

Sexual Harassment

The Women Development Cell has set up a REGISTRATION of ONLINE COMPLAINT (ROC) System

which is installed in the Girls' Common Room. This has been designed by the B.Sc.I.T. Department

of our College. A girl student concerned can lodge complaint in regard to any form of sexual

harassment to the Chairperson of the College WDC.


17) Rotaract Club : The Rotaract Club was formed in the year 2010. It is sponsored by Rotary Club of

Mumbai West Coast with the objective to undertake various social projects along with the

development of students.

18) N.S.S. (National Service Scheme) : The College has two N.S.S. units. Enrolment of interested

students as N.S.S. volunteers will be announced in July 2013 N.S.S. activities are generally

community oriented. A rural camp of seven days is also organised. All N.S.S. volunteers should

complete 120 hrs. to get the benefit of 10 grace marks in the final examinations.

19) N.C.C. (National Cadel Corps) : The College does not have a N.C.C. unit, but students can enroll in

N.C.C. with Patkar College (Goregaon) and Ghanshyamadas Saraf College (Malad). Boys can join

at Patkar College and girls can join at Ghanshyamdas Saraf College NCC Unit.
