• Exchange Visitor categories we use here at UCSD in IFSO:•Research Scholar/Professor: 5 years max; bachelor’s plus experience•Short-Term Scholar: 6 months max •Student Intern: 12 months max

• J-1 Scholars/Professors allowed to teach, conduct research, observe, consult, and/or demonstrate special skills at UC San Diego.

• Appointment must be temporary even if position is permanent; scholar cannot be candidate for tenure-track position

Complete separate J-1 Student Intern Application if:

• The scholar is an undergraduate student enrolled in a degree program in their home country that requires internship experiences abroad1. NOT enrolled in degree programs at UCSD2. “Scholars”—NOT “students.”

Appointment Title: Must be appointed as Visiting ScholarsEvaluations: Student Interns are required to have a midpoint and final evaluation (only final evaluation if 6 months or less). Template can be found on our website.

HOSTING A J-1 SCHOLAR: INVITATION PROCEDURES1. Department commitment

Consider the position (title and appointment duration), funding, health insurance, space/equipment, etc.

2. Department submits J-1 Application to IFSO to request the Form DS-2019 Certificate of Eligibility for J-1 Exchange Visitor Status

Work with scholar to complete J-1 application and submit to IFSO

• When to submit?• Up to 6 months prior to start date• Start date must be at least 45 days from the date of submission

• Fees• Internal recharge fee of $425 • Rush fee (internal recharge) of $200 • Scholar or department can pay fees 18

• Department mails pre-arrival package to scholar (if scholar outside U.S.) or tells scholar to make appointment to see IFSO advisor about change of status process (if scholar inside U.S.)

4. Scholar applies for visa using the newly issued DS-2019 at a US Embassy or Consulate (*procedures will differ for scholars who are changing visa status from a different visa type or if they are transferring from another institution)• If applicable, indicate CHANGE OF STATUS or TRANSFER on Form A.

CHANGE OF STATUS PROCESS

1. Department submits a J1 initial application along with copies of current immigration documents (e.g. I-20 documents for F-1, F-1OPT)

2. IFSO processes DS-2019 for department or scholar pick-up

3. Scholar pays SEVIS fee: www.fmjfee.com

4. Scholar sends application to USCIS

5. USCIS adjudicates and returns approval notice to scholar (processing times vary)

6. Scholar notifies IFSO Advisor and registers at IFSO with J-1 approval notice

7. You will receive a copy of the J-1 approval from the Scholar

TRANSFER PROCESSTransfer-In

• J1 Exchange Visitors are allowed to transfer from another institution to UC San Diego.

• Department must submit a J1 initial application indicating transfer and current intuition contact info on Form B along with copies of the scholar’s current immigration documents.

•Start date at UCSD and End date at transferring instition have to be consecutive.

**Scholar cannot have a GAP between dates.

• Schedule an appointment with IFSO Advisor on or after the DS-2019 start date to register

Transfer Out

• If a scholar wants to transfer to another institution, please direct them to contact their transferring institution’s international center advisor to initiate transfer.

•End date UCSD and Start date at new institution have to be consecutive.

CERTIFICATION OF ENGLISH LANGUAGE PROFICIENCYDepartment of State requires scholars to have “sufficient proficiency in the English language, as determined by an objective measurement of English language proficiency, successfully to participate in his or her program and to function on a day-to-day basis.” [ 22 CFR 62.11(a)(2)]

You have a scholar whose family name is DING and given name is Yezhang. He keeps insisting his name should be written Ding Yezhang.

Yezhang DING. His official name, according to his passport.

You have a scholar whose family name is Dürsteler and given name is Urs. He noticed his DS-2019 reflected Duersteler.

Urs Duersteler, His official name, according to his passport.

In addition, he writes his birth date as 10/4/1983. Why?Most other countries use dd/mm/yyyy convention. When in doubt, check passport or other official gov’t document.

Scholars may receive payment for occasional lectures or short-term consultations at another institution or company, provided that the requirements are met.

EXTENSION OF STAY

• DS-2019 must remain valid at all times, to keep scholar in status

• Ineligible if scholar received waiver of 2-Year Home Rule from Department of State

• Health Insurance coverage will be checked before an extension is approved

• Submit request well ahead of DS-2019 end date to avoid rush fee and lapse in scholars J-1 status
