1. Introduction
IWMI’s Global Strategy (2014-2018) lays out the institute’s global research agenda to achieve the vision of ‘a water-secure world’. The strategy will be supported by regionally specific strategies and operational plans for implementation. Toward that end, the Southern Africa office of IWMI (IWMI-SA) developed a draft strategy for the region that set out key challenges and research priorities. The regional strategy is expected to be relevant and provide the base to implement the global strategy.
IWMI-SA invited a wide range of regional actors for a half-day consultation on the Southern Africa draft strategy. The consultation was held on the 22nd of January 2015 at the South African Agricultural Research Council (ARC) Boardroom in Pretoria.
The following were the objectives of the consultation:
• Share with stakeholders and partners the regional priorities and opportunities identified in the Southern Africa strategy
• Seek inputs from stakeholders on key issues and IWMI-SA’s approach to research-based solutions
• Identify and network with potential partners for implementation of the strategy
The consultation was attended by relevant government officials, research scientists and experts from agricultural and water sectors, as well as regional and international organisations engaged in agricultural and water sectors (see Annexure 1 for participant list).
This report captures the objectives of the consultation (Section1), methods of engagement during consultation process, comments and feedback received during consultation (Section 2), reflection on the process and issues raised together, and planned next steps (Section 3).
2. The consultation process and comments/feedback Presentation The consultation was facilitated by Dr Nicole Lefore of IWMI-SA. Dr Barbara van Koppen, Head of Office (Acting), welcomed participants and outlined the purpose, objectives and expected outcomes of the consultation. Mr Jeremy Bird, Director General, gave a presentation on the IWMI global strategy, highlighting key challenges that IWMI will focus on for the next five years. He emphasised IWMI’s role in research for development and the need for IWMI to collaborate with partners to conduct research, and communicate results for uptake. Dr Tim Williams (Director, Africa) highlighted the position of IWMI and its relevance to the region, and explained the process of regionalizing the global strategy.
Dr Barbara van Koppen began the presentation of the draft regional strategy and introduced the following identified niche areas, which were then presented by IWMI researchers:

The presentations started with identified gaps, demands and opportunities for research for development in the region. Strengths, approach and expertise of IWMI to respond to the challenges facing the region were covered during the presentations. The full presentation is attached in annexes of this report.
Feedback to the presentation of draft strategy A facilitated discussion session followed the presentations to allow participants to ask questions, provide feedback and input in a participatory manner. Questions and comments were raised and received during the interactive consultation. Key questions/ comments raised are summarised below and are categorised into research areas, partnerships, putting research into use, capacity building and policy input.
Research priorities for the region:
Infrastructure • Infrastructure is SADC priority for water development, but it is not explicitly mentioned in
the draft strategy • ‘Soft infrastructure’ is equally important in this region • Research is needed on financial options for infrastructure development • More is needed on energy from both hydropower and other sources of energy, e.g. biofuels,
and the implications of using these energy options for the region
Climate change • Emphasis is needed on climate change, extreme events, disaster preparedness • Need for more on early warning systems (e.g. current flooding in Malawi) • Need research on resilience and adaptive responses to climate change
Small scale irrigation • Financing mechanisms • Appreciate the inclusion of trajectories for emerging farmers to develop
Indicators, M & E • Need indicators to help with climate change, IWRM • Need water accounting tools, including economics and water use • More than M & E described, focus on indicators • ReSAKSS opportunities at national level
Transboundary • Need more on conflict and security issues related to water • Useful to understand the indicators for cooperation around water in basins • Need to understand more on economics, political economy of shared basins

Policy, regulation, equity • Land and water links in large-scale land and water acquisitions in region • Compare reforms and legal regulations across countries in SADC • Need to understand the implications of legal pluralism, traditional authority and water

Partnerships • Key point was the need to categorize the types of partnerships and understand the
expectations of IWMI from the different types of partnerships • Involve partners in defining research in the region • SADC is at the centre for the region, both agricultural and water divisions • When partnering with development implementers, the expectations and roles need to be
clear
Potential partners to consider: • Centres of Excellence (NEPAD) • GWP has existing platforms already set up with partners such as SADC, so GWP can be a
partner and bring those existing linkages • CCARDESA, knowledge brokers that link IWMI research to users • WRC, as partners in research and uptake in South Africa, with IWMI bringing a more regional
SADC and Africa focus • Water Net, research partners • SIWI, research partners: transboundary equity, political economy analysis in basins; as
partners in capacity development on water integrity • PLAAS, research partners: policy, land and water /acquisitions, governance and traditional
leadership in managing water resources, gender, emerging farmers (small holders) • Land Bank, as research partners and as users of research results: emerging farmers and
finance, implications of current policies and investments in agriculture and water • AMCOW, particularly an emerging group focused on groundwater • Potential for private sector partnerships, particularly on issues such as sugar and energy
Research into Use • Research must be applicable to the development space. • Theory of Change should be the basis for achieving impact from research. The impact
pathways can be clear on the partners and their roles. • Need to engage at different levels. Local or community, national and regional. At regional
level, SADC is the primary focus, but at national level, it is important to become engaged with the sector coordination platforms.
Capacity development • Use existing research results and toolkits to contribute to capacity development in the
region. • There is no expectation that IWMI will undertake training or develop curricula, but that it
will identify and work with partners that can do that. An example of a university working on relevant curricula is Rhodes.

Policy input • RSA Parliament and the African Parliament are both in need of research results to inform
policy. • A number of stakeholders identified partners that can be brokers for policy, e.g. CCARDESA,
FANRPAN, and GWP.
3. Reflection on the consultation and way forward
The feedback provided by participants during consultation will be considered for the final version of the strategy. Participatory engagement with stakeholders demonstrated the commitment to ensuring the IWIM-SA strategy is informed by the views and opinions of a wide range of stakeholders, and effectively generated a good level of discussion about key regional issues. In addition to encouraging participants to respond to the draft strategy, this consultation has also enabled IWMI-SA to share with stakeholders the work being done in the region.
IWMI-SA will next hold an internal workshop on Wednesday, 25th of February 2015, to consider comments and inputs from the consultation process, and then revise the strategy document. IWMI-SA noted the apologies of some important stakeholders, including SADC Water and Food, Agriculture and National Resources Secretariat, and will seek to ensure that a bilateral meeting is held to get their inputs. A final revised strategy document is expected to be available at end of April 2015.

IWMI-Southern Africa Regional Strategy Consultation Background The International Water Management Institute (IWMI) is a non-profit, scientific research organization focusing on the sustainable use of water and land resources in developing countries. IWMI is headquartered in Colombo, Sri Lanka, with regional offices across Asia and Africa. IWMI works in partnership with governments, civil society and the private sector to develop scalable agricultural water management solutions that have a real impact on poverty reduction, food security and ecosystem health. IWMI is a member of CGIAR, a global research partnership for a food secure future. IWMI’s Strategy (2014-2018) clearly lays out our global research agenda to achieve the vision of ‘a water-secure world’. The strategy is based on the CGIAR agenda, the emerging United Nations Sustainable Development Goals, and the global biophysical and socioeconomic landscape. The new strategy, together with the CGIAR Research Programs and our partners, seek to provide evidence-based sustainable water and land management solutions that improve food security, enhance livelihoods, and support a healthy and productive environment. The global Strategy can be downloaded from the IWMI website at http://www.iwmi.cgiar.org/about/iwmi-strategy-2014-2018/. Consultation IWMI’s Strategy (2014-2018) will be supported by regionally specific strategies and operational plans for implementation. The Southern Africa office of IWMI (IWMI-SA) has developed a draft strategy for the region that sets out key challenges and research priorities. The strategy is expected to be relevant and inclusive, and provide a guide to implement the Institute’s overall strategy. We appreciate the presence of a wide range of regional actors for a half-day consultation on our Southern Africa draft strategy. The consultation will bring together relevant government officials, research scientists and experts from agricultural and water sectors, as well as regional and international organisations engaged in agricultural and water sectors. Venue The consultation will be held at the South Africa Agricultural Research Council (ARC) Boardroom in Pretoria. Registration will begin at 08.30.
