Delegates should be able to evaluate technically on deviations to the
well operations plan and advise accordingly
Example: during well execution, the casing got stuck 300m off bottom
can’t move up or down. Only option is to cement it in place.
Now what?
Risk assessment: management of change
The MOC process should include the following steps
a) Identify a requirement for change.
b) Identify the impact of the change and the key stakeholders involved. This includes identifying what standards, procedures, work practices, process systems, drawings, etc. would be impacted by the change.
c) Perform an appropriate level of risk assessment in accordance with the well operator risk assessment process. This includes:
— identifying the change in risk level(s) via use of a risk assessment matrix or other means;
— identifying additional preventive and mitigating measures that can be applied to reduce the risk level;
— identifying the residual risk of implementing the change/deviation;— reviewing the residual risk level against the well operator’s risk tolerability/ALARP acceptance criteria;
— updating the risk register accordingly.
d) Submit the MOC proposal for review and approval in accordance with the well operator’s MOC system.
