International Education Policy Programs, January 2002 – 2007 Senior Education Advisor Serving as a Senior Education Advisor/Consultant for a variety of international education policy initiatives of OSI/Soros Foundations in the countries of East/Central Europe and the former Soviet Union. In 2002-2004, oversaw implementation of a USAID funded basic education project in Central Asia, including Kyrgyzstan, Tajikistan, Turkmenistan, and Uzbekistan (US$12 million). Coordinated activities with project implementation partners, including AED, SCUK, SCUS, and Abt Associates. Acted as a liaison with international donors and the Ministries of Education in Central Asia. Since 2004, participated in two policy research projects, including conducting research on gender equity issues in Southeast/Central Europe and the former Soviet Union and co-leading an international research team examining the scope, causes, and impacts of private tutoring in the region.

Conducted a study examining the effects of the transformation period (1989-2004) on gender equity in education in Georgia. The report examines how the existing education policies and practices have affected gender equity in different education areas (e.g., enrollment, attendance, completion, and achievement) and among different groups (e.g., minorities, refugees, etc.). As such, the report serves as a means of analyzing the current situation and identifying key intervention points to realize every child's right to learn in rights-based, child-friendly, gender sensitive schools.

ORGANIZATION FOR SECURITY & COOPERATION IN EUROPE (OSCE), Skopje, FYR of Macedonia Office of the High Commissioner on National Minorities, February-March, 2004

Minority/Inter-ethnic Education Expert Prepared a study on the interethnic situation at primary and secondary schools in the FYR of Macedonia. The report aims to identify major challenges in the area of interethnic education and suggest policies and programs for addressing the existing inter-ethnic tensions. The report serves as a starting point for recommendations of the High Commissioner to the Macedonian authorities.

OPEN SOCIETY INSTITUTE/SOROS FOUNDATIONS, Budapest, Hungary (based in Kazakhstan)

Education Support Program, January 2002 – March 2003 Education Advisor/Consultant Developed a regional cooperation initiative in education policy/analysis in Central Asia with the national foundations in Kazakhstan, Kyrgyzstan, Tajikistan, and Uzbekistan. Acted as a liaison with international donors in Central Asia. Frequently traveled to all Central Asian countries to provide technical assistance and monitor program implementation.

UNICEF CARK Office, February 2002 – August, 2002 Basic Education Consultant Conducted a qualitative comparative study, which examines the interim progress of UNICEF's efforts at improving quality, child-centered learning environments in three countries of Central Asian republics, including Kazakhstan, Uzbekistan, and Tajikistan. The report was published in English and Russian and widely distributed across Central Asia.

OPEN SOCIETY INSTITUTE/SOROS FOUNDATIONS, NY, USA

International Education Network Programs, September 1999 – December 2001 Education Consultant Oversaw implementation of an international education program, Reading and Writing for Critical Thinking (RWCT), in 24 countries of Eastern and Central Europe and the former Soviet republics. Reviewed budgets and implementation strategies. Led the development of RWCT teacher and teacher trainer standards. Participated in shaping the vision of the program, including higher education development. Oversaw the implementation of RWCT evaluation conducted by the American Institutes of Research (AIR). Frequent travel to sites for monitoring and evaluation.

Transformation of Education Program, September, 1997 – August 1999 Program Officer Developed and oversaw a mega-project on minority education in Latvia with a special emphasis on multicultural education and bilingual education. This ongoing project is funded and conducted in close cooperation with the Ministry of Education and Science, Naturalization Board, and National Latvian Language Training Program. Developed and oversaw a collaborative teacher training project between the Consortium of Teachers Training Institutions in Latvia and the Institute of International Studies at Teachers College, Columbia University. Education Committee: reviewed and evaluated education grants proposals.

UNITED NATIONS CHILDREN’S FUND HEADQUARTERS, NY, USA UNICEF Education Cluster, May 1997 - July, 1997 Education Consultant Developed UNICEF Education Kit for paraprofessional teachers who work in emergency and reconstruction situations (wars, conflicts, natural disasters, poverty). It includes chapters on information gathering techniques necessary for starting educational programs, guidelines for curriculum development, teaching methodology for heterogeneous classrooms, parent/community involvement, and evaluation of learning outcomes.

PROGRAM EVALUATION EXPERIENCE Conducted program evaluations for the Open Society Institute offices in New York and Budapest, including an evaluation of OSI’s undergraduate exchange program for international students from 14 countries of the former socialist bloc (fall, 1996) and sustainability/institutionalization of the early childhood development program Step by Step in Kazakhstan (fall 2000). Conducted a needs assessment study for USAID for possible education intervention in Kyrgyzstan, Tajikistan, and Uzbekistan (April, 2002), as well as Turkmenistan (May, 2003). All evaluation/needs assessment reports are available upon request. AWARDS COMPARATIVE AND INTERNATIONAL EDUCATION SOCIETY, GEORGE BEREDAY AWARD, 2013 Received George Bereday Award for the article published in Comparative Education Review, co-authored with Stephen Carney and Jeremy Rappleye, "Between Faith and Science: World Culture Theory and Comparative Education," which makes a unique contribution to the development of the field of comparative and international education. UN BEST PRACTICES AWARD, 2013 The Best Practice Awards are given to educators who find success in teaching about the UN and inspiring students to act on the issues of global concern. RESEARCH PROJECTS/GRANTS Research/Development Grants

Mobilizing and Measuring Merit (MMM): Education and the Future of Meritocracy in China, Italy, Russia and the United States (under review), submitted to Spencer Foundation. . The multi-year Measuring and Mobilizing Merit (MMM) project will bring together a trans-national team of education researchers to study the ways that school systems produce and regulate merit in four national settings. Merit has figured as a foundational principle of justice and reward in contemporary societies through its relation to employment, power, money and authority. Schools are called upon to play a crucial role in merit selection and the extension of equality of opportunity, yet it is quite clear that the actual implementation of this is highly imperfect. Moreover, the current era of globalization and neoliberal capitalism exacerbates tensions between economic utilitarianism and human flourishing that have long troubled merit ideals and systems – raising significant questions about what futures lie ahead for meritocracy and the ways schools will relate to social and economic life. This comparative education research project will examine the contextualized and institutionalized forms that merit and meritocracy take in/within China, Italy, Russia and the United States. To investigate what counts as merit we will use a multilayered cross-disciplinary approach that combines historical research, policy analysis and qualitative empirical research. Key methodological features include an innovative approach to utilizing a trans-national research team and intensive short-duration fieldwork in each national setting. The MMM project will shed important light on the interactions and contradictions that accompany merit and chart ways that merit policies and practices in education can be reframed. (Total project costs $499,284.00. of which US$50,000 subcontracted to Lehigh University) Nation and Childhood: Imaginaries in a Transnational World (under review), submitted to American Councils of Learned Societies. This research develops a well-theorized account of the complex discursive assemblages of “childhood” and “nation” in a transnational world, thus contributing to a better understanding of contemporary social conditions. It examines mutually dependent narratives, visual prototypes, and conceptual framings–imaginaries of “nation” and “childhood”–against the landscape of constantly changing and ideologically driven social imaginaries through which we perceive, judge and act in the world. Drawing on Foucault inspired analysis of textual and ethnographic data, the goal is to problematize neoliberal reconfigurations of childhood in Western and post-socialist contexts, revealing symbolic dissonance and dissent in imaginaries about what is prescribed and possible for children’s presents and futures. The grant will support the development of the special Issue on Privatization and Public Education in the journal “European Education: Issues and Studies.” Funding will be used to support a half-time graduate assistant (GA) to help with the review process, editing, and dissemination of published articles. This research study will examine why, how, and under what circumstances privatization of public education takes the form of private tutoring within school buildings and what implications this hidden privatization has for quality and equity of education provision for Cambodian youth. Building on This Life Cambodia’s close relationship with schools in Siem Reap Province and Silova’s (2006, 2009, 2010) previous studies of the equity implications of private tutoring in post-socialist countries of Southeast/Central Europe and Central Asia, this research will be based on participatory research approach to examine differences in the quality of education provision in private tutoring sessions compared to public school lessons and the resulting implications to educational equity in post-crisis Cambodian society ($24,738). Partners in education: Building a collaborative relationship between Caring for Cambodia and Lehigh University (2010-2014), funded by Caring for Cambodia/Amelio Foundation. The proposal outlines a collaborative partnership between Caring for Cambodia and Lehigh University designed to accomplish three goals: (1) assist CFC in creating a K-12 “child-friendly school” model designed to prepare students to take advantage of job opportunities in the region and become active citizens within their communities; (2) professionalize CFC by creating sustainable structures; and (3) internationalize Lehigh faculty, students, and curricula by creating new, meaningful learning experiences and engaging directly in international education development in Cambodia. The linchpin is the proposed endowed William and Jamie Amelio Endowed Professorship of International Education. Bringing a professor who specializes in the education issues in South East Asia, specifically Cambodia, supervising student research and practicum in the area, and overseeing the partnership will add value to CFC and strengthen the internationalization of Lehigh ($500,000).

Building on the Lehigh University/United Nations (LUUN) partnership initiative, the grant provides support for implementing a new course Experiencing the United Nations: Gender and NGOs in Education Policy and Practice (CIE405), which will provide a structured practical experience for graduate students and fourth year undergraduate students to learn about the dynamics of NGO/UN relationships in international education development through attending UN-related activities and engaging in field-research (US$2,500). Historical Perspectives on Promoting Equity and Community at Lehigh University: The Role and Contributions of Percy Hughes (2009/2010). This small grant was used to supplement our ongoing research efforts to document these early efforts of promoting equity and building a stronger community at Lehigh University through the biographical research of Professor Percy Hughes. In particular, the grant was used to interview Percy Hughes' son, Alfred Hughes, and yielded significant information to the data we have already collected at Lehigh archives and interviews with Percy Hughes' daughter, Elizabeth Clark. Funding from Lehigh University’s the Council for Equity and Community (US$1,750). In Pursuit of Critical Inquiry: Professor Percy Hughes and His Students at Lehigh University (2009/2010). This grant will support the completion of an ongoing biographical research on Professor Percy Hughes. Building on the archival research undertaken during the 2008/2009 academic year (as a part of the FRG), this grant advances my previous research on Professor Hughes’ contributions to Lehigh University in new and meaningful ways. In particular, it will be used to conduct interviews with some of Professor Hughes’ former students. Their stories will bring to life Hughes as a professor, mentor, and advisory, as well as paint a picture of life on campus in the 1940s, something that does not exist beyond the most recent (1994) book on the history of Lehigh.
