The Administration of Turkey intends to make telegram, telephone (including fax) and telex facilities available to duly authorized participants in the above-mentioned Conference and to consider those services as “privilege telecommunications”, in accordance with the provisions of Article 2, Nos. 18 to 20, and Appendix 3 of the International Telecommunication Regulations (Melbourne, 1988).

Administrations and recognized operating agencies (ROAs) which are not in a position to forgo the inclusion of such classes of telecommunication in international accounting are requested to inform:

International numbering plan for public data networks

Zimbabwe Communication of 2.I.2002:

Further to the communication of 2 January 2002 from the Postal and Telecommunications Regulatory Authority (POTRAZ), Harare, the information published in ITU Operational Bulletin No. 754 of 15.XII.2001 (pages 8 & 15), under the heading “Data Transmission Service” and “List of Data Network Identification Codes (DNIC)” (Amendment No. 2) should be deleted.

The Data Network Identification Codes (DNIC) currently assigned to Zimbabwe remain unchanged.

Telegram Service

Slovakia Communication of 26.II.2002:

Slovenské Telekomunikácie, a.s., Bratislava, announces that, as effective from 1st January 2002, telegrams with the “poste restante” address (ITU-T Recommendation F.1 A90-98) are no longer admitted to and from Slovakia.

However, telegrams with the special service indications TFx (Telephone delivery); FAXx (Facsimile delivery), TLXx (Telex delivery), LX (De luxe form), LXDEUIL (De luxe form of condolence), LT (Letter telegrams), LTF (Government letter telegrams) and telegrams with “télégraphe restant” address are still acceptable.

Cyprus (country code +357)

Communication of 12.II.2002:

Cyprus Telecommunications Authority (CYTA), Nicosia, announces that it is planning the commercial launching of Personal Number Service on 1 March 2002.

This intelligent network service will give CYTA’s customers the opportunity to divert all calls addressed to their personal number to up to three fixed or mobile numbers of their choice, until the customer is detected. In case the call is not answered, it will eventually terminate to a voice mail.

Personal numbers shall have the format +357 700 XXXXX.

Incoming international calls to numbers of this format shall be considered as terminating to the mobile networks of Cyprus and will therefore be settled with the agreed terminal share applying to mobile traffic and be included in mobile traffic commitments (if any) for each relation.

Accordingly, no collect calls will be accepted to numbers of this format.

All Administrations are kindly requested to unblock the service code 700 after the country +357 and update their records accordingly.

Kenya (country code +254)

Communication of 11.II.2002*:

Communications Commission of Kenya, Nairobi, announces the new telecommunications numbering plan for Kenya. The liberalization of the telecommunications sector in Kenya has resulted in an unprecedented growth of telecommunications services in the country. This has created a huge demand on the telecommunications numbering resource. To cope with this demand, it has become necessary to change the current telecommunications numbering system.

The expectation of new entrants in the market such as regional telecommunications operators and other categories of operators has made the need for revising the existing numbering plan more urgent. Entry of other operators in the market will lead to the realization of the Government’s objective of ensuring that rural and other less economically lucrative areas are also adequately served. The incumbent operators, future entrants and end users require equal and non-discriminatory access to telephone numbers.

It is, therefore, notified for general information that the Communications Commission of Kenya will soon introduce a new national telecommunications numbering plan in three phases starting from March 2002.

1. New telecommunications numbering plan

The highlights of the new numbering plan are as follows:

• The country will be divided into areas, and each area shall be assigned a unique two (2)-digit area code.

• The access codes for mobile networks will be standardized to three (3) digits. The cellular mobile subscriber number shall, however, remain at six (6) digits.

• The subscriber number for fixed networks, which currently varies in length from four (4), five (5) to six (6) digits, will be standardized at seven (7) digits.

• In anticipation of a telecommunications multi-carrier environment, short numbers in the range of 1XX will be introduced to facilitate the selection of the preferred carriers by the subscribers.

• Short numbers for essential services shall be in the range of 9XX.

• All international calls destined for Kenya shall be standardized to twelve (12) digits.

The new telecommunications numbering plan will be as follows:

• Callers calling Kenya from any country outside East Africa will dial +254 NN XXX XXXX (maximum of twelve (12) digits).

• Callers calling Kenya from Uganda and Tanzania will dial 005 NN XXX XXXX.

• Callers within Kenya making a call from one area code to another area code will dial 0NN XXX XXXX.

• Callers within Kenya making a call within the same area code will dial XXX XXXX.

– Outgoing calls

Callers in Kenya making outgoing calls either to the East African countries or to other international destinations shall continue to call using the existing dialling formats and prefixes.

3. Implementation schedule

The new telecommunications numbering plan will be implemented in three phases as indicated below:

• Phase 1 – Changeover date: 8 June 2002

The National Destination Codes (area codes) will be standardised to two (2) digits. During this phase, some subscriber numbers will also be changed in the following exchanges:

Kilifi, Kikambala, Lamu, Hola, Wundanyi, Taveta, Nunguni, Kitui, Athi River, Kangundo, Mwingi, Matuu, Moyale, Wajir, Mandera, Kutus, Kianyaga, Kangema, Isiolo, Chuka, Narok, Kapenguria, Lokichogio, Iten, Kapsabet, Nandi Hills, Ainabkoi, Mosoriot, Kabartonjo, Kabarnet, Kapsowar, Butere, Mumias, Kisumu, Maseno, Ahero, Sondu, Siaya, Yala, Bondo, Keroka, Menengai West, Mogotio, Eldama Ravine, Molo, Olenguruone, and Maralal.

Details of the new area codes and the affected subscriber numbers are given in Table 1 hereafter.

• Phase 2 – Changeover date: 30 June 2002

The Mobile National Destination Code (MNDC) of Safaricom Limited will change from the current (0)72 to (0)722 from March 2002. However the existing numbers on (0)72 shall co-exist in parallel with new numbers on the new MNDC 0722 until 30th June 2002.

• Phase 3 – Changeover date: 30 July 2003

The subscriber number length shall be standardized to seven (7) digits in Nairobi and Mombasa. Details of the new subscriber numbers are given in Table 2 hereafter.

The rest of the country shall gradually change subscriber number length in existing exchanges to seven (7) digits during modernization and expansion of switches. The affected subscribers will be advised accordingly. New exchanges shall be assigned telephone numbers from the new numbering plan.

Numbering Plan of the Public Telephone Networks

Czech Telecommunication Office (CTO), Praha, announces that the new national numbering plan (NNP) will be introduced between 21 September 2002 at 2200 hours UTC and 22 September 2002 at 0100 hours UTC. The change will affect all fixed telephone numbers in the Czech Republic (except supplementary services).

The new NNP is a closed nine-digit numbering plan in accordance with ITU-T Recommenda-tion E.164. The National Destination Codes (NDCs) will always have to be dialled, even for local calls. The details of the new numbering plan are presented below.

The structure of international telecommunication numbers of subscribers in new geographic areas and mobile networks is as follows:

Note by the TSB 1. This List of “Dialling Procedures” replaces the previous one published as Annex to the ITU Operational Bulletin No. 719 of 1.VII.2000. The present list recapitulates all the different amendments that have been published up to Operational Bulletin No. 759 of 1.III.2002. 2. The list of "Dialling Procedures" contains the national (trunk) prefix, the international prefix, the country code and the national (significant) number in accordance with ITU-T Recommendation E.164 (05/97). 3. The national (trunk) prefix is the digit, or combination of digits, which must be dialled before an area (city) code when dialling a call to a subscriber from inside his own country but outside his own numbering area. It provides access to the automatic outgoing trunk equipment. If the entry in this column is blank for a particular country, it means that the country has a single nation wide numbering plan that does not use area codes, and all calls to anywhere in the country are dialled by using the entire local number. Accordingly, in the international service the trunk prefix of the country of destination must not be dialled. ITU-T recommends that the Administrations of countries which have not yet adopted a trunk prefix or are revising the prefix for access to their national trunk network should adopt a prefix composed of a single digit, preferably “0”. 4. The international prefix is the digit, or combination of digits, which must be dialled before a country code when dialling a call to a country other than the one from which the call is being placed. If the entry in this column is blank for a particular country, it means that the country does not have direct dialling facilities to other countries (in other words, international calls must be placed through the assistance of an operator). ITU-T recommends that the Administrations of countries which have not yet introduced automatic international operation or are, for various reasons, revising their numbering plans, should adopt an international prefix (a code for access to the international automatic network) composed of the two digits “00”. 5. The country code is composed of one digit or is the combination of two or three digits, characterizing the called country which is used to route calls to the required country. It is usually dialled after the international prefix. The List of country codes is also published in the "List of ITU-T Recommendation E.164 assigned country codes", as an annex to the Operational Bulletin. 6. The national (significant) number is the number to be dialled following the national (trunk) prefix to obtain a subscriber in the same country but in a different local network or numbering area. The national (significant) number consists of the area code followed by the subscriber number. If the entry in this column is blank for a particular country, it means that the information is missing. 7. For your information, the present List is published as an Annex to the ITU Operational Bulletin. Furthermore, the information it contains is also available on the ITU home page http://www.itu.int/itu-t/bulletin/index.html and can be consulted by subscribers by remote access. 8. Every effort has been made to ensure that the information contained in the Annex is accurate. Administrations are requested to notify all modifications or missing information concerning their national (trunk) prefix, international prefix and the length of their national (significant) number by using the attached form. 9. The designations employed and the presentation of material in this List do not imply the expression of any opinion whatsoever on the part of the ITU concerning the legal status of any country or geographical area, or of its authorities.

Dialling Procedures

Notes 1 When calling Sao Tome and Principe from other countries it is necessary to prefix the subscriber number with the digits '12'. 2 The '0' is used on all domestic calls, including in the same city, but is omitted when dialling from other countries. 3 When dialling from Ireland to Northern Ireland, the area code used should be '048' instead of '004428’. 4 In Comoros Islands, the subscriber numbers begin with digit '7' and in Mayotte with digit '6'. 5 When dialling from San Marino to Italy, the complete national subscriber number must be used, without prefixing the number by '0039'. 6 When dialling from Italy to San Marino, the subscriber number must be prefixed by '0549' instead of ‘00378’. 7 A few exceptions exist where the maximum length of the national (significant) number is 9 digits. 8 Including Australia Antartic Territory Bases and Norfolk Island (international prefix for Norfolk Island is ‘101’). 9 When dialling from Malaysia to Singapore, the subscriber number must be prefixed by '02' instead of ‘0065’. 10 When dialling from Singapore to Malaysia, the area code and subscriber number must be prefixed by '020' instead of '00160'. 11 For calls from one Inmarsat terminal to another, the '00' prefix is followed by the country code (871 to 874) and the terminal number followed by '#'. 12 Includes also Cocos-Keeling Islands and Christmas Island. 13 Reserved for the Palestinian Authority. 14 When calling Aruba from other countries it is necessary to prefix the subscriber number with the digit '8' for regular telephone subscriber.
