    Assignment of Signalling Area/Network Codes (SANC) (ITU-T Recommendation Q.708 (03/99))

    At the request of the Administration of Colombia, the Director of TSB has assigned the following signalling area/network code (SANC) for use in the international part of the signalling system No. 7 network of this country/geographical area, in accordance with ITU-T Recommen-dation Q.708 (03/99):

    Joint Communiqué of 25.XII.2007:

    Telekom Srbija, Beograd, and Unitel announce in this Joint Communiqué that, as from 1 January 2008, all international telegrams to and from Serbia must be routed through Unitel Telegram Services GmbH. The telegram destination indicator allocated to Serbia and the office codes used in the telegram retransmission system will remain in force.

    The responsibility for international rates and settlements will reside with Unitel, which will handle directly all negotiations relating to telegram traffic to and from Serbia as of the above-mentioned date. Telecommunication operators are therefore kindly requested to contact Unitel directly at [email protected] to arrange for the provision of access and negotiate termination rates to apply.

    The List of Telegram Destination Indicators, published in accordance with ITU-T Recommen-dation F.32, will be updated accordingly*.

    The conditions for sending and delivering telegrams in Serbia are the following:

    – Only ordinary rate telegrams with full postal address are acceptable for delivery;

    – Telegrams with the service indications TFx, FAXx LX (De luxe form) and LXDEUIL (De luxe form of condolence) are not acceptable;

    – Telegrams received from Monday through Friday will be delivered as follows:

    1) Same-day delivery will be available for telegrams received up to four (4) hours (local time) before close of business;

    2) Telegrams received outside the above-mentioned hours will be delivered the next working day.

    – Delivery on Saturdays, Sundays and during Serbian official holidays is not possible.

    – The opening hours of the International Telegraph Centre for Serbia-Beograd are:

    – 0700 hours – 2100 hours (local time) from Monday to Friday;

    – 0700 hours – 2100 hours (local time) on Saturdays;

    – The Centre is closed on Sundays and Serbian official holidays. Telegrams arriving on those days will be stored in the system and dispatched the next working day.

    Communication of 17.XII.2007:

    The Autorité de Régulation de la Poste et des Télécommunications (ARPT), Alger, announces that the new telephone numbering plan for Algeria will be introduced on 22 February 2008 at 0000 hours UTC.

    • New numbering plan for Algeria

    ARPT, the national post and telecommunication regulatory authority for Algeria, has approved the new telephone numbering plan.

    ARPT, in order to facilitate the important development of mobile networks in Algeria, has defined a new ten-digit numbering plan. The new numbering plan is intended to replace the current nine-digit plan, which is unable to absorb the desired evolution. ARPT takes the opportunity of the new numbering plan to adopt a plan structure that should facilitate the understanding of tariffs and the handling of telephone networks by users in Algeria.

    • Implementation date for the new numbering plan

    The change from the old to the new numbering plan will be carried out on Friday 22 February 2008 at 0000 hours UTC (midnight from Thursday to Friday).

    • Changes to be applied for international calls

    The change to the new numbering plan consists in adding one new digit “N” at the beginning of a telephone number for mobile, VSAT and non-geographical numbers used by VoIP interfaces, as indicated in the table below.

    The numbers allocated to Value-Added Services (VAS) will also have ten digits. For these numbers, the added digit is positioned after the four digits identifying the type of service (0800, 0801, 0802, etc.). Usually, these numbers are not the object of international calls. Moreover, VAS numbers are reorganized according to the tariff applied to the call.

    Given the technical difficulties to migrate the fixed network in a timely manner, the geographical numbers will remain with nine digits until 2009.

    For the international calls, the numbering will be modified as follows:

    Note: The country code allocated to Algeria by ITU is +213.

    The geographical numbers remain unchanged after 22 February 2008.

    This part of the numbering plan shall migrate to ten digits in 2009.

    • The numbering plan at 22 February 2008

    From 22 February 2008 at 0000 hours UTC (midnight from Thursday to Friday), the following will be valid with regard to the numbering plan of Algeria:

    – The international prefix to be dialled inside Algeria to access the international automatic network remains “00“.

    – The national prefix is “0”.

    Canada (country code +1)

    – Communication of 6.IX.2007:

    The Canadian Numbering Administrator (CNA), Ottawa, announces that the new area code “581“ will be implemented in a “distributed overlay” over the exchanges that comprise the current area code “418“ on the relief date of 19 September 2008. The North American Numbering Plan Administration (NANPA) has assigned NPA code 581 for this purpose.

    The new overlay NPA will serve the same geographic area as the existing NPA 418 in northern and eastern Québec (Canada), including the cities of Québec, Rimouski, Chicoutimi, Rivière-du-Loup, St-Georges-de-Beauce and Thetford Mines.

    Commencing on 21 June 2008, callers dialling only seven digits will be provided with a network announcement notifying them to dial local calls using ten digits, followed by the automatic completion of the call. All Canadian carriers operating in NPA 418 will phase – in this network announcement during the period 21-27 June 2008, and maintain it for local calls dialled with seven digits until mandatory local ten-digit dialling is introduced on 6 September 2008.

    After the beginning of mandatory local ten-digit dialling, a network announcement will be activated for seven-digit dialled calls informing the caller that local ten-digit dialling is required and directing the caller to hang up and redial using the area code plus the seven-digit number they are calling. All Canadian carriers operating in NPA 418 will phase – in this network announcement during the period 6-12 September 2008. This mandatory local ten-digit dialling announcement will be replaced by a standard network announcement for local calls dialled on a seven-digit basis starting between 8 December 2008 and 15 January 2009.

    The dialling plan for the 418 and 581 overlay area will be as follows:

    – All local calls, including Extended Area Service calls originating within the 418/581 overlay area, must be dialled with ten digits; i.e., NPA NXX XXXX.

    – Toll and alternately billed service calls originating within the 418/581 overlay area will continue to be dialled with ten digits after the appropriate prefix digit(s).

    The currently existing seven-digit local dialling from the Exchange Areas of Campbellton (New Brunswick) in neighbouring NPA 506 and Labrador City – Wabush (Newfoundland and Labrador) in neighbouring NPA 709 into the NPA 418 region will be allowed to continue.

    All international and domestic telecommunications service providers should ensure that the new NPA code 581 is activated throughout their networks prior to the relief date of 19 September 2008.

    The following test numbers for the new overlay NPA 581 will be made available for testing purposes, effective 21 April 2008. Test calls to verify routing to the new overlay NPA 581 can be made by dialling the 8378 (TEST) numbers. Test calls to verify billing system operations using answer supervision to the new overlay NPA 581 can be made by dialling the 2455 (BILL) numbers.

    Calls successfully completed to the test numbers will receive the following standard recorded announcement:

    “You have successfully completed a call to the 581 Area Code Test Number at [Carrier Name] in Québec, Canada”.

    The test numbers will be disconnected between 19 September and 20 October 2008. Central Office (NXX) Codes within the new overlay NPA 581 may be assigned to TSPs after 19 March 2008 (i.e., six months prior to the relief date of 19 September 2008). However, assigned codes cannot be activated in the PSTN prior to 19 September 2008.

    – Communication of 15.X.2007:

    The Canadian Numbering Administrator (CNA), Ottawa, announces that the new area code ”587” assigned by the North American Numbering Plan Administration (NANPA) will be implemented in a “distributed overlay” over the entire province of Alberta, covering both area codes “403“ and “780“, on the relief date of 19 September 2008.

    Prior to mandatory ten-digit local dialling, callers dialling local calls with seven digits will hear a network announcement notifying them to dial local calls with ten digits in the future, after which their calls will be completed. Canadian carriers operating in NPAs 403 and 780 in Alberta will start providing this network announcement no earlier than 23 June 2008 and no later than 27 June 2008, and maintain it until mandatory ten-digit local dialling is introduced, no earlier than 8 September 2008 and no later than 12 September 2008.

    When mandatory ten-digit local dialling is introduced, a caller dialling a local call with seven digits will hear a network announcement informing the caller that local ten-digit dialling is required and directing the caller to hang up and redial using the area code plus the seven-digit number they are calling.

    The dialling plan for the NPA 403/780/587 overlay area will be as follows:

    – All local calls, including Extended Area Service calls, originating within the NPA 403/780/587 overlay area must be dialled with ten digits; i.e., NPA NXX XXXX.

    – Toll and alternately billed service calls within the NPA 403/780/587 overlay area will continue to be dialled with ten digits after the appropriate prefix digit(s).

    – Any seven-digit local dialling that currently exists from Lloydminster and Marshall in area code 306 (Saskatchewan) into area code 780 (Alberta) and from Sweetgrass in area code 406 (Montana) into area code 403 (Alberta) will not be affected by the overlay of a new NPA.

    – All international and domestic telecommunications service providers (TSPs) should ensure that the new NPA code 587 is activated throughout their networks prior to 22 June 2008.

    The following test numbers for the new overlay NPA 587 will be made available for testing purposes: effective 22 April 2008. Test calls to verify routing to the new overlay NPA 587 can be made by dialling the test numbers.
