The Ministry for Information Technologies and Communications of the Russian Federation, Moscow, announces that as from 1 December 2005, the geographical numbering zone codes (ABC codes) in the Russian Federation will be changed as follows:
List of geographical numbering zone codes (ABC codes) in the service territory
On that date (1 December 2005), the numbering for telecommunication operators working within the non-geographical code DEF = 097 will be translated into the geographical numbering zone codes (ABC codes) of the corresponding constituent entities of the Russian Federation.
A transition period of two months will be held from 1 December 2005 to 31 January 2006, during which Russian telecommunication operators will ensure:
• Parallel operation of communication networks with existing ABC numbering code assignments as of 1 June 2005, and those with ABC numbering code assignments as of 1 December 2005;
• Parallel operation of communication networks with existing DEF numbering code assignments (DEF = 097) as of 1 June 2005, and those with ABC numbering code assignments as of 1 December 2005, in those geographical entities of the Russian Federation in which the operators in question are active.

Note from TSB 1. Several requests have been received in ITU, asking that a distinction should be made between the fixed and mobile telephone numbers. A List of access codes/numbers for mobile networks has been prepared from the information received on the telephone service for publication in the ITU Operational Bulletin. Administrations/ROAs are requested to verify the information in this List and to inform ITU on any modifications that they wish to make. 2. This List of access codes/numbers for mobile networks replaces that published in the ITU Operational Bulletin No. 816 of 15.VII.2004. Since then, a number of notifications have been received by TSB and they have been published separately in various issues of the ITU Operational Bulletin. The present list recapitulates all the different amendments that have been published up to ITU Operational Bulletin No. 847 of 1.XI.2005. 3. This List will be updated by numbered series of amendments published in the ITU Operational Bulletin.
