GENERAL INFORMATION

Subscription to the ITU Operational Bulletin for 2002(printed versions, electronic versions and service online)

Publication Notice No. 207-01 (Geneva, 1 December 2001)

The ITU Operational Bulletin is a fortnightly service publication, prepared under the responsibility of the Telecommunication Standardization Bureau (TSB). Published on the 1st and 15th of each month, it contains the administrative and operational information exchanged between administrations/recognized operating agencies (ROAs) and other service providers, entities and organizations, in respect of the international telecommunication services made available to users, including information relating to the maritime mobile service. Various lists containing the codes, numbers or indicators allocated to countries and operators to meet the operational needs of international telecommunication services are published in annex to the Operational Bulletin.

Administrations/ROAs and other service providers may communicate to TSB any kind of official service information which is vital to smooth and efficient operation of international telecommunication services and request that it be published in the Operational Bulletin (TSB Fax: +41 22 730 5853; Tlx: 421000 uit ch; E-mail: [email protected]).

In order to ensure uninterrupted delivery of the Operational Bulletin, all annual subscriptions should be renewed before the end of each year. The subscription form is contained in the Publication Notice No. 207-01 annexed to this Operational Bulletin. The duly completed form should reach the ITU Sales and Marketing Division, if possible not later than 20 December 2001.

The subscription form should indicate the number of copies required and the preferred mode of delivery. It should also indicate whether the subscription is a new or continuing one, and in the latter case, whether any amendments are to be made.

The ITU Operational Bulletin and Lists annexed of codes, numbers or indicators may be delivered to the subscribers in five different ways:

a) Printed version (delivered by airmail);b) Version delivered by fax;c) Version delivered by E-mail;d) Electronic version accessible online (online service);e) Electronic version of single issues via the ITU electronic bookshop (payable

by credit card) on the ITU Web site.Since 1997, an annual subscription for access to the online service of the ITU

Operational Bulletin and Lists annexed has been introduced. This online service can be accessed via popular networking interfaces including World Wide Web and FTP (File Transfer Protocol). The password of the subscriber is provided by the ITU upon receipt of payment. The address for access to the ITU OB online is: http://www.itu.int/itu-t/bulletin/index.html

The yearly subscription fee (for 24 issues per year, annexes included) is the same for all formats of delivery: printed version (delivered by airmail), copy delivered via fax, copy delivered via E-mail, and access to the online service (for the online service, a price multiplier for multi-users is applicable):

A. By TSB Circular 71 of 9 November 2001, it was announced that the following new and revised ITU-T Recommendations were approved, in accordance with the procedures outlined in Resolution 1, Section 9, of the WTSA (Montreal, 2000):

– ITU-T Recommendation E.164.3: Principles, criteria and procedures for the assignment and reclamation of the E.164 country codes and associated identification codes for Groups of Countries

– ITU-T Recommendation E.169.1: Application of Recommendation E.164 numbering plan for Universal International Freephone Numbers for International Freephone Service

The conditions governing the approval of ITU-T Recommendations were met and 29 Member States participating in the last meeting of Study Group 2 approved the text of these Recommendations during the Plenary session held on 14 September 2001.B. By TSB Circular 73 of 22 November 2001, it was announced that the following ITU-T Recommendation was deleted, in accordance with the procedures outlined in Resolution 1, Section 9, of WTSA (Montreal, 2000):

– ITU-T Recommendation B.17: Adoption of the CCITT Specification and Description of Language (SDL)

The conditions governing the deletion of this ITU-T Recommendation were met and five Member States participating in the meeting of Study Group 10 (Geneva, from 6 to 14 September 2001) proposed to delete the ITU-T Recommendation B.17. Eight Administrations of Member States responded to the consultation on 21 November 2001, and no objection to the deletion was received.

Maritime Mobile ServiceAustraliaCommunication of 15.XI.2001:

Australian Communications Authority announces that all Telstra Coast Station HF services will cease operation on 30 June 2002 at 2359 h (UTC). The Telstra VHF radiotelephone public correspondence services will remain open until further notice.

BelgiumCommunication of 5.XI.2001:

Radio Maritieme Diensten announces that OOSTENDE RADIO coast station no longer accepts OBS messages.

Legal Time

Forthcoming changes in legal time communicated to the ITU Headquarters

Note from the ITU1. The legal time UTC (Coordinated Universal Time) has been used to designate the time in international telecommunication services. Each year, the periodic changes in legal time occur in some countries and geographical areas (i.e. the periods of validity of daylight saving time). For many years, these temporary changes in legal time, introduced in certain countries and geographical areas on variable dates, have been brought to the attention of all Administrations/ROAs by the ITU Operational Bulletin, well before the date of application.

Administrations/ROAs concerned are therefore kindly requested to notify the ITU Headquarters without delay of any decisions adopted at government level for the year 2002 regarding the temporary changes in basic legal time.3. The next recapitulatory tables on changes in legal time will be published in the months of February and August 2002. Information to be included in the table should reach the ITU not later than 8 February 2002 and 8 August 2002, respectively.
