Saudi confiscates 8,000 bootlegging devices ahead of FIFA World Cup Riyadh S audi authorities have continued to crack down on the sale and use of broadcasting devices used to boot- leg sports channels, ahead of the start of the FIFA World Cup soccer tournament later this month. More than 8,000 such devices have been confiscated from retailers in the Kingdom “in the last few weeks,” ac- cording to authorities, which have launched formal procedures against the offending distributors. Such moves confirm authorities’ “serious efforts to reject any attempts to override and sell bootlegging devices,” a statement said. The confiscated devices were destroyed in the pres- ence of representatives from the government agencies involved in the campaign. Authorities confiscated about 5,000 other devices in earlier operations, while intensive and periodic campaigns revealed new violations by outlets. Devices were seized and formal procedures were implemented against retailers. The scope of TV piracy in Saudi Arabia and the wider region is difficult to assess; research analysts IDC in 2015 estimated that illegal content distribution across the Middle East and Africa cost the industry more than $750 million per year. Saudi authorities have continued to crack down on the sale and use of broadcasting devices used to boot-

leg sports channels, ahead of the start of the FIFA World Cup soccer tournament later this month.

More than 8,000 such devices have been confiscated from retailers in the Kingdom “in the last few weeks,” ac-cording to authorities, which have launched formal procedures against the offending distributors.

Such moves confirm authorities’ “serious efforts to reject any attempts to override and sell bootlegging devices,” a statement said.

The confiscated devices were destroyed in the pres-

ence of representatives from the government agencies involved in the campaign.

The Fourth High Criminal Court has sentenced six suspects to life in jail for causing an explosion apart from

attempted murder and damaging proper-ties, said Chief of Terror Crime Prosecution Advocate General Chancellor Ahmed Al Hammadi.

According to court details, the Public Prosecution received a notification from the Criminal Investigation Directorate (CID) on an unauthorised rally in Deraz.

While trying to handle the situa-tion by the security officers, a blast oc-

curred and two security officers were injured. A prompt investigation was launched to

identify the perpetrators and results showed six suspects were involved in the incident.

After intensive investigation, the suspects

were arrested according to legal procedures and five of them admitted to committing the crime when questioned by the Public Prosecution.

The Public Prosecution relied in sub-stantiating the charges levelled against the suspects on verbal evidences, including the prosecution witnesses, the suspects’ confession and technical evidences.

The suspects were referred to the fourth High Criminal Court which heard the case in the presence of the suspects’ lawyers and while providing all legal guarantees for the suspects.

The court issued its verdict which could be challenged by the convicts before the Court of Appeal according to the legally-de-termined schedules.

Bahrain judiciary also permits to chal-lenge the verdict before the Court of Cassa-tion, after the Court of Appeal, which is one of the legal guarantees for every suspect, Mr Al Hammadi added.

The issuance of the National Health Insurance Law marks a new era of quality health ser-

vices for the citizens and residents, and reflects the kingdom’s aspirations for more development and progress, under HM the King’s leadership, said Supreme Council for Health (SCH) President Lieutenant-General Dr Shaikh Moham-med bin Abdulla Al Khalifa yesterday.

Dr Shaikh Mohammed extended deepest congratulations to His Majes-ty King Hamad bin Isa Al Khalifa, His Royal Highness Prime Minister Prince Khalifa bin Salman Al Khalifa, His Roy-al Highness Prince Salman bin Hamad

Al Khalifa, the Crown Prince, Deputy Supreme Commander and First Deputy Premier, as well as to the government and people of Bahrain, for issuing the law.

The ratification and issuance of the National Health Insurance Law by HM the King is a historic day and a mile-

stone in the kingdom’s development march during HM King Hamad’s pros-perous era, he said. The SCH president affirmed that the government will en-sure comprehensive health coverage for all citizens, and that the current situation will change only for the best.

He stressed that SCH’s health pro-jects, particularly the Health Insurance System, had enjoyed the full support of the government, led by HRH the Prime Minister, and follow-up of the Exec-utive Committee, chaired by HRH the Crown Prince.

He affirmed that the issuance of the Health Insurance Law reflects the SCH’s strong determination emanating from HRH the King’s directives, adding that that the SCH, in partnership with the of-ficial sides in the kingdom, represented mainly by the Ministry of Health, and international think-tanks, had prepared the National Health Plan, which, he said, is a health strategy based on realis-tic studies on the needs of the Bahraini society regarding health care.

sources, and ensuring the patient’s rights, on top of which the right to choose the service provider.

SCH president valued highly the cooperation between the Executives and Legislative branches, which led to the issuance of the law, commend-ing the efforts exerted by the Exec-utive Committee, led by HRH Crown Prince. And those of the Ministerial Committee for Financial Affairs and Expenditure Rationalisation, led by Deputy Premier, Shaikh Khalid bin Abdulla Al Khalifa.

He also paid tribute to the Health Ministry, led by Minister Faeqa Al Saleh, the SCH’s Secretariat-General, the NHRA and all health sector’s affil-iates for their efforts which resulted in the issuance of the National Health Insurance Law.

Training programme for health graduates planned

• The training scheme is part of the ministry-led efforts to provide quality and rewarding work opportunities for health graduates.

A six-month in-house med-ical management train-ing will be launched in

July which aims to improve the skills of health graduates to run medical establishments, said La-bour and Social Development Ministry yesterday.

“A batch of thirty job-seekers, who hold medical and health de-grees will take part in the train-ing scheme,” said Manpower training and development direc-tor Dr Essam Ismail Al Alawi.

A group of consultant doctors and specialised instructors will conduct the optional in-house training at medical establish-ments, he said. “Graduates will be presented with an interna-

tionally-accredited certificates on passing the exam successful-ly”, said Dr Al Alawi, adding the training programme includes a theoretical and practical parts.

The training scheme is part of the ministry-led efforts to provide quality and rewarding work op-portunities for health graduates in Bahrain after honing their skills to meet the labour market needs.

Citizens and residents have expressed shock over the fraudulent

methods allegedly used by vegetable and fruit traders at the Central Market to increase prices during the holy month of Ramadan.

Tribune carried a report ti-tled ‘Price rise secret revealed’ uncovering how artificial de-mand was being created in the market by dumping loads of fresh fruits and vegetables into garbage bins.

Economist Akbar Jafari said more than a legal offence the traders were engaging in an immoral act. “Generally, fruits and vegetable traders make enough profits by selling three-fourth of quantity they bought. What we see here is excess greed from their part to earn extreme profits.

“What they are not realising is that wasting fruits and vegetables is a big loss for the na-tion’s economy. There are so many low-income people here and why don’t they distribute these fruits and vegetables for free?

“If the vegetables are destroyed in edible state, it is a deliberate attempt to lower the level of supply and is against the law. We live in a free economy where deliberate attempt to increase prices is prohibited. The ministry should intervene and take proper action.”

Mr Jafari pointed out that in many Euro-pean countries there is a tradition of distrib-uting excess among the deserving people. “Many bakeries in France distribute free breads for two reasons; firstly to help the deserved and secondly to sell fresh bread the next day.”

Consumer Protection Society chairman Majed Sharaf said the act was a deliberate breach of the existing laws of supply and de-

mand. “Instead of helping the consumers meet his needs, the traders are looting them, which is highly unacceptable.”

“Traders should have some responsibility as they enjoy a lot of privileges offered by the government. Their moves are totally against food security efforts taken by the government.”

Citizen Abbas Mansoor from Kawara said the act by traders was totally “un-Islamic”. “The prices of fruits and vegetables began to rise all of a sudden. This is nothing but causing harm to consumers – haram. These people should be treated as criminals and must be given adequate punishment.”

Mr Mansoor also said these traders are doing great injustice to the farmers as they are discarding their hard work and fatigue to produce these fruits and vegetables.

Another citizen Jafar Abbas said the trader has every right to do anything with the goods he purchased. “These things can’t be handled in a legal framework and these traders, I be-lieve, know this very well. But what they don’t realise is that it is an inhuman act. Totally immoral, haram and un-Islamic.”

Bahraini Nasser Mohammed said the trad-ers only have profits in their minds. “They don’t see anything but profits. Their acts are totally unethical, inhuman. Why can’t they distribute these fruits and vegetables to hun-dreds here who live in poverty?”

Two successful kidney trans-plant surgeries were recently performed at Salmaniya Medical

Complex, it emerged. The surgeries are part of the kidney

and organ transplantation programme adopted by the Ministry of Health un-der the constant guidance and support of His Royal Highness Prime Minister Prince Khalifa bin Salman Al Khalifa to bring experts from around the world to diagnose and treat difficult cases using modern methods.

The first donor, a 39-year-old male, gave kidney to his 58-year-old mother, who suffered a renal failure caused by diabetes and was subjected to dialysis, while the second donor, a 41-year-old female, donated her kidney to 47-year-old husband, who was suffering from renal failure due to renal thrombosis.

The SMC medical team performed the surgeries in cooperation with a team

from Zahrawi Hospital in Jordan. “The donors and those who have

undergone transplants are in a sta-ble condition in the wings of SMC and under medical supervision,” the SMC said.

Health Ministry Undersecretary Dr Waleed Al Mana along with Assistant Undersecretary for Hospitals Amin Al Awadhi and senior doctors and officials visited the patients.

“The visiting doctor programme come within the framework of the Min-istry of Health and the Higher Commit-tee for Treatment Abroad set up under the directives of HRH the Premier and Health Minister, with an aim to imple-ment advanced treatment programmes and to provide the best health and treat-ment services,” said Dr Al Mana.

“The programme also contributes to the development of competencies of the medical teams working in SMC as well as other doctors at various facili-ties. It will boost the readiness to deal with serious situations including organ transplants,” he added.

As many as 11 kidney transplants were performed this year alone and all of them were successful.

The Undersecretary stressed that the Health Ministry plans to implement many campaigns that will emphasise on the importance of donating organs to help many patients return to normal life.

“Bahraini society should develop a culture of donating organs and we can save many deaths if organ donation pro-grammes gain support from masses.”

Man jailed over rampage in hotel TDT|Manama

A young man went on a rampage at a restaurant in Gu-daibiya causing fear in the locality, according to police sources.

He also bit a police officer who tried to control him, the High Criminal Court heard.

According to the restaurant owner, the defendant without any provocation started throwing chairs and bottles. “A woman who was at the restaurant got injured after a chair hit her in the head.”

Police sources said they had to put in lot of efforts to control the man. “It was a totally chaotic scene. We headed directly to handcuff him, but he bit one of my fingers and my colleagues had to use a lot of force to control him.”

“He head butted another officer, leaving him with a bleeding nose. He also caused damages to the windshield of a vehicle parked beside the restaurant.”

The High Criminal Court awarded him a two-year impris-onment after convicting him of attacking police officers as well as a civilian apart from damaging a vehicle and private property.

The ministry will complete the transfer of aviation fuel tanks from Arad to the vicinity of Bah-

rain International Airport by the end of next year, said Transportation and Tele-communication Minister Kamal Ahmed.

In April 2017, Bahrain Aviation Fuelling Company (Bafco) signed an agreement with Bahrain International Airport to move aviation fuel tanks to provide more efficient and smooth fuel supply apart from easy maintenance

and operations. The move also follows the directive

of His Royal Highness Prime Minister Prince Khalifa bin Salman Al Khalifa.

According to ministry sources, the project will cost somewhere in the neighbourhood of BD30 million and the new tank complex will have four tanks with a total capacity of 32,000 cubic meters, which will last for 21 days.

Bafco - a joint venture between Bah-rain Airport Company and National Oil and Gas Authority (Noga) - supervises the management of aviation fuel tanks and its operations.

A system of underground tunnels for fuelling pipelines will be introduced in line with the development of Bahrain International Airport, which is expect-ed to raise its capacity to 14 million passengers annually.

Many residents in Arad have aired their fear over the proximity of aviation fuel pipelines to their houses.

Two jailed for forging accident report TDT|Manama

The High Criminal Court has jailed two Bahraini men for forg-

ing a traffic accident report issued by the General Traffic Directorate. 

The duo allegedly com-mitted their act to cheat a local insurance company with an aim to wrongfully seek compensation.

The incident dates back to 2014 when the first de-fendant got involved in an

accident, after which he called his co-defendant and requested him to “deliberate-ly create another accident”. 

According to court details, the second defendant inten-tionally crashed his vehicle into the first defendant’s car, and the duo went to police and obtained a report which was later forged by the first defendant. 

“They used chemicals to forge report before submit-ting it to the insurance com-pany,” the documents added.

“When I received the report, I noticed a strange sentence written in it. I have never seen a sentence like that and immediately contacted the police. We also lodged a complaint against him,” said the insur-ance company employee, testifying before the pros-ecutors.

Meanwhile, the second defendant said that the first suspect offered him BD100 for “causing the accident”. 

The High Criminal Court sentenced the first defend-ant to five years behind bars, while the other de-fendant received one year in prison.

Health Ministry has issued health warning as rising mercury levels are expected to hit between 47 and

50 degree Celsius in the coming days. The long list of warning includes remov-

ing gaseous substances, lighters, soft drinks, perfumes and battery devices from cars.

The ministry in a statement urged people to drink plenty of water and fluids to tackle dehydration. “Avoid exposure to sunlight between 10.00 and 3 pm.”

Asking to maintain caution while dealing with home appliances during hot summer, the ministry said, “Be careful not to turn on water heaters, be sure not to increase loads on electricity meters and not operate air conditioners for longer hours, especially in times of peak temperature.”

The ministry while asking the need to maintain caution against snakes and scor-pions also urged the public to keep water cans near windows, fences and balconies to quench the thirst of birds, cats and other animals.

Deutsche Bank, the ECB and its biggest inves-tor sought to reassure

shareholders and staff of its financial strength yesterday after S&P cut its rating and questioned its plan to return to profitability.

Shares in Deutsche Bank closed at an all-time low on Thursday as past misadventures in high-risk investment banking haunted new Chief Executive Christian Sewing’s attempt to refocus on its more staid corpo-rate banking roots.

A source familiar with the thinking of the European Cen-tral Bank (ECB), which regu-lates Deutsche Bank, and its top shareholder HNA Group Co Ltd of China, separately said they backed management’s strate-gy of retrenchment. This fol-lowed a report on Thursday that the U.S. regulator viewed the

lender as “troubled” last year, and on Friday a Standard & Poor’s credit rating downgrade to BBB+ from A-. Deutsche Bank shares were up 3.7 percent at 1235 GMT, although the cost of insuring against default.

China steps up regulation of money market fundsShanghai

Regulators moved to curb feverish growth of Chi-

na’s $1.2 trillion money mar-ket funds market, unveiling rules yesterday to limit instant redemption of withdrawals, tighten supervision of fund distribution and battle any threat of “systemic instability”.

The guidelines seek to “pro-tect investor interest and cre-ate a fair playing ground”, the China Securities Regulatory Commission (CSRC) said in statement on its website.

CSRC said some fund man-agers are “blindly expanding their businesses, with mar-keting hypes that mislead in-vestors to expect unlimited liquidity, blinding investors of the risks of money market funds.”The misleading “could trigger liquidity risks in ex-treme market conditions, and threatens to cause systemic instability,” it said.

The CSRC said the rules limit instant redemptions of with-drawals - which let individual investors get cash on the same day - at 10,000 yuan ($1,560) from a single money market fund. No ceiling has been put on overnight redemptions.

The CSRC did not name any firms in its statement. China’s fund market is dominated by Yu’e Bao LP68212803, the roughly $265 billion money

market fund controlled by Al-ibaba Group’s Ant Financial.

In December, Yu’e Bao an-nounced it was capping the amount users could invest per day at 20,000 yuan.

The CSRC said institutions without proper licenses are banned from marketing mon-ey market funds via the In-ternet, while “discriminative, exclusive, and bundled” sales would also be prohibited. The rules are the latest measure by regulators to rein in growth of a market that’s doubled in size over the past year, fanning concerns that a stampede by investors could trigger system-ic financial risks.

FUSION, a Singapore-based crypto-finance start-up, has

secured $12.3 billion in finan-

cial assets from three strategic partners that have committed to lock in those funds with the organization’s public blockchain platform, FUSION founder DJ Qian told Reuters.

The secured funds come from FormulA, Carnex, and KuaiLa-iCai, three companies operating in asset management, car financ-ing, and restaurant supply chain management, respectively.

The locked-in funds represent a commitment from the three companies, which have deposit-

ed their assets with the FUSION blockchain, for them to man-age them or handle transactions from those funds.

Blockchain, the system pow-ering cryptocurrencies like bit-coin, is a shared database that is maintained by a network of com-puters connected to the internet.

“FUSION is like a value con-nector,” Qian said in an inter-view late on Thursday. “Every company has its own ecosystem and the money flows from one player to another. But that eco-

system is actually limited. “What FUSION is trying to do is create a platform that will help those

ecosystems connect with each other once they have digitized their assets,” he added. By lock-ing the assets onto FUSION, com-panies are able to gain access to a global finance network, interact across various cryptocurrencies and have a broader choice of financial instruments, Qian said.

FUSION raised more than $100 million in a token sale in Febru-ary but had to return half of that to investors because the start-up had already hit its limit for capi-tal, said Qian.

Apple rejects invitation to EU panel hearingBrussels

to an EU lawmakers’ hearing, saying it does not want to prej-udice its challenge to an EU order to pay up to 13 billion euros ($15 billion) in back tax-es to Ireland.

A European Parliament committee is holding the hear-ing on tax evasion on June 21.

In a letter to the committee released by Greens lawmaker Sven Giegold on Twitter on Friday, Apple said it was wait-ing for Europe’s second-high-est court to rule on its appeal.

“It is important to ensure public commentary does not prejudice those proceedings,”

Claire Thwaites, Apple’s sen-ior director of European gov-ernment affairs, wrote in the letter.

“Since the appeal is ongo-ing and likely to be heard at the General Court in the near future we will not be able to participate in a public hear-ing on this topic as it could be detrimental to the proceedings at the Court and any potential appeals thereafter,” Thwaites said. Parliament should with-draw Apple’s lobby badges to the institution because of its refusal, Giegold said.

The service, known as Re-serve with Google, spares users the phone calls, online searching and form filling typ-ically associated with appoint-ments. Say you want a massage at 5 p.m. someplace within a half-mile of work. Google.com/maps/reserve displays openings at nearby businesses and allows users to book, and even pay, without having to call or visit another website.

Google declined to comment on performance of the tool, which it launched last March.But in interviews with Reu-ters, seven software firms that supply schedule data to Google described the volume as signif-icant, with as much as 75 per-cent of bookings representing

The EU took the United States to the World Trade Organization to challenge the legality of the new tariffs and the Trump ad-ministration’s national-security justification. Brussels lodged an eight-page list at the inter-national trade body of goods it would hit with retaliatory meas-

ures. They run the gamut from big motorcycles like the Harleys, built on the home turf of House Speaker Paul Ryan, to “canoes”, “manicure or pedicure prepara-tions” and even “sinks and wash-basins, of stainless steel” -- the proverbial kitchen sink.

“We are determined to protect the multilateral system,” Euro-pean Union Trade Commission-er Cecilia Malmstrom said. “We are expecting everybody to play by the rules.”

President Donald Trump’s tar-iffs on Washington’s closest al-lies drew condemnation at home

“Highly restrictive on Trade! They must open their markets and take down their trade bar-riers! They report a really high surplus on trade with us,” he wrote. He also told French President Emmanuel Macron of the need to “rebalance trade with Europe,” the White House said.His strong words followed swift responses to his tariffs by Canada, Mexico and the Euro-

A U.S. trade delegation is in Beijing this weekend for a third round of talks between the two countries in the last month after Washington said it will contin-ue to pursue action on Chinese imports, including tariffs on $50 billion of Chinese imports.

The risk is that a full-blown Sino-US trade war will ripple through global supply chains, hurting economies from Europe

to Mexico through to Australia and Japan.

That danger was made all the more real on Thursday when the United States and its key allies announced tit-for-tat tar-iffs that sent a chill through fi-nancial markets, though some analysts in Asia said the tariff threats are likely a negotiating tactic. A slower expansion in output and domestic demand helped push the Nikkei Manufacturing Purchasing Managers’ Index, compiled by IHS Markit, down to 51.2 in May from April’s 51.6.

It also lagged a Reuters poll median of 51.5.But it remained above the 50-mark that sepa-rates growth from contraction for the tenth month in a row.

More significantly, the sur-vey yet again showed a build-up of inflationary pressures that would no doubt be watched closely by policymakers. It backs a Reuters poll of econo-mists that forecast the Reserve

Bank of India (RBI) to hike rates in August, a dramatic turna-round from just a month ago when a survey predicted an in-crease only in the second half of 2019.“A build-up of inflation-ary pressures re-emerged with input cost and output charge inflation at the strongest since February, due to the upswing in global oil prices,” Aashna Do-dhia, an economist at IHS India .

Russian energy major Rosneft is increasingly challenging

domestic rival Gazprom in in-ternational gas markets, from West Africa to Turkey and even Europe, according to five indus-try sources with knowledge of the matter.

Last week, Rosneft won a multi-billion dollar contract in Ghana that had been targeted by Gazprom, the sources said. It also signed a gas fields and pipeline deal in Iraqi Kurdistan aimed at supplying gas to Turkey and Europe - Gazprom’s core markets. Oil-focused Rosneft’s international expansion in gas will put the two Russian state-owned giants in direct compe-

tition, particularly in the lucra-tive European market, which is worth over $150 billion a year. Rosneft has also hired a handful of ex-Gazprom employees in recent months who advised on the Ghana deal and has poached one of Gazprom’s senior Euro-pean risk officers, according to the sources and information on LinkedIn. Rosneft and Gazprom declined to comment. While Rosneft could potentially take some gas market share from Gazprom, it is unlikely to be able to make a major dent in its rival’s dominance. Gazprom,

which has monopoly rights on gas pipeline exports from Rus-sia, is the world’s biggest gas producer and the main supplier to Europe, where it shares has steadily grown to reach nearly 40 percent last year. The Ros-neft drive, aimed at boosting earnings as the world moves to-wards cleaner fuels such as gas, points to an attempt by Rosneft CEO Igor Sechin, a powerful ally of President Vladimir Putin, to further expand his influence.

Sechin has repeatedly lobbied the Kremlin to curb Gazprom’s export rights, including in a let-ter to Putin in 2016.

“Rosneft has been long trying to persuade the Kremlin to dis-mantle Gazprom’s monopoly. Having failed to do it from with-in Russia, they are now trying to do this externally,” said one of the sources, who works with Rosneft on gas projects.

Rosneft announced the Ghana deal last Friday, a contract worth almost $10 billion at to-day’s prices to ship 1.7 million tonnes of LNG to the country over 12 years.

for most of the crude grades it sells to Asia in July for a second month, possibly raising flagship Arab Light to its highest since February 2014, trade sources said on Friday.

The OSP hike follows signs of increased demand for Mid-dle East crude oil as refiners gear up for the peak summer oil consumption period and in-creased buying by Royal Dutch Shell during the price assess-ment window operated by S&P Global Platts last month.

The premium between first- and third-month cash Dubai benchmark prices widened by 40 cents a barrel during May from April. This backwarda-tion, or when prompt prices for

a commodity are higher than those in future months, indi-cates rising demand for prompt supplies.

Dubai’s strength may mean Arab Light’s OSP for July could

rise by as much as 40 cents a barrel to as much as $2.30 a barrel above the average Oman and Dubai quotes published by Platts, from $1.90 in June, ac-cording to a Reuters survey of five refiners and traders.

That would be the highest Arab Light OSP since February 2014 when it was set at $2.45 a barrel, Reuters data showed.

Still, four of the five respond-ents are hopeful the July price hike will be smaller than 40 cents because of lower jet fuel margins and as a big price hike would make Arab Light uncom-

petitive against Middle East and Russian grades of similar quality.

“I recommend Saudi to keep the Arab Light price the same because they (unexpectedly) raised the price in May,” a crude buyer at a North Asian refiner said.

Asian refiners are also buying record volumes of U.S. crude for arrival in the third quarter to re-place Middle East, Russian and African oil after U.S. benchmark grade West Texas Intermedi-ate fell to the widest discount against Brent since early 2015.

In contrast, higher fuel oil

margins last month and falling Venezuelan production are sup-porting higher OSPs for heavier grades.

The July OSP for Arab Heavy crude could rise by between 40 cents to 50 cents a barrel, narrowing the price spread be-tween light and heavy grades, the respondents said.

Saudi crude OSPs are usually released around the fifth of each month, and set the trend for Ira-nian, Kuwaiti and Iraqi prices, affecting more than 12 million barrels per day (bpd) of crude bound for Asia.

threatened to fine carmaker Daimler 3.75 billion euros ($4.4 billion) over a diesel emissions scandal, Spiegel magazine re-ported yesterday.

The report comes after Scheuer on Monday questioned Daimler boss Dieter Zetsche in a closed-door meeting over how many Mercedes-Benz vans

and cars need to be fixed after a regulator found illegal software in one of its models.

Spiegel, citing no sources, said Scheuer expressed concerns that a total of 750,000 Mercedes vehicles could be affected and that the ministry could impose fines of up to 5,000 euros per car. A spokesman for the transport ministry said in an email that the carmaker and the transport ministry had agreed to clear up highly complex technical issues

related to diesel emissions.He said concrete steps were

agreed following a meeting on Monday in which Transport Minister Andreas Scheuer questioned Zetsche over how many Mercedes vans and cars need to be fixed. Last month Daimler was ordered by motor vehicle authority KBA to recall Vito vans fitted with 1.6 liter diesel engines because it said they breached emissions rules.

Daimler has said it will appeal

against KBA’s decision to clas-sify its software as illegal and contest the findings in court if necessary, although it said it was cooperating fully. Spiegel said there was considerable ev-idence that diesel engines of the Mercedes C-Class models were also affected and that Daimler representatives would be sum-moned to the ministry ahead of a planned follow-up meeting of Zetsche and Scheuer later this month.

prised and delighted residents of a town in the southwestern Chinese province of Sichuan.

The panda was first spotted wandering among houses in Wenchuan County on Thurs-day, seemingly in search of food.

She strolled beside a vegeta-

ble garden, trotted across a dirt road and climbed a tree, unfazed by the attention she drew from a large group of onlookers.

for the Giant Panda confirmed that the panda was Zhenzhen, an 11-year-old female raised in captivity and recently released into the wild as part of a special breeding project.

Two Koreas make progress• The neighbouring countries agree to talks on military issues, family reunions

The two Koreas agreed at a high-level meeting yes-terday to hold talks this

month on military issues and reunions of families divided by the 1950-53 Korean War, they said in a statement.

The meeting in the border vil-lage of Panmunjom in the de-militarised zone that separates North and South Korea is the latest in a flurry of diplomatic activity intended to sustain a thaw in relations with the iso-lated North.

North Korea had called off a planned meeting with the South last month in protest against US-South Korean air combat exer-cises before SouthKorean Pres-ident Moon Jae-in and North Korean leader Kim Jong Un put the process back on track during a second summit on Saturday.

While the two Koreas work to improve their ties, North Korea is in talks with the United States on a proposed summit between

Kim Jong Un and US President Donald Trump, tentatively set for June 12 in Singapore.

Yesterday’s talks were led by South Korea’s Unification Minister Cho Myoung-gyon and Ri Son Gwon, chairman of the North’s committee for the peaceful reunification of the country, and were a follow-up to an agreement reached during the first summit between Kim and Moon in April.

Military talks between the old rivals will take place on June 14 on the northern side of Panmunjom, and a separate session on sports exchanges on the southern side on June 18, the two sides said.

Talks about reunions of fam-ilies divided by the war, which ended in a truce, not a peace treaty, would be held on June 22 at the Mount Kumgang resort north of the border.

Family reunions are an emo-tional issue that could help re-store trust but they have been stalled in the absence of political engagement, said Elhadj As Sy, secretary general of the Inter-national Federation of Red Cross and Red Crescent Societies, who was in Seoul to discuss plans for reunions and other issues.

“With more engagement and political openings, many hurdles will be lifted,” Sy told Reuters in

an interview.The federation hopes that

North Korea will allow it to pro-vide more aid. An estimated 10 million North Koreans or 40 per cent of the population need hu-manitarian assistance, Sy said.

Both Koreas also agreed to an early launch of a liaison office in the North Korean border city of Kaesong, where they operated a factory park until its closure during tension in 2016, they said.

Saudi announces construction of airport in YemenAl Arabiya | Riyadh

The Saudi ambassador to Yemen has announced

the start of a reconstruction and development program to strengthen the infrastruc-ture of the governorate of Marib.

Ambassador Mohamed al-Jaber arrived in the gov-ernorate in the east of the country, heading a high-pro-file delegation.

Upon arrival and meeting with local officials in Marib, which was attended by Yem-en’s public works minister Moeen Abdoualmalak and governor Sultan al-Arada, al-Jaber announced “the start of the reconstruction and development program in the governorate upon the directions of Saudi King Sal-man bin Abdul Aziz.”

Al Jaber added that he “ will open an office for the reconstruction in the gov-ernorate during the visit and this office will start execut-ing a wide range of infra-structure projects.”

The office, as the ambas-sador explained, will “con-struct an airport in Marib in addition to road, electricity and sewage projects.

This is the latest skyscraper to join the Dubai skyline -

a 26-storey building that looks like an iPod.

The building has been de-signed to resemble the Apple product and is being con-structed at a 6.5 degree incline so it appears like it’s charging at a docking station.

Called The Pad, the building is currently being built in the Business Bay area in the centre of Dubai, which is famous for its record-breaking skyscrap-ers and opulent hotels.

It is set to house 256 apart-ments, ranging from small stu-dios to huge three-bedrooms duplexes overlooking the near-by canal.

Inside it also will include a number of technological advances that will allow res-idents living there to pro-

gramme their own software.This will see them being

able to change lighting in their apartment, use biometric locks and even monitor their health with futuristic mirrors.

The building was designed by Hong Kong-based archi-tecture firm James Law Cy-bertecture, which wanted to construct an intriguing and unique building.

Construction on The Pad began in 2007 but due to the global credit crunch, the pro-ject was abandoned in 2009.

their halftime performance at the NBA Eastern Conference Finals.

While the Cleveland Cava-liers took a break from facing the Boston Celtics, Christian Stoinev and his Chihuahua Percy showed off their acro-batic balancing act.

Part of their impressive routine shows Percy weaving through Christian’s legs and standing on his owner’s toes while in a handstand.

Christian performed while wearing a Cavaliers jersey, which may have given the team good luck to win the game and advance to the NBA finals to face the Golden State Warriors for the fourth year in a row.

The pair from California have risen to fame for per-forming at NBA games around

the country under the name of Christian & Scooby.

Scooby is the original dog Christian performed with but is now retired.

Their impressive halftime performance has gained thou-sands of views and shares on social media.

The original duo competed on America’s Got Talent in sea-sons 2 and 9 and stunned the judges with their tricks.

During their second run on the show, the pair made it to the Top 12.

Spanish socialist Pedro Sanchez was catapulted to power yesterday, tak-

ing over as prime minister from veteran conservative Mariano Rajoy, who lost a no-confidence vote in the wake of a corruption scandal.

Lawmakers stood and cheered in parliament as the untested 46-year-old - a pro-European lawmaker who has never been in government - became the country’s seventh head of state since its return to democracy in the late 1970s.

Rajoy’s departure after six years in office may lead to a spell of political uncertainty in the euro zone’s fourth-largest econ-omy, just as the third-largest - Italy - pulls back from early elections.

“I am aware of the respon-sibility I am assuming, of the complex political moment our country is going through, and I

will rise to all the challenges with humility and dedication,” Sanchez told reporters.

Sanchez, who became prime minister with only 84 seats for his Socialists in the 350- member assembly thanks to support from the hard-left Po-demos and smaller nationalist parties, said he intends to steer the country through to mid-2020 when the parliamentary term ends.

But his majority - the smallest for a Spanish government since the return to democracy follow-ing Francisco Franco’s death in

1975, makes it unclear how long his administration can last.

His strong pro-European credentials, and the fact that Rajoy also ran a minority gov-ernment, suggest fallout from any political ructions is likely to be limited.

Spain’s stock market rose af-ter the parliamentary vote, to trade nearly 2 percent higher on Thursday’s close, while the country’s borrowing costs fell, soothed by Sanchez’s commit-ment to respecting a fiscally conservative budget passed by Rajoy.

Two lions, two tigers and a jaguar have been recap-

tured hours after breaking out of a flooded zoo in Germany.

A runaway bear, however, had to be shot dead by authori-ties. A drone was used to track the animals and residents were warned to stay indoors, in the town of Lunebach.

The five big cats were safely tranquilised and brought back to their cages in Eifel Zoo yes-terday after a huge operation to hunt them down.

The animals were able to

escape after flooding from an overnight storm that caused a river to burst its banks dam-aged their enclosures.

Four peacocks wandered away from a Philadelphia

Zoo and created a traffic jam on a nearby highway but one was found dead on that stretch of road on Thursday.

Zoo staffers had been working with authorities to try to locate the peacocks after they took a stroll along part of Interstate 76 about a mile (1.6 kilometres) from the zoo on Wednesday night. State police arrived and shut down two of the six lanes of traffic on the highway, causing backups for miles.

Police got the peacocks off the highway but were unable to cap-ture them. The peacocks likely

went to roost for the night, and the search was halted until day-break Thursday.

Two teams of animal cura-tors and keepers from the zoo and police officers circled the

area where the peacocks were last seen. They also checked locations where the zoo teams thought the peacocks might explore.

The peacock found dead on the highway on Thursday like-ly had been hit by a car, zoo spokeswoman Dana Lombardo said.

The four peacocks were part of a larger flock that roams free-ly on the zoo’s grounds and that is cared for by veterinary staff. The birds sometimes venture past the zoo’s gates but normally return on their own, Lombar-do said. They have a homing sense, and it’s unusual for them to travel that far from the zoo, she said.

Scientists use DNA to trace origins of Inca emperorsScientists wanted to verify two common legends about the origin of the Incas

Researchers in Peru believe they have traced the origins of the Incas -- the largest pre-Hispan-

ic civilization in the Americas -- through the DNA of the mod-ern-day descendants of their emperors.

From their ancient capital Cusco, the Incas controlled a vast empire called Tahuantin-suyo, which extended from the west of present-day Argentina to the south of Colombia.

They ruled for more than two hundred years before being con-quered by the invading Spanish in the 16th century.

The empire included the mountain-top citadel of Machu Picchu in modern-day Peru -- now a UNESCO World Heritage Site and a major tourist attrac-tion.

After becoming fascinated by the Inca culture, their organiza-tional skills and their mastery of

engineering, researchers Ricar-do Fujita and Jose Sandoval of Lima’s University of San Martin de Porresit became interested in the genetic profile of their descendants.

They said the aim of the study, the first of its kind, was to reveal whether there was a unique Inca patriarch.

“It’s like a paternity test, not between father and son but among peoples,” Fujita told AFP.

The scientists wanted to verify two common legends about the origin of the Incas.

One attributes them to a cou-ple from around Lake Titicaca, in Peru’s Puno region. The other identifies the first Incas as the Ayar brothers from the Pacari-tambo mountain in the Cusco region.

DNA samples were taken from inhabitants of both places.

“After three years of tracking the genetic fingerprints of the

descendants, we confirm that the two legends explaining the origin of the Inca civilization could be related,” said Fujita.

“They were compared with our genealogical base of more than 3,000 people to reconstruct the genealogical tree of all indi-viduals,” said Fujita.

“We finally reduced this base to almost 200 people sharing genetic similarities close to the Inca nobility.”

The study released some pre-liminary results in April, in the review Molecular Genetics and Genomics.

“The conclusion we came to is that the Tahuantinsuyo nobility is descended from two lines, one in the region of Lake Titicaca, the other around the mountain of Pacaritambo in Cusco. That confirms the legends,” said Sandoval.

But it also confirms that the two legends were linked.

The army-run store on the

outskirts of Mexico City em-bodies the country’s cautious approach to firearms, and a visit here illustrates the dramatically different ways two neighbouring countries view guns, legally and culturally.

Like the Second Amendment in the United States, Mexico’s Constitution guarantees the right to bear arms, but it also stipulates that federal law “will determine the cases, conditions, requirements and places” of gun ownership.

For many Mexicans, even those who love guns, the thought of an unfettered right to owning one is perplexing.

Yet on this issue, like so many aspects of life in Mexico, the influence of its powerful neigh-bour to the north is keenly felt: each day the army gun store sells on average just 38 firearms to civilians, while an estimated 580 weapons are smuggled into Mexico from the United States.

That paradox is increasingly relevant given Mexico’s unprec-

edented level of gun violence, which has claimed more than 100,000 lives over the last dec-ade.

Last year was Mexico’s deadli-est since the government began releasing homicide statistics in 1997. This year, it is on track to surpass that record.

American firearms are directly driving the violence, although US appetites for drugs and rampant corruption among Mexican offi-cials also play a role.

About 70 per cent of guns

recovered by Mexican law en-forcement officials from 2011 to 2016 were originally bought from legal gun dealers in the United States, according to the Bureau of Alcohol, Tobacco, Firearms and Explosives.

Mexican leaders have long complained about the phenom-enon. In 2012, then-President Felipe Calderon erected a giant billboard in the border city of Juarez that spelt out the phrase “No more weapons”.

The letters, formed using

crushed firearms seized by authorities, were visible from Texas.

Most trafficked guns are bought in the US from one of the country’s more than 67,000 licensed gun dealers or at gun shows, which unlike stores often do not require buyers to present identification or submit to back-ground checks.

By contrast, would-be gun owners in Mexico must offer a birth certificate and proof that they are employed, and have no criminal record.

The atmosphere at the direc-torate is more sterile than a US gun store or pawnshop.

It feels a bit like the Depart-ment of Motor Vehicles, until one notices the no-nonsense army colonel running things and the machine-gun-toting soldiers patrolling the aisles.

Current law allows citizens one handgun and up to nine ri-fles if they can prove they are members of shooting or hunting clubs. A separate permit that is difficult to obtain is required to carry the guns in public.

Ingredients• 250 to 300 grams chicken• ½ cup onions finely chopped• 1 medium potato boiled and mashed (optional)• 1 green chilli (chopped)• 1 ½ tsp ginger garlic paste• coriander leaves (chopped)• 1 tsp garam masala • ½ cup bread crumbs • Salt as needed• 5 tbp Oil for pan frying

Method1. Boil chicken in a pot until completely

cooked. Cool the chicken and mince it.2. Add onions, mashed potato , chili, garam

masala, ginger garlic paste, salt, red chili powder, turmeric and coriander leaves.

3. Mix all together and add bread crumbs.

Knead the mixture to a dough without adding water.

4. Make 8 to 9 cutlets. Make a batter using egg and add very little salt .

5. Dip the cutlet in egg batter and then im-mediately in the bread crumbs. Keep these aside for 10 mins.

6. Heat a pan with oil and deep fry the cut-lets until golden brown .

Actor Sterling K. Brown has joined Blake Livelys spy thriller “The

Rhythm Section.” The film’s pro-duction is about to resume in Spain following Lively’s on-set accident, reports variety.com. Lively suffered a hand injury while doing a stunt on the film’s Dublin set in December. It was announced on January 29 that produc-tion had been suspended indefinitely while the actress recovered.

“The Rhythm Section” is based on the first of Mark Burnell’s “Stephanie Patrick” series of four novels.

Lively stars as the main lead, who adopts the identity of an assassin to get to the bottom of her family’s death in an airplane crash, after she discovers that it may not have been an accident.

“Jurassic Park” actor Jeff Goldblum will be

honoured with a star on the Hollywood Walk of Fame.

The organisers said that Goldblum, 65, who is also known for starring in “In-dependence Day”, will be inducted at a ceremony here on June 14, reports inde-pendent.ie.

The star will be dedicated in the category of Motion Pictures at 6656 Hollywood Boulevard in front of the Hologram USA Theatre.

Daniel Ricciardo does not have a frontrunning option beyond Red Bull for next season.

Ricciardo, who won last weekend’s Monaco Grand Prix, has been backed by Red Bull his entire F1 career but his current deal expires this season.

Neither Hamilton nor Valt-teri Bottas have a contract at Mercedes beyond this year, while Ferrarineeds to decide who Sebastian Vettel’s team-mate will be.

Hamilton decided to leave long-time backer McLaren in 2012 to join Mercedes, but said Ricciardo’s situation is not quite the same because there is no clear alternative to Red Bull.

“It’s different for everyone so I can’t imagine how he’s mentally positioned himself,” Hamilton said when asked by

Autosport about Ricciardo and his future.

“They’re [Red Bull] still a strong team, they’ve got good potential moving forwards. I would imagine his future is there, but he’s one of the top drivers so I’m sure there are options for him.

“Obviously in the top area there’s only Ferrari and Red Bull and Mercedes that he could consider. But currently here [Mercedes] that’s unlike-ly. I don’t think that’s going to happen.

“And if you look at Ferrari, I imagine Kimi’s going to want to continue - and why not?” He added.

Germany’s Thomas Muel-ler and Mats Hummels

will not travel with the world champions to Austria for their World Cup warm-up match on Saturday and get an extra day of rest, coach Joachim Loew said yesterday.

The Germans are facing Austria in Klagenfurt in their penultimate test ahead of this month’s World Cup. They also host Saudi Arabia on June 8 before leaving for Russia.

Mueller and Hummels will remain at their northern Italy training camp along with Bay-ern Munich team mate Jerome Boateng, working back towards full fitness following a muscle injury late in the season.

“Mueller had many games this season, Hummels had many games this season. We know what they can do so it is good for them to clear their head a

bit this weekend,” Loew told a news conference.

Midfielder Toni Kroos will arrive in Italy on Saturday af-ter a brief break following his Champions League victory with Real Madrid.

Loew said that fellow 2014 World Cup winners Mesut Ozil and Sami Khedira, who suffered

Australia cruised to a 4-0 win against the Czech Republic yes-

terday, giving the Socceroos a much-needed confidence boost ahead of this month’s World Cup with their first vic-tory abroad in nearly two years.

Australia, headed to their fourth straight World Cup, grabbed the lead against the run of play in the 32nd minute when Robbie Kruse knocked a pass from the far post to an unmarked Mathew Leckie who tapped the ball in.

The victory over a Czech side that failed to qualify for the tournament in Russia was the first for the Socceroos outside Australia since a 1-0 win over the United Arab Emirates in Abu Dhabi in September 2016.

paign, yesterday’s attacking display gives the team’s Dutch coach Bert van Marwijk plenty to think about before he pares four players from his 27-man squad by Monday’s FIFA dead-line. Andrew Nabbout made his case for a World Cup role by

scoring his first goal for Aus-tralia in the 54th minute when he won the ball on the right and his low, hard shot into the far corner beat Czech goalkeeper Tomas Koubek.

It’s safe to say Sergio Ramos didn’t make many new fans

after his exploits in the Cham-pions League final.

So how does he try and change his villainous, bad boy persona? By turning into foot-ball’s answer to Justin Bieber.

The Real Madrid defender and Spain captain has released his own World Cup 2018 song alongside Spanish singer De-marco Flamenco, called ‘Otra Estrella en tu Corazon’ - which translates to ‘Another star in your heart’.

The lyrics include: “Come on, Spain, raise your voice; scream loudly, shout that goal. Thinking big we will achieve the best, fighting together, to-wards the star with honour. We have to try. May La Roja shine once more.”

Ramos teased the video on his Instagram page and the accompanying music video, complete with boyband-style fist-clenching, has already had over 82,000 views since its re-lease on Friday.

This isn’t the first time the 32-year-old has flirted with the pop star life. He also sang lead vocals for Spain’s Euro 2016 song ‘La Roja Baila’ - which is more of a Eurovision ‘clas-sic’ than his latest mid-tempo Spanish ballad.

Manchester United’s Jes-se Lingard will start for

England in Saturday’s friend-ly against Nigeria at Wembley Stadium and manager Gareth Southgate believes there is no reason why he can’t play along-side Dele Alli.

Lingard, who usually operates in an attacking midfield role, scored 13 goals for United last season in all competitions - his most productive campaign yet at Old Trafford.

While some observers believe the 25-year-old is competing for the same spot in the England side as Tottenham’s Alli, South-gate says that isn’t the case.

“I don’t see it as a straight contest between any individual, absolutely they could play to-gether,” Southgate told a news conference ahead of the match at Wembley. “All of our attack-ing players have different at-tributes or strengths. Jesse is a fantastic player at recognising the space, working away from the ball, a great link between

midfield and attack,” he said.But Southgate gave no clues

as to who would start in goal for England with Jack Butland, Jor-dan Pickford and Nick Pope the three goalkeepers in the World Cup squad.

“We know what we want to see in that area and we’re clear on what we think. There’s no need for me to say too much on that publicly,” said Southgate.
