Background
RITE IT Talent Bulletin
• Data-driven action has been a part of RITE’s ethos since inception.
• Generating actionable insights from this data through reviewing and
discussing data with employers and educators - “ground-truthing”
as it is sometimes called - has been a hallmark of RITE’s overall
approach to its work.
• From this ground-truthing, RITE is able to generate insights that will
advance the employer-led transformation of the regional IT
education and workforce system.
• In 2017, RITE collaborated with ConxusNEO, MAGNET, Cuyahoga
Community College, Lorain County Community College and Stark
State to publish Understanding the IT Skills Gap report in 2017.
History of RITE using Data / Insights to inform action
RITE IT Talent Bulletin
• As a central part of RITE’s overall engagement model
for employers, RITE’s HR IT Roundtable serves as
an important venue to better understand labor market
data through the lens of IT talent acquisition
specialists and recruiters.
• HR IT creates a platform for industry-led, data-driven,
and scalable innovations in IT talent development.
It is more than an advisory group. HR IT provides an
avenue for regional IT employers to work together
around shared talent needs.
• The 2017 report served as the catalyst for the
inaugural meeting of the HR IT Roundtable and
subsequent discussions.

State of Ohio, RITE is a go-to resource in the IT workforce domain for
current insights.
• Starting in 2019, RITE will periodically publish and disseminate IT Talent
Bulletins to better inform level-set regional understanding of the IT
workforce domain.
• Editions will feature a range of intelligence RITE regularly gleans from
periodic data collection, regional alliances and initiatives, and deep and
enduring engagement and partnerships with employers, educators,
economic and workforce development practitioners.
IT Talent Bulletin Overview
RITE IT Talent Bulletin
• Since 2015, RITE has demonstrated leadership by
advocating for a regional system of Strategic Labor
Market Intelligence.
• RITE has advocated for a uniform approach across
workforce endeavors and the creation of an enduring
capacity to support data generation and analysis at a
macro regional level.
• RITE’s Regional Leadership Board is committed to
organizational and regional performance accountability.
• In concert with the development of a Regional
Performance Dashboard, RITE commenced an update
of some essential labor market data to level set the
regional IT talent ecosystem’s shared understanding of
the IT workforce.

• The Burning Glass Skills Analysis also breaks down requested
and required skills into 3 Occupational Skills Categories to further
refine how we inform candidates and skills providers
• Occupational Skill Categories describe the relationship
between an occupation and a skill.
As detailed here, this hierarchy begins with skills that are basic
foundations of an occupation, graduating to advanced skills
required for more senior or specialized roles that will set job
seekers apart. These are defined as Necessary, Defining and
Distinguishing Skills
• The Necessary, Defining and Distinguishing Skills for each
of the Top 5 IT Occupations by posting are shown in the next set
of charts
• Projected Growth indicates whether skills are growing or losing
importance into the next two years. These distinctions are
determined using information from across the nation. The extent
to which these are important to local employers is measured by
the extent they appear in ads for particular occupations. These
too are indicated on the next set of charts for each of the skills for
the Top 5 IT Occupations by Ads

Economic Impact
RITE IT Talent Bulletin
Potential Business Economic Impact
• Imported talent typically costs a multiple of the cost for the same talent sourced locally; so how can we build and employ a pool of experienced talent without cannibalizing incumbents? Perhaps upskill and move incumbents up the ladder and open up more entry level opportunities s? What strategies are employers leveraging ? What can we do to help ?
• Regional business is hindered by the lack of IT resources needed to develop the tools and systems that grow business and improve profitability
• Those businesses often have to depend on more costly 3rd part resources more than they otherwise would or simply not invest in new and improved systems and technologies, both of which have a huge impact on their competitive advantage and profitability
Potential Regional Economic Impact
• Lost Wages – For 19,000 open positions at an average wage of nearly $75,000 per year, the region could be
losing over $1.4B in payroll
• Lost Regional Business Revenue and Taxes - And at an average labor productivity rate of 2 times payroll
cost, the region could be losing out on more than $2.8B in revenues - perhaps more than $20M in payroll taxes
(@1% tax rate) and even more in income taxes on company profits
IT Demand - Economics of 19,000 + Open IT Positions
