PREFACE

During the meeting it is observed that billing problem are mainly due to

wrong data feeding to IT. Either Code is not correct or billing data is not in

proper format etc. It is observed that employees are not familiar with data

code.

So it is decided in the meeting with Dy.GM IT and IT staff to circulate

user-friendly handbook among the employees for awareness of new ideas, new

code of IT system.

While going through handbook it is observed that this handbook

is ready reckoner for troubleshooting problem of IT related of data feeding.

This E-Hand Book is an effort to help Billing Staff in their day to day work and make clear

What information is need to be feed for LT billing .

Knowing is not enough; we must apply. Willing is not enough; we must do.

Requirement defines the amount of Pre-payment

On using Prepaid Meters consumers will get a 5 per cent discount in their electricity bills.

A consumer interface unit will be given that will include information regarding the unit and

instructions on how to recharge the meter. The consumer will be able to conserve energy and use as

per requirement.

Consumers who install prepaid meters can avail of happy-hour scheme as well. Their power supply

will not be disconnected on weekends or national holidays and they can buy and insert the recharge

coupon later. The units consumed during the weekend will be adjusted against the recharge balance.

The online recharge facility is also available on www.mahadiscom.in.

Photo Entry Software

Photo Meter Software is used for Meter Photo Viewing, Data Entry,B30 Reading File Creation

& generation of exception reports.

DTC wise consumers meter images are captured by digital camera and uploaded on a PC every

day by meter reading agencies

Video shooting can be taken wherever necessary in case of theft

Data entry ( in B30 text format ) using meter photo, is done by the agency using PHOTOENT

software.

After conversion into B30 file, it has to be validated through MSEBVAL3 ( offline validation

software).

Exception reports are generated at the time of offiline validation and errors can be removed

through validation software.

Following 5 Types of Reports are generated.

1. No Reading (Punched) consumers list.

2. Zero consumption consumers list

3. 1 to 30 units consumption consumers list

4. Tempered (Meter status 9) consumers list

5. Meter status wise no of consumers list.

No Use Master (Consumers having no use) can be created so that these consumers will not

appear in Exception Reports ,thus reducing the checking time of subdivision.

Online eConnection System

New connection data is to be entered on line at Sub Division Offices on daily basis.

Section Officer will submit the new connection application as well as status reports up to

release of connection to Sub Division Office, at pre-determined intervals. Urban section

offices will submit data every alternate day, while Rural section will submit data on weekly

basis, on a particular day assigned to the Section Office by the Sub Division. Sub Division

offices will feed A-1 forms on-line and then will send the applications, with System

generated Application number and Consumer number, to Section Offices for further

necessary action.

Section Office Activities:

On the assigned day, Section Office will submit following documents to the Sub Division

office-

1) Applications received A-1 forms

2) Site Survey ATR with system-generated Application No.

3) Load Estimate ATR

4) Estimates / Firm Quotations issued details

5) Release of connections

Sub Division Office Activities:

Sub Division Office will perform following activities, every day-

1) On receipt of meters from Stores, will update the Meter master.

2) Update Billing Details codes like Tariff Codes, Electricity Duty Codes etc.

3) Update Payment Details.

The New Service Connection System is designed on the Work Flow basis. Each Application

entered in the system will flow through a pre-defined set of Process Flow observed in the

manual New Connection System.

The Process Flow for the Online NSC System is as follows:

a. New Connection Request.

b. Load Assessment.

c. Estimate Generation.

d. Payment by Applicant (Receipt Generation).

e. Meter Assignment & Supply Details.

f. Connection to Consumer.

The NSC System will generate Status report depending on the Status of each Application

entered in the system.

Frequently Asked Questions

Security Deposit

Q1. In case of many consumers, it is observed that the amount appearing as S.D.Paid in EB72

report is much more ( 100 times ). Why ?

A. While filling the B18 Document, the amount of S.D. paid is required to be written in Rupees

only and not in Rupees and Paise as in case of other financial documents e.g. B80, B60 etc.

Q2. Is it possible to reduce the amount of S.D.Paid against a particular Receipt.?

A. No. The particular S.D.Receipt is required to be deleted by feeding B17 Document with

deletion code as 0. Be careful to write the amount in Rupees only in the B17 document and

correct Receipt Number and Date. Through B17 document will be rejected by the System if

these three does not match with master record.

Q3. What are S.D.Arrears appearing in DB57 Report ?

A. Normally there is a practice to raise Additional S.D. Demand whenever there is Tariff change.

The amount of ASD Demanded goes in arrears and is printed in the DB57 Report from next

billing if the same is not paid by the consumer.

Q4. How S.D.Demand is calculated by the system when A.S.D. Demand is raised ?

A. M.S.E.B. Conditions of Supply at Sr.No. 6 of Scale of Miscellaneous and General Charges

have specified the proportionate amounts of S.D. Amounts required to be paid by the

Consumers depending frequency of billing. The System computes amount of S.D. required to

be paid by the consumer by multiplying the amount of current month bill and frequency of

billing. Sum of S.D. paid by the consumer and S.D.Arrears is reduced from the calculated

amount and the remaining amount, rounded to nearest Ten Rupees, is raised as S.D. Demand.

Q5. Abnormal S.D Demand is raised in few cases. Why ? Can it be reduced since it reflects the S.D

Arrears figures adversely ?

A. If the consumer is billed on average in the month in which A.S.D. Demand is raised , and the

average developed is very high due to other meter reading related reasons , the amount of

A.S.D. Demand would be naturally high with the computation procedure explained in answer

to Q5 above. The amount of S.D Arrears can be reduced by feeding B17 Document with

deletion code as 2.

Q6. What action is required to be taken when consumers arrears are adjusted against Security

Deposit ?

A. Feed Document B17 for deletion of S.D. in case full amount of S.D. Paid by the consumer is

adjusted. In case part amount of S.D. Paid is adjusted , take action explained in answer to Q2

above. Feed Document B80 for giving credit to arrears with document type 05.

Q7. It is observed in few cases that the amount of S.D. shown on consumers bill is different than the

amount of S.D. shown in the EB72 Report. Why ? and What is solution to make these two

figures identical ?

Or

In few cases the Amount of S.D. Interest given in the bill does not match ( is less ) with the

amount calculated for the Amount of S.D. shown on the Bill. Why ?

Ans. Computerized L.T.Billing is designed to operate in two different ways i.e. L.T. Billing and

Security Deposit System. These two Systems are inter dependent on each other and are

interlinked by Documents related to S.D. Payment i.e. B17/B18 or Receipt Type 03 or 05.

When such document comes as transaction, the L.T.Billing System prepares internally

Document type B018 or B017 dependent on S.D. addition or deletion. These documents are

updated to S.D.Master normally once in year i.e. after processing of every March Billing and

then run of S.D. Interest Calculation , i.e. EB72 , is taken. It is possible that some of the files of

SD receipts are not taken inadvertently at the time of S.D. Master Update run. Due to this The

amount old S.D. held is less by the amount of the left out SD transaction. The concerned IT

Center can update such left out transactions if proper details are given.

Meter Related

Q1. How to deal with the cases of L.T.Consumers having C.L. > 67 HP and to be billed on demand

basis ? They are provided with electronic meter having demand recording facility.

Ans. Such consumers should be disconnected i.e. made P.D. from L.T.Billing System and should be

billed in H.T.Billing System.

Q2. How to deal with multiple meter replacement cases of same consumer ?

Ans. Feed B19/25 Document set. If there are multiple meter replacements within a period of bill

frequency, feed details of first replaced meter in B19 and details of last meter replaced in B25.

Consumption for intervening period can be charged by advancing the closing reading of

replaced meter by those many units. Similar treatment can be given in case additional units are

to be charged for faulty period with less average. Do not feed two or more sets of B19/25 in

same cycle if meter is replaced more than once in same cycle.

Q3. How to handle cases arising out of wrong meter digits in overflow cases ?

Ans. Feed Document B46 to change previous reading ,change average and B80 to give appropriate

credit.

In order to avoid recurrences of similar cases ask the data entry agency to use MSEBVAL3

Software to validate data. This software gives B30 Error report which highlights the consumer

having consumption more than 4 times average consumption. The Agency is required to take

meter reading master after every processing to validate the reading data of next cycle. If the

report generated by this software is properly attended many cases of abnormal billing can be

reduced at the validation level only.

Q4. I have changed tariff code of a consumer from 01 to 04. How do I change meter ID of the meter

of consumer from 90 to 80 in order to avoid the consumer appearing in Static Master Update

Report with reason „Wrong Meter / Extra Live Meter‟ ?

Or

While feeding B25 Document Meter Number given is wrong . How can I change the same ?

Ans. Document for updation of Meter related Data is B45. However as this document is used for

modification in the details of existing meter , meter number is a key field in addition to

consumer number and PC. It is therefore necessary to give treatment of meter replacement by

feeding set of B19/25 document.

Q5. Which Report is to be referred to verify the effect of meter replacement ?

Ans. B25 report gives details of old meter as well as amended meter.

Static Update

Q1. Some times Change of Average fed through Document B46 or Change to previous Meter

Reading fed through Document B45 does not get effect. Why ?

Ans. It is necessary to see that in both the cases meter status should be zero. The System does not

change these details for a period earlier than six months.

Q2. What Document is to be used for feeding change of Connected Load / Sanctioned Load ?

Ans. Feed Document B31 with 1 at column 73 for change of connected load and 2 for change of

sanctioned load. Note that load is in HP for IP and Ag. Consumers only. For other categories it

is in KW. The loads in HP are to be fed in two digits and those in KW are to be fed in one digit.

Q3. What Document is to be used for feeding commercial connected load of industrial, power loom

consumer ?

Ans. Feed Document B31 with 3 at column 73. Convert the connected load in KW and feed in one

digit.

Q4. What Document is to be used for charging Capacitor Penalty ?

Ans. Feed „Y‟ at column number 74 of B31 document if capacitor is available i.e. penalty is not to

be charged. Feed „N‟ at column number 74 of B31 document if capacitor is not available i.e.

penalty is to be charged.

Q5. How to feed test date , Laboratory number etc fields leftout to be filled while feeding B25

Document.

Ans. Meter Update of all fields of form B25 can be done through Document B45 with same coloumn

number. It is however necessary to give proper meter number in addition to consumer number

and PC.

LT Billing ( General )

Q1. What is difference between Interest Arrears and Interest on Arrears appearing on the Bill ?

Ans. We do not calculate compound interest. It is therefore necessary to keep record of principle

arrears and interest calculated thereon separately. Interest is calculated on outstanding arrears

for a period from COD (cut off date) to COD. Amount of unpaid interest is accumulated as

interest arrears.

Q2. In absence of Meter Rent , how to know that a consumer is single phase or three phase. ?

Ans. 1. Fixed Charges are different for single/three phase consumers.

2. In the column of meter rent 1 is printed for three phase consumers.

Q3. Is there any provision to feed information of one time cost of meter recovered ?

Ans. Yes. New Receipt Type 06 is introduced for this purpose.

Q4. In some Bills the Energy Charges are zero even though there is consumption. What is wrong ?

Ans. Proper Industrial category code is not fed for street light consumers. Number of power looms

are not given for power loom consumer.

Q5. What Document is to be used for feeding Number of Power Looms.

Ans. Document B11 / B31 Column Number 48to50.

Q6. What Document is to be used for feeding FEMS Code ?

Ans. Document B34 Column Number 49-57.

Q7. What is fractional Billing ? Why is necessary ? How is it calculated ?

Ans. The Energy Billing System has a concept of month of 30 days. However it is possible that we

do not take consumers readings after exactly 30 / 60 /90 days due to reasons beyond our

control. In such cases the period of consumption is exceeded by few days. The tariff is based on

slab wise rates and the consumption slabs defined in the tariff are month wise slabs. In order

that the consumer is not charged at higher rate , it is necessary to divide the used consumption

in slabs properly.

Fraction is calculated as proportionate month exceeding the defined bill frequency months. If

difference in current reading date and previous reading date is 61 days for a bimonthly PC the

fraction is 0.03 i..e 1/30 month.

Q9. Interest is charged even though full payment of last bill is made within due date ?

Ans. In case previous bill was having arrears, the system calculates interest from earlier COD to

current COD.

Q10. On some bills „Pay by DD or Cash‟ message is coming. Why this message is printed ? What

Document is required to be fed to remove the same ?

Ans. This message is printed on Bill if you feed B66 document to increase arrears due to cheque

bounce. No Document is specified for removal of this message. However the message can be

removed by giving an authorized letter from circle to IT.

Miscellenous

Q1. Electrical Inspector has asked

for details (i.e. State Govt. , Central Govt. etc ) of number of consumers and consumption for duty

exempted consumers. Where do we get such details?

Ans. End Statistics of DB57 Report i.e. Report DB57/4 give these details. However in order to get

these details correctly it is essential to fed correct disconnection indicator for the respective

consumers. Refer to the table of disconnection indicator in the manual and feed change through

B31 Document.

Q2. How to change unmetered consumer to metered one ?

Ans. Feed B10 Document with document type 3 with date of change and B25 Document to add

meter with appropriate meter details.

Q3. Consumer is added but Bill is not generated. Why ?

Ans. B34/25 is not fed at all. Feed the Document B34/25. It is possible that in Document B34 data of

supply is wrongfully fed as 00.

Q4. In some of Ag. Consumers, the amount of annual minimum shortfall charged in Sept Bill is too

high. Why?

Ans. The Billing system is designed to calculate the annual minimum short fall at the time of Sept

Bill. It is expected that reading of consumer ( i.e. with live meter status ) is given at least in

Sept Billing i.e. when AMC is worked out. The cases referred in question arise in case of

billing on Average for longer periods. Longer the period of Average Billing, bigger is the

amount of AMC calculated by the System. Solution is give reading with meter status zero with

every billing of Sept.

Q5. Why MS-9 comes ? How to tackle such cases ?

Ans. If the current consumption < 90% of the average consumption. In case of successive two meter

lock status current consumption is taken as the consumption since last reading available with

the system. To get read of this problem bring reading.

Q6. How to change PC ?

Ans. If large number of consumers are involved in PC change activity i.e. due to reallocation of

geographical area due to inception of new sub division or new division, the concerned IT center

shall attend to the PC change activity. However active involvement of both the units is

necessary. In other cases where very few cases are involved, the concerned billing unit is

required to compile such requirements. The IT Centers shall be in a position to take up the

activity of PC change once in a year if sufficient number consumers require to be transferred to

other PCs/ Billing Units. It is to be noted by all the users that it is not possible for any IT Center

to change PC of any individual consumer at any time.

In case the PC change is very urgent, following procedure may be followed..

1. The consumer in old PC should be made PD and arrears to be made nil.

2. Feed New consumer with different consumer number in the PC in which he is required to

be billed. Transfer arrears by feeding debit B80.
