[ -·· 1 City of Thomasville Council Meeting, April 27, 2020 The Council of the City of Thomasville met in a regular session held entirely by teleconference pursuant to O.C.G.A. § 50-14-l(g) due to circumstances necessitated by the issuance of Georgia Governor Kemp's Executive Order 03.14.20.01, declaring a Public Health State of Emergency in Georgia, and the issuance of subsequent Executive Orders; including, but not limited to, Executive Order 04.02.20.01, issuing a statewide shelter in place to stop the spread ofCOVID-19. Mayor Greg Hobbs presided over the meeting and the following Councilmembers were present: Mayor Pro Tern David Hufstetler; and Councilmembers Jay Flowers, Todd Mobley and Wanda Warren. Also present was City Manager, J. Alan Carson; City Attorney, Tim Sanders; and, other staff. Members of the press and citizens were granted simultaneous access to the meeting via the City of Thomasville's live stream feed located at www.thomasville.org. CALL TO ORDER Mayor Greg Hobbs called the meeting to order at 6:05 PM. INVOCATION Councilmember Jay Flowers led the Invocation. PLEDGE OF ALLEGIANCE Mayor Pro Tern David Hufstetler led the Pledge of Allegiance. APPROVAL OF MINUTES Councilmember Mobley motioned to approve the Called Council Meeting Minutes of April 15, 2020 as presented, with no exceptions. Councilmember Flowers seconded. There was no further discussion. The motion passed 5-0, with the following votes recorded: AYES: Mayor Hobbs, Mayor Pro Tern Hufstetler and Councilmembers Flowers, Mobley and Warren. ADOPT AGENDA Mayor Pro Tern Hufstetler motioned to adopt an amended agenda with New Business Items C and D removed from consideration. It shall be noted that New Business Items C and D were Consideration for Bids and Awards for purchases of one Front Load Truck and two (2) Refuse Side Loaders for the Solid Waste Department respectively. Councilmember Warren seconded. Mayor Pro Tern Hufstetler reported he had no concerns regarding the need of the purchases listed as New Business Item C and D; however, due to the current economic situation ofCOVID-19, this action could be revisited later in the year. Brief discussion ensued regarding current leased replacement vehicles, reduced availability to provide services to customers and lead time for order processing. There was no further discussion. The motion remained unchanged. The motion passed 5-0, with the following votes recorded: AYES: Mayor Hobbs, Mayor Pro Tern Hufstetler and Councilmembers Flowers, Mobley and Warren. NEW BUSINESS Motion to approve Alcohol License for Retail Consumption of Wine for Nails by Chris, located at 13781 US Highway 19 South. Executive Director of Marketing & Customer Service, Sheryl Sealy, reported Christopher Vu, owner ofNails by Chris, has applied for Retail Consumption of Wine License for Nails by Chris, located at 13781 US Highway 19 South, Thomasville, Georgia. Sealy reported the applicant has completed proper application procedures to obtain the license as requested. It was noted the background investigation provided by Thomasville Police Department revealed no issues or concerns with the request. Motion to approve Alcohol License for Retail Consumption of Wine for Nails by Chris, located at 13781 US Highway 19 South. Executive Director ofMarketing & Customer Service, Sheryl Sealy, reported Christopher Vu, owner ofNails by Chris, has applied for Retail Consumption of Wine License for Nails by Chris, located at 13781 US Highway 19 South, Thomasville, Georgia. Councilmember Flowers motioned to approve the Alcohol License for Retail Consumption of Wine for Nails by Chris as presented. Councilmember Mobley seconded. There was no further discussion. The motion passed 5-0, with the following votes recorded:

Following the approval of the License for Retail Consumption of Wine for Nails by Chris, Mayor Hobbs addressed the applicant and read the following statement:

"It is important that you and your staff strictly adhere to the City of Thomasville's Alcoholic Beverage Sales ordinances and required employee training programs. It is important that you have a training program for your employees regarding the sale of alcoholic beverages to underage persons, and it is important that you have written proof that your employees have participated in the required training program. As a reminder, the Thomasville Police Department routinely conducts a "Mystery Shopper Program" so as to monitor the enforcement of the prohibition of sales of alcohol to underage persons. Ifyou or one ofyour employees sells alcoholic beverages to an underage person through the Mystery Shopper Program, you will be required to appear before the City Council and show written proof that your employees have participated in the required training program. Please understand that the penalties for the sale of alcoholic beverages to underage person are significantly greater if you don't have written proof that your employees have participated in the required training program. We are providing you, by certified mail, a copy of Thomasville Municipal Code Chapter 3, "Alcoholic Beverages", with the added Article V ordinance amendment for "Sale Off-Premises for Catered Functions". Please familiarize yourself with the code and the requirements associated with your alcoholic beverage license."

Motion to approve Alcohol License for Consumption for Liquor Pouring for SASS, located at 420 Wes( Jackson Street. Executive Director of Marketing & Customer Service, Sheryl Sealy, reported Suzette Wagner, owner of Sweet And Savory Sisters (SASS) located at 420 West Jackson Street, Thomasville, Georgia, has applied for a Liquor Pouring Privilege License at Restaurant. Sealy reported the applicant currently hold a Retail Consumption Beer and a Retail Consumption Wine License and has completed proper application procedures to obtain the license as requested. It was noted the background investigation provided by Thomasville Police Department revealed no issues or concerns with the request.

Councilmember Flowers motioned to approve the Liquor Pouring Privilege License at Restaurant for SASS as presented. Mayor Pro Tern Hufstetler seconded. There was no further discussion. The motion passed 5-0, with the following votes recorded:

Bids and award for the purchase of one Front Load Truck for Solid Waste Department. There was no discussion relating to this item as it was stricken from the agenda.

REPORTS Councilmembers collectively encouraged citizens to stay safe and healthy by observing the guidance provided by Georgia Governor Brian Kemp, the Centers for Disease Control (CDC) and the Georgia Department of Health as they relate to the coronavirus and COVID-19 pandemic. It was noted that residents and visitors of the State of Georgia had been requested to wear masks/face coverings and to practice social distancing to help slow the spread of the corona virus.

ADJOURNMENT Having no further business to discuss, the Thomasville City Council Meeting was adjourned at 6:26 PM.
