TRAdITIONAl SANdSTONE ANd MOdERN ARChITECTURE

To the delight of inhabitants and visitors alike, the city administration has created some useful space on the recently redesigned Bundesplatz (Federal Square) and on Waisenhausplatz. The water jets in front of the Federal Palace successfully continue the historic fountain tradition. In the labyrinth of lanes and alleys of the Old Town – the UNESCO World Heritage Site between Clock Tower and Bear Park – tourists tread on one another’s toes whilst discovering all manner of hidden details that tell of bygone times. Yet outside the historical centre too, you come across unusual but elegant buildings shaping the cityscape: the Paul Klee Centre designed by Renzo Piano in Schön-grün; the TITANIC administration complex in Sulgenau; the GIBB Vocational College in Lorraine; the Bern Apprentice Workshops in Felsenau. But that’s not all: recently other impressive architectural projects were completed — the Westside Mall by Daniel Libeskind and the Kubus/Titan extension at the History Museum.

“It is the most beautiful we have ever seen“, wrote Johann Wolfgang von Goethe in 1779 about the city of Bern. He was right. Even more than 200 years after he wrote his letter to his friend Charlotte von Stein, Bern is still worth a journey. Or, as Hermann Hesse put it in 1912: “Nowhere can one live in such peace as here”. The Swiss capital is in-deed the epitome of charm, leisure and culture. The catch-phrase now is “slow down”, and nowadays books about it are being sold every day. In Bern, “slowing down” is a way of life. People still take their time. They make time for a friendly word when they’re out shopping, for standing around and socialising after work in one of Bern’s bars, cafés or wine-bars. And in Bern, having time also means enjoying the arts.

hOST CITY BERN Bern, the delightful capital at the heart of Switzerland

Encircled by the River Aare and set against a breath-taking Alpine backdrop, Bern owes its charm to an integrated cityscape. This pleases the numerous tourists while the Bernese citizens enjoy a very high quality of life.

With its wide streets, six kilometres of arcades, sculptured fountains, unspoiled sandstone facades, a unique rooftop landscape and a variety of outstanding museums, Bern is a wonderful historic unity. Inscribed on the UNESCO World Heritage List in 1983, the Bern Old Town (Altstadt) boasts impressive architecture and a wonderful ambience. Its most important buildings are  the Cathedral, which is the largest sacred edifice in the whole of Switzerland; the Clock Tower, the most frequently photographed building in town; the Erlacherhof, a gem of a baroque palace and the Mayor’s official residence; and, last but not least, the Bundeshaus, the Swiss parliamentary buildings.

ThE BEAR OF BERN

According to tradition, the city of Bern can thank Duke Berchtold V. von Zähringen for both its existence and its name. It was he, or so the story goes, who decreed that the first animal to be hunted and killed in the forests surrounding the settlement would then give its name to the new town … and that happened to be a bear. Until recently you could still see the heraldic animals of the city kept in a traditional bear pit. In 2009, however, the bears received a more species-friendly “Bear Park”. The “city of bears” is the political centre of the Swiss Confedera-tion and very convenient to get to. Often said to have its finger on the pulse of (Swiss) time, Bern is only three or fours hours away from Milan or Paris by train. So it’s not just the federal government that has its headquarters here but also many internationally renowned institutions. Ditto the foreign embassies. Bern is also a place of higher education: its university and its polytechnic universities have a distinguished reputation. Similarly, the capital acts as the Swiss competence centre for telecommunications, IT, bioengineering, healthcare and services etc.

However, “slowing down” does not mean failing to capitalise on present-day developments, as Bern is show-ing with a number of its major projects. Take for example the new “Zentrum Paul Klee”, built by the world-famous architect Renzo Piano. A building has appeared that gives the impression of a series of three hills, ingressing on the landscape but at the same time seeking to connect with their surroundings. It is worth a visit for the architecture alone, never mind the opportunity to study the complete works of this painter, musician, teacher, philosopher and poet, who grew up in Bern and spent the last seven years of his life here.   However, the old town is also part of Bern’s cultural heri-tage, with its many fountains, the cathedral and above all the “Lauben” arcades: these covered walkways convert the heart of the town into the most delightful shopping centre you can imagine. In summer the arcades provide shade, while in winter they allow you to enjoy a prolonged shopping expedition without getting wet. The people of Bern also call the arcades the “pipes”, and “piping” or “arcading” plays an important part in their daily lives: this is where people meet, exchange the latest news and arrange to go later to one of Bern’s bars, which in recent years have had more and more to offer.

ThE CAThEdRAl OF BERN

The Cathedral of Bern is the largest religious building in Swit-zerland. The three-aisled basilica towers above the roofs of the Old Town. Its prominent characteristic is the portal, on which the depiction of the last judgment can be admired.

ThE ZYTglOggE

The Zytglogge (Clock Tower) was the city‘s first West-Gate (1191– 1256). Today it is one of the most important and most beautiful sights of Bern. The tower-clock functioned as the city‘s main clock and was therefore of paramount importance for Bern.

gREAT PlACES IN BERN

UNESCO wORld hERITAgE SITE

In 1983, Bern’s Old Town was entered in the UNESCO Cul-tural World Heritage list. The romantic capital in the Aare loop owes ist charm to the unique townscape with sand-stone buildings from the Middle Ages and the Renaissance.

Around 250 fountains bear witness to the old times and guilds – together with the 6 km of arcades, they shape the image of the Old Town and have always been bustling with shops, restaurants and pedestrians.

hOUSE OF AlBERT EINSTEIN

The physicist Albert Einstein (1879–1955) was living in Bern when he came up with his famous formula E= mc2. The apartment (Kramgasse 47) he was living in at that time is open to visitors, and the Historical Museum hosts the world’s first Einstein-Museum

ZOOlOgICAl gARdEN dählhölZlI

Visitors can become acquainted with the Zoological Garden Dählhölzli and its more than 200 different animal species on 365 days of the year. The zoo lies between the Aare and the Dählhölzli forest.

ThE BEARPARk

Since October 2009, the city of Bern has a new landmark: the BearPark. This 6000 m2 park with its natural environ-ment on the edge of the UNESCO old town homes Bern’s heraldic animal.

hOUSE OF PARlIAMENT

Seat of the Swiss government and parliament. The re-designed Bundesplatz has 26 fountains, which provide an impressive water display.

gURTEN, ThE hIll OF BERN

If you want a bird‘s eye view of Bern but don‘t have much time to spend, make a beeline for the Gurten. The hill is not only accessible by the Gurtenbahn: footpaths lead up to the viewpoint.

TRANSPORTATION ARRIvAl & dEPARTURE OF PARTICIPIANTS

Zurich International Airport and Bern Main Railway Station are the two official arrival/departure points for ISU Eu-ropean Figure Skating Championships 2011, from where a shuttle transfer will be organized. Only in special cir-cumstances, also the arrival at Bern-Belp Airport might be accepted with a transportation transfer through the Organizing Committee.

OC ShUTTlE BUS SERvICE

A special shuttle bus service operates between the official hotels and the PostFinance-Arena during the Event. The transportation is available to all participants carrying the accreditation card and to chaperons with the official bus permit.

Official accreditation holders are able to use public trans-portation for free within the libero zone.

hOw TO gET TO BERNBern’s central location makes it easy to reach by rail, air or road. ACCESS BY AIR

The city of Bern is close to the intercontinental airport of Zurich (trains every half-hour; journey time approx. 75 minutes).

Bern-Belp international airport is right on the doorstep of the federal capital with daily connections to important European cities. Bern-Belp airport is just 20 minutes (9 km) from the city center, and is large enough to handle departures and arrivals quickly. There is an Airport Bus which connects Bern Main Railway Station with the Airport Bern-Belp.

ACCESS BY TRAIN

Bern is connected directly to the international railway network, and is the only European capital city visited by all three high speed trains: the TGV, ICE and Cisalpino.

ACCESS BY CAR

Bern is connected to the European long-distance highway 4 (E4) and the national motorway network. Access to sou-thern Switzerland and Italy is via the Lötschberg Tunnel/Simplon Pass or the St. Bernard road tunnel.

OFFICIAl hOTElSThere are six official hotels for ISU Office holders, ISU Event Officials, Judges, Team Officials and Federation Presidents, Skaters, Team leaders, Coaches, Assistant Team leaders and Team Medical Staff.

INFORMATION FOR ENTRY TO SwITZERlANdSince 12th December 2008 Switzerland is an associated member state of the Schengen agreement and hence part of the Schengen area. The Schengen regulations apply for the entry and a stay that is not subject to authorisation up to three months. For individuals who are required to hold a visa, Switzerland will issue Schengen visas for a stay up to three months that are valid for the whole Schengen area.

For specific information, please contact the nearest Swiss representation abroad, the Cantonal Migration Offices or the Federal Office for Migration (www.bfm.admin.ch). Information on the website is available in German, French, Italian and English.

gENERAl REgUlATIONS ON ENTRY

Foreign nationals require a valid and accepted travel do-cument to enter Switzerland. In addition, a visa is required in certain cases. Furthermore, sufficient funds must be available or procurable by legal means to cover the cost of living during the transit through or the stay in Switzerland. Foreign visitors who have entered Switzerland in compli-ance with the relevant regulations and are not taking up any form of employment require no permit of sojourn if the duration of their stay does not exceed three months. ACCOMPANYINg PERSONS

For Team Members not covered by the OC and sharing room with a Team Member whose accommodation is covered by the OC, the charge of 50% of the room rate will apply.

Judges bringing an accompanying person will be charged the difference between the single and twin bed room.

ExTRA SERvICES ANd INCIdENTAlS

Visitors should take note that the mini-bar, Pay TV and outside telephone calls are only available with a perso-nal credit card or deposit at the hotel reception. For all individuals and rooms, hotel extras, including such services as telephones charges, Pay TV, room service, mini-bar, laundry and dry cleaning are visitor’s own responsibility and they shall be settled directly at the hotel front desk upon check-out. Each member federation is responsible for all incidentals occurred.

ChAPERONSPersons wished to be registered by the federations as official chaperons (one per competitor) must be announced on the Entry Form “Composition of Delegation” (Form C 01). Chaperons will not receive an accreditation but will be regis-tered in the accreditation center upon arrival. The officially registered chaperons will receive a bus permit which will also allow them to visit the practice sessions in the main and the practice arena. Chaperons will not receive any special price tickets to the competition events or the Exhibition.

The Organising Committee does not automatically make hotel reservations for Chaperons. Availability in the official hotels cannot be guaranteed until all team members are confirmed. Chaperons and Non Accredited Visitors (and team members not paid by the Organizing Committee) who wish to arrange their own accommodation should book their hotel rooms independently via www.bern-incoming.ch. There are hotels of various sizes and price ranges available in Bern. There is not shuttle bus service from these hotels, but those with appropriate bus permit may join the shuttle bus service at one of the official hotels.

MEAl SERvICEAccredited persons with a full accommodation will receive voucers for daily meals. The Organizing Committee will provide and cover the expenses for meals for all competi-tors participating during the period beginning with dinner two days before the competition in which they compete and ending with breakfast (lunch if they cannot leave in the morning) on the day after the final Free Skating/ Free Dance. Meal expenses will be covered for all competitors invited to participate in the final exhibition gala; the covered expenses for meal and lodging will end with breakfast (lunch if they cannot leave in the morning) on the day following the exhibition.

The Organizing Committee will provide and cover the expenses for rooms and meals for all Competitors partici-pating, Technical Controllers and Technical Specialists and for one Team Leader of each participating ISU Member. If competitor(s) of a team are invited for the final exhibition gala, the covered expenses of one Team Leader for board and lodging will end with breakfast (lunch if they cannot leave in the morning) on the day following the exhibition.

The Technical Controller, Technical Specialists, Referee, Data and Replay Operator will be covered by the Organi-zing Committee beginning with lunch two days prior to the first competition in which they officiate and ending with lunch on the day of the Round Table Discussion for Officials. Also all Judges and all alternate Judges who were called to attend beginning with dinner two days prior to their first competition in which they officiate and ending with lunch on the day of theRound Table Discussion of the event in which they officiate.

The meal tickets are only valid on the day indicated on the respective voucher. The vouchersare numbered and the number must correspond with the number on the accreditation card of the person entering the dining room.Separate drink vouchers for beer and wine will be available for designated accredited persons. The vouchers are valid in all hotel restaurants.

Should any Competitor, Team Leader or Official arrive ear-lier or stay longer, the costs for accommodation and meals are at the burden of the user.

All extra expenses, including hotel incidentals, incurred by any Team Member or any other person will be the responsi-bility of the individual and must be paid prior to departure.

REgISTRATION ANd ACCREdITATIONAll ISU Office Holders, official invited Guests, ISU Event Officials, Competitors, Team Leaders, Team Officials, Team Medical Staff and one Coach (per competitor), IMG and parts of the OC taking part in the event must register upon arrival at the Hotel Accreditation Center at Hotel Allegro Bern.

The accreditation Office for the ISU Officials and teams at Hotel Allegro Bern will be open starting from Saturday January 22nd until Saturday 29th January, 2011. Media representatives will be handled at the Media Accreditation Center (PostFinance-Arena) starting Friday 21st January, 2011. Accreditation will not be issued without presentation of a valid passport.

All skaters and judges will be required to present their passport (and clearance certificate if passport is not the same as the Member entering the skater) prior to receiving accreditation.

No accreditation for competitors will be issued without submitting: the original and signed Declaration Form and two copies of the competition music together with the exact music information (title, composer, running time). All competitors must hold a valid health insurance.

ThE vENUE The PostFinance-Arena The PostFinance-Arena with its modern infrastructure will be the setting for the ISU European Figure Skating Cham-pionships 2011. For the Ice Hockey World Championships 2009, the stadium was completely renovated and bought up to the latest technical stand. Under normal operating conditions it can accommodate up to 17000 spectators. For the European’s 2011 the PostFinance-Arena will be converted to a stadium with only seats (capacity 7700 spectators). The stadium was originally named Allmendsta-dium (1967) and later BernArena.
