EU ANNOUNCES NEW REGULATIONS

The new regulations lay down rules and common standards to:

1. Ensure stability and structure of MMFs

2. Guarantee MMFs invest in well-diversified assets of a good credit quality

3. Increase the liquidity of MMFs to insure that they can face sudden redemptions requests

The key takeaway of the reform is that non-Government CNAV funds will no longer exist in their current form after 20 January 2019. Instead, a new fund type for Europe will be introduced called the Low Volatility Net Asset Value (LVNAV) fund. Much like today’s non-Government CNAV funds, the LVNAV fund will trade at a stable price per share, so as long as the shares do not deviate from the actual NAV by more than 20 basis points – CNAV funds are cur-rently allowed to deviate by 50 basis points. One other noticeable differ-ence is the accounting methods per-mitted, where CNAV is calculated by Amortized Cost Accounting, the LVNAV will only use Amortized Cost Accounting for securities up to 75 days maturity.

Like the Government CNAV, the LNAV will have the same require-ments for maximum WAM, WAL, and Individual Security Maturity; minimum daily and weekly liquidi-ties of 10% and 30%, respectively; and codified fees and gates, which have always been a component of EU non-Government Funds.
