    Kilman has described the

    Japanese Government as

    amongst the main contribu-

    tors to economic growth and

    social services in Vanuatu by

    complementing Vanuatu Gov-

    ernment eorts in a number

    o Vanuatu development initi-

    atives. Prime Minister Kilman

    highlighted some o the con-

    tributions by Japan to Vanuatu

    which, he said include sup-

    port or inrastructure devel-

opment such as parts o the

    Eate Ring Road, bridges in

    strategic locations,Sarakata

    Hydro project, and the reha-

    bilitation o the main whar

in the capital Port Vila includ-

ing the tug boat and the pilot

    boat.

    The Prime Minister Sato

Kilman was speaking at a cer-

    emony yesterday morning that

    saw two Signings between

    the Japanese and Vanuatu

    governments. One was a

    signing o Exchange o Note

    between the Vanuatu Minister

    o Foreign Aairs Alred Car-

    lot and Japanese Ambassador

    to Vanuatu Yutuka Yoshizawa

    that ormalized Japans com-

    mitment towards the Vila

    Central hospital improvement

    project. The second was the

    signing o Grant Agreement

    between Mr. Suzuki,JICA rep-

    resentative and Vanuatu For-

    eign Aairs Minister Alred

Carlot or the Vt; 70 Million

    towards the Vila Central Hos-

    pital Improvement Project.

    First and oremost, I

    wish to particularly thank

    the Japanese Government

    or ormally approving the

    Redevelopment o Vila cen-

    tral Hospital project. The

    signing o the Exchange

    o Notes or this milestone

    project is signifcant or the

    Government and the people

    o Vanuatu given the empha-

    sis in the Government poli-

    cy priorities to improve the

    delivery o health services

    to the people o Vanuatu,

    says the Prime Minister at

    the signing ceremony yes-

    terday morning. Prime Min-

    ister Kilman also expressed

    the Governments gratitude

    to the Japanese Government

    or the assistance provided to

    the improvement o sanitary

    initiatives, in particular, the

    decrease o solid waste quan-

    tity or saer environmen-

    tal conditions, notably waste

    management in Port Vila and

the promotion o the 3 Rs

    Reduce,Reuse,Recyle imi-

tative. And the list goes on

    and on, the Prime Minister

in the Korman area on the

    Teouma Road has been pur-

    chased by a developer despite

    the school possessing a special

    lease and status o reserved

    or educational purposes.

    The school can accommo-

    date approximately 350 stu-

    dents.

    Vila City College is being

    destroyed at a time when

    enrolments in 2010 increased

    by 8% over 2009 and a ur-

ther large increase is expect-ed in last years igures

    when available. An addition-

    al increase is also expected

again this year with the next

    intake. There has been great

    pressure on classroom space

    or several years.

    The school buildings were

    constructed to a high stand-

ard, and a number o peo-

ple have been able to live in

    the buildings since the school

    was closed. Classes stopped

    because the ormer owner

could not complete fnancialobligations to his bank.

    Despite the reserved sta-

    tus, the premises have been

sold and the lease goes to a

    commercial developer who

    appears to employ sever-

    al Asian oreign investors in

    driving the bulldozers and

    removing the corrugated iron

rom the rooing o the 10

    classrooms.

explain why the work is being

    undertaken.
