Where to Livein RetirementBy Matilda Charles

Where's the best place to retire? In your state or hometown, or rightwhere you are? The answer mightnot even be in the United States.

The 2015 Global AgeWatch Indexis an eye-opener. First on the list isSwitzerland as the best place for old-er people to live. It was followed byNorway, Sweden and Germany. Sowhere on the list is the UnitedStates? Number nine, right behindIceland and Japan.

Some of the typical warm-weath-er retiree countries ranked as fol-lowed: Spain (25), Costa Rica (28)and Thailand (34).

Each country was ranked on 13 ar-eas, consolidated into four key points:enabling environments, income secu-rity, health status and personal ca-pability.

Yet the whole story about a coun-try might depend on which list youread. For example, while the GlobalAgeWatch Index ranks Australia atNo. 17, another less-scientific studyranks it in fifth place. And the CostaRica in 28th place becomes the No. 1spot in another list.

If you're searching online for in-formation about retirement loca-tions, beware. Consider the source ofthe information. Read the fine print. If kudos go to a country because ithas an easy visa and residency pro-cess, that doesn't tell you what it willbe like once you live there.

If a "study" was written by an in-vestment company telling you whatyour likely monthly costs will be,that's fine, but it doesn't tell youabout the quality of life and healthcare. Panama, coming in at No. 20on the AgeWatch Index, gets highmarks on another list because thosewho can prove a $1,000 monthly in-come are given discounts on enter-tainment and phone bills.

sored by CongressmenGene Green, and Al Green.Gene Green reminded theaudience that the publiccan still sign up for ACA,the Affordable Care Act,until January 31. Com-menting on the Republicanattempt to replace the ACAact, he said “Mend it-Don’tEnd it.”

In some fiery rhetoric,Al Green said that if“TrumpCare” replaces“ObamaCare” some 20 to30 million people will losehealth care. The local Har-ris Health department willalso lose money. He com-mented that he and GeneGreen had worked togeth-er on this issue since 2005,and he characterized Geneas “the Friend of the Work-

ing People.”Sylvia Garcia said that

now in Texas 1 millionpeople rely on ACA, andthe state should expand itto include Medicaid for anadditional 1.2 to 1.3 mil-lion who do not now havehealthcare. She deridedthe Republican plan as“TrumpNoCare.”

Walle said that as amember of the budgetcommittee in the state leg-islature, he is working tokeep the ACA programand expand Medicaid. Heagrily denounced what hetermed failed leadershipat the state level,

He characterized theneed for the ACA act as amatter of Life and Death, and the public need the vi-tal health coverage thatthe state is withholding.

He reminded the audi-ence that the main bene-ficiary of Medicaid is theelderly and children.

Commissioner RodneyEllis, recently elected tohis position in HarrisCounty Precinct 1, saidthat the ACA act is themost important issue fac-ing the county, becausehealthcare is the largestitem in the budget, withthe justice system follow-ing second. However, henoted that much expenserelated the administeringthe justice system, andjail, is related to health-care costs.

Congressman GeneGreen concluded on a som-ber note, “If you don’t haveHealthCare, you will die.”

Green was recentlynamed as the rankingDemocratic member of the

subcommittee on Health inthe 115th Congress.

He said “It is an honorto continue to serve in lead-ership on the Health Sub-committee on behalf of ourDistrict and all Americans.”Because of our work 20,000people in our District and20 million Americans arebenefiting from the Afford-able Care Act and from oth-er key legislation that isincreasing families’ andchildren’s access to healthcare.”

Green added, “The Com-mittee on Energy and Com-merce will be on thefrontlines against theTrump Administration andCongressional Republicanswho are quick to repeal theACA without a plan, pro-posed legislation, or an ideaof how to replace it. Ourbattle is to make sure thatRepublicans know the hugecost that the American peo-ple will bear because oftheir decision to put politicsover the interest of our cit-izens.”

During the 114th Con-gress, Rep. Green was anactive member of theHealth Subcommittee andworked to address pressinghealth care issues. Theseincluded Medicare Accessand CHIP Reauthorization, legislation to increase helpin treatment of prescrip-tion opioids abuse, the pas-sage of the 21st CenturyCures Act, which will accel-erate cures to patients, es-pecially in the field ofcancer, and funding bills forCHIP and CommunityHealth Centers.

THE PERFECT PROPOSALYou've found the right

person. You've found theright ring. Now you have tofind the right moment topop the question.

So how do you makeyour proposal turn outflawlessly? We have plen-ty of tried-and-true tips tohelp you, but overall, it allcomes down to just onething: effort.

Putting in real effort, thought and love into yourproposal makes all the dif-ference. Remember, yourproposal doesn't have tochange the world. It justhas to show your partnerthat they mean the worldto you.

Here are a few tips thatwill help you along theway:

KNOW THE ANSWERYour proposal should be

surprising, but it shouldn'tcome directly out of leftfield. Before you pull a ringout, have a good idea howyour partner will respond."Will you marry me?"shouldn't be your first dis-cussion on the subject.

RULES OF THE ENGAGEMENT(RING)

Here’s where a little bitof effort goes a long way.The history of the diamondas an engagement ringfirst became popular in the1930’s, but the idea of anengagement ring has beenaround for centuries.

If you’re still deciding ona diamond engagementring, consider doing somewindow shopping withyour partner prior to mak-ing a purchase. If you wantto keep things more secre-

tive, talk to your partner’sfriends and family to get afeel for their taste.

Another option is to usea stand-in ring for the pro-posal. Perhaps you can usetheir great grandmother’sdiamond engagement ring, and then take your partnershopping later. (A trustedjeweler can tell you every-thing you need to knowabout how to buy a dia-mond and will take thetime to help educate bothof you).

PEACE-OF-MINDDo your homework be-

fore buying the engage-ment ring. Mostimportantly, find a jeweleryou trust.

And, since you’re mak-ing such a big investment, make sure you insure thering as soon as you pur-chase it. Your knowledge-able jeweler should bewilling and able to discussthis with you. One optionis that you may be able toinsure it for an additionalcost under your homeown-er's or tenants insurancepolicy.

ASK PERM ISS ION, NOTFORGIVENESS

Before you take a knee, take the time to speak withyour partner's parentsfirst. Asking permission isa tradition carried sincethe Roman times, and it’sa great way to make a goodimpression on your futurein-laws.

BE CREATIVEThis is your chance to

shine. A good Jewelershould have several ideasthat will help you to be cre-ative when "popping the

question". You could alsouse modern technology fora Twitter proposal.

No matter what you do,just put your heart into it.Here are a few ideas to getyour started:

LOCAT ION, LOCAT ION,LOCATION

Propose via video or inperson from an extremelocation - atop a mountain, while skydiving, or on theshores of a romantic andfaraway beach.

KEEP IT TRADITIONALIn an intimate setting,

preferably one with fami-ly and friends waitingnearby, drop to one kneeand let your heart do thetalking.

SPREAD THE NEWSYour partner will most

likely handle this for you,but make sure to share thebig news with people youknow. You might also con-sider sending out an en-gagement announcement.

CELEBRATEYou did it! Consider

toasting your engagementwith a night on the town,a glass of bubbly or a cele-bration with friends andfamily.
