The Editorial team of "The Chilka"wishes every member a HappyNew Rotary year 2013-14. TodayRtn. Satyadev Khemani popularlyknown as 'Pappu' will be formallyinstalled by his predecessor IPPRtn. E.Siva Prasad Rao as the firstPresident of Rotary Club of Berh--ampur under the new R.I District3262. IPP Rtn. E.Siva Prasad Rao (Babulu) will be remem-bered not only as the last president of Rotary Club ofBerhampur under the erstwhile undivided R.I District of 3260but also as the "Ever smiling President" of our club. He hasleft no stone unturned to make his year a memorable onewith lots of community projects and many more family ofRotary programs.Our IPP Rtn. Babulu has left a certain footprint that willallow Rtn. Pres.Pappu to further tread on his mission un-equivocally. Pres.Pappu has done his homework well withhis select team of goal focused bravehearts, who are wellequipped to achieve any goal bestowed on them. Pres. Pappuhas already drawn an ambitious plan that will cater well tothe needs of the community with greater focus on "Fellow-ship" and "Rotary Swargadham". The ever devoted andsteadfast president is all set to shell out his prowess for theclub's advantage with great charisma and vigor.One could presume from his approach that he's prepared toaccomplish everything at one go. He has the strong back-ing of Rtn. Rajesh Choudhury who will deputize him as Hony.Secy. Rajeshji is very articulate and understands his re-sponsibility very well. He is highly calculative and receptivetoo. Both Pappuji and Rajeshji along with the stalwarts likeSanat, Ajit Raju, Sivanarayana, P.K.Acharya, Murali,Dr.Bhartudu, Suresh Saraf, Gopiram, Ishaque, Deepak, VVRNRao, Dr. Manmadha Rao, P.S.N, Ranjit Panda, Santosh Sahu,K.K.Mishra & P.K.Rajeev will all exemplify a new and power-ful approach to leadership in this great club of RID3262, not

to mention all other members who are very much commit-ted to extend all their support.High on his agenda are the three P's Presence that is atten-dance, Philanthropy i.e. Service, Partnership that deals withfellowship with members in addition to our club's dreamproject.As for me I am the first editor of RC Bam under the new RID3262. I am working my mind and contriving hard to writethis first editorial of the inaugural edition of the 59th edi-tion of The Chilka. I along with my experianced and won-derful colleague P.Parthasarathi are particularly endeavor-ing hard to be more rhetoric and candid in our approach willbring out interesting articles and events to increase youreadership and to create a niche-grip in the realm of Rotarynews and events.At this juncture what we require mostly is your best supportand valuable assistance in our quest to make Chilka themost sought after weekly Rotary magazine. I along with my colleague P.Parthasarathi and all the officebearers and standing Comm. Rtn. Rabi Narayan Nanda born on23rd May became a Rotarian in 1998with charter membership in RotaryClub of Bhubaneswar Cosmopolitan,where became the President in 1999.Later he joined as the Charter Memberof Rotary Club of Bhubaneswar Royal in2000.

Rtn.Nanda is a Post Graduate in English & Bachelor of Lawfrom Utkal University. Rtn. Nanda is a Civil Service Officerhaving served in important assignments in the Governmentof Odisha and at present he is Municipal Commissioner ofthe Millennium City, Cuttack and the Vice Chairman ofCuttack Development Authority. He is a writer of short sto-ries, a lyricist and a poet with 2 publication to his credit

namely 'Astaragara Bhinna Range‘ and ‘Nisiddha Mrugaya'.Rtn. Nanda is also a Music Director who has co-directed themusic of unique Musical Album of ‘Geeta Gobindam'. Rtn.Nanda has also directed the Music of Oriya Movie "PahiliRaja"which was his debute as a Film Music Director. He hasalready got the "Chalachitra Jagat Awards", "ChitralipiAwards" and "Banichitra Awards" as the best Music Directorfor 2010 for his Music direction in Pahili Raja.

Being a very successful organizer Rtn. Nanda is associatedwith many Organizations as its member and office Bearer.He has been the secretary of OAS Association from 2000 to2010 and is now its President. He is also the President ofOdisha Secretariat Cricket Association, an Executive BodyMember of Utkal Sahitya Samaj and Bhubaneswar Club, lifemember of Indian Red Cross Society, TASWEL & KalavikashKendra, Cuttack, a Member of DAV Management Commit-tee for Chandrasekharpur and Pokhariput, Bhubaneswar.

As a Rotarian he has excelled in his assignment as Asst. inthe Year 2006-07 as the best Asst. Governor for the year inDist. 3260. He has also successfully taken the assignmentsof Revenue District Co-ordination of Polio Plus and ZonalChairman for Membership Development and Extension, RoadSafety, Development and Member District Training Commit-tee in Various Rotary years. He has very successfully orga-nized two District Assemblies as Chief Co- coordinator in2006 and the Co-Chairman in 2009-10.

Rtn. Nanda's hobbies are Music and Cricket. His wife AnnKalyani is an active member of Inner wheel Club ofBhubaneswar Royal. Rtn. Nanda is blessed with a son‘Susobhan' who is an Engineer in Tata Motors and happilymarried to Sushree and a Daughter 'Sulagna' who is a Man-agement Graduate. She is happily married to Satyanarayanwho is an Engineering Executive in ABB in QATAR.

After a Post GraduateDiploma in Business Management,he completed a Diploma in InteriorDesigning.He is the Chief Executive of Mitra Technical Service a firmthat undertakes Turnkey Interior Designing & Furnishingprojects for Multinationals & Indian corporate giants. Thefirm also imparts training to Interior Designing studentsfrom reputed Institutions. He is also the Director of Mitra

He served as Club President in 1996-97 & achieved a record membership growth of 120% forhis Club. He served the District twice as the Asst. R.I PRESIDENT’s Monthly messages - July 2013

Dear fellow Rotarians,This is an incredibly exciting time to be a Rotarian. ThisRotary year can be one of the greatest years we have yetexperienced in Rotary – but it is up to each one of us. Weare now writing the last chapter in our fight against polio.While it has been a long, hard journey, we have learnedmany valuable lessons. We have learned that as a group wecan move mountains, we can change people’s lives for thebetter, and we can honestly make a difference in our world.Perhaps the greatest lesson has been that the more we chal-lenge ourselves, the more we can achieve.We are also embarking on a new chapter in the storied his-tory of our Rotary Foundation. We have the rare privilegeof launching an entirely new grant structure we’ve come toknow as Future Vision. It gives us the opportunity to chal-lenge ourselves to do the absolute most we can, with all ofour resources. Just think how much more we can do with astronger Foundation, with stronger clubs filled with moreRotarians who are fully engaged in Rotary service.It’s time for us to recognize that the real challenge we faceisn’t just bringing new members into Rotary. It’s turning allmembers into true Rotarians. It’s helping members get en-gaged in Rotary – helping them realize the potential theyhave, and how their Rotary service can change lives. Weneed to make sure that every member is active and con-tributing, and making a real difference – because when you’redoing meaningful work in Rotary, Rotary is meaningful toyou.When we realize what we can achieve in Rotary – when wereally engage Rotary – that’s when lives change. We change

the lives of the people who need us. That is inevitable. Andalong the way, our lives are changed as well. That is alsoinevitable. That’s what our theme is all about in 2013-14:Engage Rotary, Change Lives.It’s time to open our eyes to the potential each of us hasthrough Rotary. Rotary lets us reach higher, do more, and bea part of something larger than ourselves. No matter howmuch we give to Rotary, we get more in return. And that,too, is inevitable.In 2013-14, let’s turn all of our potential into reality. It’s upto us. We can do it by engaging in Rotary service, by get-ting involved, by staying inspired, and by remembering ev-ery day the gift we have in Rotary. Together, we will EngageRotary, Change Lives

The new Rotary year: Changes you should knowaboutFor three years, 100 districts have been testing Future Vi-sion, a pilot of The Rotary Foundation’s new grant system,which was designed to increase Rotary’s effectiveness dur-ing the next century of service.As the new Rotary year dawns, the future has begun. Alldistricts begin using the simplified grant structure 1 July.Districts have already been completing the qualificationprocess and qualifying their clubs. A number of clubs anddistricts have begun preparing and submitting grant appli-cations.There will be three types of grants: global, district, andpackaged. You can learn about all three types, and get moredetails about the application process, on Rotary’s grantmicrosite .Also on 1 July, new leaders will take office at the club, dis-trict, and international levels.Ron D. Burton, of the Rotary Club of Norman, Oklahoma,USA, will become Rotary’s 103rd president and will encour-age Rotarians to Engage Rotary, Change Lives .Anne L. Matthews, a member of the Rotary Club of Colum-bia East, South Carolina, USA, will become the first womanto serve as vice president. Matthews, a former director ofSouth Carolina’s Department of Education, is president ofMatthews and Associates, an educational consulting firm.Read her biography.Dong Kurn Lee, of the Rotary Club of Seoul Hangang, Korea,will take over as Rotary Foundation trustee chair. Read hisbiography and download his convention speech.Other changes for 2013-14:Rotarians will be allowed to form satellite clubs, whose mem-bers meet at a different time and location from their par-ent clubs. The change, approved by the Council on Legisla-tion in April, is intended to make it easier for members todevelop the core for a new club.Districts will be able to form an unlimited number of e-clubs. The Council removed a limit of two e-clubs per dis-trict. The change is designed to bring in new members andappeal to young professionals, who may be less able to meetin person weekly.The name of Rotary’s fifth Avenue of Service will changefrom “New Generations Service” to “Youth Service.” Thischange was also approved by the Council. In 2010, this av-enue of service joined Club Service, Vocational Service,Community Service, and International Service.The dues Rotary clubs pay Rotary International will increaseUS$1 to $53 per member.A redesigned Rotary website will be launched in late sum-mer.The RI Board of Directors will seat nine new directors 1 July,along with 2013-14 President-elect Gary C.K. Huang, of theRotary Club of Taipei, Taiwan. Tax Deduction on Purchase of ImmoveableProperty

Section 194-IA of the Income Tax Act, 1961

After section 194-I of the Incometax Act, the following section wasinserted with effect from the 1st dayof June, 2013, namely:—

‘194-IA Payment on transfer of certain immovable prop-erty other than agricultural land.—(1) Any person, be-ing a transferee, responsible for paying (other than theperson referred to in section 194LA) to a resident trans-feror any sum by way of consideration for transfer ofany immovable property (other than agricultural land),shall, at the time of credit of such sum to the account ofthe transferor or at the time of payment of such sum incash or by issue of a cheque or draft or by any othermode, whichever is earlier, deduct an amount equal toone per cent of such sum as income-tax thereon.

(2) No deduction under sub-section (1) shall be madewhere the consideration for the transfer of an immov-able property is less than fifty lakh rupees.

Explanation.—for the purposes of this section,—

(a) “agricultural land” means agricultural land in India,not being a land situate in any area referred to in items(a) and (b) of sub-clause (iii) of clause (14) of section 2 ;

(b) “immovable property” means any land (other thanagricultural land) or any building or part of a building.’

This amendment will take effect from 1st June, 2013.

Analysis of new TDS Section 194-IA

1. This amendment will take effect from June 01,2013 for sale of immovable property (other thanagricultural land) where consideration is Rs. 50 Lacsand above. 

2. The property may be in the nature of land, build-ings or flats. Both residential and commercial prop-erties are covered under this provision. However,the deduction does not apply to purchase of agri-cultural land which is not located within municipallimits or within the specified distance from mu-nicipal limits.

3. The section requires TDS to be deducted at 1% ofthe price being paid by the purchaser of an im-moveable property, irrespective of quantum of capi-tal gains. Purchaser and seller may be anyone i.e.individual / HUF /AOP / BOI / Partnership firm /LLP / Company / Artificial juridical person. No TDSis required to be deducted where total consider-ation is less than Rs 50 Lakhs.

4. If the seller does not have/provide a PAN, the rateof TDS would be 20%.

5. Such TDS would be deducted irrespective of whothe seller is whether a builder or a flat owner mak-ing a sale.

6. Deductor must be very careful in filling up PAN de-tails. In case wrong PAN is entered, there is no fa-cility of correcting the same online. The only op-tion available is to approach the Assessing Officeror TDS-CPC

7. Any tax deducted under section 194-IA will bea. Deposited within 7 days from the end of

month in which tax was deductedb. Deposited by way of Challan-cums-state-

ment in Form 26QBc. Deposited electronically into RBI/SBI or any

authorized bank8. NSDL site has already provided a new link “TDS on

sale of Property” under e-Payment of Taxes to elec-tronically deposit such TDS. It is mandatory to pro-vide PAN of both transferor and transferee. Com-plete address of transferor and transferee is to begiven. About property, complete address, value con-sideration, date of agreement and whether paymentmade in lump sum or installment is also to be pro-vided in the online form.

9. TDS Certificate in respect deduction under section194-IA will be issued by Deductor in Form No 16B.Form 16B has to be issued within 15 days from thedue date of depositing tax (i.e. within 22 days ofthe end of the month in which the tax was deducted).Form 16B will have to be downloaded from incometax web portal

10. The purchaser is exempt from the obligation toobtain TAN, which is otherwise mandatory for alldeductors. Purchaser is not required to obtain aTAN as the Forms 26QB and 16B are to be filed us-ing the PAN details of the parties to the transac-tion.

11. Usually, tax has to deducted either at the time ofcredit or payment of consideration, whichever isearlier. In most of the cases of individuals purchas-ing immoveable property, the question of credit ofconsideration in the books of account should notarise, as there would usually be no books of ac-count maintained for such transactions. Therefore,effectively TDS would be required to be deductedat the time of payment

Fortunately, the purchaser deducting such TDS is not re-quired to comply with the cumbersome TDS procedural re-quirements applicable to other TDS deductors, such as ob-taining a Tax Deduction Account Number, filing a TDS re-turn, issuing a TDS certificate, etc. All that he is requiredto do is fill in a form online (www.tin-nsdl.com) or eithermake an e-payment or physical payment with the bank.Thanks to Government in this regard.

Our club organized its 1st Club Assembly for 2013-2014on 1st July,2013 (Monday) at R.C.S Hall, at 9.30 a.m. P.P.Rtn. Ranjit Panda, guided the deliberations. The plans andobjectives of the year were discussed by the Standing Com-mittee and other Committee Chairmen.3. A Blood Donation camp was organized by our club in asso-ciation with ABVD, Orissa on 1st July 2013 at our club pre-mises and inaugurated by PP.Rtn.Dr.J.Bharatudu. 22 unitsof blood were collected from Rotarians and non Rotarians.The Camp was organized by the Committee Chairman Rtn.
