As Chair of the Centre City Advisory Committee (CCAC), the community planning group for downtown SanDiego, I’m writing to request your serious consideration of grant funding under the auspices of the SANDAGSmart Growth Incentive Program.
As you may know, the CCAC is a 28-member body that represents downtown homeowners, tenants, businessowners and civic organizations. As evidenced by our Community Plan, we embrace the notion that downtown isan appropriate place to absorb the region’s expected population growth and we welcome the density that wouldresult in our neighborhoods,. That being said, we firmly believe that supportive infrastructure must match thatdensity. That infrastructure comes, in part, in the form of active public open space and connective, navigablethoroughfares that support a broad range of transportation modes. To that end, we are championing grantfunding for four projects -- two planning and two capital improvement projects. We believe strongly that thesubmitted projects are consistent with the goals for San Diego as a whole. Funding for these projects is anongoing challenge, so we are excited about the possibility of obtaining grants in order to continue our collectiveprogress toward a greener and more livable city.
Please allow this letter to serve as support for the Island Avenue Green Street Mobility Improvements project,which encourages alternate, greener modes of transportation:
By putting in new sidewalks and bulb outs, this project will clearly enhance walkability along a keycorridor in the downtown community.The proposed “sharrow” markings will promote bicycle usage along this quieter street.
This project has been planned for many years but requires funding to finally see it through to completion. Weask you to consider grant funding for this effort to help enable the viability of non-car based transportation.

The East Village Association, Inc., the nonprofit corporation that manages the East Village BusinessImprovement District, mission is to support and promote East Village businesses by establishing ourcommunity as San Diego’s livable urban village. EVA’s vision statement is “East Village will be recognizedas San Diego’s vibrant, diverse, urban community where residents and the entrepreneurial spirit thrive—adistinct mix of arts, culture, education, and entertainment. We represent about 700 businesses and 10,000residents.
On January 10, 2013, the EVA Board voted to support Civic San Diego’s grant application for Phase IIwidened sidewalks and bulb-outs for enhanced pedestrian safety and installation of bike sharrow markings toconnect Sherman Heights to Front Street.
The East Village is emerging as a pedestrian- and bike-friendly neighborhood. We have four educationalinstitutions in the district: San Diego City College, Thomas Jefferson School of Law, NewSchool ofArchitecture & Design, and the Fashion Institute of Design & Merchandising and will soon welcome e3 CivicHigh School in the new Central Library. We are taking proactive steps to encourage bike safety andpedestrian safety. This project would be a key factor in creating a livable urban village.

Board Members,
The San Diego Downtown Residents Group strongly supports the application of CivicSan Diego for your Smart Growth Incentive Program. Specifically for the Island Ave.Green Street Mobility Improvements.
As a 25 year old organization representing home owners and tenants in Downtown wehave always supported increasing the walkability and bicycle friendliness in our urbanarea. The completion of Island Ave is a priority for us. Our first pedestrian and bicyclefriendly street in Downtown was on the verge of completion when redevelopmentceased. This 20 block long corridor with popouts at nearly every corner, wide sidewalksand sharrows, provides an East West corridor, that with its linkage to the MLKpromenade at the Children’s Museum, allows a pleasurable passage from the Barrio tothe Embarcadero. A single block remains to be completed. Some funding is availablefrom the Community Parking District but is insufficient in itself to finish this project whichis ready, but while out for bid, was affected by the demise of redevelopment..
Your grant for the Island Ave. Green Street Mobility improvements would provide theability to complete this link and demonstrate that pedestrians, bicycles, and cars cancoexist in an urban environment.

The East Village Residents Group (EVRG) represents over ten thousand (10,000) residents who live inthe East Village District of Downtown San Diego. EVRG’s mission is to promote a better quality of life forevery resident of East Village. The East Village Residents Group wholeheartedly endorses the grantapplication submitted by Civic San Diego, aka Centre City Development Corporation, for the IslandAvenue Green Street Mobility Improvements.
There has been great enthusiasm among our residents for the completion of the San Diego Bike MasterPlan. Many San Diegians regularly bike for recreation with a growing number biking to work. Improvedbiking amenities would entice additional Downtown residents to regularly bike to work and to shop on adaily basis. Bike improvements would result in decreased reliance on automobiles and would lessencongestion on Downtown streets.
