Models for effective deployment of micro grids

Pakistan is already facing acute shortage of electricity and long duration of load shedding has effected not only the economic but also the social life of people especially women and children.
The situation is worsen if we consider the upper areas of Pakistan like Gilgit Baltistan and other Districts of Khyber Pakhthunwa such as Chitral,Upper Dir,Swat etc.
The people living in these areas are not only politically marginalized but also lives in remote and scattered hamlets and have no access to sustainable energy sources.
People are also forced to cut forests to use wood as fuel for their domestic uses like cooking and heating which is also a great threat to environment

Micro and Mini hydal power projects are the ideal solution for providing sustainable & cheap energy to the people living in these remote areas.
AKRSP is pioneer in providing sustainable energy to people living in the most remotest areas of Pakistan like GB and District Chitral of KP through community based renewable energy projects such as Micro and Mini hydro power projects.

Micro and Mini hydel power projects of AKRSP funded by donors like PPAF,WB,SDC,USAID,KFW etc. has spread over three regions Gilgit,Skardu & District Chitral of KP.
Around 191 Renewable energy schemes are operational and is providing sustainable energy to people living in these remotest districts with a total generation capacity of 14.35 MW.
Micro and Mini Hydel Power projects proved the best solution in providing sustainable energy in these areas where water is abundantly available.

Community Driven Approach for the Construction & Maintenance of Renewable Energy schemes
Community participation is ensured through Community organization for the Construction & Maintenance of Renewable Energy Schemes i.e. Micro Hydro's.

Off grid Systems• The MHP projects introduced by AKRSP in GBC are mostly providing electricity in
off grid areas with a prime focus on providing electricity for lighting, cooking, heating and for some small businesses.
• In some areas the power generation is merely enough for lighting purpose only but in other areas, the MHPs generate electricity more than the existing demand.
• This situation has pushed AKRSP to think about developing a new system for improved power management and more productive use of energy created by micro hydels with varied capacities.

AKRSP-New Hydro Development Strategy
AKRSP’s new hydro development strategy entails the elements of scaling up (size and efficiency), connecting small units for stable supply of electricity in a minigrid, and creating economic opportunities by using clean energy.Under this strategy;• MHP based off grid electricity systems will be mainstreamed in minigrids valley ‐
wise. • Entrepreneurship based business models will be introduced in areas covered by
minigrid system.• Funds will be created to meet the financial requirement for electricity access
projects.

AKRSP-New Hydro Development Strategy...
• Transform from informal community management to formal “community based power utility companies” for operation and management of the projects
• Resources from industry and businesses will be pooled under Corporate Social Responsibility (CSR)
• Financing for electricity access projects will be put in priority sector development.
• Women will be involved at every step in electricity access programme.• Build a robust aftersales services network of third party local service providers by
developing contractual obligations between Community Owned MHPs and service providers
• Provision of technical training to entrepreneurs and operators.

Scaling Up• AKRSP has recently constructed two larger minihydel units 500 KW
and 800 KW in Laspur and Yarkhun valleys of District Chitral,KP,Pakistan.

Scaling Up….• AKRSP has also established two Utility Companies for the Operation
and Maintenance of these large hydels.
• AKRSP is also planning to start feasibility study for local minigrid along these larger units.

Scaling Up….• There are other small units ranging from 100-300 KW within these
valleys of which feasibility will be conducted for grid connectivity.

The following Utility Companies have already been established under the Securities & Exchange Commission of Pakistan to operate and maintain the projects as business enterprises.
Operational Model & Set Up The Utility Companies operational model will be on a “centralized basis”. For Initial setup, space for a central office will be provided by AKRSP Chitral office in their existing office building. Separate site offices will be established at each of the three locations, preferably near the plant so they will also be working as control room. The salient features of the operational model will be as follows:- Strong monitoring and supervision at all levels Low cost and fast innovative Simple and transparent billing / accounting system Effective fund management Simple and hierarchical organization Prepared Meter installation is also in pipeline

Government Ownership and Inspiration of Developmental Work in Energy
Government of KPK is also inspired by the community driven approach of providing sustainable energy by AKRSP & other RSPs.
Government of KPK took initiative to construct 356 MHP’s in 7 districts of KPK including chitral through community development organizations.
