Revised Business Data Standards and Controlled Lists as a result of
SEN, Admin Unit and Language Type changes

Issue
1. Approval of new, amended and deprecated standards
Recommendation
2. The Board is recommended to approve the changes to standards and
controlled lists that are detailed in the tables in Annex A. These changes
have been broken down into each individual area and are summarised as
follows:
a. Admin Unit:
i. Business Data Standards:
1. 2 new standards: approve with a status of ‘Approved:
Recommended’
ii. Controlled Lists:
1. 1 new controlled list: approved with a status of
‘Approved: Recommended’
b. SEN (Special Educational Needs)
i. Business Data Standards:
1. 1 new standard: approve with a status of ‘Approved:

3. Deprecation of 1 standard: approve its deprecation

‘Approved: Recommended’
Background
The work areas below were covered by either a scoping document or as part of the SPDP requirement.
3. Admin Unit: New standards and controlled list to provide a generic
method of describing geographical policy domains e.g. the Church of
England Diocese, Roman Catholic Parish, etc. Additional values have also
been added to align with the Inspire Directive.
4. SEN: The changes to SEN are needed to ensure that current SEN policy
is supported more naturally by the relevant ISB standards whilst still
aligning them to ISB Assessment standards.
The changes will allow the SEN Rank to be linked to a single SEN
Assessment Finding entity rather than having two SEN Rank entities
5. Language Type: This new controlled list is to allow different languages to
be assigned to parties.
6. As a result, a number of changes have been made which the Board is
asked to approve. These changes have been widely consulted as
described below.

7. 3 separate consultation packs were issued to the following SIGs:
Supplier SIG
Data Management SIG
Standards Implementers’ Working Group
Ethnicity, Language and Disability Working Group
Each consultation period had a deadline of two weeks from the time of
distribution.
8. During the review process, issues were raised but none resulted in a
change to any of the standards. All comments received were commented
against by TSS and re-distributed.
9. 4 new values were added to the Geographical Admin Unit Type controlled
list following requirements identified during the consultation process.
10. Comments were received on SEN relating to the introduction of the
Children and Families Bill (CFB) and the possible impact on the SEN
standards. The full impact assessment of this bill has not been
undertaken1 however the standard proposed will be required to deal with
legacy data, even if a revision is required as a consequence of the policy
change.
11. Language – The Language-Type controlled list is being recommended for
approval as no comments were received during the latest consultation
process. The Language-Comprehension-Type and Language-Fluency-
Type controlled lists received several comments which will require further
analysis to be conducted.
12. There are no other outstanding issues.
