The Know Your Constitution Program is one of the best and most publicized law-related education projects in Iowa. The Center for Law & Civic Education Mock Trial Program provides multiple avenues for collegial civic involvement in addition to educating youth and teachers through this hands on program. Grants Awarded for 2015-2016

$30,000 – The Iowa State Bar Association Center for Law & Civic EducationThe mission of the ISBA Center for Law & Civic Education is to serve attorneys, educators, students, and the public as a permanent state resource on law and civic education. The Center designs and implements programs that enhance citizenship, individual understanding of the law, and democratic values. Through a variety of law and civic education programs, the Center helps students develop the necessary skills to participate in a democratic society. With its programs and projects, the Center provides a link between attorneys and the communities they serve. Funds from this grant request will specifically be used to support the ISBA’s Mock Trial Program which serve more than 4,000 students from more than 250 schools around the state.

In a mock trial, students play the roles of attorneys and witnesses as they prepare and present both sides of the hypothetical legal problem. Participants present their arguments before real attorneys and Judges, who not only rule on the legal merits of the case but also evaluate and critique student skills. Through mock trial, participants get a hands-on opportunity to examine legal processes and current legal issues. In addition to providing familiarity with the law, mock trials also helps students develop important critical thinking skills and aid in the development of fundamental research, preparation, and presentation skills.

Mock trials encourage the involvement of outside resource persons in the classrooms. To help prepare students for this activity, teachers call upon lawyers, judges, law students, and other legal professionals to work with participants on the various aspects of preparing a case and conducting a trial. Many lawyers and judges serve as attorney-coaches and work alongside teachers on a regular basis to provide guidance and expertise.

Since 1983, the Iowa Mock Trial Program has given thousands of students the opportunity to get a close up look at the judicial process. The Iowa program remains among the largest in the nation, and one of very few to offer the mock trial experience to middle school.

The Mock Trial Program offers a separate competition for students in grades 6-8 and 9-12. The Middle School program takes place each Fall, with a special coaches clinic in September, regional competitions in early November, and the state championship tournament held every year in late November. The High School program features a clinic for coaches and students in January, regional tournaments in early March, and the state championship in late March. The High School Champion represents Iowa at the annual National High School Mock Trial Championship.

$20,000 - The Iowa State Bar Association (Young Lawyers Division Know Your Constitution Committee)This committee’s sole purpose is to conduct the annual Know Your Constitution program that reaches every high school in the state. Each year, the committee prepares and distributes a 50-question, multiple-choice quiz covering the United States Constitution. The quiz is different every year, with the committee drafting new questions and removing questions that may have proved problematic or confusing. The quiz also includes as essay question, which requires students to analyze a set of facts and apply constitutional principles to arrive at a legal solution. Attempts are made to draft a question with a factual scenario to which students can relate, hoping it will help the students be more reflective in their responses. The essay topic is usually selected to relate to a timely legal issue that appears in the local or national news.

The quiz generally is administered by social studies teachers in grades 9-12, with many teachers making the program part of their curriculum on federal or state constitutions. After the quizzes are returned to the ISBA office, the Know Your Constitution committee grades the quizzes and selects up to 100 finalists. The committee selects a finalist from each of Iowa’s 100 House of

Representatives districts, when possible.

The student finalists and their teachers are then invited to an awards ceremony and luncheon in Des Moines to honor their accomplishments. At the end of the ceremony and luncheon, the names of five students, and their teachers, are drawn at random for a one-week, all-expense paid trip to Washington, D.C. The trip is organized by Close-Up Foundation, which is America’s largest civic education organization.

During the week in Washington, the students and teachers participate in seminars and workshops, observe the Supreme Court and Congress in action, meet with legislators, judges and diplomats, and tour the sites and attractions in the city.

The primary goal of the Know Your Constitution program is to promote and aid in the education of high school students about the United States Constitution. The students are required to both understand the provisions of the Constitution and apply them. The program stimulates interest in the law and creates pride in the high school students who participate. It also encourages critical thinking skills concerning a citizen’s constitutional rights. Finally, it is a valuable learning experience and promotes good citizenship and values.

$8,000 - Iowa Justice For Our Neighbors (IJFON)IJFON is a program of the Iowa Annual Conference of the United Methodist Church and provides free or low cost immigration legal services without regard to race, religion or national origin to low income immigrants throughout the state of Iowa. There are three immigration attorneys on staff and the goals are to achieve keeping families from being separated by immigration laws and to reunite families that have been separated; to help immigrants suffering from domestic violence to

live in the U.S. safely and permanently without dependence on an abuser; and to enable eligible immigrants to attain authorization to work, support their families and build community.

Secondary goals are to strengthen Iowa communities to assist immigrants in their midst by training volunteers who can extend the abilities of our attorneys to serve our immigrant clients. The newest project is to represent unaccompanied minors who have arrived in Iowa from El Salvador, Honduras and Guatemala. IJFON utilizes the staff, and they recruit pro bono attorneys who, throughout mentoring, can also represent unaccompanied minors and thus expand the ability to serve this group. This focus has resulted in hiring the third attorney to focus on unaccompanied minors. An important purpose of the work is to educate the larger community about immigration laws and their impact on families, which they do as invited. From this flows the third purpose of advocacy for just and fair immigration law that will help keep families together.

IJFON reaches clients through a network of legal clinics held throughout the state in Cedar Rapids, Columbus Junction, Ottumwa, Decorah, Des Moines and Storm Lake. The scheduled legal clinics are held ten months of each year, and there are ad hoc clinics held to address newly arising special needs or changes in government rules during the year. To maximize the financial and human resources, the legal clinics are generally held in local churches, which donate the use of their facilities. The organizational structure of IJFON, which has maintained this program for the last 16 years, is made up entirely of volunteers at the clinic sites and the Standing Committee which governs the program.

$10,000 - Iowa Legal AidThe Foundation provided funding for the first year of a two-year pilot project to support a Volunteer Services Project Manager position. Iowa Legal Aid requested that the Foundation support the project during its second year.

Initially the Project Manager’s primary purpose would be to identify and recruit new volunteers, provide orientation and training to new volunteers, and provide volunteers with ongoing support. However, it immediately became apparent that the first step for the Project Manager to take was to develop and implement policies and procedures that would guide staff in managing volunteers now and in the future. The focus of the project in the first year has been geared more towards putting systems in place for the

recruitment, orientation, training and recognition of volunteers.

In 2013, there were 3,429 attorneys signed up with the three Iowa Volunteer Lawyers Projects. Of these 3,429 attorneys, 796 attorneys closed 1,441 cases, donating 15.596 hours of service-valued at $2,495.288. It is anticipated that the Volunteer Service Project Manager will develop and implement policies that will help Iowa Legal Aid recruit and retain high caliber volunteers now and long into the future.

The Iowa State Bar Foundation was established in 1944 to support the efforts of The Iowa State Bar Association to advance jurisprudence and the administration of justice through education and research.

The Iowa State Bar Association has always been a voluntary organization. That system has worked well, and has fostered a genuine spirit of volunteerism within the profession. The Bar Foundation provides another

opportunity to support worthwhile law-related projects that enhance the profession and the practice of law in the state and serve the public through education of the legal system.

In all of its initiatives, the Foundation strives to be a catalyst, convener and collaborator for change that furthers its mission for the benefit of Iowans.
