Chairman’s Message

Another successful year draws to a close for ISA, giving way to a broader vision and a larger purpose. During FY08-09, ISA strengthened its position as a key contributor to the development of the semiconductor industry in India. We brought to fruition the ideas we had sown over the years. We now have a stronger foundation to take the industry in India to the next league.

ISA has been the catalyst for the semiconductor industry in India on its journey to the top in the global arena. It is our vision to create the right ecosystem in the country that will enable the industry to reach its full potential. This year we started the visioning exercise for the industry with ISV 2020 – the India Semiconductor Vision 2020. ISV 2020 will be the first, comprehensive document that engages all the stakeholders, especially the Government of India. It will mirror the aspirations of the industry, and will define the path that the stakeholders have to chart out.

An integral part of the growth story of the semiconductor industry in India is the emergence of the domestic market. The consumption of semiconductor products and applications is on the rise in the Indian market. It poses huge challenges and opportunities for the semiconductor industry in India. Players in the Indian industry understand this market and are at a distinct advantage to design products and applications to suit its specific requirements. The local market could catapult Indian industry into a prominent position globally. ISA recognized this trend early. We are galvanizing members to tap into this opportunity. The rising eminence of the domestic market has been our focus for key events, like ISA ExCITE and Vision Summit 2009.

This year we extended our reach to include the Solar PhotoVoltaic (SPV) sector. The SPV sector has huge potential in the country. We have created the foundation for SPV manufacturing with the Semiconductor Policy of the Government of India. ISA played a prominent role in formulating the Semiconductor Policy. We have maintained our focus on this sector through different initiatives. The Solar PV Conclave and the report, Solar Photo Voltaic (SPV) industry: Global and Indian scenario, demonstrate our commitment to help develop this sector into a significant player globally. Our membership drive among SPV players in the country has received a big response. I welcome SPV members to the ISA community.

We have been engaging with the government at both the central and state levels. In the past one year, we have taken on the role of a trusted advisor to the Government of India in matters related to the industry. We have established a close understanding and working relationship with several government entities, like the Ministry of Communications & Information Technology (MCIT), National Manufacturing Competitiveness Council (NMCC) and Ministry of New & Renewable Energy (MNRE). We are partnering with the government to realize the vision for the industry, ISV 2020 being the core initiative.

Achieving the objectives and aspirations of the industry has to be a joint initiative. ISA has built cordial relationships with other industry bodies with common goals. We collaborate with organizations like VLSI Society of India (VSI) and Council of Electronic Hardware Associations (CEHA) in the pursuit of our common goal, i.e. to facilitate the growth of the industry. Through VSI, we have also enhanced our interactions with the academia. We are leveraging our relationship with international associations to create business value for our members.

We have expanded to newer geographies, like the UK and Japan, for focused interactions with the help of MoUs. The past one year has been one of the hardest for the industry due to the global economic slowdown. I would like to thank members for their continued support and encouragement to ISA through these difficult times. On the positive side, the structural changes that we have seen have brought in new opportunities. I’m confident the industry will emerge stronger and fitter to take its place in the global playing field.

President’s Message

Year 2008-09 was a year which saw challenge increasing as time went by. For ISA, it meant rising to the needs of our members; members who are the core of the industry body and the pillars of the industry.

Since the 1960s, the semiconductor industry has been a driver of global growth and social change. This young and fast growing industry has impacted worldwide economies and played a role of strategic importance in several leading countries of the world.

The current time has called for ISA to rise to the challenges faced by its members: in shaping policy matters with a long time impact, opening of doors of cross- border knowledge exchange, projecting market realities while continuing to hold events of significance.

By evaluating ties sought by our members, we have decided to focus on specific geographies, like the UK and Japan, for chip design and embedded software, and Germany for the solar photovoltaic business. Relationships with UKTI and JETRO have been strengthened over time.

Special events, like ExCITE launched in 2008, are an excellent thrust to showcase products developed out of India for India and hopefully for the global market in the coming years. We see the domestic market as the big driver going forward.Vision Summit 2009 and the first Solar PV Conclave 2008 were success stories that saw a high quality of speakers and participants.

Going forth, we have expanded our reach to include chip design, embedded software, systems design and solar photo voltaic companies. This will enable our members to get closer to their customers who can play an important role in product and service definition.

In the coming year, Initiative Groups will be formed in market verticals of business relevance and research studies would be with similar objectives.

We would not have succeeded in our goals had it not been for the extraordinary leadership and participation; these are the key factors that are building ISA and the sector .

ISA is the leading voice for the semiconductor-driven industry and has represented it since 2004. ISA has around 130 members from India and outside, and aims to establish India as the preferred global destination for semiconductor, systems and solar photovoltaic companies.

This includes chip design and embedded software companies, solar fabs and the related ecosystem.

ISA is built on three pillars – industry research, networking events and policy matters. ISA is a knowledge partner to the Government of India and state governments, and has played a prominent role in working with the Government of India in the formation of the Indian Semiconductor Policy 2007.

Over 2008-09, ISA has increased its scope to have a larger impact on and for the sector. ISA members include chip design, embedded software, systems design companies, the manufacturing ecosystem, and Solar Photo Voltaic (SPV) companies. This year ISA has initiated the ISA India Semiconductor Vision Document 2020. The Vision Document articulates its aim to assist in the growth of the fabless design sector in India to US$ 1 billion by 2020. There is a renewed focus on the Core Initiative Groups (CIGs) and the Special Interest Groups (SIGs). CIGs focus on market verticals to drive the business interests and growth of its members, especially start-ups and the Small and Medium Enterprises (SMEs). SIGs work on the long-term growth and development of the sector. ISA focuses on working with policy makers, creating networking platforms for industry interaction and publishing data of significance.

EVENTSEvents form a core offering from ISA for its members. ISA provides members quality interaction with global experts on technology and leadership issues. The events are a platform for knowledge-sharing and networking.

Vision Summit entered its fourth consecutive year in 2009. The conference focused on India as an emerging market for the semiconductor industry. The theme, India: Gateway to Future Markets, opened the doors for discussion on the unique advantages that weigh in favor of the industry in India today. Speakers from around the world deliberated on the opportunities and challenges that lie ahead for the semicon industry in India.Nandan M. Nilekani, former Co-Chairman of the Board of Directors, Infosys Technologies Limited delivered the keynote address at the inaugural session. Nilekani said the semiconductor industry should tap into markets in communication, healthcare and energy. He spoke about the semicon industry playing a big role in developing low-cost solutions to benefit billions in the country. The guests of honor for the inaugural session were Dr. Debesh Das, Minister-in-Charge, Department of Information Technology, Government of West Bengal, and Dr. V. S. Arunachalam, Chairman and Founder, Center for the Study of Science, Technology and Policy, Bangalore.

CXO ConclavesThe sustainability of semiconductor companies hinges on the creation and protection of its Intellectual Property (IP). ISA invited a global expert in analog/mixed signal IP to address industry leaders in India.Dr. Jose’ Franca, President & General Manager, MIPS Analog Business Group, India addressed the CXO Conclave conducted in January 2009 in Bangalore. Dr. Franca is the Co-Founder of Chipidea Microelectronica, which later went on to become the world’s number one provider of analog/mixed-signal IP. He spoke on IP creation for the analog industry and the increasing responsibilities of the industry regarding IP protection.

Solar PV Conclave ISA organized the first annual Solar PV Conclave in September 2008 in New Delhi. Experts discussed the role of the government and the impact of policies on industry around the world. ISA released the first report on the Indian Solar PV industry with both a global and an Indian scenario at the inaugural session of the conclave. The study was the joint effort of ISA, National Manufacturing Competitiveness Council (NMCC) and PriceWaterhouseCoopers (PWC). NMCC Chairman, Dr. V. Krishnamurthy, released the report and spoke about the capabilities of the manufacturing industry and the emerging ecosystem in India.

Eminent speakers from industry, academia and the government exchanged ideas on the capabilities of companies in India. The discussions explored ways for businesses to transform themselves into globally-adaptive organizations, the key to succeeding in the Indian market and how to enter other emerging markets. A special session was introduced on the Solar Photo Voltaic (SPV) sector this year. Senior bureaucrats and global industry leaders spoke about the strengths that the SPV industry in India possesses and how it will participate in the worldwide race for solar energy.

ISA ExCITE (Exhibition of Complete Integrated Technology System)The first ISA ExCITE, held in July 2008 in Bangalore, focused on the telecom and healthcare sectors. The annual exhibition-cum-conference provided a platform to both large organizations and small and medium enterprises in the embedded design industry to reach out to end customers. ISA ExCITE was a unique opportunity for participants from the embedded design industry to showcase their expertise to end system companies

Thought Leadership Forum Over the years, Thought Leadership Forum (TLF) has provided industry leaders in India an opportunity to interact with global CEOs. Through this exclusive event, global leaders share their knowledge and experience with Indian CEOs. The scope for discussion is wide. ISA invited Dr. Aart J. de Geus, Chairman of the Board and Chief Executive Officer, Synopsys, Inc. for a Thought Leadership Forum. Dr. Geus is a technology visionary and a leading global expert in logic simulation and logic synthesis. In the event held in May 2008 in Bangalore, he addressed high profile CXOs on ‘Techonomics of the semiconductor industry’. The talk was followed by a discussion on ‘Accelerating India’s semiconductor and electronics growth amidst global techonomic challenges’.

Technology Leadership Series (TLS)ISA organized a high-powered conference with two technology gurus from IBM Inc. The conference titled, ‘Present and future trends in semiconductor and EDA technologies - 32 nm & beyond’, was held in July 2008 in Bangalore. Eminent speakers who addressed the conference were Dr. David Harame, Director, Semiconductor R&D Center & IBM Fellow, and Dr. John Cohn, Chief Scientist, Design Automation & IBM Fellow. The audience comprised well-known names from technology and academia in the country.

DelegationsIndia is fast emerging as a destination to watch out for companies in the semicon and SPV sectors. Delegations to India are aimed at exploring business interests and collaboration opportunities with ISA members. ISA has also organized trade delegations from India to countries with a strong presence in the semiconductor-related industry.ISA led the following delegations in 2008-09:

Israel, April 2008: The first trade delegation to Israel from the semicon industry in India was organized with the intent to promote business and collaboration between the two countries, including technology business incubators. It was a three-day program with industry and academic visits, a seminar to share mutual perspectives and networking meetings. The delegation included representatives from Andhra Pradesh Industrial Infrastructure Corporation (APIIC), HCL Technologies, K Law – Krishnamurthy and Co. TTM, and Wipro Technologies. Taiwan, June 2008: It was a semiconductor business delegation to Semitech Taipei. The delegation went on a mission to showcase India’s strengths and achievements in semiconductor design, and to attract collaboration in semiconductor design services.

Japan, November 2008: ISA signed a Memorandum of Understanding (MoU) with the Asia Semiconductor Trading Support Association (ASTSA) during the visit to Japan MAP 2008 in Fukuoka, Japan. The MoU is aimed at developing collaborations between the two countries in the semiconductor design sector.ISA hosted inbound delegations from Japan, the UK, Israel and the Netherlands. These business delegations explored the possibility of collaborations with ISA members.

Power panels Power panels provide industry leaders a forum to exchange ideas on current issues about the sector in India. Topics for power panels are either on business or technology.ISA held a power panel on ‘EDA business models of yesterday, today and tomorrow’ in June 2008 in Bangalore. The speakers discussed the changing dynamics of the EDA market. They spoke about managing costs, productivity, valuations and expectations, and the need for collaboration. The panel discussion hosted by ISA at the 2008 edition of Bangalore IT.biz saw a packed audience. The discussion started with an opening speech by Ashok Kumar C. ISA and the VLSI Society of India (VSI) enjoy a cordial relationship as both bodies are focused on the development of the sector. ISA took part at a workshop panel at the VLSI conference organized in Delhi. ISA supports the annual VLSI conference by participating in a panel discussion. The topic for this year’s discussion was ‘Solutions for a small car - Made for India and made in India’ in January 2009. Panelists discussed various technical and market strategies. The discussion was held in January 2009 in New Delhi.

Workshops ISA organizes workshops that give members a hands-on learning experience. ISA invites experts from various fields to address members on business-critical topics, like emerging technologies, legal and regulatory issues, and market analytics.

TechnologyWorld attention is on India and the electronics ecosystem that the country is building. In the workshop, ‘How can India leapfrog into 21st century electronics?’, experts focused on the current capabilities of the industry, the challenges that lie ahead, and ways to build a viable ecosystem. CEOs of Small and Medium Enterprises (SMEs), strategic planners and technology leaders attended the workshop. It was held at ARM Embedded Technologies facility in Bangalore in August 2008.

Other Significant EventsThe Government of West Bengal has been working towards creating a favorable atmosphere for the semiconductor industry in the state. The VLSI Design, Electronics and Entrepreneurship (VDE) 2008 conference in Kolkata in December stressed on the advantages that West Bengal offers to investors. The conference, on ‘Chip in the value chain’, was organized by the Confederation of Indian Industry (CII). ISA supported the event, which was driven by the Government of West Bengal. ISA was the co-host of the 14th World Electronics Forum in December 2008 in Delhi. The conference was supported by the Ministry of Communication and Information Technology (MCIT) and several industry bodies besides ISA, like Council of Electronic Hardware Associations (CEHA), Electronic Industries Association of India (ELCINA), Consumer Electronics and TV Manufacturers Association (CEAMA), Manufacturers’ Association of Information Technology (MAIT) and Telecom Equipment Manufacturers Association (TEMA). Eminent speakers from the government and industry addressed the audience during the day-long event. The speakers from ISA were Jaswinder Ahuja, Chairman ISA and Corporate Vice President & Managing Director, Cadence Design Systems, and Pradeep Kumar, Vice President, Emerging Market Region & Director SAARC, ST Microelectronics. They addressed the gathering on ‘Global and industry trends & best practices of associations’.ISA and DataQuest organized a Round Table in November 2008 in Bangalore. The topic of discussion was ‘Building the next generation of women leaders: Achieving competitiveness through gender balance’. ISA President Poornima Shenoy spoke at the event. Other speakers were Pamela Kumar, Director, Engineering Lab IBM Systems & Technology Group, IBM; Chitra Hariharan, former Senior Director-Engineering, Open-Silicon; and Manisha Sood, Country Manager, India & SAARC, SanDisk

India. The moderator for the discussion was Ibrahim Ahmed, Editor-in-Chief, DataQuest.ISA supported a conference organized on Information Communication Technology & Electronics (ICTE) manufacturing in Delhi in October 2008. The conference explored strategies and ways to ‘Develop India into a global manufacturing hub’. It was organized by the Confederation of Indian Industry (CII).

ISA organized a breakfast meet with global leader in the EDA sector, Alan Naumann, President and CEO, Coware, in May 2008. ISA EC members participated in this closed door round table.

Toshio Nakajima, President and CEO, NEC Electronics met ISA leaders over a breakfast session in February 2008. The discussion was centered on ‘Semiconductor market and NECEL corporate strategy’. It was aimed at establishing a relationship with key ISA members and sharing the organization’s corporate strategy with these industry leaders.

GOVERNMENT INTERFACEISA functions as a knowledge partner of the Government of India and various state governments. ISA has provided assistance to the central and state governments in formulating policies and programs to provide a boost to the industry. ISA-government interface is aimed at providing the industry a strong voice in government decision-making. ISA has been working with the government to help create a favorable ecosystem for the industry that will help attract more investments into India. A critical aspect of the ISA government interface is to provide a platform to boost the Solar Photo Voltaic (SPV) industry in the country. Mentioned below is a brief on some of ISA activities with government entities:

A. Government of IndiaDepartment of Information Technology (DIT), Ministry of Communications & Information Technology (MCIT) ISA has been interacting with DIT on various initiatives for the growth of the domestic semiconductor industry.ISA has played a significant role in promoting the Semiconductor Policy of the Government of India.

DIT actively supported Vision Summit 2009, the ISA global conference on the semiconductor industry in India. R. Chandrasekhar IAS, Special Secretary, DIT was the Guest of Honor at the networking dinner at Vision Summit 2009.

National Manufacturing Competitiveness Council (NMCC)ISA has expanded its scope of activities by lending support to the fast growing SPV industry in India. ISA tied up with NMCC to conduct a study on the SPV industry. The comprehensive report on the SPV sector was released by Dr V. Krishnamurthy, Chairman, NMCC, at the first Solar PV Conclave in September 2008, in New Delhi.

Ministry of New & Renewable Energy (MNRE)ISA and MNRE have organized various events and delegations to promote the domestic SPV industry. MNRE supported industry delegations to PV Japan and the Solar PV Conclave in New Delhi. Senior officials from MNRE and the Government of India shared their insights on the sector at these events. ISA actively participated in industry association and delegation meetings convened by MNRE. MNRE, along with ISA, has been working towards creating a favorable ecosystem for the emerging SPV industry in India.

B. State governments ISA has been assisting state governments on matters of policy-making. Below is a gist of the ISA interface with the Governments of Andhra Pradesh, Karnataka, Maharashtra and West Bengal.

Government of Andhra Pradesh Andhra Pradesh is emerging as a leading player in SPV manufacturing in the country. ISA is collaborating with the Government of Andhra Pradesh on the technical evaluation of proposals for SPV manufacturing. ISA was a special invitee on the Board of Directors of the Fab City project.

Government of Karnataka ISA helped the Government of Karnataka to draft a semiconductor policy for the state. The government had approached ISA to assist in the framing of the policy. The policy includes measures to retain the competitive edge of the state in semiconductor design and initiatives to attract investments in SPV manufacturing. The state government was the state host for Vision Summit 2009, underlying its commitment to the growth of the semiconductor industry.

Government of West BengalISA has been actively working with the government in its initiatives to promote the semiconductor design industry in the state. An ISA delegation presented to the West Bengal government and investors on the opportunities that the SPV industry holds out. The state government supported ISA Vision Summit 2009. Dr Debesh Das, Minister of Information Technology, was the Guest of Honor at the conference. There was also participation from a delegation from West Bengal Electronics Industry Development Corporation (WEBEL) in Vision Summit 2009.

INDUSTRY RESEARCH ISA continued to scale up its research initiatives through the year. ISA has gained further ground as a credible, single-point source of data on the semiconductor industry in India.

ISA has collaborated with reputed consulting firms in the country to conduct studies on the semiconductor sector. ISA industry research has been instrumental in highlighting areas of potential growth and challenges within the sector. The reports have helped bring the spotlight on the industry, thereby contributing to its growth.

ISA-Frost & Sullivan 2008-10: India semiconductor market updateISA, along with Frost & Sullivan, has been successfully bringing out the India semiconductor market update since 2005. The report is based on a comprehensive study of the domestic semiconductor market. The 2008-10 report has been the third such report. It includes ‘India market details’ of the previous year, the current year and the succeeding two years. Apart from all the semiconductor product categories, this exercise explores the market according to different application segments. The application segments covered in the report are:• Wirelesshandsets• Consumerelectronicsanddurables• Telecommunications• IThardware• Industrialelectronics• Automotiveelectronics• StrategicelectronicsThe report was released in Bangalore in January 2009 by Jaswinder Ahuja, Chairman, ISA and Corporate VP and Managing Director, Cadence Design Systems India, along with Poornima Shenoy, President, ISA and Anand Rangachary, Managing Director, South Asia & Middle East, Frost & Sullivan.

Solar Photo Voltaic (SPV) Industry: Global and Indian scenarioThis ISA report is the first comprehensive study on the Indian solar PV industry. The study was supported by National Manufacturing Competitiveness Council (NMCC) and executed by PriceWaterhouseCoopers India. The report was released by Dr V. Krishnamurthy at the first ISA Solar PV Conclave in New Delhi in September 2008.

ISA Member Directory 2009 The ISA Member Directory is an annual feature of ISA. The directory features a comprehensive compilation of companies in the semiconductor ecosystem in India. It showcases companies that span the entire spectrum, from design and embedded software companies and hardware manufacturers to solar photovoltaic companies, academic institutes, legal firms and venture funds. The 2009 directory, fourth in the series, was released during Vision Summit 2009 in Bangalore.

ISA WINWire The Weekly Industry Newswire (WINWire) publishes global and current events on the semiconductor driven industry. WINWire provides members regular updates on industry and market trends and technological breakthroughs. ISA WINWire reaches over 18000 readers every week. It entered its fourth year in May 2009.

Monthly pollsISA has been organizing month-long polls on the website. ISA takes inputs from members on the topic for each poll. The poll results have yielded useful insights into interests and perceptions regarding the semiconductor sector among website users.

Country Series WhitepapersISA has started to expand its India-centric approach and explore new geographies and fresh markets. ISA has initiated the Country Series Whitepapers, beginning with the UK. These whitepapers form the basis for technical and business collaborations between delegations from other countries and their Indian counterparts. The publications serve as a tool to promote understanding of the Indian semiconductor industry.

ISA - UKTI Report 2008 The first one in this series is with UK. This study looks at areas of collaboration between India and the UK in the semiconductor-driven industry.The study provides key findings on the following:• Activitiesundertakeninresearchandincubationservicesby

TALENTTalent is a key resource for the progress of the semiconductor industry. ISA has been working on strengthening the talent pool in the country by promoting research and development in Indian universities, and bridging the gap between industry and academia.

Technovation 2008Technovation Awards, instituted to promote semiconductor and solar photovoltaic related research in the country, entered the second year in 2008. The awards are given to individuals and R&D institutes for innovation in core technology areas. Technovation Awards are presented to encourage role models in semiconductor and Solar Photo Voltaic (SPV) research towards continuous innovation. Since 2007 when they were instituted, Technovation Awards have emerged as one of the most prestigious research awards in the semiconductor and SPV industry.

The award categories are: • TechnoVisionaryAward

(for lifetime achievement in the field of semiconductors).• TechnoMentorAward(foracademician/researcherforhis/her

outstanding contribution in the field of semiconductors)• TechnoShieldAward(foraresearchentity,suchasa

We have also instituted two special awards under Technovation Karnataka - Best Faculty Member Award (for currently active faculty members in the VLSI, semiconductor, embedded software and other relevant areas) and the Best PG Student Project Award (for PG students in the area of VLSI, semiconductor, embedded software and other relevant areas). These awards are sponsored by VLSI 2007 Conference Committee. The award ceremony was held in June 2008. Former President of India, Dr. APJ Abdul Kalam, gave away the Awards.
