About the role

The Executive General Manager, Strategic Initiatives (EGM) role will focus on effectively enabling the work of Treasury by developing and progressing key new initiatives to support the achievement of the Queensland Government’s priorities. The Strategic Initiatives function is a centre for the development and implementation of key new initiatives and projects that support the achievement of Treasury’s broader objectives. Once initiatives are fully developed and proven, the continuing business-as-usual function will generally be handed over to the functional areas of Treasury for ongoing management. Key strategic initiatives to be delivered through the Strategic Initiatives function include the Service Priority Review Office, Strategic Projects Office, and a Strategic Data Centre.

• The Service Priority Review Office (SPRO) has been established to direct and implement a whole-of-government improvement agenda, drawing on relevant skills and expertise from across Treasury to undertake Service Priority Reviews for key government programs, with the aim of improving service delivery and effectiveness in the achievement of key government objectives for the community.

• The Strategic Projects Office (SPO) will provide coordination to key projects utilising multidisciplinary teams, mostly drawn from across the department on a project-specific basis, to manage complex sensitive organisational issues on behalf of the Under Treasurer. The primary focus will be progressing and implementing new initiatives in a project environment and, when the project or method is proven, transferring the solution to the relevant business area to become a business-as-usual activity.

• The Strategic Data Centre is a new initiative aimed at better utilising existing data capability and assets currently within Treasury, as well as leveraging broader data sets across the sector. The broader aim of the Strategic Data Centre is to improve access to and use of integrated and enriched data sets to support evidence-based policy development, to enable more robust assessment of the effectiveness of key government programs and to guide government decision-making.

In addition, the EGM will lead the Queensland Government Statistician’s Office (QGSO) to enable linkages and alignment between the office and the Strategic Data Centre initiative. The QGSO provides a broad range of expert services to support national, whole-of-government and agency policies, programs, and service delivery decisions. The QGSO is committed to knowledge sharing and to enabling access to information products and services, and statistics by government, business and the community. The EGM will lead the delivery of complex advice and services, guide significant projects and undertake complex negotiations on behalf of Government to ensure policy outcomes are achieved. The EGM will work to strengthen Treasury’s client focus, take a strategic partnering approach with Queensland Government agencies, and work collaboratively internally as ‘one Treasury’ to ensure a collective focus for the strategic, cultural and operational direction for the department. This challenging role requires an in-depth knowledge of the whole-of-government agenda and priorities relevant to Treasury’s fiscal, economic and commercial operations and responsibilities.

Reporting/work relationships

The EGM will report to the Deputy Under Treasurer Corporate and Strategic Initiatives and lead a number of direct reports, one in each of the key functional areas. The EGM will work collaboratively with the Department’s Executive Leadership Team (ELT) in the overall management of resources and provision of strong and effective leadership to the department. The EGM will adopt a collegiate approach to decision-making and resource allocation to best harness collective skills and capabilities across Treasury. The EGM will work collaboratively with key stakeholders across Treasury and the Queensland Government, industry, other government jurisdictions, the community, Ministers and their staff, and Members of Parliament, maintaining strong and effective relationships, with a focus on Advancing Queensland’s Priorities.

Your key responsibilities

As the leader for the Strategic Initiatives function, the EGM will have primary responsibility for delivering the current agreed Strategic Initiatives. Strong professional leadership and management capabilities and an ability to provide strategic oversight and direction are essential. As EGM, you will provide high-level leadership across Government by working collaboratively with internal and external stakeholders. The position requires a person who will take personal responsibility for serving the government of the day and meeting the needs of the people and communities of Queensland. As an executive, you will work towards a system of world-class service delivery and public sector management. The responsibilities and duties of the role include the following:

• Provide high-level leadership, direction and coordination to the Strategic Initiatives function, including:

− driving the necessary change to implement Treasury’s new operating model − directing the SPRO function and implementing a whole-of-government improvement agenda − coordinating key cross-department projects through the SPO to manage complex sensitive organisational

issues on behalf of the Under Treasurer or respond to emerging opportunities − taking lead responsibility for the development of a whole-of-government data strategy, working in

conjunction with the QGSO, other key government-held data asset holders and key stakeholders across the sector

− providing strategic leadership to the QGSO to ensure expert advice and services on economic, demographic and social research and statistics data are delivered.
