Requests for Approval to Travel, Cash Advances, Travel Reimbursements, and Reimbursements Other-than Travel at FAMU are submitted and administered through the iRattler Travel & Expense Module. Once requests are submitted, they are routed through a workflow system that includes Departmental Travel & Budget approval (Accountable Officer/Project Manager), audit for compliance with university policies and procedures, and ultimately, reimbursement.

Assignment of Roles in the Work Flow

Travel Representative or Back up Either the Travel Representative or the assigned back up must have iRATTLER access in order to submit requests for permission to travel (Travel Authorization Requests), requests for a cash advance (Cash Advance Requests), requests for reimbursements for travel expense (Travel Expense Reports), and requests for reimbursements other-than travel (Blank Expense Report). Only Travel staff may assign delegates. Contact the Travel Help Desk with requests to setup delegates. Travel authorizations may be submitted by the Travel Representative or by their assigned back up. Travelers may look up only their own Authorizations and Expense Reports. Travel representatives may lookup Authorizations, Cash Advances, and Expense Reports for only the specific travelers to which they are assigned. Department Travel Approvers All FAMU Department Travel Approvers must have iRATTLER access in order to approve requests to travel, requests for a cash advance, requests for reimbursement for travel expenses, and requests for reimbursement other-than travel. Department Travel Approvers are identified by department number (Accountable officer/Expense Manager), or the project number (Principal Investigator/Project Manager). The Department Travel Approver is responsible for ensuring that budget checking has occurred for the Travel Authorization and the Expense Report (at the time of approval). Department Budget Approvers All FAMU Department Budget Approvers must have iRATTLER access in order to approve requests to travel and for requests for reimbursement of travel expenses. The Department is responsible for ensuring that budget is available for the Travel Authorization and the Expense Report (at the time of approval)

View and Maintain Your Profile

This navigation allows an individual to view and maintain their profile in iRattler.

Navigation

1. Click the Travel and Expense Center menu option

2. Then click the Review/Edit Profile item under the Profiles and Preferences option

3. Enter Traveler’s Emplid and click search.

4. The traveler’s profile will appear as the example below.

Details of specific actions

1. Confirm that the Employee Data is correct 2. Confirm that the Organizational Data is correct, including the Default Chartfields. 3. Confirm that the User Defaults are correct.

A few helpful tips

√ Confirm that all of the personal information is accurate including address and corporate card (T-card) information, if applicable. On the Organizational Data tab, verify departmental information and default chart fields are correct.

√ If you are involved with a sponsored project, make sure the project defaults are correct on the User Defaults tab.

√ You may view your own profile and the profiles for anyone for whom you are the assigned delegate.

√ To make any corrections, work through the Travel Office.

The Travel Authorization must be submitted and approved through the workflow prior to any travel occurrence. No expense should be committed or incurred unless an Authorization has been approved. This is a statutory requirement. A reimbursement request may not be paid by the Travel Department unless a Travel Authorization number is included with the Expense Report and Cash Advance when applicable. (See the Travel Policy for exceptions.)

Create a Request to Travel

3. Enter the details of your travel event. a. Click the Accounting Defaults link to verify the default chartfield that has been saved on

your Travel Profile. If different chartfield values will be used for this travel event, enter a complete expense chartfield string including: Operating GL Unit, Department ID, Fund ID, Program Code, PC Bus Unit (if applicable), Project (if applicable), and Activity (if applicable). If the chartfield string has been saved in your profile, it will automatically display.

b. Enter a Description; for instance the name or title of the event and purpose. c. Enter a Business Purpose; choose one from the drop-down list. This is required for all

University travel. d. The Comment box should include time of departure and the time of return. Any

additional information should be included in this field. e. Enter the Default Location; this is the ultimate destination city and state. f. Enter the Benefit to the State; this is required for all University travel.

g. Enter the beginning and ending dates of the travel; NOTE: these must be in the future. h. In the Details section:

i. Select an Expense Type from the drop-down list. ii. Select a date for the expense item.

iii. Enter the amount of the expense. iv. Select a Payment type from the drop-down list. v. Select a Billing Type from the drop-down list.

vi. For each expense line, click the “Detail” link to fill in additional information. vii. Enter this information for each individual expense.

4. Once you have entered all line items, click the button. Any lines with errors

will be indicated with a red flag. Click the to view the specific errors and make all necessary corrections.

5. If no line items are checked red with errors, click if you are not prepared to submit the Authorization or click to submit the Authorization.

6. Once the travel authorization has been submitted, the following should occur when documentation is required:

a. If no cash advance is being requested, a copy of the agenda and all pertinent documentation should be maintained with a copy of the submitted travel authorization in the department.

b. If a cash advance is being requested, the department is responsible for scanning a copy of the submitted travel authorization with required documentation to [email protected] or faxing to (850) 561-2461.

A few helpful tips !

√ If you are traveling, you must have budget in account 720000 or 792600.

√ Geographical designations are identified as “foreign”, “out of state”, or “in state”. Every expense line of the Authorization must have the same geographical designation. For example every line must be “foreign” or every line must be “in state”. This designation is based on your ultimate destination. This holds true even if it is mileage to the airport. For example: travel to and from the TLH airport for travel to an out of state destination is claimed as out of state mileage.

√ When paying travel for outside faculty candidates, guest speakers coming to FAMU, students, or any FAMU traveler who is not an active employee you must complete a “Non-Employee Traveler Profile” form and submit it to the Travel Department prior to making any travel arrangements. Find the form at this web link: http://www.famu.edu/index.cfm?FiscalAffairs&T3EForms

Submit completed form to Travel Office via email. Once completed in iRattler, the Travel Office will provide confirmation for travel representative to proceed with “Creating a Travel Authorization”.

√ Save entry time by using “Copy Selected Rows”. Just check the “Select” box for the row to be copied, then click . Follow the on-screen instructions to enter the one single

date or range of dates to copy to. Then click . √ There is so much information on the Authorization page, you may need to scroll down to view all

of the fields.

√ Remember that you can print the Authorization page to save for follow-up and reconciliation. √ When traveling to a *foreign country and claiming per diem, verify the foreign exchange rate.

Find the link to these rates on the Travel web site at http://www.famu.edu/index.cfm?controllers&Travel. Then click through Helpful Links/US Department of State and search for the country to which you are traveling for. A list of lodging and per diem rates by city is provided.

*Also note that foreign travel has to be approved in advance by completing the “Request for Foreign Travel” form on the Travel website at http://www.famu.edu/index.cfm?FiscalAffairs&T3EForms and routed to the following offices:

Create a Travel Authorization with Multiple Expenditures

This navigation gives you the ability to create a travel authorization by using the multiple expenditure functionality. However, we encourage you to use the copy selected functionality, due to the process being more user friendly.

iii. Select date range for the travel according to the items that are being requested for

reimbursement. See example below.

iv. Select Expense types according to the items that will be requested for reimbursement. (You are allowed to choose One day or All days, i.e. All Days for Hotel/Lodging & Domestic Lunch).

vi. Enter the amount allowed for domestic lunch (i.e. $11.00)

vii. Select a Payment type from the drop-down list (i.e. Out of Pocket) viii. Select a Billing Type from the drop-down list (i.e. Instate Travel)

ix. For each Hotel/Lodging expense line, click the “Detail” link to fill in additional

information. When using multiple expense functionality, the travel representative will always do one night for each detail line added.

x. Enter this information for each individual expense.

4. Once you have entered all line items, click the button. Any lines with errors will be indicated with a red flag. Click the to view the specific errors and make all necessary corrections.

5. If no line items are checked red with errors, click if you are not prepared to submit the Authorization or click to submit the Authorization.

Review the Progress of Your Travel Authorization

It is important to review the traveler’s authorization prior to submission. Look for any errors and make all necessary corrections. You should also continue to review the progress of the authorization through approval and budget checking. Do this through the pages as described below.

2. Click the Search by list. You may search by Authorization ID, Creation Date, Description, Employee ID, Name, or Status. You will be presented with a list of all existing Travel Authorizations as illustrated below (search was conducted by using Name in the Create a Travel Authorization illustration).

3. Click the appropriate line (click the hyperlink that appears). The Travel Authorization page will

be presented. Look at the bottom of the page; you probably will have to scroll down. Notice there are two blocks of information. All actions in the approval process not yet taken will appear in the Pending Actions box.

A few helpful tips !

√ All actions in the approval process that have been completed will appear in the Action History box.

√ Action items will include the name of the person taking the action and the date and time of the

action.

√ All actions will appear in the Action History including the submission, if the Authorization is sent back for revision, if it is re-submitted, if it is on hold, and the approval.

Travel Charges Paid By P card

It is important when paying for travel expenditures with the P-Card that you ensure you note the charges being paid in the comment field. Also, it is the department responsibility to ensure that the travel authorization is submitted for approval before the actual purchases are made on the P-Card. Therefore, the following should occur when paying for travel expenditures on a P-Card.

1. When the travel representative is completing the travel authorization, it should be noted in the Comment field as follows, not excluding estimated departure/return date and time:

a. Lodging being paid on P-Card b. Registration being paid on P-Card c. Airfare being paid on P-Card

2. When the travel representative is adding expense lines, none of the P-Card charges should be added. These charges are not to be encumbered, due to them not being reimbursable to the employee. (By noting them in the comment field, this will prompt the department to account for these expenditures using their internal budgeting procedures.)

3. According to when the expenditures were made on the P-Card the following should occur:

a. If the expenditures were made on the P-Card before the actual travel has taken place the department should provide the Controller’s Office (General Accounting) with a copy of the approved travel authorization form, in addition to the receipts and departmental chartfield within five days from the date of charge. This will ensure that the charges are being applied to the departmental budget in a timely manner.

i. Once the traveler returns, a copy of the expense report should also be forwarded to the Controller’s Office (General Accounting), to ensure that the traveler was not reimbursed for expenditures that were paid on the P-Card.

b. If the expenditures were made on the P-Card during the travel, the department should provide the Controller’s Office (General Accounting) with a copy of the expense report, in addition to the receipts and departmental chartfield within five days from the return date of travel. This will ensure that the charges are being applied to the department budget in a timely manner.

How to Assign a Proxy for Yourself

This navigation gives you the ability to authorize users to access and report Travel Expense information for you. You will notice that you can only assign proxies for yourself.

2. Click the “ ” to identify the individual that will be added.

3. Click the “ ” to access the row to add Authorized User ID. If there are no authorized users

identified, click the

4. Once identified, click on the appropriate line (click the user id hyperlink). If the User ID of the individual is known, enter User ID.

5. Click the Save button.

6. Click the button.

7. Click the Home link. Congratulations. You have successfully completed assigning a proxy for yourself.

How to Assign a Proxy for Other Individuals

This navigation gives the Travel Representative and Travel Administrator ability to authorize users to access and report Travel Expense information for other individuals.

Navigation

1. Navigate to the Authorize Users page. a. Travel & Expenses b. Manage Expenses Security c. Authorize Expense Users d. View

2. You may search by Employee ID, Last Name, or Name. You will be presented with a list of all existing Travel Authorizations as illustrated below (search was conducted by using Name in the illustration).

3. Click the to identify the individual that will be added.

Viewing and Modifying Travel Authorizations

Once a travel authorization has been entered, it can be viewed at any time. Typically an employee would view travel authorization to check the status of an existing travel authorization request once they already submitted for approval. If you access the Travel Authorization Details page using the Modify navigation, Expenses enables you to edit all the fields. You can modify a travel authorization if you have not submitted it for approval or if an approver sent it back for revision or correction. In this topic, you are going to view a travel authorization to make sure everything was entered correctly. Upon viewing it, you realize that you forgot to add an expense item. You then need to modify it to add the missing item.

Create a Travel Expense Report

The Expense Report is the final audit record that is submitted after travel occurs. An Expense Report must be submitted following the Travel Authorization, Cash Advance, if applicable, and subsequent travel, regardless of whether there is a reimbursement due to the traveler. The Expense Report will be pulled from the already submitted Travel Authorization. (See Travel Policy for exceptions.)

You will save time by importing the expense lines from the Authorization, but you may need to update amounts. It will also serve as a guide to prompt questions about significant differences.

An Expense Report must be submitted for all Employee Reimbursements Other Than Travel. The Expense Report will be created from a blank expense report.

BUDGET PROCESS

This section assists the department with budget transfers related to budget errors that will occur in the system, if there is no available money at the 720000 (expense) budgetary account code located in Commitment Control. Currently, the system budget checks at the Parent Level; however, the departments should be aware to monitor their budgets at the Child Level to ensure money allocated for all budgetary accounts are monitored correctly. Therefore, the following procedures should be adhered to when budget is needing to be transferred amongst allowed budgetary categories:

Budget Transfers Related to E&G/Auxiliary Funding

A budget transfer is an internal transaction where funds are either transferred or converted between departments or summary accounts. These transactions do not change the bottom line revenue or expenditure budgets. When a budget transfer is required the following should occur:

1. The department should complete the budget transfer form from the Budget Office. a. The form must include an explanation/justification for the change.

2. Once approved by the respective Vice President/Director, this form is forwarded to the

Budget Office.

3. The Budget Office staff reviews the budget transfer request for compliance with the policy guidelines and to ensure that there are sufficient funds.

4. If the transfer request complies with the policy guidelines and sufficient funds are available, the Budget Office processes the transfer in the PeopleSoft Financial System by completing the following:

a. A system report is generated to confirm budget actions have been properly reflected in the financial system.

b. Once confirmed, the transaction is filed along with all supporting documentation. c. A copy of the approved transfer form is forwarded to the Vice President/Division

Director/Department to let them know the transfer is completed.

5. If the transfer request does not comply with policy guidelines and/or there are insufficient funds available, the transfer request is denied, and the department is responsible for

finding available budget before the travel and expense transaction is approved in PeopleSoft Financial system.

Budget Amendments Related to Sponsored Programs Funding

All revisions of budgets for sponsored projects have to be reviewed and approved by the Office of Sponsored Programs (OSP). When a budget amendment is required the following should occur:

1. Principal Investigator (PI) submits a request for budget plan revision to OSP.

2. OSP reviews the request to determine whether the revision requires prior approval from the sponsoring agency and whether the revision is in accordance with contract terms and conditions and federal regulations, specifically 15 CFR Part 14 Subpart C 14.25.

a. If the revision requires prior approval, the request is endorsed by the Vice President for Research and sent to the sponsoring agency.

i. At the receipt of the approved budget revision from the sponsoring agency, OSP prepares an internal amendment.

b. If the revision does not require prior approval, OSP staff reviews and approves/disapproves the amendment.

i. If approved, OSP prepares an internal amendment. ii. If disapproved, OSP returns the request to the Principal Investigator

(PI) with an explanation on why the amendment was not approved, and the department is responsible for finding available budget before the travel and expense transaction is approved in PeopleSoft Financial System.

c. The amendment is distributed to Contracts & Grants, PI, & Dean. d. OSP inputs the amendment in PeopleSoft and ensures accuracy of journal

entries.
