Readiness Reporting Considerations• Readiness reporting is a picture of the armed forces ability to execute its

mission

• Readiness reporting must be:• Accurate• Clearly identify the problems• Lead to decisions and actions to improve readiness• Re-enforce accountability of leaders

• Readiness reporting must involve:• Clear goals• Quantifiable standards• Structured assessment methodology• Verification

• Readiness reporting must assess major factor contributing to readiness:• Manpower and training• Material availability• Equipment condition• Infrastructure condition

Accurate and timely readiness reporting = Accurate and timely problem solving = Strong Armed Forces

Iraq Logistics Professional Military Education Program

15 Nov 2010 51

Page 52: IRAQI SECURITY FORCES LOGISTICS - SAE International

Purpose of Professional Military Education

• Address the challenges of Ministry of Defence (MoD) and Ministry of Interior (MoI) forces as identified in the previous briefings.– Requirements determination– Readiness assessment and reporting– Sustainment of forces

52

Defendable Sustainment

Requirements

Adequate Resourcing

Accurate Readiness Reporting

Readiness Sustainment Cycle• Create and institutionalize an enduring logistics professional education program that enables military officers and officials to optimize sustainment resources to support materiel readiness.

Execution

Page 53: IRAQI SECURITY FORCES LOGISTICS - SAE International

Background

• The framework of the curriculum was designed in collaboration with LTG Claude Christianson (Ret.) from the United States National Defense University and the Deputy Chief of Staff, LTG Abdullah Mohammed Khames of Iraq’s Ministry of Defence for Logistics, and the Deputy Chief of Staff for Iraq’s Ministry of Defence for Training, LTG Hussain Jassim Dohi.

• The framework identified four levels of Iraqi Professional Military Education: Fundamental, Intermediate, Advanced and Strategic. Each with learning areas and objectives targeted toward the needs of logistics education at those respective levels.

53

Page 54: IRAQI SECURITY FORCES LOGISTICS - SAE International

• General/Flag Officers• Ministry Directors

• Senior Officers• Ministry Officials

• Mid-grade Officers• Ministry Officials

• Junior Officers• Ministry Officials

An Institutionalized professional education program in logistics and enabling areas that will increase capacity and capability to govern and execute logistics

54

Curriculum Framework

Page 55: IRAQI SECURITY FORCES LOGISTICS - SAE International

Leadership Buy-In

• Framework was socialized through Key Leader Engagements to gain feedback from Iraqi leaders.

• 24 October 2010 conducted the first of two Curriculum Development Conferences (CDC) that involved senior leaders from the MoD to obtain input and agreement on the overarching curriculum and proposed content for the Strategic Level Seminar to be held in early December.

• Iraqi senior involvement in the CDC was unprecedented and led to a successful conference that received recognition from both the Deputy Commanding General for Advising and Training, LTG Barbero, as well as the Commanding General of United States Forces - Iraq, General Austin.

55

Page 56: IRAQI SECURITY FORCES LOGISTICS - SAE International

Results of CDC

• For the first time Iraqi leaders agreed on the following:– A defined Logistics Professional Military Education– A logistics curriculum from the fundamental to strategic

levels – An Executive Seminar to develop officers and leaders who

understand logistics and the connection to readiness

• The Deputy Chiefs of Staff for Logistics and Training will provide action officers, from their respective directorates, to work collaboratively with USF-I to support curriculum design.
