Iraq’s Oil Contracts - After Signature Tasks and Opportunities
Programme Outline:
Jay Park is a Partner and Chair of the Global Resources Practice Group with Macleod Dixon, where he has practiced oil and gas law since 1980. Based in Calgary, he leads a team of international energy lawyers. In his 27 years of practice, Jay has conducted oil and gas transactions and joint ventures, and negotiated, drafted and provided advice in respect of numerous oil and gas agreements and laws, internationally. Jay has experience representing both investors and states; he has
assisted governments and state oil companies in the design and amendment of petroleum regimes. Jay is actively involved in legal education and training and has co-constructed training courses in international petroleum for the Faculty of Law at the University of Calgary.
Asri Mousa joined the Iraq National Oil Company (INOC) in 1973 as a production engineer after obtaining his master degree and BSC, Honours in Chemical Engineering from the University of Sheffield in the UK. As Head of Operations and First Deputy Director General in South Oil Company, Asri was a key leading
element in implementing strategic field development projects and managing major oil and gas production and export operations in the south of Iraq. In 2003, he became Director of Planning in SOC and focused on his studies and projects on the rejuvenation and expansion of Crude Export System in southern Iraq. In 2008 he was transferred to the Oil Minister’s Office to lead the Iraqi side as Chief Negotiator with Royal Dutch Shell to form a joint venture for long-term utilisation of flared gas in the province of Basra. Asri is now an Oil Advisor to the Iraq Ministry of Oil.
