Kita berjumpa lagi dalam penggal ked- ua Newsletter IQM yang dikeluarkan dua kali setahun untuk makluman kepada ahli mengenai aktibivi semasa IQM. Sehingga kini IQM berjaya menganjurkan kursus kursus biasa khusus untuk bakal pengurus dan masih mendapat sambutan yang baik dari industri Kuari. Kursus seperti Environmental Management, Drilling Course, Shotfirer’s Course, Health and Safety Course yang merupakan kursus teras IQM terus mendapat sambutan ahli dan juga bukan ahli dari Industri Kuari. Technical Talk yang dianjurkan oleh IQM juga mendapat sambutan yang amat baik bukan saja dari ahli tetapi juga dari syarikat yang menajanya. IQM telah mengadakan Mesyuarat Agung Tahunan di Hotel Holiday Villa, Subang Jaya disamping ada Technical Talk on “Tunnelling by Tunnel Boring Machine” tajaan Atlas Corpco. Kehadiran ahli ahli di Menyuarat Agung amat baik disamping ramai juga ahli keluarga industri kita juga datang mendengar Technical Talk. Terima kasih kepada Atlas Corpco sebagai penaja. Tiada pertukaran ahli majlis pada kali ini. Disamping mendapat ilmu terkini dalam bidang pembinaan terowong di Malaysia ahli dapat berinteraksi dan menyambung perhubungan baik sesama kita. Dari segi jangka panjang IQM akan terus mencuba menawarkan Kursus lanjutan keatas kursus teras yang dianjurkan oleh IQM sekarang contohnya dalam kes kursus Shotfirer IQM perlu menganjurkan kursus lanjutan kerana telah banyak ada aduan batu berterbangan, bising, gegaran dan juga masalah habuk dari orang awam memandangkan kuari yang dahulunya beroperasi jauh dari kawasan perumahan sekarang in banyak telah dikelilingi oleh rumah. Arus pembangunan telah memaksa kuari kuari memperbaiki teknik peletupan supaya tidak mengganggu penduduk awam berdekatan. Tuntutan gantirugi kerana anggapan keretakan rumah rumah daripada kerja letupan juga memaksa pembedil dan juga jurutera letupan menambah ilmu adakah kerja letupan mereka menyebabkan kerosakan ini. Apakah yang perlu mereka buat jika aduan ini sampai keperingkat mahkamah? Begitu juga dengan kursus lain dimana perlu dikemaskini kerana ada teknologi baru dan terkini yang diperkenalkan oleh syarikat pembuatan yang lebih effisen. Kita juga perlu mengemaskini pengetahuan dari segi keadaan politik semasa sama ada ia akan memberi manafaat atau musibah kerana kesedaran atau kehendak awam untuk kehidupan tanpa gangguan aktiviti pengkuarian walau pun ianya memberi manafaat dari segi harga produk yang lebih murah dengan adanya kuari berdekatan. Kita perlu melihat impak pemilihan pentadbiran baru keatas industri kita. Saya terbaca satu siri artikel lama bertajuk “ Public Impact of Quarrying” simpanan saya sejak 20 tahun yang lalu dan saya dapati ianya masih relevan sehingga kini. Mungkin ianya boleh diolah semula dan dibuat seminar untuk pengetahuan generasi muda semasa. Pada akhir tahun ini seperti ini seperti biasa kita akan menganjurkan Konferen tahunan atau CONEX 2013 di IOI RESORT Putra Jaya, saya berharap Konferen ini akan terus mendapat sambutan ahli kita dan juga industri kita. yang dikeluarkan dua kali setahun untuk makluman kepada ahli mengenai aktibivi semasa IQM. Sehingga kini IQM berjaya menganjurkan kursus kursus biasa khusus untuk bakal pengurus dan masih mendapat sambutan yang baik dari industri Kuari. Kursus seperti Environmental Management, Drilling Course, Shotfirer’s Course, Health and Safety Course yang merupakan kursus teras IQM terus mendapat sambutan ahli dan juga bukan ahli dari Industri Kuari. Technical Talk yang dianjurkan oleh IQM juga mendapat sambutan yang amat baik bukan saja dari ahli tetapi juga dari syarikat yang menajanya.

IQM telah mengadakan Mesyuarat Agung Tahunan di Hotel Holiday Villa, Subang Jaya disamping ada Technical Talk on “Tunnelling by Tunnel Boring Machine” tajaan Atlas Corpco. Kehadiran ahli ahli di Menyuarat Agung amat baik disamping ramai juga ahli keluarga industri kita juga datang mendengar Technical Talk. Terima kasih kepada Atlas Corpco sebagai penaja. Tiada pertukaran ahli majlis pada kali ini. Disamping mendapat ilmu terkini dalam bidang pembinaan terowong di Malaysia ahli dapat berinteraksi dan menyambung perhubungan baik sesama kita.

Poor Image of Quarrying IndustryMan started using stone many millenniums ago. In more recent time, during the Roman Empire, limestone was burned to produce cement. That was about two thousand years ago. Today with the modern technological advances, we have not been able to discard the usage of stones! It is unlikely that stone will not continue to be used by mankind for many mil-lenniums to come.

However, stones will have to be quarried from the rock massifs. In the mind set of the public, rock quarrying is unnecessary, unhealthy, dangerous, damage to environment etc etc. NGO demand immediate closure of rock quarries. Authorities and public

representatives are under pressure to stop quarrying operation every which way. Despite all these anti-quarrying moves, everybody demand quality tarmac roads, houses, buildings, factories, water dams, airports, runways etc and above all they want them cheap.

We have to ponder the reasons for these negative public perceptions. We must start to improve our IMAGE in the eyes of the public and to pull up our shocks to change so that they can accept us and take us into their communities. It is by no mean a simple and easy task. But we have to start from somewhere and have to put our heads together to explore ways.

To start with, I suggest quarry operators should carry out the first 3 steps: 1. to cut down the frequenness of blasting, ie. to cut down the number of rock blastings in a month;2. to remove as much dust as possible, either by suction or even by sweeping, the main haulage road before carry out the regular water bowsing;3. to carry out more CSR (Community Social Responsibility) programmes.

AUDITING OF QUARRY MANAGERS CERTIFICATE( QMC) SYLLABUS AND EXAM PAPERS

The Auditing of all syllabus and also examination papers of the much sought after QMC Modules had been carried out by officers of the Department of Mineral and Geoscience recently. The auditing is to ensure that the course syllabus and exam is of acceptable standard for the Malaysian Quarry Managers. Up to now the examinations had been managed solely by IQM (except Shotfirer’s Course). Questions and exams were set by the IQM Council (who are also professionals from the industry), JMG and also by local university. The official auditing of these courses by JMG as an official and independent body is welcome and as an added bonus to the industry. This is definitely an official recognition of the standard and quality of the QMC Modules.

COURSE on Shotfirer’s Practical ExaminationTo those who had passed the theoretical Shotfirer’s examination and wish to sit for the practical examination , IQM in collaboration with JMG is planning to hold a one and half day workshop on the practical examination. This is to give a better chance for the candidates to pass the test. The practical examination workshop will teach the candidates on what are the preparation they should make for the examination, plans, calculation and the correct blast design for the day. The first workshop is scheduled for November 2013. Those who are interested can contact IQM.

1. The Course is recognised by both the Police and the Jabatan Mineral and Geoscience2. The prospective participants should have some experience of blasting work before applying to attend this particular Course at least for six months.

BLASTING ROUND UP CONTROLLED BLASTING AT CONSTRUCTION SITES IN SELANGORDUE to many complains from the public in Selangor from blasting work at construction sites the PBT (Pihak Berkuasa Tempatan) such as Majlis Daerah, Polis and Jabatan Mineral and Geoscience have pooled their resources together to control the blasting work and to make sure that the blasting work is safe and causing minimal annoyance to the public. The process to follow to apply for permission to blast is asshown below

Note: Consultant Blasting Engineers are professional Mining or Mineral Resources Engineer with expertise in Blasting and his Consultant Engineering Practice must be registered with the Board of Engineers as required under Registration of Engineers Act.

This could be a very good+ reason for our Blasting Consultant to improve their expertise in Construction blasting work, assist our blasters to prepare proper blasting design and records and also gains expertise in blast monitoring work. IQM could also play a role by offering courses in Construction Blasting to our blasters since our current Shotfirer’s Courses caters only for those in the Quarrying industry.

Recently I was doing a workplace clean-up at home I found a copy of paper I presented at a seminar in KL about 20 years ago titled “Kerja Letupan di Bandaraya”. The Requirement for a Consultant Engineer were then1. He must be a Mining Engineer with P.Eng (M) 2. He must also have a “Shotfirer Certificate “ issued by Jabatan Galian

The only Consultant Engineer with that qualification at that time was our current President Ir Lee Kam Fatt who just passed the Shotfirer theory and Practical examination.

The Pengarah of Jabatan Galian who implemented the decision is our current Deputy President Tuan Hj Mustapha Lip.

Rock falls is not something uncommon in nature or in quarry operation. It did happen many times especially in Malaysia where rock scaling after blasting work is seldom practiced. The failure to recognise the geology of the area where for example the dip, strike and also the overbreak caused by the blasting work do contribute to the incident of this nature. The effect of geology on blasting work is briefly covered at our Shotfiring Course.

While it is known that rock blaster is not a trained geologist but it is the duty of the quarry operator to ensure that the blasting staff continue to improve his knowledge on subjects related to blasting work such as effect of blasting on local geology. He has to also mindful of the effect of his work on himself and also the neighbours. This is particularly important when his quarry is small and surrounded by other people.

It is an honour to be called a rock blasting experts but it is a very big responsibility that need to be learned by continuous training and also working on the job.

Below are a few of the incidents related to quarry operation and alleged to result from blasting operation as reported in the local newspaper.

The writer has no wish to make comment on the incidents as he is not involved in the accident investigation. This is an expensive lesson to learn.

ROCK FALL FROM KUKUSAN HILL QUARRY, TAWAU, SABAH

TAWAU: Incumbent Tawau member of parliament Datuk Chua Soon Bui will seek compensation from the Kukusan Hill quarry operator on behalf of the 13 victims of Kampung Tanjung Batu Tengah (Besi Buruk), after their houses were flattened by boulders that crashed down from Kukusan Hill following blasting operations, on Saturday morning.

The writer had several oppurtunities to attend courses on tunnelling by drill & blast method (New Delhi - India) and also by using Tunnel Boring Machines locally as organised by Institute of Engineers and overseas partners for the past few years. The courses were organised as a result of SMART tunnel project, Selangor-Pahang water transfer project and also the current MRT project.

1. Our IQM trained Shotfirer’s are hired because by virtue of the Shotfirers Certificate they are allowed to work as Shotfirers there and their certificate allows them to apply for permit to buy explosives

2. The Blasting Engineers are all from overseas and many of them are Civil/Tunnelling Engineers. The requirement to be a tunnel engineer is a civil engineer with few years experience in tunnelling.

3. The engineers in charge of the project in one of the technical talk given at IEM complained that there is too much overbreak from Blasting work by the Shotfirers

Tunnelling by Drill & Blast method is not taught at our Shotfirer’s Course , therefore our Shotfirer’s must be trained on the job in blasting for tunnelling work. However under normalcircumstances the subject is actually taught at Blasting Engineers level and the engineer is responsible for giving instruction to the Shotfirer what to do. Too much overbreak is actually very expensive as it will require more grouting work. We don’t yet have a Blasting Engineers program which will require more theoretical knowledge and sound mathematics which we purposely avoid in our Shotfirer Course as it is tailored more for those with school level Certificate.

Question: Why is mining engineers and mineral re-sources engineers not mentioned as requirement to be a tunnel engineer/blasting engineer in tunnelling work ?

blasting expert, was at the foot of a hill at the Goh Teik Lim quarry, while two of his staff were on higher ground, trying to drain rainwater from a hole which had been dug for explosives. At 9.40am, the slope gave way, sending boulders crashing down to where Wong was.

The boulders, including one the size of a single-storey house, buried Wong and a tractor. Wong’s four-wheel-drive vehicle was also crushed. Rescue operations had to be stopped in the evening due to bad weather, but will resume this morning.

Relating the incident, tractor driver Awang Asri said he yelled a warning to the three men when he heard rumblings and saw the rocks fall.

“I was shouting and waving my hands to tell them to run away.

“Two of them leapt to a nearby slope but apek (Wong) disappeared from view.”

The victim’s youngest son, Wong Yew Chong, a 34-year-old contractor, said he was sad that his father, who was in good physical condition, could not run to safety. His father had been blasting rocks since he was young and began working at the quarry a year ago, he said.

This is the second incident in 16 months that a rock-fall in a limestone quarry has occurred in Simpang Pulai. In March last year, two men were killed and another injured in a rockfall while they were drilling at a quarry in Bukit Terendum.

Perak Menteri Besar Datuk Seri Mohammad Nizar Jamaluddin, who visited the site, said the quarry procedures would be checked to ensure that the incident was not due to oversight or negligence by the operator.

“If there was negligence, we don’t mind issuing a stop-work order.

“We don’t want such incidents to mar our industry.”He expressed sympathy for the family and pledged to offer assistance to them.

Chua said she would also request from the operator to send food to the victims who are putting up with family members and relatives.

“I urge the operator to compensate for their losses and also medical fees,” she said after visiting the site and some of the victims yesterday.She added that the local authority should make immediate assessment on the safety of the area as the trail left by the boulders ‘one the size of a house’, had loosened the soil and this could create mudslides when the rainy seasons came.“We are looking at another future disaster as the soil on the hillside has been exposed and I fear the safety of the villagers here,” she said.

Chua also called on the local authority to provide the villagers with places at the People Housing Project which she learnt were still vacant.“Otherwise, the locals who are squatting here should be relocated to a more suitable and safer place,” she said.

She said the local authority should seek all preventive measures, including the assessment of the environmental impact as the villagers could be facing other future natural disasters.

Three women and three babies were injured and seven houses flattened when three boulders, including one the size of a house, came crashing down from the top of Kukusan Hill near here around noon on Saturday.

Tawau police chief ACP Awang Besar Dullah said on Saturday that the quarry operators had been ordered to cease operations while the residents were told to vacate their homes.

Awang Besar said the boulders came loose as a result of tremors caused by blasting at the quarry about 11.30am.

He said the operation using explosives was stopped until further notice, adding that the relevant departments would ensure safety first at the area before allowing anymore quarry operations.

BLASTERS BURIED IN ROCKFALL
