• MEWC has set-up the NATIONAL IPv6 COUNCIL and had first meeting in Dec. 2004

• Council Membership – MECW, EPU, MOF, MAMPU, MOSTI, MCMC, Main ISPs/IASPs (telcos & Jaring)

• Objective – to plan and implement IPv6 adoption in Malaysia

• Proposed Targets to be IPv6-enabled:-

– ISPs/IASPs by 2006– E-Government Network by 2008– Malaysia by 2010

• The council has also proposed and set-up IPv6 Centre of Excellence (National Advanced V6 Centre– NAv6) in USM with the following objectives:-

– To conduct and facilitate R&D in IPv6

– To endeavour to be the regional training centre for IPv6 professionals

– To create awareness and promote IPv6 adoption in Malaysia

– To consult, monitor and audit IPv6 adoption in Malaysia

The Training and Human Resource program will strive to:

– Formulate and distribute IPv6 curriculum for institutions of higher learning (undergraduate level, postgraduate level & diploma level)

– Develop and train IPv6 capable trainers and instructors.

– Create a new industry and to vitalize industries in various fields of education and services.

– Monitor and formulate a regional consultative body for policies and directions for IPv6 curriculum.

• The Awareness and Promotion program will strive to:

• Workshops and seminars would be the main thrust in the IPv6 awareness and promotion campaign. The Training and Human Resource team will work closely with Awareness and Promotion team to ensure a standard idea is spread to the intended group.

• Presented Papers at the APEC Tel. Working Group and Asia-Pacific Telecommunity seminars on Malaysia’s IPV6 Program (Goa, India, July 2005)

• IPv6 Training Program for ISPs/IASPs (25-28 July 2005)

• Swinburne University of Technology (Sarawak) and other institutions have started to collaborate with NAV6 on IPV6 related projects

• Further R&D projects awaiting funds

SOME PROPOSED STRATEGIES TO BE STUDIED:-

• Couple the IPv6 address allocations together with the national broadband rollout. Broadband projects by Government to be V6-enabled like Schoolnet, MYREN and etc.

• Port the website for Government websites to have special sections just for those who are v6 enabled. This will encourage people to use IPv6

• All large scale new government network projects be IPv6 compliant

• All net schools be allocated IPv6 addresses and IPv6 compliant modems

• New local content development be IPv4/v6 dual stack ready, thus increasing local content and encouraging IPv6

Affordability - Very. Little cost to Government agencies and to

telcos if proper planning is done.

Possible Action Plan for e-Government Network:-

• NAv6 to do an assessment study on the migration of e-Government Network to IPv6 under the supervision of MAMPU

• NAv6 could assist MAMPU in the implementation process, including IPv6 compliance audit

• NAv6 could assist MAMPU in issuing template provisions for ensuring IPv6-compliance in tender specs for procurement

• NAv6 to discuss with MAMPU and INTAN and prepare human capacity building plan for Government CIOs and System Admin Staff
