– Should APNIC & the NIRs challenge registration of transfers that is not consistent with this intent?

– This is market reality. Some organisations will consolidate their last /8 holding

• 14 (0.09%) Members have consolidated 5 or more /22s in 9 years so far

– Is it more important for APNIC & the NIRs to facilitate ‘frictionless’ transfer to maintain accurate registry and prevent black market?
