Money Order MaximumThe maximum value of a money

order is now $400, effective May 29,1978.

The statement "Do not cash if faceamount exceeds $300", printed on theback of money orders, is causingbanks to deny payment when theamount exceeds $300. Postmastersshould inform banks in their area thatthe statement is no longer appro-priate and should not be used fordenying payment.

Master Instructors' Compensation

A Management Instruction (MI)will be issued on 2-8-79 entitled Re-cruitment, Selection, Delveopment,and Compensation of MasterInstructors.

Compensation rules are set forth inthe (MI) for Postal Service Trainingand Development Institute (PST&DI) Master Instructors during their104 weeks of assignment. The rulesapply to those employees in the PostalService who have been accepted intothe Master Instructor Program:

1. During their assignment atPST&DI, Master Instructors will re-ceive quarterly, not to exceed eight(8) such payments, a lump sum pay-ment equal to 2'/2% of their basesalary. Eligibility of incumbentMaster Instructors will begin on theeffective date of the ManagementInstruction.

2. Merit program eligibility con-tinues during an EAS employee's as-signment in the program and is notaffected by the lump-sum payments.

3. Step increase eligibility con-tinues during a PMS employee's as-signment in the program.

4. Exceptions will require priorapproval of the Senior Assistant Post-master General, Employee and LaborRelations Group.—Employee Rela-tions Dept., 1-25-79.

International Express MailEffective immediately, the United

States Postal Service will exchangeInternational Express Mail shipmentswith Singapore and the Federal Re-public of Germany (West Germany).Express Mail shipments to these coun-tries may weigh up to 33 pounds.Express Mail shipments to Singaporemay contain letters, business docu-ments, commercial papers, and mer-chandise. Express Mail shipments tothe Federal Republic of Germanymay contain letters, business docu-ments, and commercial papers.

Two basic service offerings areavailable for International ExpressMail to Singapore: Custom DesignedService and On Demand Service. SeeExhibits A and B for rates toSingapore.

Only Custom Designed Service isavailable for International ExpressMail shipments to the Federal Re-public of Germany (West Germany).See Exhibit C for rates, page 6.

The following procedures and reg-ulations apply to International Ex-press Mail shipments received fromand sent to Singapore and the Fed-eral Republic of Germany).

Inbound

All International Express Mailshipments from Singapore and theFederal Republic of Germany (WestGermany) are subject to promptcustoms examination. After such cus-toms examination, Express Mail mer-chandise will bear either (1) an en-dorsement such as Passed Free U.S.Customs, indicating that the maildoes not contain dutiable items or(2) the red adhesive Treasury De-partment envelope containing Cus-toms Form 3419, Customs MailEntry, indicating that the mail con-tains dutiable items.

Postal employees at delivering postoffices shall promptly examine allincoming International Express Mailshipments to detect items bearingCustoms Form 3419 and shall deliversuch items pursuant to the deliveryprocedures for dutiable mail.

Postage due stamps in the amountof $1 must be applied to ensure col-lection of the required customsclearance and delivery fee for articleson which customs duty is collected.

THIRD-CLASS CARRIER ROUTE PRESORTA new third-class carrier route pre-

sort classification will be implementedJanuary 28, 1979 on a temporarybasis. The rate for this subclass isequal to the regular third-class bulkrate less 1.5 cents for each qualifyingpiece sorted to the carrier route.

The Postal Service filed a requestfor such a subclass with the PostalRate Commission on September 8,1978. Since the Postal Rate Commis-sion did not forward its recommenda-tion within 90 days after receipt ofthe request, the Postal Service is im-

plementing the third-class carrierroute presort subclass on a temporarybasis.

Although the endorsement CarrierRoute Presort is to be on pieces whichare part of a third-class mailing pre-sorted to carrier routes, some mailersmay not be able to comply with thisrequirement before April 28, 1979,because of the time required for pre-paring large mailings. Specifically,mailers may have already preparedmail which could meet all other re-quirements, but the pieces have been

printed with the permit imprintindicia prescribed for regular bulkthird-class matter.

Postmasters may, until April 28,accept those mailings at the carrierpresort rate if the mailings meet allother requirements of the third-classcarrier presort subclass. Postmastersare being asked to work with mailersand to contact mail classification cen-ters to resolve specific problems withthe interpretation and application ofthe regulations.

3. Each mailing must contain aminimum of 2,000 separately ad-dressed pieces properly presorted tocarrier routes, rural routes, lockboxes,or general delivery. Mail addressed topost office boxes may qualify for thepresort rate provided it is sorted inaccordance with the scheme fur-nished by the Postal Service so as toeliminate incoming secondary sortsby the Postal Service.

4. To qualify for the carrier pre-sort rate, a piece must be in a groupof ten or more properly sorted to thesame carrier route. Groups of lessthan ten pieces to the same carrierroute do not qualify for the carrierpresort rate and are considered resid-ual. The number of residual piecesto any single 5-digit ZIP Code areamay not exceed 5% of the total pre-sorted carrier route pieces addressedto that 5-digit area. Residual piecesare subject to the regular third-classbulk rates.

5. The endorsement Carrier RoutePresort must be printed or rubberstamped by the mailer either in orimmediately adjacent to the permitimprint or postage. It may be in-corporated in the permit imprint,meter ad plate, or meter slug as shownbelow. The endorsement CAR-RTmay be printed as part of the permit

imprint indicia instead of CarrierRoute Presort.

6. Unsealed pieces may contain in-serts or loose pages that may not beexpected to become separated duringpostal handling.

7. Mailers must present a listingthat will reflect the number of quali-fying and residual pieces mailed toeach 5-digit ZIP Code area with eachmailing made under the carrier routepresort subclass rate. After the firstmailing the postmaster may authorizethe mailer to retain the records andsubmit them upon request by the post-master. These records must be keptfor a period of 90 days following thedate of mailing (or until any pendingaction regarding the recalculation ofpostage, see 8 below, is resolved tothe satisfaction of the Postal Service).

8. Mailers are responsible for theproper makeup of mail to carrierroutes according to the lastest officialPostal Service scheme. Mailings withmore than 5% error in the makeup tocarrier routes in the 5-digit ZIP Codearea are subject to recalculation ofpostage at the regular third-class bulkrate for all pieces delivered in the 5-digit ZIP Code area.

9. Pieces bearing a simplified ad-dress as provided for in PSM 122.4,may qualify for the carrier route pre-sort subclass if they meet all require-ments for the subclass.

Obtaining City SchemesMailers may, under the provisions

of PSM 122.54, request a copy of thecity scheme used by clerks for sortingmail. They may also request thePostal Service to sort address cards,plates or stencils by carrier routes.This section of the Postal ServiceManual is being changed to indicatethat such requests are to be forwardedto the Management Sectional Center(MSC) Manager of the destinationcity. Management Sectional Centersand the areas they serve are listed onpages XLIX and L of the 1979 Na-tional ZIP Code & Post Office Direc-tory, Publication 65.

Carrier schemes are currently beingmaintained in a variety of formats.Carrier schemes, in a standard hardcopy format, for all 6300 city deliverypost offices will be available to mailers

at appropriate MSC's by the middleof March. In June the Postal Serviceexpects to have available for maileruse, a computer tape with carrierschemes for all 480 multi-ZIP Codedpost offices and 160 large single ZIPCoded post offices.

Carrier Route Schemes

The MSC manager will provideofficial carrier route schemes for thearea served by the MSC to all mailerswho request them. If necessary, theMSC will forward the request to theappropriate associate office forcompletion and return to the MSCwithin 10 days of receipt from theMSC.

These schemes will include sepa-rations to be made by the mailer toeliminate all incoming secondary sortsof mail addressed to post office boxes(i.e., lockbox section), rural routesand general delivery as well as citycarrier routes. These official schemeswill be updated two times a year forpurposes of providing a quality con-trol point for the mailer's makeup.

Scheme changes and additionswhich are effected between the twicea year updates will be automaticallyfurnished by the MSC manager tothose mailers who have requested thescheme. The MSC manager will sendall scheme information to the mailerby certified mail with a return receipt

after he has reviewed its format andcontent for completeness and hascleared the log. The return receipt isto be retained at the MSC for oneyear.

The MSC manager will maintain alog of all scheme requests and apermanent list of mailers presortingto carrier routes so that all changes toschemes can be transmitted to themailers as far in advance of the effec-tive date as practical.

Mailers are to be encouraged tomaintain up-to-date schemes at alltimes. However, to be eligible for thecarrier route presort rate, the mailersmust prepare their mailings accordingto the latest official scheme within 60days after receipt.

Postage Computation

Qualified pieces presorted to car-rier routes or post office lockbox sec-tions are eligible to be mailed at arate of 1.5 cents per piece less thanthe regular third-class bulk rate. The1.5 cents per piece reduction is ap-plicable regardless of whether thepieces are subject to the regular bulkper piece rate or the per pound post-age rate.

To compute postal charges, postageis first computed at the applicableregular bulk rate. The number ofqualifying pieces is then multiplied by1.5 cents and the result subtractedfrom the full regular bulk rate.

Mailing Statements

Form 3602, Statement of Mailingwith Permit Imprints and Form3602-PC, Statement of Mailing BulkRates, are being revised to accom-modate the new carrier presort rate.When the revised editions are avail-able for ordering from the supplycenters, a notice will be printed in thePOSTAL BULLETIN. Current versionsof Forms 3602 and 3602-PC may beused if they are prepared as shownin Examples C and D.

Metered Identical Pieces

For mailings paid by metered post-age, the entire carrier route presortedmailing may be metered at the car-

rier route presort rate. The additionalpostage for residual pieces may bepaid by means of a meter strip affixedto the back of Form 3602-PC.

Preparation

1. Packagesa. Carrier Packages. When there

are 10 or more pieces addressed to thesame carrier route, or box section theymust be prepared by the mailer in

packages of 10 or more pieces. Pack-ages of letter size mail should notexceed 4 inches in thickness. Thepieces in the packages must be facedin the same direction and securelywrapped or tied together. Rubberbands are the preferred method ofsecuring packages. A facing slip mustbe attached to the package over thetop piece of a package and preparedas follows:

Acceptance *

Acceptance units will follow nor-mal acceptance procedures associatedwith third-class bulk rate mailings.In addition, spot checks should bemade to verify that no more than 5%of the mail to a 5-digit ZIP Codedestination is residual. This is done bychecking several 5-digit sacks andverifying that the amount of residualfor the 5-digit destination agrees withthe list submitted by the mailer.

If the residual portion for the 5-digit destination exceeds 5%, givethe mailer the option of paying theappropriate bulk third-class rate onall pieces in the mailing or rework-ing the mailing to remove the excessresidue.

If the postmaster has authorizedthe mailer to maintain the list on hispremises rather than submitting itwith the mailing, spot checks are tobe made at least once each six monthsfor each mailer to confirm thatamount of residual to a 5-digit desti-nation agreesn«ilfrfEetis^ maintainedby the mailer.

Verification of Makeup

1. Delivery employees receivingmail improperly made up to carrierroute or lockbox section should holdthese pieces separately, bundle them

and give to their supervisor or desig-nated employee. Each bundle is to beendorsed by the supervisor or desig-nated employee Not For Route

to indicate that they arenot for the route to which they werepresorted.

2. The supervisor or designatedemployee shall confirm that the ad-dresses on such pieces are properlylisted in the current official schemethat was furnished the mailers. If so,the mailer has properly presorted toqualify for the lower rate. If theaddresses are not included in thelatest official scheme, the pieces willbe distributed to the proper routeand will be delivered as addressed.

3. If the addresses were properlylisted in the latest official scheme andthe mailer has not properly presorted,and if the supervisor or designatedemployee estimates the errors exceed5% of the total pieces mailed at theCarrier Route Presort sub-class ratefor delivery within the 5-digit ZIParea, a listing will be prepared indi-c t ing the streets and blocks whichwere incorrectly presorted, the totalnumber of pieces missorted for eachentry, and the correct route number.

This listing will be forwarded tothe Postmaster at the office of mail-ing. These pieces should be sortedto the proper route and delivered asaddressed.

4. If the supervisor or designatedemployee determined that the schemeitems were correctly listed in thelatest official scheme, they will initi-ate an inquiry with the MSC managerto determine if this latest officialscheme has been furnished to' themailer. If the mailer has not been

provided this latest official scheme,actions will be initiated to assure thata copy is promptly provided the mail-er, and that interim changes are pro-vided in the future.

Resolution of Discrepanciesby Origin MSC

Upon receipt of a listing of improp-erly prepared carrier route presortsub-class mailings from the deliveringoffice, the MSC manager will ascer-tain from the mailer's records (seeitem 7, Eligibility Requirements) thenumber of pieces mailed at the carrierroute presort subclass rate to the par-ticular 5-digit ZIP area. Using thetotal number of pieces reported by thedelivering post office, and the mail-ers' records, the MSC manager willdetermine if the error rate exceeds5% of the total pieces mailed to the5-digit ZIP area.

If the errors exceed 5%, the MSCmanager will collect 1.5 cents addi-tional postage on each piece mailed atthe carrier route presort subclass rateto the 5-digit ZIP area as follows:

a. The mailer will be billed byletter advising him of the amount ofadditional postage required, mailingto which the postage deficiency re-lates, the number of pieces whichdid not qualify for the carrier presortrate, and (if postage on the mailingwas paid by permit imprint) notifi-cation that the additional postage isbeing withdrawn from the mailer'strust account.

b. When postage on the mailingwas paid by precanceled or meterstamps, the mailer will affix pre-canceled or meter stamps in theamount of the additional postage tothe bill and return it to the post-master. Upon return of the originalbill with the additional postageaffixed, the postmaster will prepare aForm 3602-PC with the mailer'sname, permit number, and the in-formation shown on the bill. A dupli-cate of the bill will be retained as acollection reminder and will bedestroyed after the original bill withthe additional postage affixed isreturned.

c. When postage on the mailingwas paid by permit imprint, theamount of additional postage will bewithdrawn from the malier's trustaccount. A Form 3602 will be pre-pared and forwarded to the employeemaintaining the trust account rec-

ords. The Form 3602 will be markedadjustment and will show: name ofmailer, permit number, date of themailing for which the adjustment is

being made, number of pieces forwhich the additional postage is beingcollected and amount of additionalpostage to be withdrawn.

Lockbox/Caller Service

Inquiries from the field have indi-cated a need for clarification of lock-box/caller service procedures in thefollowing areas:

Payment Period Due Dates. Sec-tion 169.522 of the POSTAL SERVICEMANUAL requires payment of lockboxand caller service fees in advance.After the first payment (see 169.527of the PSM), the next due date forpayment is the last calendar day ofthe period for which payment hasbeen made. For example, if the be-ginning of a payment period wasdetermined to be April 1, the next duedate would be September 30 orMarch 31, depending on whether thefee was paid for one or two semi-annual periods. Files of Form 1091—A, Register for Lockbox Rent, and1091—B, Register for Caller ServiceFees, which show the first day of any

month as the next due date shouldbe corrected.

Filing Form 1093, Application forPost Office Box or Caller Number.Form 1093 was designed so Part Icould be filed alphabetically by lastname of customer and Part II filednumerically by box number. In manycases, Parts I and II are either stapledtogether in the same file or, are main-tained in the same order (eitheralphabetical or numerical) in sep-arate files. Frequently, a need for crossreferencing customer's names withtheir box numbers arises and is satis-fied by creating an additional 3 x 5card file. By proper utilization ofForm 1093, the need for other filesis eliminated. Form 1093 will be re-vised at the next printing to showthis requirement.
