The Irish Peatland Conservation Council’s(IPCC) mission is toconserve a representative portionof the peatlands ofIreland for people toenjoy now and in thefuture. We run the national Save the BogsCampaign, we own a network of five peatland nature reserves in Kerry, Kildare, Meath and Waterford and we manage the Bog ofAllen Nature Centre,which is open to visitors and schoolgroups. We provide anextensive informationservice on our web siteat www.ipcc.ie. IPCChave five members ofstaff and is supportedby 100 volunteers. Four thousand individualssubscribe to our campaign. CHY6829

We are delighted topresent the Annual Report and FinancialAccounts of the IrishPeatland ConservationCouncil for 2017.
In this year we raised substantialfunding to manage ournetwork of nature reserves in CountiesKildare, Kerry andMeath. We managedthe successful breedingof Curlew on LodgeBog, helped develop anational monitoringprogramme for LargeHeath Butterfly, trainedcitizen scientists tohelp with our work, introduced a donkeygrazing regime on Lullymore West Bog toimprove the quality ofthe habitat for Marshfritillary butterflies, rana fens advocacy campaign and lobbied
Government to publishthe Raised Bog SACManagement Plan.
Our success is due tothe support of ourdonors, volunteers andstaff. Thank you all sovery much.
IPCC’s voluntary Committee of Management held 7meetings in 2017 plusan AGM. Our work included regulatingIPCC’s finances and operations, monitoringhealth and safety, facilitating an audit ofour finances, drawingup Risk Managementand Governance ActionPlans and creating anew staff post ofWildlife Gardener. IPCC reported on all of our activities to the Charities Regulator.

Highlight of 2017

Conserving Peatlands in Ireland
IPCC undertook a surveyof the cutover bog areasoccurring on Girley Bog,Co. Meath. This projectwas funded by the Heritage Council. Duringthe survey IPCC discovered a lagg zonewhere the bog meetsthe mineral soil and werecommended thatthree parts of the cutover bog be managedto restore peat-forminghabitats. We attended 5meetings of the GirleyBog Meitheal and wereinvolved in improving thequality of the NationalLoop Walk surroundingthe site as well as anumber of awarenessdays on the bog. Withsupport from MeathCounty Council IPCCtrained 12 citizen scientists to undertakebutterfly surveys on thebog and measure waterlevels on a regular basis.
Developing a Conser-vation ManagementPlan for Coad Bog, Co.Kerry was a priority in2017. With fundingsupport from the Heritage Council thenew plan was draftedand went through apublic consultation before printing. Theoverall aim of the planis to bring aboutrestoration and conservation of theblanket bog habitatsand biodiversity onCoad Bog and to provide opportunitiesfor everyone to learnabout the heritage importance of the bogand to take part in protecting it. To achievethis goal 26 actionshave been drawn up.
IPCC’s work on Lullymore West Bogin Co. Kildare saw theorganisation develop itsskills in managementinto the area of grazing.
Two donkeys were introduced onto the sitefor 11 weeks to grazethe grassland habitatand to improve its qual-ity for breeding marshfritillary butterflies. Thedonkeys were sourcedfrom Mr Michael Goreya farmer from Lully-more. The results werepositive and IPCCrecorded the highestnumber of nests ofmarsh fritillary larvaesince monitoring beganat 21 nests. This project was funded bythe Heritage Council.
With support from Seacology in CaliforniaIPCC embarked on anintensive two year cam-paign to monitor Curlewon Lodge Bog and totake steps to ensuretheir breeding success.Thanks to a number ofmeasures one chickhatched to a pair ofCurlew but unfortu-nately it did not fledge
successfully. Part of thecampaign for Curlew involved taking 10school groups out ontothe bog to explore thenature of the habitat inwhich Curlew breed.Other habitat enhance-ment measures wereundertaken includingwater table monitoring,maintaining livestockfencing and drain blocking. IPCC’s campaigningwork is influenced bythe policy actions setout in our publication -Ireland’s Peatland Conservation ActionPlan 2020.
Save Fens ProtectBiodiversity
In 2017 our prioritycampaign work was onfen habitats. Fen conservation is weak inIreland. There hasnever been an all Ireland, state initiatedsurvey of fens and theirspecies and habitats undertaken in Ireland.Without this informa-tion, Government claimsto be unable to makefen protection a priorityas it cannot set conservation targets nordevelop policies to protect and managefens. Fens are falling bythe wayside as priorityis being given to conserving raised andblanket bogs.
IPCC monitor 480 fencomplexes in Ireland.These sites are losingbiodiversity throughhabitat loss driven bydrainage, dumping, pollution, land reclamation and thelack of management.71% of the original areaof fens have been lostand bittern no longerbreed in Ireland as a result.
Issues were highlightedto Ministers HeatherHumphreys and JosephaMadigan and to staffwithin the NationalParks and Wildlife Service who are to setup a fen working groupin 2018.
A key element in the
Save Fens - Protect Biodiversity Campaignwas the use of socialmedia. Eighteen postswere uploaded to IPCC’sfacebook page reaching16,984 people. Sixtweets were uploaded toTwitter and 2 postswere made to Instagram. A video entitled GO Fen Habitatswas created and uploaded to IPCC’sYouTube channel. TheIPCC fen fact sheet onwww.ipcc.ie was updated with a new distribution map of fens,a fen utilization piechart and more in-depth information about fenspecies.
Each Local Authoritywas sent informationabout the fens withintheir jurisdiction. 20 outof 29 Council’s responded to IPCC.
IPCC would like to acknowledge the IrishEnvironmental Networkwho supported thisproject under the Biodiversity Policy WorkPackage 2017.
IPCC chair the IrishPeatland Society. In2017 we helped toarrange a meeting focusing on access andvisitor use of the uplands based in Co.Wicklow. Issues needing to be addressedby those engaged inproviding access topeatlands included carrying out regularmonitoring and reporting on the condition of visitor facilities and anticipating any impacts of more visitorsfrom social media promotion of upland
areas. IPCC attendedthe InternationalPeatland Societymeeting in Aberdeenand presented a posterpaper on the management of the hydrology on LodgeBog, Co. Kildare.
IPCC were appointed tothe Curlew Task Forceby the National Parksand Wildlife Service andattended 5 meetings ofthe group. We
developedan adviceleaflet forcitizensaboutCurlew.The taskforce are workingto protect breedingCurlew in Ireland.

IPCC attended onemeeting of the Peatlands Council TheCouncil released theNational Raised BogSAC Management Plan2017-2022. IPCC madesignificant contributionsto the development ofthis document whichaims to provide clarity to all parties regarding how Ireland’snetwork of raised bogSACs will be managed,conserved and restoredinto the future. A conservation target of3600ha of peat formingraised bog habitat hasbeen set for the country, however withindesignated raised bogsof conservation valuethere is currently anarea of 27,100ha ofwhich only 1,639ha isregarded as peat forming. Obviouslythere is a difficult taskahead to achieve thetarget.
Another document published in 2017 willassist with the restoration of sites andit is Best Practice in
Raised Bog Restorationin Ireland. Again IPCC’sground breaking workin Sphagnumrestoration techniqueson raised bogs havebeen included in thisdocument together withall of the knowledgeamassed to date in thecountry about themethods to restoreraised bogs.
A key part of the conservation of raisedbogs has been the provision of compensation to turbary rights holderswho were actively cutting turf when siteswere designated. Todate the Irish Government have paidout !22 million in compensation. IPCC aremembers of the TurfCutting CompensationAppeals Sub Group andwe attended two meetings and revieweda number of turf cuttingcases.
IPCC are on the steering committee ofthe Living Bog LIFE
Raised Bog RestorationProject which is fundedby the European Unionand the Department ofCulture, Heritage & theGaeltacht. We attended2 meetings of the groupwho are working to restore 12 raised bogSAC sites in the midlands. We werepresent at the projectlaunch by MinisterHeather Humphreyswhich took place inClara Visitor Centre,Co. Offaly.
IPCC attended twomeetings of theAbbeyleix Bog Conservation Projectwhich is protecting araised bog in Co. Laois.We worked with theCommunity WetlandsForum inputting intotheir strategy whichwas launched by President Michael D.Higgins during the year.We also attended onemeeting of the Forumwhich was hosted bymembers of the community protectingSchoboy Bog, Co. Tipperary.

Peatland Awareness, Education and Training
The Bog of Allen Nature Centre is aportal for IPCC’sawareness, educationand training programmes. Throughour in-house and outreach education programmes we impact on a national audience.
The highlights of theyear included:
1. Discovering theWild Bogs of IrelandPost Primary BogField Study Worksheets. This education resourcewas prepared to assiststudents undertakinga bog field study forjunior and leaving certificate courses inScience and Biology.With funding providedfrom the Drehid Community Grant2017 the worksheetshave been printed andwill be used at the Bogof Allen Nature Centre.
2. Educational deckfor ecology studieson Lodge Bog. IPCCinstalled an educational decked
area on Lodge Bog tofacilitate ecologicalstudies on the bogwithout damaging thefragile bog surface.This project was sup-ported by Kildare County Councilunder the CommunityGrant Scheme 2017.
3. Bog of Allen Nature Centre Visitor Attraction.IPCC welcomed 517independent travellers,1705 students (40groups) and 9 othergroups (148 mem-bers) to the naturecentre during the year.We organised 9 eventsat the centre as partof Féile an Dulra whichbrought an additional141 visitors. Highlightswere Space Night anda Summer WildlifeFestival. 15 teachersattended our primaryschool training course.
4. Partnerships.IPCC continued to network with groupsnationwide. We builtstrong relations withLocal Authorities,SEAI, Stop FoodWaste, Heritage in
Schools and Waterways Ireland tocomplete a variety ofpeatland-related initiatives. Highlightsincluded delivering 46school visits under theHeritage in SchoolsScheme and ExploringEnergy Workshops.Working with Local Authorities IPCC pub-lished Our CommunityOur Environment - abook describing sustainable livingtechniques. We delivered 1 trainingcourse on raised bogecotopes in liaisonwith the National Biodiversity Data Centre.
5. CABB Visit. IPCCwere delighted to welcome the CABB(Cooperating AcrossBorders for Biodiversity) projectteam, a INTERREGfunded project to ournature centre and reserves in Kildare.This project involvesblanket bog restora-tion and enhancementof marsh fritillaryhabitat in Ireland andScotland.

6. Heritage Week2017. IPCC organisedfour public awarenessevents during HeritageWeek across our reserves in Kildare,Meath and Kerry. Theevents were well attended and includeda bog safari, a bogwalk, a marsh fritillarytraining workshop anda paint in and outdoorlaboratory event.
7. InternationalPeatland SocietyManagement Conference Aberdeen. Katie Geraghty from theIPCC presented aposter paper to theIPS Conference in Aberdeen entitled“Lodge Active RaisedBog Restoration Project”. At this conference IPCClearned much aboutblanket bog conservation initiativesoperational in Scotlandwhere authorities haveset up a Peatland
Action Group to deliveron conservation objectives. 8. Hop to It FrogSurvey IPCC’s verysuccessful frog surveycelebrated its 20thyear in 2017. Thanksto the work of numerous citizen scientists IPCC holdrecords of 4500 frogson our database.
9. Blanket Bog Training. IPCC in liaison with Mountaineering Ireland (MI) deliveredtwo training courseson blanket bogs totheir members. Thesetook place on LiffeyHead Bog in Wicklowand the BluestackMountains in Donegal.The courses were partof IPCC’s Blanket BogAdvocacy Campaignwhich began in 2016.
10. Stop FoodWaste.IPCC continued withour consultancy on the
SWF initiative of theEPA. In 2017 weworked with Community groups inKildare, Dublin, Meath,Cavan and Donegal toset up compostingsites and/or promotingthe prevention of foodwaste through a fivestep training progamme includingawareness, shoppingplanning, storage,cooking methods andcomposting.
11. Kildare Anti-litter Campaign.IPCC were invited asan education partnerwith Kildare CountyCouncil to raise awareness of the valueof peatlands with 10school groups in Kildare as a way ofpreventing littering.300 children visitedLodge Bog to explorethe value and diversityof peatland wildlifeand the negative impacts of dumping onthese wetlands.

IPCC contributed achapter on Irish Peatlands togetherwith Dr Peter Foss inthe Mires and Peatlands of Europebook prepared by the
International MireConservation Group.
Web Site and SocialMedia
IPCC continue to monitor significant increases in the volume of traffic to oursocial media sites -YouTube, Instagram, Twitter and Facebookpages (see table overleaf). During theyear we maintainedand refined the information on ourweb site and our on-line shop of 99products. We were inregular contact withour facebook and twitter followers andwe uploaded one newfilm - GO Fen Habitats- to our YouTube chan-nel which brings to 18the number of pro-grammes available toview there. There wasan 56% increase inthe number of views ofprogrammes on ourchannel.

Communicating Peatlands, Volunteers, Fundraising
VolunteersVolunteers from our naturereserves team were involvedin a variety of actions acrossour network of reserves including species monitoring,drain blocking, maintenanceof livestock, health andsafety assessments of sites,litter pick ups and water levelmonitoring. 70 volunteers were trained thisyear contributing 350 days tothe IPCC. Volunteers continueto play a vital role in IPCC’scollectors appeal which sawthem sorting through over100kg of used stamps duringthe year.
Through liaison UniversityCollege Dublin and the Galway Mayo Institute ofTechnology IPCC recruitedthree students to undertakework experience with us. Thestudents contributed 24weeks work to the IPCC.
FundraisingIPCC made 41 successfulfunding applications in 2017
to the Heritage Council, Waterways Ireland, Flogas,Local Authorities, Irish Environmental Network, Seacology and the Irish Peatland Society among others.
IPCC supporters were verygenerous during the yearsupporting appeals for theblanket bog campaign, curlewadoption, sponsoring an acreof bog and peatland restoration. They also supported our gift cata-logues, bought ChristmasCards and entered our raffle.
Four supporters helped thecampaign by donating Christmas card motifs andcrafting gifts. These wereMarian Murphy, GwynnGrace, Fionnuala FitzGeraldand Tina Claffey.
Thanks once again to Flogas for printing the WildIreland Calendar 2018 whichhelps raise funds for ourwork.
