Foreword to Proceedings on CD-ROMBy Jim Howes

The Technical Program presented this year in Jakartaat the Twenty Seventh Annual IPA Convention and Exhibition is documented in two hard-boundProceedings Volumes as well as on this CD-ROM. For the hard-bound books, Volume One deals withGeoscience and contains forty eight papers and extended abstracts organized by geographic area. Volume Two is organized by discipline and includes thirty nine papers and extended abstracts onPetrophysics, Engineering, Business, and HSE (Health, Safety and Environment). On this CD-ROM, papers are arranged by IPA abstract number, as the entire volume is searchable, key-word indexed, and linked to the Convention Technical Program session schedule. The 87 manuscripts included in this volume were chosen from nearly two hundred submissions, and together represent the work of nearly three hundred authors.

Welcome to the Twenty-Seventh Annual IPA Convention & Exhibition. The theme of this years meeting is Growing Indonesias Oil and Gas Sector through Change and Innovation. This Theme provides the Convention the opportunity to explore fiscal and regulatory reforms, along with technological innovation, as mechanisms of sustaining growth in the Indonesian Oil and Gas sector. In this foreword we are pleased to highlight some of the key meeting activities for you.

The Convention will be opened by a high ranking official of the Republic of Indonesia on Tuesday morning, February 1, at 09:00 AM in the Plenary Hall. The official opening ceremony will be followed by two keynote speeches by distinguished industry leaders.

Several changes were introduced by the Technical Program Committee for the 1999 IPA Convention. For the first time, poster presenters were invited to submit either extended abstracts or full papers for publication in the Proceedings Volumes. This reflects a conscious decision to strengthen the poster session at the Convention, which this year will include thirty six poster presentations. Many papers in the Proceedings Volumes now document posters presented at this year's meeting. In addition, with the encouragement of Schlumberger, the Committee decided to publish the Proceedings in digital format on a CD-ROM. Special thanks are due Roopa Gir and Bimo Kartiko of Schlumberger'sJakarta office for their efforts in preparing this CD-ROM, as well as Schlumberger for underwriting the cost of its preparation and reproduction.

Many people have contributed to the success of this year's Convention and Exhibition. Foremost must be the authors and presenters that have contributed to this year's exceptionally strong Technical Program. Then there are the members of the Technical Program Committee who solicited technical contributions and reviewed and selected papers for presentation.

The Technical program starts immediately after lunch on Tuesday afternoon and continues through 5:00 PM on Wednesday. There are 61 oral papers to be presented in twenty technical sessions. The Industry Exhibition consists of 50 Exhibitors highlighting major industry projects and the latest in technology and services. This year, a strengthened Poster Session with 36 poster papers will be held in Cendrawasih Room #2 starting on Tuesday at 1:00 PM.

On the afternoon and evening of the first day of the Convention, refreshments will be served in the Exhibition area and Poster room from 5:00 PM until 7:00 PM accompanied by entertainment.

A Convention Golf Tournament will be held on Sunday, January 30 and Golf Tournament Awards will be presented during luncheon on the first day of the Convention.

On Thursday morning there will be the traditional theme session and panel discussion which will include participation by distinguished industry experts.


After paper selection, twenty manuscript editors were involved in working with authors to ensure that the IPA's high standards for publication were maintained. Dedicated staff of the IPA Secretariat and the printing company worked long hours to make sure the Proceedings Volumes were of high quality and delivered on time. Many other tasks that lead to a successful meeting have also been carried out by the volunteers who make up the Technical Program Committee. I extend my sincere appreciation to all those who have worked so hard to make this year's Technical Program memorable.

Finally, recognition is due all of the members of the 1999 Convention Committee, PERTAMINA, the IPA Board of Directors, The IPA Company and Associate Members, the staff of the IPA Secretariat, Exhibitors, Sponsors and Convention Delegates, without whom this important compilation of papers would not have been possible.

This years session will focus on improving company performance through contracting and procurement best practices and will involve a discussion on the progress of the IPA special KRIS (cost reduction) Committee. Invited overseas guest speakers will present papers on such topics as strategic world class procurement, and methods for formulating industry contract best practices. During the luncheon following the Panel Discussion, the Best Paper Awards will be presented, followed by the Closing Ceremony.

Three Convention short courses and three post-Convention field trips are scheduled in conjunction with this years meeting.

The 27th Annual IPA Convention and Exhibition will be opened at 9.00 am Tuesday, February 1, 2000 by a high-ranking government official of the Republic of Indonesia. The opening ceremony will be followed by two distinguished keynote speakers. The Exhibition will be open from Tuesday morning throughout the Convention and will include 50 Industry Exhibitors displaying the latest in technology, supplies & services. A Cocktail Party will be held in the Exhibition Hall starting at 5.00 pm Tuesday afternoon. The Technical Program will commence at 1.00 pm on Tuesday and continue through all day Wednesday, February 2. Twenty technical sessions including 61 oral papers and 36 posters are scheduled for presentation, covering Geoscience, Engineering, Business, and HSE. A traditional theme session and panel discussion featuring distinguished industry experts will be held on the morning of Thursday February 3. The topic this year will be cost reduction, with a focus on improving company performance through contracting and procurement best practices. Following the theme session, Best Paper Awards will be presented at a closing Convention Luncheon. Other events include a Golf Tournament on Sunday, January 30, three Short Courses and three Field Trips.

New Internet Caf

Send email, check on your airline reservations, or surf the net! The Internet Caf is a new addition this year, and it provides internet connections for convention participants. 15 computer stations with internet access will be continuously available during the Convention, courtesy of IBM, so come try your skills. The computer equipment and internet connections will also be used in the Internet Resources for Geoscientists short course, which follows the Convention on February 4.

With this objectives in mind, representatives from seven organizations: Pertamina,Lemigas, BP, Caltex, Jenny Joint Venture, Shell and Union Oil formed a steering committee in 1969 for the purpose of establishing an association of individuals and companies connected with the Indonesian petroleum industry. The result was the charter of the Indonesian Petroleum Association, formally announced on March 24, 1971.

The IPA, is a non-profit organization headquarters in Jakarta, commenced its existence with 28 founding company members and at the present there are 52 company members and 120 associate members along with over 1,200 professional members.

The IPAs mission is to promote greater understanding and development of the petroleum and geothermal industries in Indonesia.

With the introduction of the concept of production sharing between the Government and the investor in 1966, Indonesia began a period of accelerated growth in the petroleum industry and related activities, especially in offshore exploration.

As the number of individuals and organizations participating in these activities increased, it became evident that the establishment of an industry association would be beneficial to the further development of the Nations resources as well as the petroleum community.

Rather than form separate associations or branches of other petroleum-oriented international associations and societies, it was felt that the industry and the country would be better served by an organization through which direct and free communication of all professional industry skills and disciplines could be realized.

Creation of the IPA


Fostering mutual respect and communications between IPA members and the public and Private sectors and other professional associations such as the Indonesian Geologist Association (IAGI), the Indonesian Petroleum Engineer Association (IATMI), the Indonesian Geophysicist Association (HAGI), the Indonesian Gas Association (IGA) and the Indonesian Mining Association (IMA). ). As joint members of the Permanent Council of the World Petroleum Congress, the IPA and the IGA, continue to serve the interest of their members and Indonesia.

Analyzing the countrywide challenges related to Indonesia's petroleum industry and working to formulate workable solutions. Sustaining and enhancing the Associations excellence. Fostering relationships withPertamina, the national oil company, and other Government agencies.

Studying the best practices and technology currently being used in the worldwide petroleum industry for application to and implementation in Indonesia.

Mission

Advancing new ideas relevant to the petroleum business, while fostering a spirit of scientific and technology research among IPA members.

Working with relevant educational institutions to promote Indonesia's petroleum industry, to attract the best university graduates and prepare the future leaders and professionals for careers in the petroleum industry

Individual membership in the IPA can be obtained through membership in the Associations Professional Division.

The IPAs membership is divided into two groups: company members and associate members. Company membership is open to those firms jointly holding working interests with Pertamina in the development of petroleum and/or geothermal resources within Indonesia. Associate membership is open to any organization associated with the petroleum and/or geothermal industries in Indonesia.

As a professional organization, theIPA is fortunate to have manydedicated individuals willing to serveas officers and directors. TheAssociation maintains a full timeSecretariat to address the needs of itsmembers and the public. Under theleadership of a President, theIndonesian Petroleum Association isgoverned by a Board of Directors,who are supported by a number ofstanding Committees.


To manage the diverse activities of theAssociation, the Board of Directors hasestablished 13 standing Committees.Each Committee has it own charter,which outlines the goals and objectivesof the Committee and how theCommittee relates to the overall missionof the IPA.

The IPA Board consists of 12 directors, whoare elected annually. The individuals electedto the Board of Directors historically havebeen from the executive managements of themember Companies with five serving asofficers of the association. The board meetsmonthly to review the Associations activitiesand status of the industry. Minutes of theBoard meetings are distributed to allcompany and associate members. The IPA Board of Directors is responsible forthe affairs of the association and has theauthority to undertake any projects oractivities, which serve to further or supportthe mission of the Association. Thecontinued well being and growth ofIndonesias energy sector coupled with thedesire to see the realization of the IPAsobjectives are the Boards top priorities. Assuch, the Board of Directors and theAssociation are always open to commentsand suggestions on ways to be serve theindustry and its members.

The Human Resources Committee is responsible to assist the membership in understanding the growing importance of human resources to the long-term success of the industry. This committee provides a liaison between member companies and government bodies with regards to policies and practices.

Indonesian Crude Price Committee (ICP)

The ICP Committee provides a forum to discuss and exchange ideas related to Indonesias current Crude Price formula, as

Standard Committee

The Standards Committee deals with all matters involving industry standards and regulations. This committee provides an avenue through which the IPA contributes professionally to Indonesian standards for the petroleum industry.

Regulatory Affairs Committee

The Regulatory Affairs Committee provides a forum for the review,

clarification, discussion, and analysis of issues relating to industry regulations, administrative procedures, and petroleum terms affecting the IPA membership. The committee liaises with Pertamina and the Government to discuss such issues recommends positions and provides expert counsel to the IPA Board on these and similar matters.

KRIS Committee

The KRIS Committee is a new IPA committee formed to provide a multidiscipline team effort to implement the joint IPA andPertamina KRIS initiative.

KRIS stands for Kost Reduction Indonesia Style and is an initiative to identify, scope, and

recommend improvements to the overall efficiency of the Indonesian oil and gas industry.

Downstream Committee

The Downstream Committee was recently established to advance the development of the downstream petroleum sector such as marketing, distribution and refining in Indonesia. It provides a forum to interpret, clarify and communicate downstream-related issues, which affect the IPA membership.

Publication Committee

The Publication Committee oversees the preparation of all publications required by the IPA to

provide relevant information regarding the petroleum industries to all interested parties.

MIGAS Data Management Committee

In consideration of the importance of hydrocarbon resource data management by the Government of Indonesia and IPA member companies, the IPA has established a standing MIGAS Data Management Committee to provide assistance, as required, in formulating, reviewing, and recommending technical data management regulations and practices.


Future

As Indonesia enters the new millennium, members of the Indonesian Petroleum Association will play an important role in helping the Government of Indonesia shapes the countrys energy future. The anticipated opening of the country's energy sector will require input and expertise from through the industry if Indonesia is to benefit from increased competition and investment. The Indonesian Petroleum Association will play a major part in providing the industrys voice and knowledge in this development process.
