Air Quality in Croatiamonitoring and reporting/

According to legal obligation main tasks for Croatian Environment Agency – CEA (founded by the Government of the Republic of Croatia in 2002) are:

•collecting and integrating environmental data on the state level• processing that data• maintaining environmental databases • monitoring the state of environment and reporting on the environment•CEA is focal point for cooperation with the EEA and EIONET

The most important duties of the Agency is to establish, develop and coordinate a unique Environmental Information System – EIS

Air quality information system – AQIS is a constituent part of the EIS

Air Quality unit in CEA (three employees):

• Data collection and processing (emission and imission)• Databases development and maintenance• Reports (annual air quality) • National List of Indicators• Reporting to EEA• Assurance of Public availability of data

Air Quality Information System:- database on air quality (local + state networks)- database on emissions of pollution from stationary sources- database on products and terminals- database on VOC emissions- database on content of VOC in certain paints and varnishes and vehicle refinishing products- database on legal persons performing activities air quality and emission monitoring on air pollution sources- database on critical level exceedances and measures for protection of people and the environment in such circumstances

State network:• 8 automatic urban stations – residental and industrial areas and 3 automatic stations – near industrial plant (cement industry)

•PHARE 2006 „Air Quality Monitoring and Management System” funded: 12 new stations (7 rural/ background stations + 5 stations in protected areas)

•Since 2005 servicing, maintaning and calibration, analysis of measurement results and verification of the accuracy of measurements and data of all stations within state network are preformed company EKONERG

Local network:

-Countyes, City of Zagreb, cities and district (if pollution levels>LV must establish)-special purpose air quality monitoring (near the source of air pollution)-establish in 10 counties and City of Zagreb (24 automatic stations & 100 sampling stations)

Legal persons that perform the activities of monitoring air quality:•licence from Croatian Accreditation Agency (professional and technical qualifications in accordance with the HRN EN ISO/IEC 17025 standard)•approval from MEPPPC

Records is public available (name and address, period of validity,list of activities for which licence and approval has been issued)•selected in a public tender, in compliance with the public procurement regulations

State network-carried out by EKONEG – the energy research and environmental protection institute (from 2005)

Local network- Public Health Institutes measure air quality in 10 counties, and Institute for medical research and occupational health (IMI) carries out these measurements for the City of Zagreb

At the moment 6 local stations and 8 state stations are connected

Air Quality Information System - AQIS

Data sources:

- Central state administration bodies

- Bodies of local and regional self-government units

- Legal persons with public authorities who are engaged in the monitoring and management of air quality

- The owner and/or user of the automatic air quality monitoring stations must ensure continually transmitted measured data to AQIS

The CEA regularly submits to the EEA:•Monthly ozone exceedances and Summer ozone exceedances ( from 2003)•NRT ozone - start this days (IPA 2007 Twining Light Project Fiche: Improving environmental reporting in Croatia with Austria Enviromnent Agency)

•EoI Data on air quality measurements at monitoring stations (from 2007)•from 8 state automatic urban stations (we will deliver also data for NOx for 2011, and data from EMEP stations Puntijarka and Zavizan)

• Annual report (questionaire) on air quality assessment and management- so far we did not delivered

• G2G-short Programme: Towards CAFE directive implementation in Croatia, with RIVM (Netherlands)

• One of the activities of G2G project is education and traning of the CEA on the content and fulfilment of the Questionaire

• Emissions of pollutants into the air in the RC (LRTAP)

(from 2002)• prepared by Ekonerg (for 2008 and 2009 Croatia

received the award for best LRTAP report among countries to10 million inhabitants)

• MEPPPC is responsible for air quality assessment in the entire state territory

• the first preliminary air quality assessment in the Republic of Croatia was prepared by the Ministry in cooperation with Meteorological and Hydrological Service in 2007

• this document proposed the segmentation of the country into 7 zones and 6 agglomerations

• The counties, the City of Zagreb, cities and municipalities carry out assessments of air pollution levels in their respective areas

• If the pollution levels exceed limit values (LVs), they set up local networks for continuous monitoring of air quality in their respective areas on the basis of these assessments, taking due account of the specific local and regional conditions

• coordinate all activities within the local network

Republic of Croatia just prepare:

•new Air Protection Act according the requirements of CAFE directive•new preliminary assessment of air quality which will include analysis for NO2, NOx, CO, O3, PM10, PM2.5 lead and benzene in a period of 5 years •on this basis will be carried out revision existing zones and agglomerations
