3. TOURISM DEVELOPMENT IN ANDHRA PRADESH
Andhra Pradesh has the distinction of being a leading tourism destination in India and is presently,
the third most visited state in terms of domestic tourist arrivals. Andhra Pradesh is recognized for
its legendary dynasties, it’s most revered temples, lacquer toys and beautiful weaves, museums,
ports, rivers, beaches and hill stations, Buddhist heritage, rich literature and vibrant arts of
Kuchipudi dance.
Andhra Pradesh is the 8th largest state in the country with the distinction of tourist locations spread
across the State. Some of these attractions include:
a) The revered temples of Tirupati, Srikalahasti, Srisailam, Ahobilam, Dwarka Tirumala etc.
b) Backwaters of Konaseema including India’s second largest mangrove (Coringa) forests,
confluence of the Rivers Krishna and Godavari with the Bay of Bengal, Hope Island off the
coast from Kakinada and the mountains of Papikondalu from where Godavari descends
from hills to the plains
c) Vizag’s beaches, Kailashgiri, Araku and other nearby attractions
d) Vijayawada, the new capital Amaravati, Undavalli caves, Nagarjuna Sagar Dam and the
various islands in River Krishna including Bhavani Island
e) Various other interesting tourism destinations spread across the state as conceived by the
operator.
Apart from natural attractions, there are various other factors including macro-economic factors
which favor Andhra Pradesh:

Given the above, tourism in the State has been growing at a tremendous pace. Andhra Pradesh has
the distinction of being a leading tourism destination in India and is presently, the Third most visited
State in terms of domestic tourist arrivals. Following table highlights the district wise tourist arrival

4. PURPOSE OF EXPRESSION OF INTEREST
Andhra Pradesh Tourism Development Corporation Limited, (APTDC), a Government of Andhra
Pradesh fully-owned company, intends to expand its tourism promotional activities, inter-alia, and
its tour packages in association with the private bus operators.
Under this Scheme of Joint Partnership Mode (JPM) while the APTDC will provide the Back End
Services (BES) at cost, the private Bus Operator (Service Provider), will operate the buses as per
the standards, specifications, guidelines and conditions stipulated by APTDC.
Hence, APTDC wishes to call bus operators to come forward to operate the indicative tour packages
and other itineraries in and around Tirupati. The tour packages can be of the following types:
a) Hop-On Hop-Off (HOHO) bus tours – A/C bus coaches covering various tourist attractions
intra-city or inter-city within an approximate radius of 50 kms.
b) Multiple day/Package tours – A/C buses covering various inter-city tourist attractions over
multiple days. The buses could be of many variations such as A/C semi-sleeper/sleeper coaches,
etc.
4.1 Back End Services (BES) and Tariff
i. The cost of back end services with reference to each individual component involved in the
tour will be fixed by APTDC. The tariff for Package Tour includes cost of BES.
ii. APTDC shall extend the following benefits to eligible bus operators:
a. Freshen up/ Accommodation of Tourists at Package Tour Destination.
b. Stay at preferred rates
c. Ticket booking facility and payment services through APTDC platforms (website,
mobile apps etc.)
d. Breakfast/ Lunch/Snacks / Dinner
e. Guide services
f. Darshan/Boating/ Rope Way/ Sound & Light show and Entry Tickets wherever
applicable
g. Facility to purchase travel and stay insurance at affordable rates to tourists

4.2 Coaches
Coaches shall not be provided by APTDC.
The bus tour operator has to procure the coaches. The preferred type of Coaches:
a) Luxury Coaches: Mercedes – Benz/ Volvo/Scania
b) Other Coaches: A/C Hi-Tech (or) 18 Seater A/C Mini-coaches with Push Back seats:
Tata/Ashok Leyland/Bharat - Benz
The operators may propose other coaches as well.
5. SCOPE OF SERVICES, ELIGIBILITY AND LICENSING
5.1 Scope of Services
i. The Service Provider shall operate the coaches as per the required standards and
specifications mentioned in Section 5.2 below.
ii. The Service Provider shall be responsible for tourist transportation for the entire tour.
iii. The Service Provider shall bear the transportation charges including fuel cost, all fee at toll
gates on the routes of operation, parking, drivers allowance, district & state permit charges,
vehicle insurance, maintenance etc. related to vehicle within and outside the State.
iv. An indicative list of Tour Packages has been prescribed in Appendix I. The service provider
can also suggest additional routes for operation.
v. If APTDC fails to provide the BES facilities, for whatever reasons including Force Majeure
events, the BES component amount will be refunded to the tourist.
vi. In cases of Tirupati packages, where the Service Provider fails to book the minimum
guaranteed seats (50% of the seating capacity of each coach/vehicle), the back end services
cost for short fall tickets shall be paid by Service Provider within 7 days from date of issue
demand notice by APTDC and the calculation of minimum guarantee tickets short fall will
be done on monthly basis. If the service provider fails to pay the short fall amount within
the stipulated period the short fall amount will be deducted from the Security Deposit.
vii. The Service Provider should ensure that the tourists should not be detained en-route in the
event of interruption under any circumstances. The Service provider should make
alternative arrangements to drop the tourists at their destination as per the schedule.
viii. For each package, service provider shall submit either Demand Draft in favor of ‘Andhra
Pradesh Tourism Development Corporation’ payable at Vijayawada or unconditional and
irrevocable bank guarantee from a Nationalized/ Scheduled Bank (excluding Cooperative
Banks) of Rs.10,00,000/ (Rupees Ten Lakhs only) for package with Luxury coaches, Rs.
5,00,000 (Rupees Five Lakhs) for package with A/C Hi-tech coaches and Rs. 3,00,000 (Rupees
Three Lakhs) for package with 18 seater A/C Mini-coaches with push back seats as non-
interest bearing Security Deposit for due performance of its obligations as per the
Agreement. For each additional package of a type, the service provider shall pay 50%
of security deposit required for that package type. For example, for the second
package of luxury coaches, the operator will need to submit DD/BG of Rs. 5,00,000

(Rupees Five Lakhs). On expiry of the tenure of the agreement, APTDC will release
the bank guarantee. Whenever the Security Deposit is forfeited by APTDC fully or
partly, it shall be the responsibility of the Service Provider to replenish the same within 7
(seven days) from the date of receipt of intimation thereof from APTDC and failure to do
so will amount to be a default on the part of the Service Provider resulting in the termination
of the Agreement without any prior notice thereof.
ix. The Service Provider should keep the coaches/vehicle in good condition and utmost care
should be taken to uphold and preserve the image, goodwill and reputation of APTDC.
x. Any complaints from the tourists are to be addressed by both or any one of party. Any
claims from the tourists are to be made good by the Service Provider insofar as
transportation is concerned and by the APTDC respecting BES. For any Consumer Court
complaints and proceedings regarding the transportation, the Service Provider shall be the
liable.
xi. Where the Service Provider fails to operate the buses as agreed herein for whatever
reason except for Force Majeure events, and the APTDC makes alternate/substitute
arrangements, the Service Provider shall make good all costs and expenses and other
overheads incurred by APTDC for making the said arrangements besides imposing
penalties as may be imposed by APTDC.
xii. The APTDC will provide the Feedback forms to the Service Provider intended for the
tourists. The Feedback forms will be collected by the Service Provider at the end of the
tour and handover them to the concerned Divisional Manager, APTDC on or before the
following day.
xiii. Service Provider will accept and acknowledge on its behalf or on behalf of APTDC
any notices or complaints or grievances or any other communication from the concerned
authorities, tourists or other interested parties intended either to itself or APTDC and submit
the same to APTDC for further action.
xiv. Any information called for by APTDC must be furnished by the Service Provider within
7 days (seven days) from the date of receipt of such communication.
xv. The Service Provider shall commence the operation of the services from the Appointed Day.
Appointed Day shall mean 15th day from the date of execution of the Agreement by both
Parties.
xvi. In the event of failure on the part of the Service Provider to operate the services/buses
from the Appointed Date, APTDC reserves the right to annul the contract and forfeit the
Security Deposit, in whole or part thereof as provided in this document and also debarred
the Service Provider from participating in similar schemes of APTDC for a period of one
year.
xvii. In all unfortunate events of accidents resulting in death, hospitalization, disabilities etc.,
of tourists during the travel the Service Provider shall indemnify to APTDC for all or
any legal responsibility or liability or otherwise of whatever nature.
xviii. Service Provider should not collect any other charges from the tourist apart from the
Package Tour ticket fixed by the APTDC.
xix. The required brochures for the Package Tour will be printed and Supplied by APTDC. If
required the Service Provider can print the hand bills and brochures duly obtaining the prior
consent from APTDC at their own cost.
xx. Each Party should bear any loss or damage caused to the other Party by any act or omission
on its part or on the part of its managers/ supervisors/staff etc. In the event of failure by either

of the Parties to provide agreed or notified services to the tourists, otherwise provided herein,
such Party shall be the liable for all claims arising out of such failure.
xxi. Both the Parties shall have the right to terminate the Agreement by giving one month’s
advance notice.
xxii. All the taxes, cess, fees, other impositions etc. under law shall be borne by the Service
Provider in respect of the transport charges excluding the service tax and APTDC shall be
responsible for payment of the said service tax and for forwarding the copies of the challans
to the Service Provider. All the payments by APTDC to the Service provider shall also be
subject to statutory deductions. For all the taxes, cess, fees and other impositions under law
towards the cost of BES shall be the responsibility of APTDC.
xxiii. The Service Provider shall submit the copy of PAN card and the bank account details to the
APTDC to facilitate payment.
Towards operationalization of bus services at one or multiple locations in the State, an Agreement
will be made between APTDC/Government and the bus operator (selected operator).
5.2 Standards & Specifications
a) The Service Provider shall paint the buses with the color theme, Name & Logo of
APTDC with their own cost.
b) The vehicles should not be older than 5 years on the date of agreement for Luxury
Package Tour: Mercedes – Benz/ Volvo/Scania coaches and not be older than 3 years on
the date of agreement for other package tours: A/C Hi-Tech coaches (or) 18 Seater A/C
Mini-coaches with Push-Back seats: Tata/Ashok Leyland/Bharat – Benz.
c) The Service Provider should submit all the documents of vehicles i.e., Registration,
Permits, Taxes, Fitness Certificate, emission certificate, Model of the vehicle, and such
other certificates and documents required under relevant laws, rules and regulations for
operating package tours.
d) The Service Provider shall ensure the insurance of the vehicle, tourists and crew of the
coach/vehicle
e) The Service Provider shall also adhere to comply with the tour guidelines issued by the
Ministry of Tourism, Government of India, from time to time.
5.3 Ticket Booking, Ticket Price & Payment Mode of Transport Component
a) Package Tour Tickets shall be booked by the Service Provider through APTDC platforms
only (website, mobile apps etc.).
b) Package ticket price shall be fixed by the Tour operator and reviewed by APTDC from
time to time based on relevant logistics and the orders issued in this regard will be
communicated to the Service Provider.
c) The transport charges of Package Tour as per the number of tourists booked shall be paid
by APTDC through RTGS fortnightly to Service Provider at the rates finalized. The
schedule of payment shall be as specified below:
i. The Service Provider shall prepare and submit the Transportation Component of
Package Tour bill (invoice) for every fortnight to the concerned Divisional Manager,

APTDC by 16th for 1st fortnight of the month and 1st of the succeeding month for the
2nd fortnight of the preceding month.
ii. On receipt of the bill (invoice) as in (i) above, after due scrutiny, the payment shall
be made by the concerned Divisional Manager, APTDC within next 15 days from the
date of receipt of the bill. For any delay in the payment beyond the said due dates,
APTDC shall pay interest @ 18% per annum on the eligible amounts and such delay
shall not exceed 15 (fifteen) days.
5.4 Eligibility
Only a proprietor, registered company, Partnership Firm or Registered Tour & Travel Operator
shall be eligible to submit the EOI application and participate in this bid process. Consortium
or joint application arrangement is not permitted.
a) The applicant shall be in the tourist vehicles and/or package tour business for a minimum
period of 3 years as on the date of submission of EOI with a minimum fleet of 5
(five) Mercedes – Benz/Volvo/Scania or ten (10) Hi-tech A/C (or) 18 seater Mini-Coach.
b) The vehicles should not be older than 5 years as on the date of agreement submission for
Luxury Package Tour: Mercedes – Benz/Volvo/Scania and should not be older than 3
years for Other package tours: A/C Hi-Tech Coaches (or) 18 Seater A/C Mini-coaches
with Push Back seats: Tata/Ashok Leyland/Bharat – Benz.
c) Subject to satisfying other conditions of eligibility for short listing, preference will be
given to the Applicants with similar experience in conducting Package Tours for two
years preceding the EOI submission date.
5.5 Tenure of agreement
The Tenure of the Agreement shall be three (3) years from the date of the Agreement. The
Agreement may be extended for a further on mutually agreed terms and conditions.

7. SUBMISSION OF EOI
1. The bids must be submitted in a sealed envelope either by post / Courier or in person at:

2. The Expression of Interest shall be submitted in a sealed envelope super-scribing
“Expression of Interest from bus operators for operating tour packages to Tirupati,
Andhra Pradesh”.
3. The EOIs received after the due date and time will not be considered. Expressions not
submitted in sealed envelope will be summarily rejected.
8. SHORTLISTING AND SELECTION
Applicant who fulfills the above mentioned eligibility criteria will be shortlisted. The
shortlisted Applicants will be required to submit in a separate sealed cover to quote the transport
component prices for the routes mentioned.
9. SELECTION AND ISSUE OF LETTER OF AWARD
The applicant whoever quotes the lowest transport component will be selected for issue of Letter
of Award containing the terms and conditions for execution of the Service Agreement. The
terms and conditions include (i) entering into the Service Agreement within 15 days from the
date of receipt of the Letter of Award, and (ii) payment of the Security Deposit before or at the
time of entering into the Agreement.
