The AN WARAY Party‐list, in cooperation with the AN WARAY Center for Youth Development and Sinirangan Bisayas Youth Organization will once again hold the 6th Eastern Visayas Student Council Leadership Conference (Student LeadCon) on September 1 to 3, 2011 at the Department of Education, Palo, Leyte. The conference is framed to provide an avenue for college student leaders within the islands of Leyte, Biliran and Samar, to be able to effectively interact and hone their leadership skills. This event will greatly bring positive influence to the youth and enhance their leadership abilities as they face the challenge of becoming leaders of their own generation. Joined by respected leaders from various fields and diverse backgrounds who will share lessons, insights and inspiration, this event can truly be a training ground for the leaders of today and the future. The theme for this year’s Student LeadCon is “Never Too Young to Change the World: Braving Together the Challenge of Transformational Leadership”. The conference theme aims to respond to the urgent need for the youth to participate in transforming today’s society and thus be part in the search for solutions for today’s issues and events. This region‐wide gathering of student leaders foresees to engage, enhance and empower young student leaders to imbibe themselves with the right values, live through the necessary leadership skills and consistently reflect to past experiences as they live with leadership roles in a more complex and ambiguous modern society. ABOUT THE PROGRAM

Given the avenues for growth and development could enable the youth to vividly envision and channel their passion and energies into becoming effective agents in nation building. With this in mind, the AN WARAY Party List Organization took the initiative to establish an active partnership with the youth in Eastern Visayas to harness their potential and be of service to the community.

Hence, the opportunity to build closer ties with student leaders within the region inspired a

number of young leaders to spur the creation of the Eastern Visayas Student Council Leadership Conference in the year 2006. Run entirely by the youth, for nearly six years now the conference has firmly established its niche in creating a dialogue platform among student council leaders within Eastern Visayas and a forum that provides opportunities for closer and more regular contact among student leaders who will become now and in the future leaders of their own generation. Young voices continue to be heard and plan of actions have thus borne fruitful projects.

Now on its sixth year, AN WARAY in collaboration with the AN WARAY Center for Youth

Development and the Sinirangan Bisayas Youth Organization continues with its commitment to help develop active, capable and empowered young campus leaders in Eastern Visayas. This annual gathering of youth leaders has become one of the key youth development initiatives in the region and has been recognized as the most widely attended yearly gathering of student council officers on a regional scale.

The Student LeadCon process is shaped by the three “E” steps: engage, enhance and

empower. Engage. During the conference, student council leaders from colleges and universities

within Eastern Visayas are given the opportunity to gather together and form innovative, strong and sustainable networks, linkages and connections among themselves and collaborate in studying, identifying and formulating creative ideas and promising practices in the student development field.

Enhance. Through talks, roundtable discussions, open forums and breakout sessions, the

Student LeadCon enables student council leaders to learn from, teach, support and inspire each other in advancing the in-school youth sector by expanding their leadership knowledge, strengthening their management skills and building positive connections among in-school youth.

Empower. The Student LeadCon also hopes to encourage both student leaders and organizations to develop a student development plan for their respective campuses that would accentuate how young people can be viewed as valued resources and partners in the community. Student leaders are further empowered to fully perform their leadership role by sharing their energy, time, efforts and focus to the pursuit of the development of the academic community.

In fulfillment of its education and youth development agenda, the AN WARAY Party List

Organization hopes that with the diligence and persistence of the Student Council Leadership Conference, more young decision-makers will converge and be inspired with the united vision, and more challenging endeavors will be undertaken that will reveal the real value of their involvement and commitment in nation building. With the number of participants growing with every year, and with the guidance of mentors and delegates from the previous LeadCon batches, the future is bright as they continue working together to realize their dreams of creating a better future for our country.

PROGRAM OBJECTIVES The objectives of the Student LeadCon are:

1. To enable student leaders to enhance and empower their leadership capacities and potentials in response to current and other developmental issues that confront the youth-in-school sector;

2. To provide student leaders with opportunities to study, find and formulate creative ideas and promising practices in the field of student development through talks, roundtable discussions, open forums and other learning activities;

3. To encourage student leaders to explore concrete ways to better serve their communities

through effective community service, positive leadership roles and active community involvement.

WHO MAY PARTICIPATE

The Student LeadCon is open to all college students who presently hold key leadership roles in the central student councils of all colleges and universities, private or public, within Eastern Visayas. Participants, however, must be officially nominated by their respective student councils.

Any student leader who has already participated in previous Student LeadCon CANNOT anymore participate in the 6th Eastern Visayas Student Council Leadership Conference.

The applicants for participation must pre-register beforehand with the Conference

Secretariat and comply with all the requirements and questionnaires as required by the conveners. Individual Requirements. Each individual participant shall submit the following requirements:

1. individual application form with 2x2 pictures accomplished in triplicate 2. letter of confirmation 3. recent curriculum vitae or résumé (in triplicate) 4. resolution of nomination by the school student council 5. accomplished student leadership questionnaire

Group Requirements. Each school delegation shall submit the following group application

requirements

1. group registration form accomplished in triplicate 2. organizational charter (or constitution and by-laws) (if any) 3. vision, mission and goal statements (if any) 4. past and current action plans (if any) 5. accomplished student council leadership questionnaire

The registration forms, questionnaires and study modules may be reproduced. Forms are available for download online or are saved in digital format in the accompanying CD.

The accomplished application forms together with all documents and pre-conference

questionnaires must be submitted on or before the start of the Student LeadCon. The Conference Secretariat reserves the right and the prerogative to exclude applicants who will not meet the stated requirements.

EVENTS AND ACTIVITIES The Student LeadCon is composed of the following events and activities.

Keynote Talks. At the opening of the conference, a keynote address on the theme of the conference will be given by an invited speaker. The keynote address will set the content and the theme of the succeeding sessions. A closing session will end the Student LeadCon during which a closing speaker shall be invited to address the participants.

Roundtable Discussion. During the conference, the roundtable discussion methodology

will be utilized. At every session, a talk on a topic relevant to student leadership and to the conference theme will be given by a resource person or by an expert invited by the conference staff. An open forum will follow the talk, during which reactors, selected from the participants themselves, will address questions to the resource persons or experts or share their opinions with the body. After all the reactors have raised questions or express their thoughts and if there is still ample time, any participant then may rise to pose a question or make a statement of his opinion. The moderator will facilitate dialogue and the exchange of ideas between the resource persons and the participants and among the participants themselves

Special Activities and Events. There will also be breakout sessions and challenge courses

during which the participants will be divided into separate small groups. Special events such as the Getting-To-Know-You Activity and the Fellowship Dinner will also be held.

Conference Declaration. At the end of the conference, the participants will draft a

conference declaration encapsulating the various experiences and lessons learned during the event as well as a statement of commitment to pursue them after the conference. The declaration will be made in the name of all participants and will be voted upon for approval before it is adopted by the conference.

The Conference Staff selected by the conveners will facilitate the Student LeadCon.

The Conference Director shall head the conference staff and take overall supervision of the entire conference.

CONFERENCE RULES

1. The term “participant" shall refer to a student council officer attending the Student LeadCon.

2. All p a r t i c i p a n t s are required to a t te n d a l l plenary sessions, assigned events or m e e t i n g s , a n d conference activities. They cannot leave the premises of the conference venue or stay at the dormitory without the prior permission of the secretariat.

3. No alcoholic beverages, tobacco, controlled substances or narcotics, in any form shall by

consumed, possessed or used by a participant at any time during the conference under any circumstances.

4. All participants must be prompt and prepared for all activities. During roundtable

discussions and plenary sessions, they are expected to be in the session hall at least fifteen minutes before the schedule.

5. All participants must honor the conference curfew. Curfew is at 11:30 p.m. unless otherwise noted in the schedule. At curfew time, all lights must be put off and all participants are expected to be in their respective rooms.

6. There shall be no defacing of venue property. Any damage to property or furnishings in the

conference venue must be paid for by the individual responsible. He will be billed directly by the conference venue for any damages.

7. Identification cards must be worn at all conference events. Appropriate attire will be

required during plenary and breakout sessions. Inappropriate dress may not be worn at conference functions.

8. Cellular phones must be turned off or be on silent mode when inside the session hall and

during all plenary and breakout sessions.

9. All participants agree to conduct themselves in professional and ethical manner at all times and to follow the directives of official conference staff and venue staff.

10. English and Filipino shall be the official languages of the conference. All participants shall be

courteous in addressing the speaker or the presiding officer of the conference.

11. All participants who violate or ignore any of the conference rules shall be immediately notified of their demeanor. All participants should also follow all local school rules of conduct.

IMPORTANT REMINDERS

Due to the limited slots available, all participants are REQUIRED to pre-register before the event. Pre-Registration can be done online by sending to the Conference Secretariat an email through [email protected] or by texting mobile number 0917-322-3163.

Please bring with you the following when you come for the Student LeadCon:

Accomplished individual and group requirements. It is best to submit the

requirements before the date of the conference. Filipiniana attire for the Opening Program. Smart casual attire for the Plenary Sessions. Comfortable casual attire and rubber shoes for the Challenge Course. Formal evening attire (strictly coat and tie for the men and evening dress for the ladies)

for the Fellowship Dinner. Cap and wide handkerchief for the challenge courses. Medicines, towels, toiletries and other personal effects.

Deadline for Pre-Registration is on August 15, 2011.

PARTICIPATION COSTS

AN WARAY will shoulder the participation costs during the conference proper (registration, food and accommodation) for the reserved slots assigned to your school.

Should your school be interested for extra slots, please contact the Conference Secretariat for

arrangements. Participation costs for the extra slots, however, will be charged against the additional participants. Extra slots, however, are available on a first-come, first-serve basis.

The participants will also have to shoulder their own transportation expenses, including food

and accommodation should they arrive before the start of the LeadCon and leave after the scheduled end of the conference. The Conference Secretariat, however, shall assist in making accommodation arrangements.
