they use 23 on some of the cheaper divers does this mean it looks cheaper

I believe it's 18k gold and it's "bonded at the molecular level" so says Invicta.

"Swiss Gold Layering" is just what Invicta calls their gold plating process.
It's just a name they made up, and not a specific process.
