1.Existing industry has obtained Consent to Operate on 09/10/2012 for mfg. of 39

Nos.of Bulk Drug products with the total production quantity of 14.10 MT/M with the

validity upto 30/11/2015.

2.Industry has submitted application for grant of Consent to Establish for expansion of

existing plant on 01/06/13 for enhancing existing production capacity alongwith mfg. of

additional 4 Nos. of products with the total production quantity of 85.91 MT/M.

3.Industry has proposed to install new Boiler of Capacity 3000 Kg/hr for steam

generation for which 4.0 Kl/day of F.O. will be used as a fuel. Existing Boiler of

Capacity 1,600 Kg/hr will be kept as standby. Also, 800 Ltrs/day of HSD is proposed

to be used as a fuel for Thermic Fluid Heater of capacity 2.0 Lac Kcal/hr.

4.SRO in his processing report has mentioned that additional water of 29 CMD will be

required for cooling/boiler purpose; 4.0 CMD will be required for domestic purpose

and 70 CMD will be required for industrial process.

5.Industry has proposed to increase capacity of collection tank from 35 Kl to 75 Kl,

neutralization tank from 35 Kl to 75 Kl and Double Effect Evaporator from 25 CMD to

75 CMD to take care of additional 56 CMD of industrial effluent that will be generated

from proposed expansion.

6.Board has issued Closure Directions to the industry on 15/10/13 after observing non-

compliances during recent survey of the Tarapur MIDC Area.

7.Board has extended personal hearing to the industry on 31/10/13 and issued

Conditional Directions to Restart Mfg. activities vide letter No. MPCB/AS(T)/TB/Dir/B-

5001 dtd. 31/10/13.

8.Case was discussed in CC meeting on 27/11/13 and it was decided to defer the case

and put up in the next CC meeting.

9.Agenda Note was resubmitted on 10/01/14 for placing the case in CC meeting. Case

was not taken for discussion in CC and Hon’ble M.S. has instructed to keep the cases

from MIDC Tarapur area in abeyance till receipt of recommendations from the

Committee constituted for MIDC Tarapur area.

10.Team of Officers from HQ visited the industry on 04/04/2014 for verification of the

compliances of the conditions of the conditional directions and observed that industry

had complied with all the conditions of the Restart Order dtd. 31/10/13.

10.Board’s Committee constituted for Tarapur area had a meeting on 21/06/2014 and


formulated policies for dealing CC/CAC cases from MIDC Tarapur area.

11.Above policy was discussed in CC meeting on 27/06/2014, and it was decided to

approve the same. Copy of the Board’s policy for considering cases from MIDC

Tarapur area is attached herewith.

5.Upon receipt of complaint dtd. 09/05/14 from Shri Ravindra Naik, field officer from

SRO, Tarapur-I office have visited industry on 20/05/14 and observed that industry

has constructed plant building, installed machinery and started R&D activity without

obtaining CtE&O from the Board.

6.R.O.(Thane) has issued proposed directions to the industry vide letter No.

MPCB/ROT/PD/1291 dtd. 04/06/14 for above non-compliance. R.O.(Thane) has

extended personal hearing to the industry on 17/06/14 and issued interim directions

by imposing B.G. of Rs. 5.0 Lakh for compliance of the following conditions:

i) Industry shall not take any effective steps for implementation of project unless

obtaining Consent from M.P.C. Board and E.C. from the Env. Dept., GoM;

ii) Industry shall submit supportive documents those substantiate their claim of not

putting their mfg. plant into operation/ trial production/ commercial production within

15 days.

6.Industry has submitted an application for grant of amendment of Consent to Operate

for replacement of 3 Nos. existing LDO fired Boilers of capacity 0.85 TPD each with

1.5 TPH capacity LDO fired Boiler (which will be kept standby) and inclusion of 1.5

TPH capacity Briquette fired Boiler. C.I. involved in addition of 2 Boiler is Rs. 3.0 Crs.

7.Earlier, M/s S.C. Agro India Pvt. Ltd. was in operation with C.I. of Rs. 29.47 Crs.,

thereafter M/s Sumitomo Chemical India Pvt. Ltd. has taken over the industry in

year 2013 with the cost of Rs. 9.18 Crs which is reflected as gross block in their

balance sheet.

8.R.O.(Thane) has issued SCN to the industry on 06/03/2014 & 20/03/2014 for

exceeding JVS results. After extending personal hearing to the industry on

16/04/2014, Interim Directions were issued on 19/04/2014 with the following

conditions:

(a) To identify high TDS streams, submit time bound programme for treatment &

disposal of high TDS stream within 45 days;

(b) To provide storage tank for holding 40 Kl of treated effluent and discharging into

MIDC drain after confirmation of achieving standards before 15/05/2014; and

(c) B.G. of Rs. 1.0 Lakh towards compliance of above conditions.

9.As reported, Industry has identified high TDS streams and proposed to provide MEE

for the treatment of the same by the end of December 2014. Also, industry has

provided additional storage tank of the capacity 58 Kl to hold treated effluent and in-

house analysis facility for treated effluent. Industry has furnished B.G. of Rs. 1.0 Lakh

towards compliance of the interim directions dtd. 19/04/2014.

Board has issued Show-cause Notice to the industry on 11/06/2014. In its reply

vide letter dtd. 20/06/2014, industry has submitted that they have provided

storage yard for storage of HW and requested to not to forfeit B.G. of Rs. 2.0

Lakh.

2.Board has issued Closure Order to the industry on 15/10/13 after observing non-


compliances during recent survey of the Tarapur MIDC Area.

3.Board has extended personal hearing to the industry and issued Conditional Directions

to Restart Mfg. activities vide letter No. MPCB/AS/TB/Dir/B-5113 dtd. 07/11/2013.

4.In compliance with the conditions of the Restart Directions, industry has submitted

B.G.of Rs.42.5 Lakh.

5.Also, industry has submitted an application on 6/11/13 for grant of amendment of

existing Consent to Operate for inclusion of 2 Nos. of co-products namely Lutidines &

Collodines with the total production quantity of all the 5 Nos.of products 132 MT/M.

6.Industry vide it’s letter dtd. 16/12/13 had requested to waive condition of voluntary

closure one day in a week in Nov. 2013 & two days in a week in Dec. 2013 due to

continuous exothermic reactions being carried out in their plant. Also, submitted that it

is not feasible to stop & restart frequently as it may results into fire/explosion. Industry

has requested to release B.G. of Rs. 5.0 Lakh submitted towards compliance of this

condition.

7.SRO & RO in their processing report has mentioned that for mfg. of Pyridine and it’s

co-products, pollution load will not increase.





9.As the existing Consent to Operate of the industry is expiring on 31/07/2014, industry

vide its letter dtd. 17/06/2014 has paid CtO fees of Rs. 1,50,000/- vide DD No. 255012

dtd. 02/06/2014 drawn on Bank of Baroda and requested to consider their application

for grant of renewal of Consent to Operate with change in product-mix.
