Bostonlyk district of Tashkent region of Uzbekistan has unique climatic
conditions in order to develop mountain facilities for tourism, sport and
leisure. The Big Chimgan, a huge dome-shaped mountain located there
(height: 3309m), belongs to Chatkal mountain ranges which is in the
Western part of Tian-Shan.
Summer tourism and sports are organized in Chimgan and Beldersay,
while summer leisure activities are mainly held across the coasts of
Charvak lake.
Winter tourism, sports and leisure activities are organized mainly in
Chimgan and Beldersay.
There is a huge potential for four-season utilization and development of
these facilities across the whole territory of Bostonlyk district. Tashkent
region has a significant tourist potential, which, first of all, is due to
unique natural conditions that allow the development of various types of
tourism, sport and leisure. In particular, the region has all the conditions
for the development of extreme and mountain tourism, including skiing,
snowboarding, paragliding and hang-gliding, cycling, motorcycling and
extreme sports, as well as environmental and rural tourism.
The unique feature of the snow (so-called “powder snow”), which
remains at the mountains for 6 months, makes it possible to build world-
class ski resorts in this area.
DEVELOPMENT POTENTIAL OF TOURISM, SPORT AND
LEISURE: TRANSPORTATION

Touristic objects of Bostonlyk region are available for local and foreign tourists, sportspeople and holiday-
makers all year round.
There are many options of transportation for reaching the objects in the mountains:
by plane – 90 km away from the International Airport of Tashkent. From the airport it is possible to get
there by train, helicopter, bus, taxi or private car;
by helicopter – about 30 minutes from the Tashkent city;
by train – 60 km from Tashkent railway station to “Old Gazalkent” train station, from this station it is
possible to go by bus and it is 20 and 27 km to Beldersay and Chimgan, respectively. From Tashkent
central railway station to “Chinor” railway station – 70 km, from this station to Charvak – 20 km;
by bus – from Tashkent (Kuyluk) to Charvak village – 1-1.5 hours;
by taxi or private car – asphalt covered R12 highway leads to all touristic objects.
In Bostonlyk region, there are more than 20 hotels
and campsites, where more than 2000 people can be
accommodated. Furthermore, there are also more
than 200 private cottages, where about more than
2000 guests can be accommodated simultaneously,
which includes:
Charvak – 10 hotels and boarding houses, where
relatively bigger ones are “Charvaq oromgoxi”
(3*), “Charos” (4*);
Beldersay – 3, where relatively bigger ones are
“Beldersay oromgohi” (4*), “Montella Park”;
Chimgan – 8, where comparatively bigger ones
are “Liner” (3*), “Nebesa”, “Sky Village”.

For the creation and development a Free Touristic Zone in Bostonlyk district of Tashkent region were adopted
several Governmental decisions in 2017 – 2018 years.
Resolution of the Cabinet of Ministers of the Republic of Uzbekistan “On measures on the organization of
the activity of the free touristic zone “Charvak“ (№365 dated May 15, 2018) consists of the following key
points:
approval of the concept of further development of the FTZ;
approval of the Plan of measures for the implementation of the concept of further development of the FTZ;
establishment of the State Unitary Enterprise "Directorate of the FTZ”;
96 thousand hectares of land allocated for the FTZ.
Decree of the President of the Republic of Uzbekistan “About creation of a free tourist zone “Charvak”
(#UP-5273 dated December 5, 2017) consists of the following key points:
creation of a free touristic zone "Charvak“ (FTZ) within Chimgan-Charvak resort and recreation zone of
Tashkent region;
construction on the territory of a FTZ of modern hotel complexes, cultural and recreational, shopping and
entertainment and other touristic facilities, as well as the creation of modern engineering infrastructure;
FTZ is a Free Economic Zone with all the benefits and preferences provided for Free Economic Zones;
the period of functioning of the FTZ is 30 years with the possibility of its subsequent extension;
the Fund for Reconstruction and Development of the Republic of Uzbekistan shall ensure the opening of
a preferential credit line in the amount of 100 million US dollars for co-financing investment projects
implemented in the FTZ.
CONDUCTING A FEASIBILITY STUDY AND PREPARING A MASTER
PLAN

The conducting a feasibility study and preparing a master plan is allocated by the Uzbek Government to
“ToshkentboshplanLITI”, which together with French consortium of companies has started this work. It is
estimated that the work will extend to 6-8 months.
The French consortium of companies have a solid experience in preparing above mentioned projects around the
globe including the neighboring countries Azerbaijan, China, Kazakhstan, Russia as well as France and other
European countries.

SKI RESORTS

In the territory of FTZ it is planned to create several modern ski resorts with relevant infrastructure
for winter and summer tourism, sport and leisure (ski slopes, funiculars, anti-avalanche systems and
others). A number of ski pistes, spa-centers and ice-rinks, restaurants and cafes, shopping centers,
sportswear and accessories renting spots, first aid medical centers, high-floor car parking lots, etc.
will be located in the ski resort village.
1st investors have already started investment projects in the territory. One of the pioneers is
“Amirsoy” world-class ski resort. “Amirsoy” will welcome its first visitors in December, 2018. The
project is being implemented by coordination of PGI Management (Andorra), the investment size is
USD100.0 Mln.
ONGOING PROJECTS: “AMIRSOY” SKI RESORT
Project initiator: Amirsoy Mountains Resort (Uzbekistan)
Project supervisor: PGI Management (Andorra)
Project cost: EUR100.0Mln
Territory: 900.0 hectares
Implementation period: 2018-2022 (completion of 1st stage: December 2018)
The creation of the first world-class ski resort “Amirsoy” has already begun
and following infrastructure and opportunities will be provided for tourists:
28 various types of ski slopes with length of 21.3 km;
7 gondolas, chair and conveyor lifts;
Ski school for children and beginners;
Summer recreation activities: trekking, horse riding, cycling, zip lining,
summer tubing, paintball, etc.

HOTELS, SANATORIUMS, SPA CENTRES

It is planned to build various hotels, cottages, and apartments to
satisfy the needs of foreign and local tourists.
Taking into consideration that Uzbek people like to combine
leisure with healthcare, it is also arranged that sanatoriums be built
using natural resources of this unique mountain area.
Various spa centers with swimming pools, saunas, etc., will be
constructed in big hotels, sanatoriums, and leisure centers in FTZ.
The Directorate of FTZ already gained more than ten proposals
from local and foreign investors about the creation of such hotels,
sanatoriums and spa centers.
However, for interested investors there are still some opportunities
in taking part in implementation of such promising projects.
ONGOING PROJECTS: “ASRTECH” HOTEL
Project initiator: ASRTECH BUSINESS LLC
Facility: 4 star resort hotel
Quantity of rooms: 120 rooms
Investment amount: UZS100.0 Bln (USD13.0 Mln)
Source of investment: 50% own sources; 50% loans
Territory of the hotel: 3.7 hectares
Creation of new jobs: 100
Completion of the project: within 24 months

SHOPPING CENTRES

Shopping centers, sportswear and accessories renting spots and outlet
villages are also planned to be built in the territory of FTZ. Popular local
supermarket chains as Korzinka.uz, Makro and others have already
started their preparations to open their branches in FTZ. Tourists and
visitors will not only enjoy mountain entertainment but will also have an
opportunity to make shopping for their daily, personal and occasional
needs. Outlet villages will be attractive projects for establishing well-
known world brands and retail chains, hence, tourism will rapidly develop
the country and the quantity of tourists will increase day by day.
There is an opportunity for interested investors to approach the
Directorate of FTZ on allocating land spots for the purpose of
constructing shopping centers. There is also an opportunity to be a co-
investor in existing projects in FTZ.

THEME PARKS

Several types of theme parks are planned to be built in the territory of FTZ.
These are “Qorbobo qishlog’i” (by the type of Santa Claus village), an aqua
park, rope park and etc.
Potential investors are offered land spots in the mountain area where they
can give vent to their imagination.
Moreover, potential investors may join local existing initiators of theme
parks.
ONGOING PROJECTS: NANAY ECOPARK
Project initiator: Nanay’s Paradise LLC (Uzbekistan)
Project cost: USD7.3Mln
Territory: 60.0 hectares
Implementation period: 2017-2021
The creation of the Ecopark “Nanay” has already begun and following
infrastructure and opportunities will be provided for tourists:
Two hotels (188 rooms) and 6 cottages (48 guests)
Ropeways with length of 1200 m;
2 chair lifts;
Summer recreation activities: trekking, horse riding, cycling, zip lining,
summer tubing etc.

RESTAURANTS, CAFES, TEAHOUSES

People heading to top ski resorts in FTZ will have plenty of opportunities for
fine dining, with many different national and foreign cuisines. Both indoor and
outdoor restaurants, cafes and tea houses, particularly, Uzbek traditional
Chaykhana (tea house) will be full of new experience of Uzbek national
cuisines. Other European and Asian style restaurants, cafes and tea houses
will provide some of the best opportunities for fine dining on the mountain.
Establishing well-known and popular International restaurants and food chains
such as KFC, McDonald’s and others will be an additional attracting factor for
tourists to come and have dining.
Restaurants, cafes and tea houses will be located both below and top of the
mountain thus visitors can enjoy when they are skiing and relaxing or come
back to their hotels.
An observation deck will be on the top of observation tower (3300 m)
in Big Chimgan which will have both indoor and outdoor observatory
deck and visitors will have an opportunity to observe the surroundings
up until Tashkent city. The glass cabin will fascinate the visitors and
give them a rush of adrenaline.
Additional services can be small souvenir shops, tea and snack houses,
coin-operated telescopes for viewing distant features and other services.
Investors are welcome to realize this fantastic project.

INVESTMENT PROJECTS TO BE IMPLEMENTED IN THE FTZ:
HELICOPTER PARK
During the construction and exploitation period of the mountainous areas of
FTZ, it will be necessary to create a helicopter park. Helicopter park should
be equipped with several types of helicopters:
- transportation of bulky goods to high-altitude areas;
- emergency medical aid;
- rescue operations;
- providing services for Heliskiing;
- organization of helicopter tours in mountainous areas and etc.
Availability of these types of helicopters will ensure the full operation of the
FTZ. Even during extreme cases, helicopters can be mobilized to render
transportation, rescue and other services.
Potential investors are invited to implement this ambitious project.

INVESTMENT PROJECTS TO BE IMPLEMENTED IN THE FTZ:
MOUNTAIN EMERGENCY MEDICAL SERVICE
Establishment of a mountain emergency medical service, which should also
include medical center located in Gazalkent (on the basis of currently
working hospital), first-aid posts in Charvak, Beldersay and Chimgan as
well as in large hotels where a comprehensive medical and first aid clinic
have to be available. This system has to be equipped with special
equipment for transferring in the mountain areas, including light helicopters
and rovers so that they can effectively conduct first-aid medical services for
tourists and guests.
Investors are welcome to create this project on conditions of Public-Private
Partnership.

INVESTMENT PROJECTS TO BE IMPLEMENTED IN THE FTZ:
CONGRESS HALL
Building mountain congress-hall in Charvak, in the territory of “Charvak oromgohi”, where various forums,
high-level meetings, conferences, seminars or concerts could be held. During the winter, concerts could be
held in the building of congress-hall, while during the summer – on the open concert site with a view to
Charvak lake.
Traditional theme forums such as the Central Asian meeting of Davos World Economic Forum or high-level
meetings such as International Investment Forum “Sochi” can be hosted in this congress-hall.
For potential investors this project will not only be economically advantageous, but also image project,
because these forums host political and business elites from all over the world.

INVESTMENT PROJECTS TO BE IMPLEMENTED IN THE FTZ:
EXCURSION TRAINS
Acquire several excursion trains (with special wagons specialized for the transportation of ski and other mountain accessories, with panorama windows for better observation, colored and specially designed (for instance, using colors and logos of www.welcomeuzbekistan.uz), in order to differentiate from ordinary trains), which would travel from Tashkent central railroad station to “Chinor” station.
Meanwhile, passengers could leave the train in following stations:
- “Old Gazalkent” station and re-sit to special shuttle buses (with special places for luggage and ski accessories) and reach Beldersay and Chimgan for free. It will take approximately 20 minutes;
- “Chinor” station and re-sit to special shuttle buses (with special places for luggage and ski accessories) and reach Charvak for free. It will take approximately 20 minutes;
It will provide for internal tourists from different regions of Uzbekistan a possibility to reach mountain touristic objects within a short period of time using only trains and buses. Likewise, for foreign tourists it would be easy to visit mountain touristic objects by using train and buses. It will significantly load off the traffic in automobile roads leading to touristic objects of Bostonlyk region.
