    ndia's 12 major ports along its 7517 kms

    coastline six eaeh on the west and east eoasts

    and a number of other ports transport about 95%

    by volume and 70% by value of India's international

    trade. While the major ports handle about 72% of

    sea-borne traffie, the rest is handled by non-major

    ports.

    The Growth of the traffie at major ports has been

    between 9% to 12% during the reeent past exeept in

    the year 2008-09 due to reeessionary trends and

    global slowdown. Traffie handled at major ports

    during 2008-09 was 530.53 million MT, registering a

    growth of 2.1 % over the previous year. By the end of

    11th Five Year Plan, the traffie at major ports is

    targeted to be 708.09 million MT. Traffie handled by

    Non-Major Ports during 2008-09 was 202.18 million

    MT, registering a growth of 2% over the previous

    year. The Non-Major Ports handled 28% of the total

    traffie of the eountry during 2008-2009.

    To cope up with the expeeted impressive surge in

    cargo traffie, it is planned to augment the eapaeities

    in all ports to 1.5 billion MT with the Major Ports

    eontributing 1 billion MT.

    evelopment of Ports is an ongoing process

    based on the requirement of the trade and

    the future projections of traffic and projects

    are taken up based on the requirement of individual

    ports to cater to the traffic. Capacity addition takes

    place through construction of berths /

    jetties/terminals, mechanization of cargo handling

    facilities through procurement replacement of

    equipment, deepening of channels/berths and other

    supplementing schemes for quicker evacuation of

    cargo through road and rail connectivity.

    Recognizing the catalytic role which the maritime

    sector has to play in India's fast growing economy

    and in fulfilling the trade objectives the National

    Maritime Development Programme (NMDP) has

    been formulated by the Ministry of Shipping, Govt. of

    India. Under the Programme, 276 projects to be

    taken up for implementation over the period from

    1.4.2005 to 31.3.2012 have been identified. Total

    investment involved under the Programme is

    Rs.1 ,00,339 crores at 2004-05 prices. Out of this,

    Rs. 55,804 crores is far the Port Sector and the

    balance is for the Shipping and Inland Water

    Transport Sectors.

    In the Major Ports, projects undertaken under

    the entire gamut of activities, namely

    construction/upgradation of berths, deepening of

    channels, rail/road connectivity projects, equipment

    upgradation/ modernization schemes and other

    related schemes for creation of backup facilities.

    The objective is to upgrade and modernize the port

    infrastructure in India which will enable it to

    benchmark its performance against global

    standards. The scheme-wise distribution of projects

    under different development heads and the

    estimated cost isshown below:

    Encouraging response in Private Participat ion

    The Government has been encouraging private

    sector participation in port development

    since1996. The majar areas which have been

    thrown open for private investment, mainly on

    Build, Operate and Transfer (BOT) basis with

    revenue sharing mechanism which include

    construction of cargo handling berths, container

    terminals and warehousing facil it ies, installation

    of cargo handling equipment, construction of dry-

    docks and ship repair facilities, etc. The preferred

    route for private sector participation is through

    open competitive bidding.

    Foreign direct investment upto 100% under

    automatic route is permitted for construction and

    maintenance of ports and harbours.

    In

    order to bring in uniformity and transparency in

    the Process, standardized RFQ, R and

    Model Concession Agreements have been put in

    place by the Ministry of Shipping, Government of

    India.

    Tariff setting Mechanism for

    Projects have

    been modified to herald upfront fixation before the

    projects are bid out.

    The status of projects with private investment or

    investment by Public Sector Units on captive basis

    at various Major Ports issummarized below:

    24 Public Private Partnership (PPP) projects or

    projects on captive use basis are operational at

    a cost of Rs.6485.5 crores and capacity of

    140.65 Million Tonnes Per Annum (MTPA).

    7 PPP projects at an estimated cost of

    Rs.7931.00 crores and capacity 77.4 MTPA

    are under construction.

    Of the 9 PPP projects scheduled for award in

    the year 2008-09 at an estimated cost of

    Rs.4243.59 crores and capacity 66.47 MTPA,

    7 Projects have been awarded at the cost of

    Rs.1956.86 cr. and capacity of 39.47 MTPA.

    17 PPP projects scheduled to be awarded in

    the year 2009-10 at a total estimated cost of

    Rs.15121.57 crores and capacity 192.78

    MTPA, some of which likely to spill over to the

    nextyear.

    8 PPP projects have been identified at an

    estimated cost of Rs.1296.2 crores and

    capacity 31.3 MTPA for which RFQ will be

    issued by March 2010. These projects are

    scheduled for award in 201 0-11.

    greenfield prajects, captive facilities and

    upgradatian af existing parts. In Gujarat, inter alia,

    has greenfield port prajects at Simar, Mithivirdi,

    Vansi Barsi, Maroli and Bedi in the pipeline. Andhra

    Pradesh has, amangst its many prajects,

    Machilipatnam, Nizampatnam and Bhimunipatnam

    Ports under develapment. Kerala is warking an

    Vizhinjam and Azhikal Parts. Tamil Nadu has plans

    fa r develapment af Cuddalare, Calachel and

    Rameshwaram Parts. Maharashtra has plans fa r

    develaping Rewas-Aware, Dighi, Jaigad, Vijaydurg

    and Redi Parts an the anvil. Orissa is cancentrating

    an Gapalpur, Dhamra and Jatadhari. Karnataka is

    expanding Karwar, Tadri and Belekeri Parts.

    Puducherry has plans for develapment ot

    Puducherry and Karaikal Parts. Further, a feasibility

    study is being taken up tor development af a

    transhipment port at Great Nicabar Islands.

    Kolkata Port

    Kolkata Dock System

    A riverine port, it is the gateway to Eastern India. The Port has vast hinterland eomprising the entire Eastern

    India and two land-Ioeked neighbouring eountries- Nepal and Bhutan. It is welllinked by road and railways

    with rest of the India. City roads eonneet the port to National Highways 2 and 6 and to the junetion of National

    Highway 34 and the Aiprort. The 10 kms streteh from the port to the junetion of NH-2 and NH-6 ineluding 1.7

    kms long elevated road link between Vidyasagar Sethu and Swing Bridge is being undertaken. The rail

    eonneetivity to the port is provided by the Sealdah-Budge Budge Braneh Une to Majherhat Junetion.

    Haldia Dock Complex

    Haldia Dock Complex is eonneeted to NH-41 whieh links it to NH-6 and the rest of the eountry. Four laning of

    52.2 kms streteh of NH-41 from Kolaghat-Haldia is in progress. A single rail line from Panskura-Haldia

    Braneh Une eonneets the doeks to the Trunk Railways. Doubling of the 15.05 kms streteh of this line from

    Panskura to Rajgoda has been eompleted.

    Paradip Port

    Paradip Port, in the State of Orissa has an artificial Lagoon type harbour protected by two rubble mound

    breakwaters. With the State emerging as a steel production hub, the Paradip Port has immense potential for

    growth. The port is connected to NH-5 through a two lane road upto Chandikol. Four laning of the road is

    completed. The two lane State Highway 12 from the port to Cuttack provides network between the port and

    the mines. Port is connected by a single line section with Cuttack which connects Howrah-Chennai Trunk

    Line. The single line is being doubled. The 155 kms Daitari-Banspani railline is under construction. The 78

    kms Haridaspur-Paradip Rail Link to provide a dedicated corridor from the Port with the iron ore mines and

    steel plants is also under construction.

    Visakhapatnam Port

    Visakhapatnam port is among the top ranking ports of the country. The port has two harbours viz. Inner

    Harbour and Outer Harbour. The port boasts of the deepest container terminal among major ports (14.9

    mtrs). The port is connected to NH-5. A project for improving the 12.47 kms long stretch of Naval Dockyard

    and Industrial by-pass State road is available. The port is also connected to the Chennai - Howrah main

    railway line of East Coast Route

    round the clock navigation facilities. Today, it is fast emerging as a hub port of the Indian Sub-continent. The

    port is connected by road to NH-5 (Chennai-Kolkata), NH-4 (access from West) and NH-45 (Chennai-

    Dindugal). Chennai - Ennore Expressway is under implementation. Port is also well connected with the

    railway network to the southern parts of Tamil Nadu as also to the rest of India.

    Tutieorin Port is an all weather port situated on the Eastern Coast line of India, in the state of Tamil Nadu.

    Considered the best South Indian Gateway Port and is ineluded in the included in the western eireuit of prime

    Cochin Port

    An all weather port with tranquil waters round the year, Coehin Port is fast emerging as an important Maritime

    gateway to peninsular India. Road eonneetivity to the port from the mainland is through two bridges - one on

    Mattanehery ehannel and one on Ernakulam Channel. A link road eonneets Willingdon Island to NH-47

    New Mangalore port is an al l weather artificiallagoon situated at Panambur, Mangalore in Karnataka State on

    the west Coast of India, well eonneeted to the Industrial hubs of Southern India as well as North India via

    Konkan railway. Road eonneetivity to the port is provided through NH-48 (Bangalore-Mangalore), NH-17

    (Coehin-Goa-Mangalore) and NH-13 (Sholapur-Mangalore). Four laning of NH-17 (Suratkal-Nantur

    Mumbai Port

    A premier port located in the commercial capital of India has a natural deep harbour of 400 sq.kms. The port

    has three dock systems with 50 berths on the mainland. The port is well connected to other parts of the

    country through NH-8 (Ahmedabad), NH-3 (Delhi and Kolkata), NH-4 (Bangalore) and NH-17

    (Goa/Mangalore). Anik-Panjorpole Link Road to provide access between Mumbai Port and Southern parts of

    Jawaharlal Nehru Port

    Located South of Mumbai Port, Jawaharlal Nehru Port is the biggest container handling port in India

    accounting for 58% of the national container traffic. Out of three container terminals in operation, two are

    operated by private operators and one by the port itself. The port acts as a hub port in the region. The port is

    connected through NH-4B to the Mumbai-Pune Expressway, NH-17 to Mumbai-Goa Highway, SH-54 to the

    western parts of India. Four laning of NH-4B, NH-4 and SH-54and construction of a four lane Amra Marg

    including six lane major bridge across Panvel Creek is also in operation. The port is well connected by rail to

    Kandla Port is on the top among all major ports in terms of traffie handling. The port is situated on the west

    eoast of India, in the highly developed Gujarat State. A gateway to the North West India, it aeeesses a vast
