This OpenHIE initiative emerged from the Health Informatics Public Private Partnership (HIPPP) initiative funded by the US President’s Emergency Plan for AIDS Relief (PEPFAR). The partnership was started to support development of the Rwanda Health Enterprise Architecture (RHEA) Project A shared electronic medical record created for expectant mothers visiting antenatal clinics in the Rwamagana district, which later expanded to support all the other areas of primary and secondary care.

OpenHIE is a community of open source Health IT projects made up of many different organizations and individuals.   We are a community of communities, working together to help resource-limited settings better leverage their electronic health information through standardization and interoperability.   Our initiative is comprised of seven main subcommunities: Client Registry, Health Worker Registry, Facility Registry, Terminology Services, Shared Health Record, Healthy Management Information System and Interoperability Layer.   These subcommunities focus on enhancing each architectural component of our health information exchange (HIE).   We believe that through using an open approach, with an emphasis on collaboration and knowledge sharing, we can build better technologies that support real world needs.

care delivery process by maintaining a terminology set mapped to

international standards such as ICD10, LOINC, SNOMED, and others –

Shared Health Record

A Shared Health Record is a repository containing the normalized version of content created within the

community, after being validated against each of the previous

registries. It is a collection of person-centric records for patients with

information in the exchange.

Health Interoperability Layer

A Health Interoperability Layer receives all communications from point of service applications

within a health geography, and orchestrates message processing among the point of service

application and the hosted infrastructure elements.

Health Management Information System

A Health Management Information System is a repository containing the normalized version of aggregate-level content created within the community, after being validated against each of

for cohorts with information in the exchange.
