Early Learning Partnerships
▪ Formal agreements between local education agencies (LEAs), early learning centers, and/or Head Start programs to provide prekindergarten and/or comprehensive services
▪ Children are dually enrolled

House Bill 3
▪ Requires LEAs to provide full-day prekindergarten for eligible four-year old students
▪ Allows LEAs to utilize partnerships to meet the full-day requirement▪ Requires LEAs to explore partnerships before applying for an
exemption

HB3: Full-day Prekindergarten Exemption
Exemptions may be granted if it is determined that:
▪ The local education agency (LEA) (a school district or open-enrollment charter school) would be required to construct classroom facilities in order to provide prekindergarten classes; or
▪ Implementation would result in fewer eligible children being enrolled in prekindergarten
An LEA may not receive an exemption unless the LEA has solicited and considered at a public meeting the following:
▪ Proposals for partnerships with public or private entities regarding offering full-day prekindergarten for eligible four-year-old students

Eligibility Requirements
Partners must meet one of the following eligibility requirements:
▪ Texas Rising Star three-star certification or higher;
▪ nationally accredited;
▪ Head Start program provider;
▪ Texas School Ready! Participant; or
▪ meet the requirements under Texas Education Code Section 29.1532:• If a school district contracts with a private entity for the operation of the
district's prekindergarten program, the program must at a minimum comply with the applicable child-care licensing standards adopted by the Department of Protective and Regulatory Services under Section 42.042, Human Resources Code.

✓LEA wants to apply for an exemption for full-day prekindergarten for eligible 4-year old students
✓LEA does not have ample facilities to accommodate all eligible 3- and 4-year old students
✓LEA does not yet have a 3-year-old program or has a small 3-year-old program and wants to expand

✓LEA wants to support early learning centers and Head Start programs in increasing kindergarten readiness
✓LEA has identified enhanced services/expertise that an early learning center or Head Start program can provide
✓Early learning center or Head Start program serves a large percentage of 3- and 4-year old children who are receiving childcare subsidies and would also be eligible for public prekindergarten

LEAs, early learning centers, and Head Start programs have many options when establishing partnerships.
When partnering, LEAs, early learning centers, and/or Head Start programs must meet the requirements of each of their respective programs in order to combine multiple sources of funding.

Child care subsidy rates received vary depending on the number of hours funded by the LEA.

LEA and In-district Charter Partnerships
In this model, the LEA may partner with non-profit organization, government entity, institute of higher education, and/or existing charter school to provide prekindergarten and additional services. The partner becomes an in-district charter school.
The partner must have their own board of directors and has responsibility and authority over personnel, curriculum, calendar, and assessments.
The district holds the partner accountable through a performance contract.
