INTRODUCTION ON CERT (1) CERT is a group of in-house first responders identified by a company to be:

competently trained in preventing any emergency from escalating into a major disaster.

The primary objective of CERT is to mitigate and control an emergency situation during

the initial stages prior to SCDF’s arrival and also to ensure operational synergy between

the CERT and SCDF. (2) A CERT must be capable of containing an incipient threat, by swiftly mitigating

an

emergency situation according to established plans and procedures transcribed inside

the company’s Emergency Response Plan (ERP) during an emergency.

AIM To familiarize participants with the correct action to be taken as SIC in the

event of fire break & requirements of Company Emergency Response Team (CERT) in Singapore.

Responsibilities for the first person on-scene may include: Taking appropriate personal protective measures

• Advising personnel in the area of any potential threat and/or initiate evacuation procedures• Eliminate potential ignition sources• Notifying Supervisory Personnel and/or Incident Commander of the incidentSupervisory Personnel responsibilities may include:• Restrict access to the incident scene and surrounding area as the situation demands • Take any other steps necessary to minimize any threat to health and safety• Request medical assistance, if necessary

BACKGROUND Robust growth in the petroleum & chemical industry has led

to an increase in the storage of petroleum and flammable materials.

Any incident that occurs in these premises may lead to loss of lives and properties, mass panic and major disruption to business processes. It educates learner for disaster preparedness for hazards .

Hence, the need to have a competent, in-house response teams known as Company Emergency Response Team (CERT) to mitigate these incidents at the initial stage to prevent them from spreading beyond the incident origin &

escalating into major disasters.

REGULATORY REQUIREMENTS FOR CERT Requirements for CERT (Regulations 25)

All CERT are required to be competent in handling incidents involving petroleum or flammable materials in the event of fire, explosion, leakage or any other similar emergency

All CERT are subjected to competency tests and emergency assessments at a regular interval

Senior member of the company’s management Overall person-in-charge of emergency response operations

in the company and deals with govt agencies Site Incident Controller (SIC)

Leader of the company emergency response team In charge of the incident response

Response Team (RT) Consist of personnel trained in basic emergency response

actions such as fire fighting, HazMat mitigation, first aid, evacuation

Response under the command of SIC.

actions concerning company’s SOPs and policies
